YEREVAN, MARCH 20, ARMENPRESS: The "Prosperous Armenia" party presented
today to the Armenian Central Electoral Commission all the documents
necessary for registration of the election list of candidates who will
participate in the elections of Yerevan council of elders scheduled
May 31.

Press secretary of CEC Tatev Ohanian told Armenpress that the election
list of the party candidates consists of 122 people. It is headed
by Harutyun Kushkian. Mkhitar Mnacakanian is the second in the list,
Margarita Matevosian – the third.

"Armenians of Javakhk do not face the problem of maintaining the
Armenian national identity. Problems in Javakhk are only of social
character, and the forces that try to artificially exaggerate the
situation are simply executing the order of a third party," member
of Presidency of the "Union of Georgian Armenians" NGO, MP Hayk
Sanosyan said.

Moreover, Hayk Sanosyan is assured that the Armenian-Georgian relations
are on a very high level today, and the two countries are linked by
serious economic interests. He urged reporters not to take seriously
the recent statement of the Georgian President on Armenia’s collapsing
economy.

The Deputy assures there is no ethnic discrimination and extremely
tense social situation in Javakhk.

Individual Championship has neared its end. This time four
representatives from Armenia have gained the victory. Arman Pashikyan
beat Jan Timman, a Dutch player, with white chessmen. Tigran Petrosyan,
too beat Ivan Saric, a Croatian player, with white chessmen. Artashes
Minasyan has gained his second victory in succession, over a Ukrainian
player, Vitaly Pesotsky , this time playing with black chessmen. As
to Arthur Chibukhchyan, he beat his Greek opponent, Antonios Pavlidis.

The following games ended in a draw: Vladimir Hakobyan vs Zaven
andreasyan, German Georg Meier vs Greek Ioannis Papaioannou
correspondingly. Only Tigran Kotanjyan suffered a defeat playing with
white chessmen with a Russian, Alexander Halifman.

Summing up, prior to the final game Pashikyan has scored 7 points to
his credit; Hakobyan, Petrosayan, and Andreasyan have scored 6.5 each;
Minasyan has scored 6 points; Kotanjyan has scored 5,5 as before,
and finally Chibukhchyan with his 4.5 points traditionally closing
the group of Armenian players . Nine (9) chess players at a time
have become leading players prior to the final game. They each have
7.5 points to their credit. Only Arman Pashikyan from among Armenian
players has the chance for the victory in the tournament. But there
is little probability as Arman can win only if all the games of the
leading players who are to play the last game with each other, end
in a draw, and in case of his own victory over Vladimir Hakobyan,
who lost all his chances for the victory in the tournament, but
succeeded in maintaining the possibility to get a place for the next
world championship.

The Prize Fund of the tournament amounts to 120 000 euros, of which
15 000 euros is allocated for the 1st place, 12 000 euros- for the
2nd place, and 10 000 euros for the 3rd place.

Besides the Champion of Europe title, 22 places for the next world
championship will also be drawn as per decision of the European Chess
Union and FIDE instructions.

The last, 11th game of the European Individual Championship is due
to take place today. The closing ceremony of the tournament is due
on March 18.

National Assembly ARF (Dashnaktsutyun) faction member Artsvik Minasian
will top the ARF list of candidates for Yerevan councilor members
elections on May 31.

ARF Supreme Body of Armenia took similar decision at its March 16
meeting, Noyan Tapan reports. The list will be finally clarified and
announced in coming days.

According to Head of Orinats Yerkir party NA faction Heghine Bisharian,
they will affirm and announce the party’s final list of candidates
on March 21.

Republican and Bargavach Hayastan parties will finally clarify their
lists of candidates in coming days.

Deadline for filing of necessary documents for registration is March
22, 18.00.

refuse the recognition of Genocide in the Ottoman Empire. The
international recognition of the Genocide is one of the components
of RA National security, ARF Dashnaktsutyun Bureau’s Hay Dat and
Political Affairs Office Director Kiro Manoyan told a news conference
in Yerevan. "Yerevan should take firm position on the issue at Ankara
negotiations, as stabilization of Turkish -Armenian relations is in
Turkey’s interests as well."

"The official Genocide recognition is not the end but the beginning of
our way. The Turkish society must in its turn recognize the political
fact. Genocide recognition must be followed by a compensation to
Armenian people," Kiro Manoyan stated.

The date and venue of the next meeting between Armenian and Azeri
presidents Serzh Sargsyan and Ilham Aliyev have not been agreed upon
yet, Armenian presidential press secretary Samvel Farmanian told
Interfax on Thursday.

"During the latest visit of the co-chairmen of the Organization for
Security and Cooperation in Europe’s Minsk Group, an agreement was
reached to organize talks between the Armenian and Azeri presidents in
the coming months, he said.

"But no agreement has been reached on the date and venue of the
meeting," Farmanian said.

(MHP), Professor Midhad Melen’s exclusive interview with APA Turkish
Bureau

– Are you satisfied with the meetings in Washington? What is
Washington’s reaction towards so-called `Armenian genocide’?

– The congressmen were more restrained. Armenian Diaspora also takes
proper steps. As a matter of fact, Armenian Diaspora tries to keep
Armenia under pressure not to establish relations with Turkey. In
spite of Obama’s pre-election promises to Armenians, I could say that
the Congress does not approach this question as closer as it was
before.

– What is the reason of this?

– 70 members of the Congress have signed a bill on recognition of
`Armenian genocide’. I don’t believe that these signatures will be
enough. The US new government started a new cooperation stage with
Turkey in the region. Everything will be solved as a whole. That’s
why, Turkey will never retract from Azerbaijan and Nagorno Karabakh
problem for normalization of relations with Armenia. As the problems
will be solved entirely in the regions, solution of Karabagh conflict
cannot be left aside either. Furthermore, the United States is very
busy with the economic crisis at present. I don’t believe that
so-called `Armenian genocide’ issue may assume importance in such
crisis days.

– May the opening of borders be realized on the government’s
initiative only? Will this issue be on the parliament’s agenda in the
end?

– I don’t believe that the government will take any steps secretly
from the people and the parliament. In one of the meetings in
Washington, our Azerbaijani brother said if Turkey opened its borders
with Armenia I would break all the windows of Turkish Embassy in
Baku. This objection is his just right. But I want everybody to be
sure that such issue is not on the agenda. We are brothers and Turkey
will never sacrifice Azerbaijani brothers for its personal interests.

/PanARMENIAN.Net/ Russia and U.S. have a chance to agree on joint
exploitation of Gabalin Radar in Azerbaijan to establish an Anti
Missile Defense System, said Leonid Slucki, the 1st deputy chairman of
State Duma(Assembly) on International Affairs. `Quite possible that
presidents Obama and Medvedev will come to a consensus on the issue of
Gabalin Radar’ and this will be a new step in Russia and
U.S.relation,’Slucki said.

In his opinion the exploitation of Gabalin Radar is more logical from
the military and technical point of view than the American Anti
Missile Defense in Eastern Europe. The deputy did not deny that the
U.S. may be considering such possibility and reminded that Azerbaijan
had already given its consent to use the radar. Under the conditions
of the world financial crisis the Anti Missile Defense System in
Europe is not a `very reasonable’ idea, he said , reports RIA-Novosti.

Moscow proposed to exploit Russian radars in Gabal as well as in
Armavir in return to American percussion means in Poland and the
radars in the Czech Republic. The U.S. plans to install Anti Missile
Defense System in Europe by 2013 under pretence of defense from the
supposed missile threat by Iran.

YEREVAN, MARCH 13, NOYAN TAPAN. A wide range of issues regarding
deepening of Armenia-Iran relations, including issues related to
construction of the Armenia-Iran railway and oil pipelines were
discussed at the March 13 meeting of RA National Security Council
Secretary Artur Baghdasarian and Iranian Foreign Minister Manouchehr
Mottaki, who had arrived in Armenia on a visit.

A. Baghdasarian said that the two countries have great potential of
deepening the bilateral relations stressing especially the
possibilities of deepening the efficient cooperation in the energy and
transport spheres. M. Mottaki emphasized the Iranian side’s interest in
implementation of the above mentioned programs.

According to the RA National Security Council Press Office, the sides
also touched upon issues of regional security and cooperation.

U.S. Deputy Assistant Secretary of State for European and Eurasian
Affairs said.

`The United States did not request Georgia to provide territory for
military bases,’ Mr. Matthew Bryza said when commenting on Georgian
Foreign Minister Grigol Vashadze’s statement that his country can
consider a possibility of hosting U.S. troops.

`The U.S. only seeks defense cooperation with Georgia,’ Mr Bryza said,
