YEREVAN, April 10. /ARKA/. Armenian mining enterprises will continue
development programs, RA President Serzh Sargsyan told a news
conference on the 1st anniversary of his inauguration.

"I visited the Syunik region recently and I am sure that the region’s
leading enterprises, first of one the mining ones, will not only
continue operating, but also implement development programs,"
Sargsyan said.

He pointed out a higher unemployment level in Syunik (southern Armenia)
than the average level in Armenia. However, the reason is a large
number of urban residents, not a small number of enterprises.

"If my memory is not at fault, the Zangezur copper and molybdenum plant
is to ensure an output of 16mln tons of processed ore by the end of
2009, which is twice as much as in the Soviet times," Sargsyan said.

He stressed that the currently operating enterprises will without
fail continue operating.

ArmInfo. Last week STAR trade network was the first to introduce very
important innovation for Armenia in the work of all its supermarkets
– labels and register receipts translated into Armenian, STAR
press-service told ArmInfo. Director of IT service of STAR company
Gevorg Aghvanyan said this innovation was preceded by long and
hard joint work of IT specialists and designers of the retail trade
automation program used in STAR.

A number of serious changes related to the "goods cards"
including information on the sold goods were introduced in the
program. According to STAR data, the Armenification required
big financial investments. "The Armenian law "On the language"
demanded that we should take these measures, but popularization of
the Armenian language and convenience for our customers were no
less important factors",- Executive Director of the STAR network
Vahan Kerobyan stressed. He added that Armenification also included
introduction of the national currency symbol in the labels. The
innovation was commented on by Head of the State Language Inspectorate
Lavrenty Mirzoyan. He said that STAR trade network has always been
law-abiding. The work of STAR supermarkets has been brought in line
with the standards of the Law "On the language" within the term
recommended by the State Language Inspectorate, he added.

The delegation headed by the Armenia’s minister of Diaspora Hranush
Hakobian has made an official visit to France since April 2. The
ministry’s delegation is accompanied by Hamlet Gasparian, Charge
d’Affaires ad interim of the Republic of Armenia in France and Vahe
Vahramian, head of the consular department of the Armenia’s Embassy
in France. On the first day the minister led by spiritual and worldly
leaders of the Armenian community of France visited the St. John the
Baptist Armenian Church, the Komitas Monument and laid a wreath at, as
well as met to the leaders of the Armenian community. In the fringes of
the visit, H.Hakobian had meeting with Francois Rochblois, head of the
National Assembly Armenia-France Friendship Group, Mr.Lagache, head of
the same group of Senate, and with representatives of French-Armenian
professional unions.

During the meeting with Mr.Lagache the law of Armenian Genocide
adopted by the NA of France was discussed. The draft law is
currently in the Senate’s bureau which have the majority of
opponents to that law. The minister expressed confidence, that
Armenians scattered around the world and particularly living in
France will be impelling local authorities to solve this issue in
Senate. The minister H.Hakobian, stressed the roles of parliamentary
friends hip groups in strengthening Armenia-France relationship. The
minister also had meetings at UCFAF, at the news-room of "Yaraj"
("Forward") weekly. UMAF, G2iA, the Union of French Armenian
attorneys and lawyers, The union of French Armenian Architects,
"Navasard", "Eraz" and "Sipan-Komitas" dance and musical groups,
"Bohemia" theatre participated in the meeting with representatives of
French Armenian professional unions at the "Tsants" (Network) club:
According to the Information and public relation department of the
ministry of Diaspora, in the town of Arnovelle, 7000 inhabitants out
of 43000 are Armenians and the 5 Armenians are elected to the local
municipality, the minister Hakobian met the municipality head and
the representatives of local Armenian organizations. The minister
Hranush Hakobian led by the administration of the town of Rennes laid
a wreath to the memorial of the Armenian Genocide. Hakobian had also
meetings with representatives of educational institutions of Armenian
community. She visited school named after Hrant Dink and "Dpraser",
"Surb Mesrop" school, which is the largest school in Arnovelle and has
230 pupils , as well as "Armenian Translators’ school". During meetings
teachers told, that according to statistics today only one out of 60
French Armenian schoolchildren attend Armenian school. The issue of
strengthening the Armenia-Diaspora relationship was discussed during
the meeting with ARF "Dashnaktsutyun", Youth organizations, the Alex
Manoogian cultural center. On April 4 the minister leaved for Marcel.

U.S. President Barack Obama urged the Foreign Ministers of Turkey
and Armenia during a meeting late Monday to complete talks aimed at
restoring ties between the two neighbors.

Obama delivered his message personally to Turkish Foreign Minister Ali
Babacan and Armenian Foreign Minister Edward Nalbandian when he met
them at a reception in Istanbul for guests attending an international
forum promoting understanding between the Western and Islamic worlds,
Hurriyet Daily reported.

"On the margins of tonight’s Alliance of Civilizations dinner, the
president met the foreign ministers of Turkey, Armenia and Switzerland
to commend their efforts toward Turkish-Armenian normalization
and to urge them to complete an agreement with dispatch," a senior
U.S. official was quoted by Reuters as telling reporters in Istanbul.

"The Foreign Minister of Armenia, Edward Nalbandian, will be visiting
Istanbul on April 6-7," the Spokesman for the Armenian MFA, Tigran
Balayan said to A1+.

Remind that today morning Azeri websites wrote that Minister Nalbandyan
hasn’t left for Istanbul.

Tigran Balayan says the Armenian FM will surely attend the 2nd
"Alliance of Civilsations" forum. The MFA spokesman gave no more
details.

It is still unknown whether reference will be made to the opening of
the Armenian-Turkish frontier will be discussed in Istanbul.

Note that recently A1+ conducted an Internet poll on the frontier
opening. Over 54.8 % of our respondents voted for the reopening without
any preconditions, 27.9 % agreed provided that the Armenian Genocide
is recognised and 11.7 % voted against the opening.

Some 1827 participated in the online poll.

On Monday March 23, 2009, His Eminence Archbishop Hovnan Derderian,
Primate, accompanied by a group of Diocesan Clergy visited senior
Diocesan Clergy Rev. Archpriest Fr. Vartan Dulgarian at his residence.

The Primate offered prayers for the health of the senior clergy. The
Very Rev. Fr. Dajad Dz. V. Yardemian read the letter of His Holiness
Karekin II, Supreme Patriarch and Catholiocs of All Armenians, which
was addressed to Rev. Archpriest Fr. Vartan Dulgarian, recognizing the
senior clergyman for many years of devoted service to the Lord and the
Armenian Holy Apostolic Church as well as his numerous religious
writings and books published throughout many years.

Rev. Archpriest Fr. Vartan Dulgarian who with the Grace of God, for
the last few months, has endured a difficult illness at nearly one
hundred years of age thanked the Primate and accompanying clergy for
the visitation and offered prayers.

/PanARMENIAN.Net/ 14 top-grandmasters, including Armenia’s Levon
Aronian and Vladimir Hakobian, will take part in the fourth FIDE Grand
Prix series tournament in the Republic of Kabardino Balkaria in Russia.

The fourth FIDE Grand Prix will be the strongest one in the series,
and one of the strongest tournaments of the world this year. New
functions on the FIDE website allow us to see the current rating
changes of top-grandmasters. The average rating of the tournament in
Nalchik will be around 2725 points based on the April 2009 list to
be published soon. Previously the highest average rated tournament
was held in the third stage of the series, Elista (2715 points).

The tournament is so evenly balanced that everyone of the 14
participants who comes to Nalchik is in a good position to win the
tournament. The top-rated player of the competition is the World Cup
2005 and Olympiad winner Levon Aronian (Armenia).

Two players have also shown excellent results this year: Alexander
Grischuk (Russia) – the winner of Linares and Elista super tournaments,
and Sergey Karjakin (Ukraine), who has won the Corus tournament in
January in Wijk-an-Zee.

World Cup 2007 winner Gata Kamsky (USA) this year has shown also a
good performance during the Challenge match against Veselin Topalov.

The FIDE Grand Prix is a series of six tournaments held over two
years (2008-2009) in leading world cities. It has given a number of
young players such as Wang Yue and Vugar Gashimov, the opportunity
to come to the forefront of the chess world. The winner of the Grand
Prix series will play in 2011 in the Candidate event of the World
Championship Cycle.

Yerevan (Yerkir) – The sixth meeting of progressive leaders was held
in Chile on March 28.

The meeting was attended by British Prime Minister Gordon Brown,
U.S. Vice President Joe Biden, Norwegian Prime Minister Jens
Stoltenberg , Spanish Prime Minister Jose Luis Rodriguez Zapatero and
Presidents Luiz Inácio Lula da Silva of Brazil, Cristina Fernandez
of Argentina and Tabaro Vezquez of Uruguay.

Chile’s socialist President Michelle Bachelet hosted the summit, which
opened Friday with a seminar on "a progressive response to the global
crisis," organised by the Policy Network, an international think tank,
and Chile’s Instituto Igualdad (Equality Institute).

Other participants in the gathering were Organisation of American
States (OAS) secretary general José Miguel Insulza, and the executive
secretary of the Economic Commission for Latin America (ECLAC),
Alicia Bercena.

The progressive leaders summits, the first of which took place in
1999 at the instigation of then U.S. President Bill Clinton and then
British Prime Minister Tony Blair, bring together heads of state
and government and other high-ranking government and international
officials with ties to socialist, social democratic, labour and
democratic parties around the world.

This weekend’s summit was the first to be held in Latin America.

President Serzh Sargsyan conducted a working visit to Syunik marz.

First, the President of Armenia visited the copper and molybdenum
producing factory in Kajaran. Serzh Sargsyan familiarized with the
work of the factory and had a brief meeting with the workers in the
production units, President’s Press Office reported.

At the Erablur pantheon in Kapan, the President of Armenia laid wreaths
at the Memorial for those who perished in World War II and at the cross
stone in the memory of those missing in action since the Artshakh war.

Afterwards, President Sargsyan conducted a working meeting at the
administrative center of the marz. At the meeting discussed were issues
related to the activities of the mining industry in the region under
the ongoing economic and financial crisis, future actions to be taken
in that area, the current social and economic situation in Syunik,
and some related priority issues.

In his opening remarks the President of Armenia said, "I started my
visit from the Kajaran copper and molybdenum producing factory and
we saw first hand that the factory is not only fully operational but
is also implementing the development projects. I am well familiar
with the situation at the Agarak and Kapan factories. My assessment
is clear-cut: the current state of the Agarak and Kapan factories
results from tenacious and efficient work o f their owners and the
management of the factories. I have no doubt that some tough decisions
have been made.

My conclusion is also clear-cut: these three major enterprises can and
must operate. They must operate even if the profit approaches zero,
with the understanding that they are not only solving important social
problem but are working toward the future returns. I am confident
that had the Kajaran factory not functioned in difficult conditions
in late 1990s – early 2000s, it would not have been profitable in
the last five or six years.

Enterprises should work, and with this regard if the Government
of Armenia is expected to do more we are ready to discuss these
issues. About the crisis in general: in recent months we have been
able to solve a number of problems and from now on we will not stumble
over any difficulty.

The global crisis dramatically reduced the prices of copper and
molybdenum: in just a couple of months they fell 3-3.5 times. Not only
these enterprises have found themselves in a difficult situation,
since everybody knows that a big chunk of our exports is directly
related to the work of these factories, but also problems have arisen
in the areas of revenues and tax collection.

The Government has been working constantly with the leading
enterprises of the industry to create opportunities to overcome the
difficulties and in some cases it is implementing the assistance prog
rams with diversified approaches to the issue. We are confident that
the Government’s assistance, comebacks which are in the area of the
Government’s competence, must be swift. In private sector-government
cooperation we must be able to solve state as well as regional
problems.

Obviously, it was not possible to provide every regional or state
enterprise with similar solutions which would allow to work with no
interruptions in these extremely unfavorable conditions. However, I
believe that we have reached a stage when we should think about the
functioning of not only these three particular factories but about
the continuous functioning of many of our enterprises.

Besides, the recent depreciation of the national currency and positive
tendencies with regard to the international prices for metals create
somewhat favorable conditions. We should take advantage of these
cooperatively good and somewhat favorable conditions."

The President of Armenia tasked the relevant regional structures
with one precise assignment and noted "there will no reductions in
wages, pensions, or social benefits, and there will be no problems
with delivering them to the people on time. No matter what, the
wages of the teachers, policemen, and workers must be paid in time,
and any delay will be considered by us as bad work. The state budget
allocates the money and it must be delivered in time. Currently it
is the most important task.E2

At the meeting the Vice Prime Minister, Minister for Territorial
Administration Armen Gevorkian and the Head of Syunik regional
administration Surik Khatchatian presented the social and economic
situation in the region and the most inclusive issues.
