Armenia’s President Serzh Sarkisian was to face a largely hostile
reception later on Tuesday from members of Lebanon’s Armenian community
up in arms over Yerevan’s plans to establish ties with Ankara.

Sarkisian’s brief stop in Beirut is part of a week-long international
trip aimed at calming concerns among members of the Armenian Diaspora
over Turkish-Armenian efforts to normalize relations.

But such plans have angered many in Lebanon’s 140,000-strong Armenian
community, mostly made up of the descendants of survivors of massacres
in eastern Anatolia under Ottoman rule almost a century ago.

"After nearly 100 years of fighting for our cause, how can our enemy
become our friend in the blink of an eye?" said a visibly angry
Koko Marashlian, a store owner in Beirut’s Armenian neighborhood of
Boj Hammoud.

Hagop Pakradounian, one of six Armenian deputies in Lebanon’s
parliament, said the community was all for improved ties between
Armenia and Turkey but not at any price.

"This issue concerns Armenians worldwide and not just those in
Armenia," Pakradounian told AFP.

"We are not talking about a simple economic accord between two
countries but a historic one that concerns each Armenian family,
whatever its nationality," he said.

Community members have drawn up a petition condemning the agreements
set to be signed later this month between Turkey and Armenia on
establishing diplomatic ties.

Stores in Borj Hammoud were to shut down on Tuesday afternoon in
protest, while a demonstration was also planned.

"We remember, we demand, we refuse," read placards put up throughout
the neighborhood, where Armenian patriotic music blared.

"These agreements will sound the death knell of our cause," store-owner
Marashlian said. "As descendants of those exiled, we are the main
victims of these agreements."

Keborg Abajian, 55, who runs a coffee shop, said he was ready to take
up arms to prevent the normalization of ties.

"I will shut down my shop to go fight so that our martyrs are not
forgotten," he said. "We want to recover our land. My ancestors owned
huge plots of land in Urfa," in southeast Turkey.

Some members of the younger generation, however, appeared to adopt
a more conciliatory tone, saying it was time to move on.

"The state of Armenia has made a decision and who am I to decide
what is best for its people?" said Haig Asmarian, 34, a jeweler. "My
grandfather still has the titles to his property but it’s time to
turn the page.

"And who knows, maybe this will benefit Armenia economically."

Armenians say up to 1.5 million of their kin were systematically
killed between 1915 and 1917 as the Ottoman Empire was falling apart.

Turkey rejects the genocide label and argues that 300,000-500,000
Armenians and at least as many Turks died in civil strife when
Armenians took up arms against their Ottoman rulers and sided with
invading Russian troops.(AFP)

YEREVAN, OCTOBER 5, NOYAN TAPAN. Member of the RA National Assembly
"Heritage" faction Raffi Hovannisian withdrew his resignation in
writing, National Assembly Speaker Hovik Abrahamian said on October 5 –
the first day of a regular four-day session of the National Assembly.

To recap, on September 30 R. Hovannisian had issued a statement, in
which he presented the reasons for withdrawing his resignation. In
particular, it was said in the statement: "Having humbly labored
so many years for the international reaffirmation of the Armenian
Genocide, recognition of the Karabagh Republic, and normalization
of relations with our neighbors without any precondition, I felt
betrayed by the actions of this administration in compromising
these fundamental principles and therefore decided to lay down my
parliamentary mandate in protest. Since that moment, however, I have
been urged by compatriots both in Armenia and in our broad Diaspora
to take up the challenge and use the limited forum that the National
Assembly offers to speak in the name of truth and justice no matter
what the odds".

Another NA member – independent deputy Khachatur Sukiasian did not
withdraw his resignation within the period established by the National
Assembly Rules of Procedure so his resignation is considered accepted
and he has laid down his responsibilities as a member of the National
Assembly.

Non-party man K. Sukiasian was elected member of the National Assembly
in 2007 by the majoritarian electoral system from electoral district
No 10 in Yerevan so there will be a by-election in this electoral
district within 80 days after his resignation.

To recap, on September 7 he issued a statement, which particularly
read: "What happened to me and my fellow deputies due to the principled
stand taken by the NA deputies and their inexplicable vote gives
me grounds to conclude that I no longer have any work to do at this
parliament and I cannot imagine myself in status of NA deputy so I
am laying down my mandate as deputy".

K. Sukiasian is accused in relation to the March 1-2, 2008 events
in Yerevan. On 4 March 2008 the RA National Assembly granted the
Prosecutor General’s petition to allow involving 4 deputies: Khachatur
Sukiasian, Myasnik Malkhasian, Sasun Mikaelian, and Hakob Hakobian as
accused persons and arresting them. Since then K. Sukiasian was wanted
by the police. On 2 September 2009, he gave himself up to the police,
after which he was arrested and then released on September 4.

The director of the puppet theatre Ruben Babayan and famous actor
Hrant Tokhatyan touched upon the subject of opening of Armenian `
Turkish boarder.

The speakers think that the opening of the boarder and the affirmation
of the relations is inescapable and we had to get ready for that long
before.

`We had to get ready for that since 1915. We shouldn’t leave
everything on the last night. The thing that the boarders should be
opened is undiscussable, that the lands will be returned. It was to be
sooner or later’, – thinks H. Tokhatyan.

According to R. Babayan the thing that happens now was to take place,
as in the 21st century is not possible to live with the normative of
the 20th century: `The problem is that we should now how better to get
prepared.’ The artist is sure that we should delete from our habits
the process of calling for an aid, and we should establish normal
relations with the neighbors.

`It is possible to get prepared on the way too. It is impossible to
learn swimming without entering to the water. The Armenian Nation will
never die; we have survived through worse situations. The problem is
in ourselves, if we start loving our culture, the foreigner will not
get its place’, – said R. Babayan.

R. Babayan also said if Turkey wanted to destroy Armenia `he would
return the lands to Armenia, together with 20 million Kurds, there
will be held democratic elections, a Kurd president would be elected
and that’s all.’

According to the speakers instead of looking for people to be blamed
we should prosper our country, the countrymen are in bad situation in
the regions, the road taking to Karabakh which was to be full of
tracks and the life was to be on there is empty¦

The ministry of foreign affairs of Azerbaijan deprived of accreditation
NTV Turkish television journalist Ramin Abdullayev in Azerbaijan,
Elkhan Polukhov, head of foreign ministry press service said.

On September 25 Azerbaijan’s foreign ministry presented a note to
the Turkish embassy in Azerbaijan in connection with NTV journalist’s
recent visit to Nagorno-Karabakh. The journalist obtained accreditation
at the Nagorno-Karabakh’s ministry of foreign affairs, Trend News
reports.

In early September Turkish journalists visited NKR, where they met with
the NKR foreign minister Georgy Petrosyan. The journalists arrived
in Stepanakert from Yerevan. In the NKR Permanent Representation in
Armenia they obtained an enter visa to NKR.

Baku-based media recently spread the information that the Turkish
foreign ministry "condemns the visit of journalists to Karabakh".

Developments around Nubarashen special needs school continue after
a group of young activists, most notably Mariam Sukhutyan, voiced
their concerns about serious violations taking place at the school.

As it has already been widely reported in the media, the Armenian
language teacher sexually harrassed the children. As if that
wasn’t enough, young activists working at the school revealed a
number of other violations, too: particularly, poor food, the bad
sanitary-hygienic conditions, the approach of using physical forms
of punishment, and the fact that children who do not have special
needs study in a school for those with special needs.

"We received a letter from the Ministry of Education and Science
stating that they sent four [of the] children to other schools," said
Mariam Sukhutyan to Tert.am, referring to the recent developments in
the school.

Sukhutyan mentioned that the number of children leaving the school is
in fact greater; as it was told to them by the Head of Public Education
Supervision Department of the Ministry of Education and Science Nurijan
Manukyan, the number of children studying in the school has reduced
from 107 to 67. In one of the interviews, according to Sukhutyan,
the ministry and Nurijan Manukian both accepted that there had been
incidents of physical assault at Nubarashen school and that children
who do not have special needs study there. "They accepted the physical
assault and that healthy children study there, all that remains is
[that they accept the] sexual assault," said the activist, with some
sense of release.

As for the action brought against Sukhutyan, accusing her
of intentional false betrayal, well, that process is not quite
‘developing.’ Sukhutyan said no one is interrogating her and no one is
calling her to the police station, though the police are interrogating
people involved in the case.

ArmInfo. President of Armenia Serzh Sargsyan visited Yerevan Thermal
Power Plant today.

The President inspected the construction of the plant’s new unit and
met with Director of Yerevan TPP CJSC Hovhakim Hovhannissyan and
Minister of Energy and Natural Resources of Armenia Armen Movsissyan.

Presently, Yerevan TPP is undergoing modernization.

This project is financed by JBIC, which has lent 26.4bln yen
($240mln-250mln) for this purpose. The plant is to be restarted in Apr
2010.

The electric capacity of the new unit will total 242MW. When restarted
the plant is supposed to generate 15% of total energy in Armenia.
Yerevan TPP consists of 7 units with a total capacity of 550MW and
thermal capacity of 420 Gcal/h. Presently, the plant is operating at a
capacity of 50MW and 18-25 Gcal.

successful grandmaster of the year. Aronian recently won the Grand
Prix organized by the World Chess Federation (FIDE) and the Grand Slam
Masters run by the rival Grand Slam Assn.

Aronian has a California connection: The trainer who helped him win
the World Under-12 Championship in 1994 was Melikset Khachiyan, now a
grandmaster and chess instructor in Glendale. Aronian, nearing his
prime at age 26, is third in world rankings.

The game is typical of Aronian’s style. He is not an openings
specialist, but he knows how to steer for a complicated middlegame
where he can pose a series of difficult problems for his opponent,
much as world champion Emanuel Lasker did a century ago. He also
displays Lasker’s legendary poise.

World Cup

FIDE has announced 124 of the 128 participants in the World Cup, which
begins Nov. 20 in Khanty-Mansiysk, Russia. Most earned selection from
outstanding performances in continental championships or by having a
rating over 2700.

Four more will be selected by the local organizing committee. The
tournament will boast a powerful field composed almost entirely of
grandmasters, but the world’s top six players declined to play.

The United States, often neglected by FIDE, will send a 10-player
contingent, second only to Russia’s 23 players.

Chess superpowers China (10 players) and Ukraine (nine players) will
be pro
piads, will supply only two players.

Southern California star Varuzhan Akobian and 14-year-old prodigy Ray
Robson of Florida will provide excitement for U.S. fans. However,
U.S. champion Hikaru Nakamura (New York) will not play.

The tournament will award $1.28 million in prize money. The winner
will receive $96,000 and continue in the cycle to pick the 2011 world

National Initiative Miatsum members gathered near Myasnikian’s
monument before heading for the embassies of OSCE Minsk Group co-chair
countries and handing over their statement addressed to the presidents
of those countries.

The statement, which they submitted, read:

`On behalf of the Armenian people living in Armenia and Diaspora,
Miatsum National Initiative, proceeding by the unrelenting will to
recover long-lasting peace, stability and rule of international law in

`reconciliation,’ are initiating a mutually agreed policy to provoke
the next genocide of the Armenian nation and to ruin the Armenian
statehood. Miatsum National Initiative calls for vigilance and
firmness on the part of the US, Russian and French presidents to
refrain from attempts to provoke a new genocide of Armenians, to
resign from guilty assaults that result in doubtful benefits of a
current geopolitical nature, to undertake steps to establish real
peace in the region and to comprehensively re-establish the rights of
the Republic of Armenia violated by the genocide.’

`The Protocols are already signed. The re-signing of them is a mere
formality. The main risk will be when the parliaments ratify the
Protocols. I am sure that our history will neither start nor end with
October 13. This process will not end quickly. Therefore, one
shouldn’t get disappointed. Today we fight in the field of advocacy,
we voice our thoughts publicly, but I am sure that the moment will
come when we’ll be able to raise our entire nation and prevent the
anti-Armenian process, which, in essence is the result of our inner
state of affairs,’ Jirair Sefilian stated.

Miatsum member, film director Tigran Khzmalian, in speaking with
journalists, said that it pains him that Serzh Sargsyan is subject to
so much outside oppression.

`In our opinion, the Armenian president must be liable only for his
people’s oppression,’ Khzmalian said.
