President Sargsyan extends condolences over Alexy II death

/PanARMENIAN.Net/ Armenian President Serzh Sargsyan extended his
condolences to his Russian counterpart Dmitri Medvedev over the death
of Patriarch of Moscow and of All Russia Alexy II, the RA leader’s
press office told PanARMENIAN.Net.

The letter states:

`I express my deepest condolences on the occasion of demise of the
Patriarch of Moscow and of All-Russia Alexy II.

The life and works of His Holiness were and will be the example of
persistence, dedication and profound desire to serve his people. Sixty
years, which he spent with the Church, encompass all the stages of
Russia’s modern history, some of which were particularly difficult in
the state-church relations. Today, it can be stated with confidence
that he made an enormous contribution to the re-establishment of the
Church’s position in the Russian society.

Undoubtedly, the main achievement of the Patriarch was the re-union of
the Russian Orthodox and Russian Church Abroad ` a task to which he
was genuinely dedicated.

In Armenia His Holiness was well-known, highly esteemed and loved. He
had a great input in the development of the relations between the
Russian Orthodox and Armenian Apostolic Churches. We also remember and
greatly appreciate his efforts directed at the strengthening of peace
in the Caucasus.

On behalf of the people of Armenia and my own behalf, I express our
sincere condolences to you, the people of the Russian Federation, and
the followers of the Russian Orthodox Church.’

Wade Meets Iranian Industry Minister

TEHRAN (FNA)- Iranian Industries and Mines Minister Ali Akbar Mehrabian
held a meeting with Senegalese President Abdoulaye Wade and Prime
Minister Cheikh Hadjibou Soumare in Dakar on Thursday.

At the meeting, the Senegalese president said that the doors to his
country’s market are open to Iranian companies willing to invest in
the African country.

President Wade also said he has long awaited the initiation of Samand
production unit.

The Iranian minister said that Iran looks at its relations with
Senegal from a strategic angle.

"Iran considers Senegal a gateway to the markets of the west African
countries," he said during the inauguration of a production line of
Samand sedan cars in the capital.

Mehrabian went on to say that the opening of Samand production is
aimed at boosting the level of bilateral cooperation between Tehran
and Dakar.

Mehrabian is visiting the country at the official invitation of
Senegalese Minister of Mines, Industry and Small and Medium Enterprises
Ousmane Ngom.

During his stay in Senegal, Iranian auto-manufacturer inaugurated
the assembly line of his popular passenger car Samand in the African
country.

Iran-Senegal relations are flourishing, Mehrabian said after the
meeting, the Islamic republic news agency reported.

The officials stressed the need to promptly implement the memorandums
of understanding signed by the two countries on cooperation in the
fields of agriculture, energy, and petrochemicals.

Meantime, Managing Director of Iranian carmaker Iran Khodro Company
(IKCO) Manouchehr Manteqi said on Wednesday that Samand manufacturing
plant will produce 10,000 units of car annually in Senegal.

He added the plan have been funded with dlrs 60 million, of which
60 percent will be paid by Iran Khodro, 20 percent by Senegalese
government and the rest by Senegal private sector.

"In a bid to equip Senegal taxi fleet, some 2,000 units of Samand
have been exported to this country," he said.

Also earlier on Wednesday, Iranian Industries and Mines Minister Ali
Akbar Mehrabian also said that the country’s auto-manufacturers now
export spare parts to 39 countries

"We need to promote the quality of our industry as well to expand
exports and our interaction with the world," he added.

Iran’s state-owned Iran Khodro is the largest carmaker in the Middle
East, Central Asia and North Africa, with an annual production of
more than one million vehicles of various models, including cars,
trucks, minibuses and buses.

The automaker opened a plant in Syria in April and is also readying
a new plant in Turkey for 2009.

IKCO is also ramping up exports as it builds a global presence
outside Iran.

The company builds more than half a million passenger vehicles a year,
and officials have said they want to boost annual production to more
than a million vehicles and hike exports to more than 600,000 by 2016.

Iran Khodro Company has exported Samand’s sedan model to Russia,
Afghanistan, Belarus, Senegal, Armenia and Azerbaijan.

The vehicle of choice for most of these local assembly operations is
the Samand, a compact sedan based heavily on the Peugeot 405 platform
and with the price starting at about $9,000. "Samand" is the Persian
name for a local breed of horse.

Market observers believe that Samand could challenge future Chinese
and Indian imports at the low end of the market.

Samand trade name is now registered at the World Intellectual Property
Organization (WIPO).

Iran-Khodro group, the Iranian car manufacturer and owner of Samand,
is the first Iranian company whose product is registered at the WIPO.

The state will ensure against the fraudulent use of the name,
industrial design, and copying of the product manufactured by the
company worldwide.

Many other world countries, including Turkey, Bangladesh and Pakistan
are considered as established importers of petrol and gas-powered
Samand models with left and right-hand steering-wheels.

Marketing researches have shown that given the financial capability of
European and South Asian markets and the competitive advantage that
Iran enjoys, Iran-Khodro can gain a foothold in many world markets
in a relatively short period of time.

The company has other automobile production ventures with foreign
countries and companies in a bid to market share for increased exports
to regional markets.

Croatian Ambassador to Tehran said last year that the people of East
Europe are waiting for the Iranian-made passenger car ‘Samand’.

She also said that after the launch of operation of Samand assembly
line in Azerbaijan and Belarus, the manufacturing company, Iran-Khodro,
now has better chances for gaining access to the CIS and East European
markets.

According to the diplomat, Iran-Khodro officials have announced that
they would soon start exports of Samand to Poland, while the company
is now studying other East European markets, including Romania and
the republics of former Yugoslavia.

Iran started export of the latest model of Samand to 32 different
countries in autumn 2007.

Manouchehr Manteqi, Managing Director of Iran-Khodro Car Manufacturing
Company, recently stated that the above-mentioned countries are among
customers of Iran-Khodro, which have imported Samand LX and GLX before,
adding that his company planned to manufacture 8,000 Samand Suren till
May, 1,200 of which would be exported to the aforementioned countries.

Samand Suren, Iran’s first passenger car achieving Euro III emission
standard, rolled off the assembly line several months ago.

Aside from reducing its exhaust gas pollutants, the fuel consumption
of the sedan has also been cut, and as a result of the modifications
made to the new models of Samand, particularly its Engine Management
System (EMS), the engine performance has been significantly enhanced.

Better drive ability, knock reduction and improvement in the engine’s
power output are cited as other changes made to the earlier model,
according to the company officials.

Manteqi said Iran-Khodro has plans to export 600,000 cars and USD10
bln worth of products by 2016.

"To achieve this goal, we have decided to double our exports,"
he continued.

Manteqi said that Iran-Khodro’s exports amounted to USD150 mln and
USD315 mln in 2005 and 2006, respectively, adding that his company
will export USD600 mln worth of products in the current Iranian year
(ending on March 20th, 2008).

The company has other products including different models of Peugeot.

Last year, the Iran government announced plans to develop a new
model aimed specifically at Islamic markets in Africa, Asia and
the Middle East, in cooperation with local partners in Malaysia and
Turkey. With IKCO as the lead manufacturer on the project, the car
is slated to begin production in 2011 and is being designed to sell
for under $10,000.

Iran, in cooperation with Malaysia and Turkey, is due to make a car
for the Islamic markets, in particular, and the rest of the world,
in general.

According to Manteqi, the assembly line for the production of the
said car will launch operation in 2011.

Manteqi said Islamic countries would be behind all the investment
and production.

"Each Islamic country can order the additional equipment based on its
own needs. In addition to Islamic countries, this car is capable of
being presented in all global markets," Manteqi said.

Manteqi said his firm, which produced more than 525,000 cars and
pick-up trucks in 2006/07, was chosen by the Organization of the
Islamic Conference (OIC) to lead the project.

This car will be sold for about 6,000 to 8,000 Euros. He said the main
target markets would be in Africa, the Middle East and southeast Asia.

As of Oct 1 2008 there were 2,458 POS-terminals and 401 bancomats in

"In its time Armenia missed the chance to occupy a place in the Russian
wine market after the ban on Georgian and Moldavian wines. However,
it is never late to promote the goods, moreover, the world demand
for wine remains high.

To promote brandy, one needs to have not only big business, but also
personal high-level contacts. The matter is much easier in case of
wine: the start-up capital to improve export is no more than 100-200
thsd USD, while in case of brandy one more zero at least should be
added to this figure",- Haroutiunyan said.

According to him, planting of one hectare of vineyards is estimated

Ilyumzhinov warmly congratulated the President of Armenia Serzh
Sargsyan and the Armenian chess players on their second consecutive
victory in the Chess Olympiad. He noted that the Armenian chess
players play an essential role in the chess world and the Olympic
victories in Turin and Dresden are brilliant evidences of it.

According to the Vice-President of the Chess Federation of Armenia,
Grand Master Smbat Lputyan, usually sportsmen from big countries
manage to achieve such success. The second victory of the Armenian
chess players and the 6th place of the women’s team speak about the
stable success of Armenian chess.

According to German press, the victory of the Armenian chess team was
quite logical. From the very beginning till the end of the tournament
the Armenian chess players were in the lead, being the main contenders
for the Olympic gold. The Armenian team gained 19 points from 22
possible, celebrating a "clear" victory.

YEREVAN, November 25. /ARKA/. Liquidity standards of Armenian banks
are considerably in excess of the requirements set by the Central
Bank, Chairman of the Central Bank of Armenia (CBA) Artur Javadyan
told journalists Tuesday.

In particular, general liquidity standards of Armenian banks average
24-25% (with the CBA requirement at 15%) and the current liquidity
is an average of 93-94% (with the CBA requirement at 60%).

Liquidity of Armenian banks is sufficient and attraction of foreign
loans is just a means of support in resisting the further effects of
the world financial crisis, Javadyan said.

Today 22 commercial banks with 367 branches operate in Armenia. Total
assets of Armenia’s banking system had amounted to 954.1bln
Drams by the end of September this year with total capital
and liabilities amounting to 214.9bln Drams and 739.2bln Drams
respectively. ($1=$305.59Drams).

Armenia and Turkey are equally interested in the establishment of
bilateral relations, Armenian Foreign Minister Eduard Nalbandian
said in an interview with the Turkish newspaper Hurriyet before an
Istanbul visit.

"The establishment of bilateral relations meets the interests of
both countries. Turkey does not make a gift for Armenia by opening
borders. Turkey has a large interest in that. Both countries need
open borders, so artificial obstacles are inappropriate," he said.

"Armenia is ready to settle bilateral relations [with Turkey] without
preconditions. We expect the same from Turkey. That is the goal of
our negotiations. The negotiations are not a goal in itself, we want
to achieve particular results," Nalbandian said.

He said Armenia implied diplomatic relations and borders opened
without preconditions when it spoke of normalized relations.

Nalbandian will pay a one-day visit to Istanbul on Monday, as Armenia
is the chair of the Black Sea Economic Cooperation Organization.

There are no diplomatic relations between Armenia and Turkey at
present. Ankara closed the border with Armenia in 1993. Turkey wants
Armenia to stop insisting on the international recognition of Armenian
genocide in the Ottoman Empire in 1915 and to withdraw forces from
Karabakh in order to resume bilateral relations.

Armenia has said many times that it wishes to establish diplomatic
relations with Turkey without preconditions.

Azerbaijan’s President Ilham Aliyev said while meeting with the
participants of the international roundtable "Azerbaijan in the 21st
century ` the success of strategy" held in Baku, APA reports.

The head of state touched on the causes of the failure.

"Protracted conflicts, violation of the countries’ territorial
integrity, occupation of a part of our country’s territory by Armenia `
all this impede strengthening of security, regional cooperation and
poses great threat to the peace in the Caucasus. The roots of
Armenia-Azerbaijan, Nagorno Karabakh conflict are known to everybody.
As a result of Armenia’s aggression and ethnic cleansing policy, one
million Azerbaijanis have been displaced. 20 percent of Azerbaijan’s
territory is still under occupation, our country’s territorial
integrity has been violated. The UN Security Council adopted four
resolutions demanding the withdrawal of Armenian troops from the
occupied territories, but these resolutions have not been fulfilled
yet. These resolutions were adopted on the level of the largest

0and are not the only documents aiming to
solve the conflict," he said.

The president appreciated the Declaration signed in Moscow between the
three presidents on the results of meeting held on the initiative of
Russian president and emphasized that mechanisms to be laid on the
basis of solution to the conflict were described in the document:
"These are norms and principles of the international law and
resolutions and decisions made within this framework. This
Declaration is very important political document containing ways of
settlement quoting the resolutions of international organizations.
Guarantees for every phase of solution to the conflict were described
in the section Guarantees, considering phase-by phase settlement
supported and insisted by Azerbaijan. Of course, it is important factor
that the Declaration was signed by Armenia and Azerbaijan, the
conflicting parties. There are no other parties in this conflict. It
was always clear and now this fact was confirmed with the signature of
Armenian president".

The head of state said that adoption of Declaration was not enough:
"First Armenian side needs in political will to make right decision, to
withdraw from the lands never belong it, to end occupation, to put
forward the policy within the international norms and international
behavior rules. Then we can reach soonest peace in the Caucasus.
Situation in the region is interesting for our neighbors and for entire
world as
well. The Caucasian and Caspian regions get new significance
at the present time. Therefore it is necessary to make responsible
decisions which will strengthen cooperation, trust and mutual
understanding. We are making initiatives to provide active work toward
this".

A small scandal is brewing between Georgia and Azerbaijan

Cooperation between Georgia and Armenia in the military area may
deteriorate relations between Tbilisi and Baku. According to
unofficial information, during Armenian Defence Minister Seyran
Ohanyan’s visit to Tbilisi on 12 November it was agreed that Georgia
will allow the passage of military cargo bound for Armenia through its
territory and besides, Armenian army tanks and armoured hardware will
be repaired in Tbilisi.

Relevant information was released by Azerbaijan’s Trend [news]
agency. Rezonansi tried to check the information at the [Georgian]
Defence Ministry but, unfortunately, to no avail.

In the meantime, it is said in Baku that Armenian-Georgian relations
might affect Azerbaijani-Georgian relations.

A representative of the Azerbaijani president’s administration, Novruz
Mammadov, has said in an interview with ANS [TV] that Azerbaijan is
not going to interfere in Georgian-Armenian relations. However, he did
not rule out that relations between these neighbours might affect
Azerbaijan too.

"Georgian-Armenian relations may affect Georgian-Azerbaijani relations
although both in diplomatic and political terms it would be incorrect
to express a position on this today."

Rezonansi was unable to contact the Defence Ministry. We spoke to
military expert Giorgi Tavdgiridze to find out how realistic it is to
conclude this kind of agreement and whether or not Georgia possesses
resources to repair Armenian military hardware.

Forming military agreement with Armenia would be "a mistake"

[Giorgi Tavdgiridze] I think Georgia could not have concluded such an
agreement. Given the region’s specifics, it would be a mistake to
[make] this kind of agreement. As for resources for repairing [the
tanks], this is possible indeed. We have a plant and we have
engineers. Therefore, it is possible to carry out repair work of a
certain degree and size [in Georgia].

"However, one thing should be taken into account – we have an enemy in
the face of the Russian state. Armenia, on the other hand, is a
difficult state because however strange this might sound, it [Armenia]
appears to be Russia’s ally because there is a Russian base on its
territory. I believe given all this Georgia could not have concluded
such an agreement because in that instance it would appear that we
would be repairing tanks for an ally of our country’s enemy.

"Even had the August events not happened, we should not have taken
such a step. We have two neighbouring states – Azerbaijan and Armenia
– who are in a conflict. Consequently, it would be erroneous to take
such a decision and one that would yield negative results.

"Azerbaijan is a strategic partner and in the event of a war, [our]
relations with Azerbaijan will [gain] a strategic importance. If the
agreement does exist, it is bound to bring negative results. It could
have been Armenia’s wish but the Georgian side [most probably] did not
agree to it. We do not know if a relevant agreement was actually
reached."

No reason for Azerbaijan’s anger

Political analyst Paata Zakareishvili notes that the conclusion of
such an agreement does not go beyond business interests and it should
not anger Azerbaijan.

"What does Azerbaijan have to do with it? Why should it be angered?
What does it matter whether Armenia will construct a plant and repair
tanks on its territory or in Georgia? The important thing is not to
use the tanks in a war. This is nothing to be angry about in this.

"If Georgia signed such an agreement it does not mean that Georgia
supports Armenia against Azerbaijan in this conflict. Georgia is
trying to develop its economy and business. There is a plant in the
country and we are [trying to] use it.

"If Azerbaijan tries to create difficulties for us in economic terms
because of this, it is our government who should take care of
it. There is really no reason for conflict in this and I do not think
the agreement – if it does exist – will be followed by a major
response from Azerbaijan," Zakareishvili said.

Moscow supports the territorial integrity of Azerbaijan.

Russia supports the territorial integrity of Azerbaijan, and will
continue to make efforts on settlement of the Nagorno-Karabakh
conflict, Alexei Ostrovsky, the chairman of the Russian Parliament’s
Committee on CIS Affairs and Relations with Compatriots, said to
Trend News in Baku on 20 November/

"Until Baku and Yerevan will not sit around the negotiation table
and come to a solution, which is acceptable for both sides, the
settlement of the Nagorno-Karabakh conflict process will continue,"
Ostrovsky said.

Armenia has occupied 20% of Azerbaijan’s lands including
Nagorno-Karabakh and surrounding seven regions. The occupation began
in 1988. Azerbaijan lost the Nagorno-Karabakh, except of Shusha and
Khojali, in December 1991. In 1992-93, Armenian Armed Forces occupied
Shusha, Khojali and Nagorno-Karabakh’s seven surrounding regions. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful,
but fruitless negotiations.
