Russia’s Djavakhq community and several NGO-s of Djavakhq declare about
their decisiveness to continue the struggle to make the historic truth
and fact recognized, and for the justice towards Armenian people and
those in the world who suffered genocide.

By their statement, they want to draw attention on condemning that
kind of crime. Genocide is the severest crime against humanity,
when a range of human rights are brutally violated. "Unfortunately,
genocides are committed against the humanity even today which threaten
our security. Keeping silence and ignoring the recognition of Armenian
genocide by some politicians is supposed to underscore their indirect
participation in that crime," the statement reads.

The statement underscores that the Genocide issue adopted by some
European states can’t become a topic of bargain and the provocations
by the Turkish side are in vain.

"We condemn Turkey fro committing the Genocide of 1915 and its
disclaimer. Regret and wish to conciliate demand much effort from the
politicians, but unfortunately, not everybody is ready to that. We call
on Turkey to clean the mud from its face and to recognize Armenian
Genocide. We declare that Turkey can’t become EU member state until
it recognizes its past crimes.

We call on the international community to condemn Turkey for its
policy.

We hail Armenian President Serzh Sargsyan’s decision to suspend the
ratification of Armenian-Turkish protocols and we think, unless Turkey
recognizes Armenian Genocide no ties should be recovered."

Panorama.am recalls that Turkey has traditionally rejected the mass
killings of 1,5 million Armenians carried out early in the 20th
century and took the criticism of the West painfully.

The Armenian Genocide has been recognized by lots of states. It was
first recognized by Uruguay in 1965. ), Republic of Cyprus (1982),
Argentina (1993), Russian Federation (1995), Canada (1996), Greece
(1996), Lebanon (1997), Belgium (1998), Vatican (2000), France
(2001), Switzerland (2003), Slovakia (2004), Netherlands (2004),
Poland (2005), Germany (2005), Venezuela (2005), Lithuania (2005),
Chile (2007), Sweden (2010).

The activists of the youth union "Miasin" organized a procession today
to the embassies of Italy, France, Russia and the USA in Armenia. The
participants of the procession had posters in their hands. On the
posters were written the following slogans "Recognize" and "Justice".

As the General Coordinator of Miasin youth movement Gevorg Vardanyan
informed that letters have been sent to acting 26 embassies of which 9
are the embassies of the countries which have recognized the Armenian
Genocide and have accused it.

"Those countries which still haven’t recognized the Genocide we call
on accepting a just decision," G. Vardanyan informed.

He also mentioned that the Italian, French and Russian embassies
will receive letters of gratitude after which the procession will
continue to the U.S. embassy of which they will demand to recognize
the historical truth.

Officially the Armenian genocide was accepted and accused by Uruguay
in 1965. The Armenian Genocide has been recognized also by the Council
of Europe, European Parliament, the Subcommittee on the Prevention
of Discrimination and Protection of Minorities in the UNO, the United
Nations War Crimes Commission, the World Council of Churches. France,
Germany, Italia, Belgium, Sweden, Netherlands, Switzerland, Russia,
Poland, Slovakia, Republic of Cyprus, Lebanon, Uruguay, Argentina,
Venezuela, Chile, Canada, Vatican, Australia and 44 states of the
USA recognized the annihilation of the Armenian nation as Genocide.

The Trabzon 2nd Magistrate Court decided against merging the file
concerned with the prosecution of eight gendarmerie officers accused
of negligence in the murder of journalist Dink with the file in
Istanbul. Moreover, four informants from the Trabzon Gendarmerie will
not be heard.

2010, Thursday The Trabzon 2nd Magistrate Criminal Court decided not to
merge the file concerned with the murder of Turkish-Armenian journalist
Hrant Dink with the murder file in Istanbul. Eight gendarmerie officers
stand trial at the court in Trabzon (eastern Black Sea coast) because
they did not take any precautions to prevent the murder of Dink,
then chief editor of the Armenian Agos newspaper, even though they
had information on hand showing Dink as a target.

The Magistrate Court furthermore decided not to hear four informants
from the gendarmerie who have not given any statements yet.

In the session on 16 April, the joint attorneys of the Dink family had
one last time requested the prosecution of the responsible defendants
based on article 83 of the Turkish Criminal Code (TCK) on "intentional
killing by negligent behaviour". The lawyers had emphasized that the
negligence in Trabzon was the reason for the murder of Dink.

The hearing was attended by joint attorneys Hakan Bakırcıoglu, Bahri
Bayram Belen and Cem Halavurt and the defence lawyers of defendants
Hacı Omer Unalır ve Ali Oz, Metin Yıldız, Okan Å~^imsek ve
Veysel Å~^ahin.

File will not be merged with murder file The joint attorneys had
requested the Istanbul 14th High Criminal Court concerned with the
murder file to get in touch with the court and investigate a possible
merging of the files. The Trabzon 2nd Magistrate Criminal Court
had decided for lack of jurisdiction at the beginning of the trial,
but the High Criminal Court had dismissed that decision.

Another request was to take the statements of four informants
working in the Trabzon district of Pelitli on behalf of the Trabzon
Gendarmerie. The court heard two of altogether six gendarmerie
officers in the hearing on 25 December and subsequently decided that
there was no need to hear the remaining four officers. The Command
had announced that three of them were still on duty.

Bakırcıoglu: "Informants could have given additional information"
The Court declined all the above mentioned requests and ordered the
joint attorneys to prepare their final speeches for the hearing on
31 May. Lawyer Bakırcıoglu told bianet, "The informants would maybe
have given additional information. However, we have made up our minds".

"The lawyers’ understanding of "negligent" behaviour does not
correspond to the society’s concept of "negligence". It means that
the public officials responsible for preventing the murder by law
‘created the reason for a criminal offence by remaining passively’".

Bakırcıol glu referred to an information record issued by the Trabzon
Gendarmerie Command on 20 January 2007, one day after the murder. The
notification form confirmed, "It is understood that Yasin Hayal,
resident in the Pelitli Municipality of the city of Trabzon, organized
the murder of Dink as a reaction to the comments Dink made against
Turkey during the last months of his life". The notification form was
signed by Ali Oz, Metin Yıldız and Gazi Guney. Lawyer Bakrıcıoglu
claimed that the crime of negligence was committed intentionally.

Dink’s murder came from Pelitli Despite information obtained one year
earlier on a planned attack against Agos newspaper founder Dink,
Ogun Samast came from Pelitli to Istanbul and killed Dink in front
of his office in Å~^iÅ~_li on 19 January 2007.

Former Trabzon Gendarmerie Regiment Commander Colonel Ali Oz,
intelligence branch officials Captain Metin Yıldız, military officers
Gazi Gunay and Huseyin Yılmaz, Command Sergeant Major Okan Å~^imÅ~_ek,
Special Sergeants Veysel Å~^ahin, Hacı Omer Unalır and Onder Araz
are facing prison sentences of up to two years on the grounds of

Representatives of the Congress of Azerbaijanis in Georgia (CAG)
today have held a rally in support of the Turkish people in front of
the Turkish Embassy in Tbilisi.

Chairman of CAG Ali Babayev gave a letter of support of the Turkish
people in the issue of the so-called "Armenian Genocide" on behalf
of Azerbaijanis.

"We, the Azerbaijanis in Georgia, are against the recognition of a
fictional "Armenian Genocide", – the letter says.

Participants of the demonstration voiced the slogan "Azerbaijan-Turkey:
one nation, two states".

The Armenians in Georgia plan to hold a protest April 24 in Tbilisi
in support of the recognition of a fictional "genocide" in front of
the Turkish Embassy, Babayev told Trend.

"Azerbaijanis in Georgia are ready to arrange another protest in
support of Turkey on the same day," – Babayev said.

The Armenian community of Georgia requires that the country’s
parliament recognizes the "Armenian genocide". In connection with
this, the community addressed an official letter to Georgian President
Mikhail Saakashvili, the Chairman of the Georgian Parliament David
Bakradze, by name to each member of parliament, as well as to the
leaders of several political parties.

Le samedi 24 avril 1915, a Istamboul, capitale de l’empire ottoman,
600 notables arméniens sont assassinés sur ordre du gouvernement.

C’est le début d’un génocide , le premier du XXe siècle. Il va
faire environ 1 500 000 de victimes dans la population arménienne de
l’empire turc. Le gouvernement turc a décidé de détruire tous les
Arméniens résidant en Turquie. Il faut mettre fin a leur existence,
aussi criminelles que soient les mesures a prendre. Il ne faut tenir
compte ni de l’âge, ni du sexe.

Continuum Génocidaire

Le génocide n’est pas seulement un acte de barbarie. En tant que
crime contre l’humanité, le génocide est une mesure inhumaine. Il
permet de jauger la société dans laquelle il intervient. Il donne
en somme le sens de l’absurde. Aussi lutter pour la reconnaissance du
génocide, c’est lutter contre l’absurde. Il faut prouver l’évidence
a la manière d’une démonstration par l’absurde. Il faut montrer
que les victimes sont des victimes, en d’autres termes identifier
leur mémoire. Il faut montrer que les bourreaux sont les bourreaux,
en d’autres termes tracer leur crime. C’est le signe du temps. Et tout
cela en restant juste. Car le juste doit être exemplaire. Evidemment
toutes ces contraintes rendent extrêmement difficile cette tâche et
nous ne devons pas nous étonner quant au découragement de certains.

L’important, c’est de saisir que le temps est avec nous et qu’il
travaille pour nous. Car le crime est imprescriptible. Aussi la
conservation des données permet de mieux asseoir la cause. Certes,
nous ne pouvons pas nous contenter de cela et nous devons envisager
le problème de la reconnaissance du génocide de manière globale. Le
grand économiste John Kenneth Galbraith avait une opinion singulière
sur la première guerre mondiale. En effet, il considère qu’il
est plus judicieux de la nommer la Grande Guerre sans diminuer
son importance en fonction de la seconde comme nous le faisons
habituellement. Car selon lui, il est plus juste de considérer la
seconde guerre mondiale comme la dernière bataille de la Grande
Guerre. Dans ce nouveau cadre, certainement perturbant pour les
personnes conventionnelles, la notion de génocide acquiert un nouveau
sens. Comme il n’est plus possible de séparer les génocides ainsi
que les bourreaux, nous assistons a une unification du sens. Ainsi le
régime nazi et le régime des jeunes turcs apparaissent comme une
seule et même entité qui élimine systématiquement les Juifs et
les Arméniens qui sont eux-mêmes unifiés en tant que victimes. Dans
ce nouveau champ, une vision globale est nécessaire pour comprendre
l’importance de la notion de génocide. La comparaison n’a plus de
sens. L’idée est ailleurs. Nous avons un continuum génocidaire qui
englobe les associations et les analogies.

Les bourreaux ne sont que la succession d’autres bourreaux. Aussi
où se trouve donc la différence ? En réalité, il n’y en a
qu’une mais elle est de taille. Une partie de ces bourreaux a
été reconnus comme telle tandis que l’autre ne l’est toujours
pas. Nous avons donc une incomplétude fondamentale en termes des
droits de l’homme. Si nous voulons vraiment que les générations
futures s’appuient sur le travail accompli, celui-ci doit englober
l’ensemble de ce continuum génocidaire. Aussi la reconnaissance du
génocide doit être effectuée a partir du point initial. C’est en
ce sens que la cause est fondamentale. C’est en ce sens qu’il faut
mettre en évidence la divergence qui consiste en un génocide de la
mémoire. Aussi l’ampleur de la tâche ne doit pas nous décourager
mais au contraire grandir notre humanité.

Tehran proposes to hold a trilateral meeting of foreign ministers
of Armenia, Azerbaijan and Iran, Iranian Foreign Minister Manouchehr
Mottaki said.

Iran voiced an initiative to mediate between Armenia and Azerbaijan
on the Nagorno-Karabakh conflict. It intends to hold a trilateral
meeting of foreign ministers in Tehran, Mottaki told media at a press
conference, ISNA agency reported.

Minister said that Azerbaijan has already given its consent. Tehran
is awaiting a response from Armenia now.

Iran will make every effort to resolve the conflict, Mottaki said.

"The Karabakh conflict can be resolved through negotiations and on
the basis of the principle of justice," Iranian Foreign Minister said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s resolutions
on the liberation of the Nagorno-Karabakh region and the occupied
territories.

ArmInfo. Nearly 500 representatives of "April 24" Committee of the
Federation of Dutch-Armenian Organizations and the Hay Dat (Armenian
Cause) Office in the Netherlands rallied on the occasion of the 95th
anniversary of Armenian Genocide in front of the Dutch parliament
building in Het Plein Square of Hague. During the rally, several
members of the Dutch parliament came out with calls on Turkey to
recognize the Armenian Genocide and stop the policy of denial. After
the rally, a petition was transferred to the Chairman and members
of the Parliament’s Second Chamber Committee on Foreign Affairs. A
procession was held to the Embassy of Turkey.

The same evening some 40 representatives of the Azerbaijani and
Turkish communities also rallied in Hague.

BAKU, April 19 (Reuters) – Planned joint military exercises by
Azerbaijan and the United States were cancelled on Monday against a
backdrop of strained ties between Washington and the oil-producing
former Soviet republic.

The announcement by Azerbaijan followed its sharp criticism of
Washington’s role in its festering conflict with Armenia over the
breakaway mountain region of Nagorno-Karabakh.

Diplomats say the criticism reflects Azeri anger over U.S. support
for a deal between Armenia and Azerbaijan’s close Muslim ally Turkey
to mend ties and reopen their border.

Azerbaijan, a supplier oil and gas to the West, fears the deal will
weaken its hand in talks over the rebel territory.

Azerbaijan did not specify who cancelled the exercises planned for May,
or why, but the U.S. embassy said it suggested "that the question be
posed to the government of Azerbaijan".

An Azeri Defence Ministry spokesman told Reuters: "The exercises are
cancelled, but the reason is not known."

In an interview with Reuters on Friday, a senior aide to Azeri
President Ilham Aliyev accused the United States of siding with
Armenia in the Nagorno-Karabakh conflict and warned that Baku could
"reconsider" its relations with Washington.

The United States is co-mediator with Russia and France in talks over
the rebel region, where ethnic Armenians backed by Armenia threw off
Azeri rule in the early 1990s in a war that killed 30,000 people. A
peace deal has never been signed.

Turkey closed its frontier with Armenia in 1993 in solidarity with
Azerbaijan during the war, and Azerbaijan says it should stay closed
until ethnic Armenian forces pull back.

Despite misgivings over human rights under Aliyev, the United States
has traditionally had good relations with Azerbaijan, which hosts
oil majors including BP (BP.L), ExxonMobil (XOM.N) and Chevron (CVX.N).

Stung by the Azeri backlash, Turkey now says it will only ratify the
deal with Armenia if Yerevan makes concessions on Nagorno-Karabakh.

Diplomats say the issue is weighing on negotiations between Turkey
and Azerbaijan on gas supplies and transit, complicating plans for
the U.S. and European-backed Nabucco pipeline. (Additional reporting

On April 19 the Minister of the RA Diaspora received the members of
the Armenian National hokey team.

Greeting the Armenian team Ms. Hakobyan congratulated them with the
brilliant victory and for the success.

The Minister advised the Armenian hokey players to pay much more
attention at their education as the 21st century is a century of
knowledge. She also called them on gathering together and being
unified in the 21st century.

Ms Hakobyan mentioned with pleasure that the hokey team had its
contribution in the work of strengthening of their fatherland. "The
fatherland is not laved because it’s a good one but because it
is yours."

The RA Diaspora Minister presented to the guests the project "Ari Doun"
and advised to visit their motherland more frequently.

On April 23, 2010, the capital of Ukraine, Kyiv, will host a round
table discussion on the Armenian Genocide organized by the National
Congress of Armenians of Ukraine and Analitika.at.ua analytical
center. The event will bring together well-known Ukrainian political
analysts, public figures and diplomats from the countries which have
already recognized the first Genocide of the 20th century.

As Marat Hakobyan, the head of Analitika.at.ua told PanARMENIAN.Net
the Armenian Genocide has never been discussed at such a high level
in Ukraine.

An exhibition featuring Ukrainian archives on the issue will be
available for attendees on April 24. Screening of a documentary is
also scheduled.
