ArmInfo. Sanctions of international organizations is not the best way
for supporting democracy development in Armenia, press-secretary of
Republican Party of Armenia [RPA], deputy of National Assembly Edward
Sharmazanov said at today’s press-conference in Hayeli club when
commenting on the decision of PACE Monitoring Commission regarding
fulfillment of 1609 and 1620 PACE resolutions by Armenia.

He also added nobody from the present authorities came forward with
threats to European structures, on the contrary, the authorities have
always emphasized their gratitude for support and said their course
is towards European integration. ‘European parliamentarians could
not but see the huge volume of the work implemented by the country
for fulfillment of the requirements of resolutions 1609 and 1620. Of
course, we still have problems regarding human rights protection
and we are going to resolve them. But I think it is unreasonable to
declare amnesty before passing sentence upon the persons accused of
an attempt of the anti-constitutional coup. It may create dangerous
precedent’, – he said.

He also said "it is impossible to avoid dual standards application"
in the politics, and at present it is taking place in Armenia. But
RPA press-secretary thinks that the prospect of depriving Armenia of
the voting right in PACE is still not so clear.

CSTO leaders, Armenian President Serzh Sargsyan met with Kazakh
President Nursultan Nazarbayev, the RA leader’s press office told
PanARMENIAN.Net.

The Presidents appreciated highly the level of political dialogue
between the two countries and praised the Armenian community of
Kazakhstan for strengthening of bilateral relations.

They also attached importance to further development of economic
cooperation and noted that new railway lines will help increase
commodity turnover between Armenia and Kazakhstan

The Ambassador to Kazakhstan in Armenia Aimdos Bozzhigitov presented
today the "Road to Europe" program, which Kazakhstan plans to implement
in 2009-2011. The Ambassador did not conceal the fact that the basis
for cooperation between Kazakhstan and other countries is economic
interest.

Kazakhstan’s "Road to Europe" program was presented in Armenia with
the initiative of the Council of Europe, which had commended the job
to the Yerevan school of political courses of the Council of Europe.

Among participants of the discussion were representatives of political
forces of the National Assembly, Foreign Affairs Ministry officials,
diplomats and NGO representatives. Accepting the fact that Kazakhstan
has turned into a key player in the region, participants of today’s
discussion took note that Kazakhstan must combine its economic
interest with other circumstances for maintaining peace and security
in the region.

"Today Kazakhstan plays a key role as a country that has an enormous
amount of power-generating resources. It is the second largest country
with petroleum, gas and uranium and the fifth largest wheat producing
country. Many European, American and Russian companies are drawing
their attention to Kazakhstan. Kazakhstan is leading a versatile
foreign policy and all countries are tolerating that," said today NA
deputy Armen Ashotyan.

Aside from Kazakhstan’s advantages, Ashotyan talked about Kazakhstan’s
unilateral, crippled economic policy in the South Caucasus in presence
of the Ambassador and said:

"That underlines the difference in economic development between
Armenia and Azerbaijan. In other words, Kazakhstan contributes to
Azerbaijan’s increase in income, makes it become more bellicose
and thus, cripples the military balance in the region. Kazakhstan
may contribute to instability by losing to the militarization of a
country in the region."

Ashotyan believes that Kazakhstan must lay down the condition
that the profits or proceeds from investments must not be spent on
militarization.

As far as the Nagorno-Karabakh conflict settlement is concerned,
Kazakhstan has declared that it will hold a neutral stance in the case
of restart of military operations. Participants of today’s discussion
reminded the Ambassador that Kazakhstan is a member of the CSTO and
is obliged to support member countries in the case of a start of
military operations.

What is Kazakhstan planning on doing if military operations begin
on the Armenian-Azeri border? In response to that, the Ambassador
said: "Kazakhstan is in favor of the peaceful resolution of the
Nagorno-Karabakh conflict."

During today’s discussion, one of the participants stated that it
is harder to establish cooperation with Kazakhstan due to the lack
of a general border and that the August events in Georgia and Osetia
showed that the Georgian road is not too promising.

Diplomat David Hovhannisyan took note that in that case, Armenia can’t
cooperate with the U.S. and other European countries. He proposed to
the Kazakh Ambassador to cooperate with Armenia in the framework of
the Meiendorf declaration.

"It is a great opportunity to cooperate for peace and security in the
region, even in the framework of only one point," said Hovhannisyan.

It was the fear in her children’s eyes that finally convinced Anayit
to leave her husband after years of abuse.

Married at 19, Anayit had worried from the beginning about her
husband’s possessiveness and jealousy. He followed her to university
classes and forbade her to visit friends or even her parents on
her own.

The first time he struck her, all she had done was go alone to a shop
to buy bread.

"When he learned what I had done, he punched me in the face and
screamed that I was a prostitute," said Anayit, now 27.

Years of abuse followed until she left him last year, taking her
three young children to the only shelter for battered women in the
Armenian capital Yerevan.

"I was suffering for the sake of our children, they need a father. But
when he hit me in front of them and I saw fear in their eyes, I
realised that for my children’s sake I had to leave him," she said.

Anayit is rare in Armenia not only for seeking help and leaving an
abusive relationship, but also for speaking out about what human
rights groups say is widespread domestic violence.

Armenians are proud of the strong family bonds that have endured for
centuries in this remote and isolated ex-Soviet republic, proud of
its history as the first state to adopt Christianity as state religion.

But some say those traditions are being warped, allowing abusers to
act with impunity and police to turn a blind eye to domestic violence
by claiming it is purely a "family matter".

Rights group Amnesty International said that Armenia’s tradition of
strong family bonds "hides an institutionalised culture of silence
on violence within the family and injustice for its victims."

As many as one in four Armenian women have at some time experienced
violence at the hands of husbands or other family members, Amnesty
International said in a report released last month.

But the speaking out about abuse has remained a taboo, with family
secrets remaining behind the closed doors of family homes.

"When my husband was beating me, my mother-in-law used to say that
it meant he wasn’t indifferent and that he loved me, and that her
husband used to beat her as well," said Karina, 32, another woman at
the shelter.

In a survey Armenia’s Women’s Rights Centre conducted last year, 88
percent of respondents said domestic violence was a private matter
best handled within the home.

That culture of indifference and secrecy extends to law enforcement,
rights groups said, with police often ignoring abuse and in some
cases pressuring women to drop complaints.

"Police endorse the view that domestic violence is an internal ‘family
matter’ that should not be publicly pursued," the Amnesty report said.

It said that during police training sessions run by the Organisation
for Security and Cooperation in Europe, senior officers with more than
20 years experience said they had never dealt with a single case of
domestic violence.

But activists are now hoping that a draft law to finally criminalise
domestic violence will be adopted by parliament next spring.

Unlike in many other countries, domestic violence is not dealt with
separately under Armenian law and falls under general provisions for
assault and other violent crimes.

"We hope that lawmakers will take our initiative seriously and that
the silence on this problem will finally end," said Susanna Vardanian,
the director of the Women’s Rights Centre, which along with other
non-governmental groups helped draft the bill.

Supporters of the bill say a separate law is needed in order to push
police to deal with domestic violence and to protect women who decide
to come forward about abuse.

The law would make it mandatory for police to investigate allegations
of domestic violence and legally prevent husbands from claiming that
a woman’s behaviour was a "mitigating factor" in abuse.

"The police and the courts are not taking this problem seriously,"
said Rafik Petrosian, a pro-government lawmaker who supports the bill.

"A strong family is simply the most important thing for
Armenians. That’s why the police try to reconcile spouses and to
prevent divorce."

Activists are also pushing for government support for a nationwide
network of crisis centres and shelters offering advice and protection
to battered women.

And while legal reforms are a vital step, many say changing public
attitudes is just as important.

"This is a perversion of national traditions," said another lawmaker
supporting the bill, Naira Zograbian.

"According to Armenian tradition a husband is the head of the family."

"But tradition doesn’t say that the husband should be a tyrant and
that the wife can’t develop as an individual, can’t work, can’t decide
what to wear or choose her own friends."

Ministry Spokesperson Burak Ozugergin stated that it is not known
yet whether Turkey will apply to the cassation instance to appeal
against the verdict of the European Court of Human Rights or not. He
meant the verdict issued lately, according to which Turkey should
pay in total 875 thousand euros to Saint Saviour hospital and Samatia
district council.

According to Marmara, the Spokesperson said: "It is a very complicated
problem, and we are studying the issue. We do not know yet whether
we will apply to the higher instance or not."

Trustees Adopt extended pre-K and kindergarten Schedules

Los Angeles, December 17, 2008 – The TCA Arshag Dickranian SchoolBoard
of Trustees has long been in the process of modifying its
Pre-Kindergarten and Kindergarten classrooms into a first rate all
inclusive learning center. In the process, both classrooms were
equipped with all the necessary educational materials and a separate
recreational playground was built through the kind collaboration of
Drs. Petros and Karine Taglyans. Having done all these, the board now
takes pleasure to announce that, as of January 8, 2009, the Gulbenkian
Pre-Kindergarten and the Noubar & Dickranouhi Kindergarten willadd
extended hours to their regular 8:00 a.m. – 3:00
p.m. schedules. Pupils in attendance will have the option to extend
their hours from 3:00 p.m. to 6:00 p.m. allowing toddlers 2.5 years
of age to enroll.

This change came about when the board members decided that extending
the hours of the Pre-K and Kindergarten sections would relieve working
parents from having to pick up their children from the school during
the day and from hiring caregivers to watch after them until they
return from work. Furthermore, this change will be filled with `child
centered’ activities, which will be both educational and entertaining
for the children. The children will receive an extra meal towards the
end of the day, other than breakfast and lunch.

The Pre-Kindergarten teaching staff is comprised of two well qualified
educators. Ms. Anahit Avetisyan holds a Bachelor’s degree in Liberal
studies, a certificate of Early Childhood Development, and will be
getting her Master’s degree in Early Childhood Development from the
National University this month. She has two years of experience as a
teacher’ s assistant at LAUSD, where she worked with children from
kindergarten to fifth grade. Ms. Avetisyan is dedicated to provide the

The first step is already made: Minister of Diaspora Affairs Hranush
Hakobian apologized to the Armenian-repatriates who in 1946-1948 were
exiled to Altai and Siberia.

There exist only two countries most of whose population live
outside their historical homeland. These countries are Israel and
Armenia. 2/3 of Armenians and Jews live outside their fatherland, and
this fact plays a pernicious role in the countries’ development. What
the Armenian and Jewish Diasporas have in common is that they both
appeared as a result of persecution. The only difference is that if
the Jews were exiled from their habitat for 2000 years on end, the
Armenian Diaspora was formed comparatively recently – at the beginning
of the 20th century. The Armenians’ expatriation from Western Armenia
reached its peak in 1915 when the Young Turks massacred and deported
almost 2 million Armenians. Thus, it was exactly the Armenian Genocide
that caused Armenians to disperse all over the world, a fact we have
been repeatedly writing and speaking about.

/PanARMENIAN.Net/ When in the territory of Western Armenia the Soviet
Socialist Republic of Armenia (Armenian SSR) was established, Armenians
began to return to their so-called conditional homeland. About 40.000
Armenians from different countries had managed to come to Soviet
Armenia by 1936. A post-war Soviet myth said the matter concerned
Â"repatriation of forcedly displaced ArmeniansÂ". Under Stalin rule the
subject of Armenian Genocide was prohibited, and those who mentioned
it were instantly declared Â"enemies of the peopleÂ" and were,
at best, exiled to Siberia or to Altai. In fact, Armenian Diaspora
existed in lots of countries and part of it sincerely believed in
the new, fair structure of the post-war world. Moreover, part of the
Diaspora was subjected to communist ideas, especially in relatively
poor countries like Syria, Lebanon, Greece, and Bulgaria. However,
people migrated from other countries too, such as Romania, France,
Yugoslavia, as well as Iran, Iraq, and the USA…

It is not a secret that it was especially the communists that got many
Armenians living abroad to return to their home country. It was not
repatriation, however, since inside the borders of Armenian SSR never
was Armenia the fatherland of her ancestors – emigrants from Western
Armenia. The motivation for returning was the desire Â"to build the
Soviet StateÂ". Firstly a separate district committee was formed for
the new comers, many of whom joined the Communist Party of the Soviet
Union (CPSU). By the way the new special district committee was to be
found in the Zeytun District of Yerevan, and the site is still called
"Raykom" (meaning "district committee" in Russian).

About 100.000 people returned till 1948. In 1948 Stalin "advised"
Malenkov to think if there were no American saboteurs among the
repatriates… On the next day Malenkov informed Stalin about a bomb
planted by Armenian repatriates on the motor ship Â"PobedaÂ" in the
port of Batumi. Under this pretence repatriation of Armenians was
completely ceased, and it resumed only after Stalin’s death. Since 1953
in a few years another 30.000 people came back to their motherland.

The tradition of Armenians’ returning to Transcaucasia was maintained
for rather long in Soviet times too. For the whole Soviet period there
were three main flows of repatriation: in 1921-1936 (42 thousand),
in 1946 (the biggest flow – 90-100 thousand), and in 1962-1982 (32
thousand). The first post-war flow of immigrants came mostly from
Lebanon and Syria, as well as from Iran and Greece-Cyprus. Of the
whole flow of repatriates about 2/3 came from the above-mentioned
countries. Rather considerable (several thousands from each country)
was also the immigration from France, Egypt, Bulgaria, and Romania. The
last flow (3/4) consisted of immigrants from Iran. The total number
of Armenian repatriates of the Soviet period is estimated at about
180 thousand.

However, repatriates found it rather difficult to settle down in
Soviet Armenia, and it was especially them or their children that
looked forward to leaving the USSR. At the first opportunity, in 1956,
initiated and increased the flow of Armenian emigration predominantly
to the West – to France, USA, Australia, and Canada. The total number
of Armenian emigrants in 1956-1989 is estimated to be 77 thousand. The
overwhelming majority – about 80% – left for the USA.

For a long time the problems of Diaspora were not discussed in new
and independent Armenia. The reasons for such silence are not quite
clear, if we take into consideration the fact that Armenia managed
to survive only with the help of its Diaspora. Diaspora renders
assistance also to Nagorno Karabakh. All this is common knowledge but
for some reason it is remembered only occasionally. However, things
seem to be moving recently. We already have a Ministry of Diaspora
Affairs that is to bring together the position of all Armenians in
the world, which is rather hard in itself. The first step is already
made: Minister of Diaspora Affairs Hranush Hakobian apologized to
the Armenian-repatriates who in 1946-1948 were exiled to Altai and
to Siberia.

In the words of RA Prime-Minister Tigran Sargsyan, "Together with her
Diaspora Armenia is quite a different country, and we can’t but take
this into consideration in the 21st century. The world is changing
rather speedily, and the country’s authorities can’t afford another
mistake in the issue of repatriation. We must do our best to avoid
another apology to the Armenian Diaspora."

It is rather unlikely that all Armenians should live in one country;
it is neither realistic, nor is it necessary. Without a strong Diaspora
it would be impossible to solve such Armenian problems as recognition
of the Genocide or lobbying of laws, which enable Armenia to develop
in a regional blockade. However, it should be observed that the voice
of Armenian lobby can sound much louder and much more effective,
if it expresses the viewpoint of the whole Armenian State, like it
was in the case with Israel. Otherwise what we have now is RA and
Diaspora acting by themselves, which in the present state of affairs
is quite unacceptable.

YEREVAN, December 16. /ARKA/. Owners of Armenia’s metal mining
enterprises can become a financial buffer to weather the crisis,
RA Prime Minister Tigran Sargsyan said told the Golos Armenii (Voice
of Armenia).

When the owners of the mining enterprises started business, prices
were higher than they had expected, the premier said, pointing out
excess profits the companies earned in the past three years. "Our
National Statistical Service can prove my words," Sargsyan said.

"With 2,100 companies surveyed, it turned out that mining enterprises
top the chart of excess-profit enterprises." According to the prime
minister, the government is negotiating with the owners of local
mining enterprises on their liabilities to employees.

Sargsyan urged the tax services to return the value added tax to mining
enterprises, so that they can withstand the financial crisis. The
premier said the government stands ready to discuss existing problems
with local enterprises.

RA Minister of Energy and Natural Resources Armen Movsisyan, RA
Minister of Economy Nerses Yeritsyan and RA Minister of Labor Arsen
Hambardzumyan last month visited Kajaran and Agarak copper-molybdenum
plants, as well as the Kapan-based ore-dressing enterprise to find
solutions to the problems in the sector. During their visit, the
ministers agreed on avoiding staff reduction and organize another
0D discussion in three months in view of the turmoil in the global
metals market and the tough social situation.

Amazing Situation About The Activities Of Audit Chamber

AMAZING SITUATION ABOUT THE ACTIVITIES OF AUDIT CHAMBER

The recent activities of the Audit Chamber have surprised many. It is
difficult to imagine that it is possible in the public administration
of Armenia that major misuse of the state budget or illegal episodes
of cooperation between the state and the private sector are revealed.

Meanwhile, the body headed by Ishkhan Zakaryan has been dealing with
them for a long time now, and has revealed abuse of tens and hundreds
of millions of drams by government agencies in spending public money,
that is the money of tax payers.

In any normal country, the revelations made by the Audit Chamber
would result in serious consequences for someone. In other words,
when it were revealed that hundreds of millions of drams are misused
in the country, some high-ranking official, some government body
would already be giving explanations regarding that misuse, because
the process is underway, that is the process of revelations or the
so-called revelations is underway for several months now, and involves
different spheres of public administration.

Moreover, the office of prosecutor general should have already spelled
out its stance, even if the Audit Chamber has not sent the materials
connected with the audit to the office of prosecutor general.

The office of prosecutor general should be proactive, invite the
chair of the Audit Chamber , ask him to hand over the materials,
or maybe demand the materials because the Audit Chamber may suddenly
have no time to extend the results of the audit which are evidence
to misuse to the office of prosecutor general.

Already legal proceedings should have been launched, and the public
should already been informed, which would be the best confirmation of
Serge Sargsyan’s statement that battle on corruption undergoes change,
and is going to be tougher.

Meanwhile, there happens only that the Audit Chamber audits the
activities, expenditures of one government agency or another, then
Ishkhan Zakaryan holds a news conference and states that they have
revealed one abuse or another, then states to send some data to the
office of prosecutor general, and then everyone goes quiet or it turns
out that Ishkhan Zakaryan’s audit was a retribution for dismissal
of his brother-in-law. Frankly speaking, the public does not care
for whom Ishkhan Zakaryan takes revenge, whether he takes revenge
or something else, or whether he takes revenge for him or carries
out someone’s order, carries out someone’s order or does his work,
why he does that, to reveal misuse or to enable the government to
pressure on one government official or another.

The public wants to know whether the revelations by the Audit Chamber
are true, whether hundreds of millions are lost in our country which
are allegedly spent for the society but in reality have enriched
several people.

The answer to this question is not given in any case. For already
a few months the Audit Chamber has been announcing about misuse,
wasted hundreds of millions, but nobody has been held accountable,
and on the other hand nobody has stated clearly and officially that
the Audit Chamber is lying, and there is no misuse at all. Maybe the
Audit Chamber is not lying but is incompetent and cannot distinguish
between misuse and use. However, there must be someone to present
the reality to the society, argue and prove or go all the way with
the revelations or reveal their correctness.

Since there is no real and tangible response, the society has every
reason to think that there is misuse, which is not new to the country,
and revelations viewed as a novelty are simply aimed to give advantage
to one over another in personal or political relations and use them
for their own rather than public purpose.
