PRELIMINARY VARIANT OF MONITORING REPORT MONITORING OF LEGAL PROCEDURES IN ARMENIA MADE

YEREVAN, NOVEMBER 20, NOYAN TAPAN. RA Minister of Justice Gevorg
Danielian, on November 20, received OSCE/ODIHR’s delegation, which
included OSCE/ODIHR Director Janez Lenarcic, OSCE Yerevan Office Head,
Ambassador Mr Sergey Kapinos, other OSCE/ODIHR officials.

According to the RA Justice Minister’s Spokesperson Lana Mshetsian,
the preliminary variant of the monitoring report under the title
Monitoring of Legal Procedures in Armenia made by OSCE/ODIHR experts
was mainly discussed at the meeting.

G. Danielian said that report’s preliminary variant will be studied by
Ministry’s proper specialists and by him personally, and Ministry’s
proposals on it will be submitted to OSCE/ODIHR. After summing up
them an expanded discussion will be organized with OSCE/ODIHR’s and
Ministry’s cooperation where report’s final variant will be presented.

According to Janez Lenarcic, the problem of court and legal reforms
is currently a serious challenge not only for Armenia. He expressed
satisfaction with the process of court and legal reforms carried out
in Armenia and expressed the hope that their further process will be
also satisfactory.

Armenians Published The First Newspapers In Rostov-Na-Don

ARMENIANS PUBLISHED THE FIRST NEWSPAPERS IN ROSTOV-NA-DON

The first newspapers in Rostov-na-Don were published in late 19th
and early 20th centuries, but few know that they were published by
Armenians from Nakhichevan, writes the Russian-Armenian "Yerkramas"
newspaper, according to the "Vecherni Rostov" (Rostov in the Evening)
newspaper.

The "Priazovski Kray" (Near Zov Region) was published by S. Arutyunov
(Harutyunyan). In 1891 Harutyunyan was granted the right to publish the
"Donskoye Pole" (Field of Don). He renamed the newspaper and published
it with a new look. The newspaper was the most favorite in southern
Russia and A. P. Chekhov was published as well.

The "Donskaya Pchela" (Bee of Don) newspaper was published by
well-known bibliophile H.Ter-Abrahamyan. He also published the
"Russian-Armenian calendar of Don-Azov" in Russian. It was an annual
publication that featured informational materials and told about
Armenian community life in Don.

Among other favorite newspapers was the "Donskaya Rech" (Dialect
of Don), which was edited by M. Berberyan who was highly respected
in Nakhichevan.

But the residents of Nakhichevan wanted to have their own newspapers.

In 1878, during his visit to St. Petersburg, well-known public
figure R. Patkanyan appealed to the General Press Department with the
request for permission to print the "Nor Nakhichevan" (New Nakhichevan)
newspaper. He was also the publisher and editor. But he didn’t receive
permission and the reason for that was that there were no officials
in Nakhichevan and Rostov who knew Armenian nor had opportunities
for censorship…

Nevertheless, Armenian newspapers started being published in
Nakhichevan in the early 20th century and one of the first was
the Dashnaktsutyun’s "Aghavni" newspaper, followed by "Nor Kyank"
(New Life), "Mer Dzayn" (Our Voice), "Luys" (Light), "Mer Khoske"
(Our Speech), "Grich" (Pen), "Gaghut" (Community), "Hay Hamaynk"
(Armenian Community) newspapers…The Armenian newspapers published
in 1920-1940 were "Aghkatutyun" (Poverty), "Ashkhatavori Kriv"
(Workers’ Fight), "Lenini Ughiov" (By the course of Lenin), "Murtch
yev mangagh" (Hammer and Hook), "Groh" (Attack) and "Bolshevik". The
collections have been preserved in the archives of the "Holy Cross"
Russian-Armenian Friendship Museum and currently in the archives of
the regional museum of geology. Russian educator, well-known geologist
A. Malkhasyan has done a lot to preserve and study the collections. His
Russian-Armenian conversational manual is truly a unique publication,
which includes the dialect of Armenians of Don.

Government towards comprehensive development of the region and ardor
to peace establishment there.

Karekin II outlined the significant progress by Syria in numerous
fields including security, stability and national unity. Prospects
of cooperation between Armenia and Syria were also discussed.

MINISTRY OF FINANCE: IN 2010 SOCIAL EXPENSES WILL MAKE HALF OF THE BUDGET OF ARMENIA

YEREVAN, November 18. /ARKA/. "In 2010 about half of the state
budget of Armenia will make social expenses", said Tigran Davtyan,
Minister of Finance of Armenia in the Parliament on Wednesday during
the discussion of draft state budget.

"In 2010 social expenses will make 45.7% of the state budget which
is unprecedented indicator. "It means that about half of the state
budget will be directed at social sphere – education, health and
social security", said Davtyan.

In 2010 expenses for education sphere will make 95 billion drams,
healthcare – 54.1 billion drams, social protection of population –
239.8 billion drams. In 2010 income of consolidated state budget of
Armenia will be 701.7 billion drams, expenses – 884.7 billion drams
with the deficit of 183 billion drams. In 2010 budgets of communities
will make 82.3 billion drams.

The size of the state budget without community budgets by income line
will make 676.6 billion drams, expenses – 859.6 billion drams with
the deficit of 183 billion drams. In 2010 the ratio of the deficit to
GDP will be 6% which is less than the indicator planned for 2009 up
to 7.5%. GDP growth for 2010 will be 1.2%, inflation – 41.5%. For the
next year import will increase by 0.8% and export by 14%. According
to the state budget of Armenia for 2009 approved by the Parliament on
November 27, 2008 the income of state budget will make 905.4 billion
drams, expenses – 945.4 billion drams with the deficit of 40 billion
drams. Tax entries and duties will make 727.5 billion drams.

proposed Armenians to shoot a film about Sergei Parajanov," Michael
Shvydkoy, President of Russian Academy of Television and RF Special
Representative on International Cultural Cooperation told today a
news conference in Yerevan.

At that he noted that there is no joint Armenian-Russian film about
Parajanov. "Parties’ cooperation in documentation sphere is quite
realistic, but big game projects are still questionable," Shvydkoy
noted.

In turn, RA Deputy Minister of Culture David Muradyan said that,
"Proposals on shooting a film about Parajanov are still under
consideration, but the project is good and attractive. We are
interested in it, and want to make it a joint program."

YEREVAN, NOVEMBER 17, NOYAN TAPAN. The RA Ministry of Finance conducted
6 qualifying examinations for auditors in 2009, as a result of which
22 applicants received an auditor’s qualification certificate. By the
decision of the commission on qualification of auditors, qualification
certificates were also given to the applicants qualified by member
organizations of the International Federation of Accountants (IFAC)
– based on the documents submitted by them.

NT was informed by the Information and PR Unit of the RA Ministry of
Finance that 106 auditors had a qualification certificate in Armenia
as of November 17.

ArmInfo. The epidemic of H1N1 flu will not raise Tamiflu prices,
director of Armenian office of Roche pharmaceutical company, Bagrat
Lalayan, said at today’s press-conference in Yerevan.

He also added that the panic around Tamiflu will not affect the price
policy of Roche. Thus, in Armenia a package of Tamiflu costs from
15500 to 16000 drams and only EUR exchange rate changing may affect
this price. But there were cases when some private drug stores made
of the situation connected with the swine flu and sold Tamiflu for
20 000 drams. ‘The prime cost of Tamiflu is 18 EUR plus 20% of VAT in
Armenia and 5% "extra payment" by distributors and drug stores. Thus,
maximal price of the medicine in the republic should be 16 000 drams’,
– Lalayan said.

He also added that official distributor of Roche in Armenia is
‘Alfa-pharm’, ‘Pharm-Goar’, ‘Natali-Pharm’ and ‘Asteria’. ‘I think that
even in case of H1N1 flu epidemic in Armenia, about 30 thsd packages
of Tamiflu will be enough to show aid to all the sick people’, –
Lalayan said. As for today’s situation, he called those who are sick
of the swine flu not to deal with self-treatment and to buy Tamiflu
only by a doctor’s prescription.

UN Food and Agriculture Organization.

The delegation headed by PM Tigran Sargsyan comprises the Head of Staff
of the Government of Armenia, Gerasim Alaverdyan, Armenian Deputy
Foreign Minister Arman Kirakosyan, other officials, representatives
of the Government and the Ministry of Foreign Affairs.

Tigran Sargsyan will make a speech at the summit. The Prime Minister
is expected to meet the Director General of the UN Food and Agriculture
Organization, the President of the International Fund for Agricultural
Development, and the Executive Director of the UN World Food Programme.

British embassy conducts in Armenia "Na/ne" contest of journalists’
works.

An official from the Armenian office of the British Council told
Armenpress that the materials must be dated 2009 December-January,
refer to the activity of women, their achievements in political,
social and economic fields.

Printed, on-line, and broadcasting mass media as well as freelance
reporters may present their works. NGOs may also forward candidates.

The applications will be accepted till December 31, 2009. The results
of the contest will be summed up in late January.

"If Tehran obtained the S-300, it would be a game-changer in military
thinking for tackling Iran," says long-time Pentagon advisor Dan
Goure.
With the delivery of an advanced air defense system to Iran long
overdue by Russia, Tehran says it is capable of mass-producing
replicas of the controversial Russian-made missile in the near future.

Speaking to Mehr News Agency on Saturday, Head of Iran’s Foreign
Policy and National Security Commission in Parliament Alaeddin
Boroujerdi said Tehran and Russia have a long history of military
cooperation and it is crucial that Russia honors its commitments with
respect to Iran.

"The Russians should meet their commitment on the delivery of the
missile system, which will only be used to defend the country’s
territory," said the Iranian lawmaker.

He was referring to the Russian-made S-300 surface-to-air missile
system, which can track targets and fire at aircraft 120 km (75 miles)
away, features high jamming immunity and is able to simultaneously
engage up to 100 targets.

Boroujerdi went on to warn Russia that "Iran is not a country which
would stop short of action in dealing with countries who fail to
deliver on their promises."

He said that while the Islamic Republic will be able to mass produce
the system in the near future, Russia’s commitment to the deal could
lay the ground for future cooperation.

The remarks come as Russia and Iran clinched a deal on the sale of
S-300 system in December 2007. Unofficial reports claim that the
Russian-Iranian contract on the sale of the S-300 missiles is worth
$800 million.

The delay on the delivery of the system comes as earlier in September,
Israeli Prime Minister Benjamin Netanyahu made a secret trip to Moscow
during which he is believed to have discussed with Russian leaders
measures to hold off on providing the ultramodern anti-aircraft
missiles to Iran.

After the media spilled the beans on the controversial visit, Sergei
Lavrov, Russia’s foreign minister, refused to deny the reports about
the Israeli official’s secret trip.

"I am only going to say: to verify the rumor you should go to the
source of the rumor," he said. "Our co-operation with Iran is quite
legitimate. We are not selling offensive weapons to Iran."

Lavrov described the S-300 system as purely defensive, adding, "As far
as the trade of military elements goes, Russia has not violated [its]
international obligations."

Despite the remarks by the Russian foreign minister, Russia has yet to
deliver the system to Iran and military officials in Moscow are yet to
give an explanation about the delay.

Meanwhile, as rumors began to circulate that Moscow had scrapped the
deal, deputy director for Russia’s federal service for
military-technical cooperation Konstantin Biryulin said on Thursday
that the matter was still under consideration despite mounting Western
pressure over military dealings with Iran.

"The issue of S-300 deliveries is still under discussion," he was
quoted as saying by RIA Novosti.

Reacting to the delay, a top Iranian military official urged Russia on
Friday to honor its military contract with the Tehran government and
deliver the promised S-300 surface-to-air missiles.

Major General Hassan Firouzabadi, the chief of staff of Iran’s armed
forces, said that Moscow was now six months late in delivering the
S-300 missiles to Tehran.

"Don’t the Russian [political and military] strategists consider the
geopolitical significance of Iran in ensuring Russia’s security,"
asked Firouzabadi.

Iran says it has opted to acquire the sophisticated S-300 defense
system – which, according to Western experts, would rule out the
possibility of an Israeli airstrike on Iranian nuclear sites – to
protect the country in case of any such attack.

Israel has repeatedly threatened to strike Iran’s nuclear facilities,
including the uranium enrichment plant at Natanz or the country’s
first atomic power plant, which has been under construction by Russian
workers in Bushehr for years, arguing that the country’s nuclear
activities are an existential threat to Tel Aviv’s security.

This is while Tehran says its nuclear program is aimed at the civilian
applications of the technology and has called for the removal of
weapons of mass destruction from across the globe.
