"Currently Armenia does not display initiative in the resolution of
the Karabakh conflict by way of talks and dialogue", said chairman
of the Umid party Igbal Aghazade.

He said on the contrary the country holds this policy to protract
the settlement and to keep longer control over the Azerbaijani lands.

"The form of a dialogue in the resolution of conflicts is the most
optimal. When settling the conflict, the parties must know the aims
they are pursuing and the actions, they are going to take. But Armenia,
except for the purpose of keeping control over the Azerbaijani lands,
has no other goals. In this case the principle of holding a dialogue
is violated and the prospects of the conflict settlement by way of
talks are dropping.

Russia is also not interested in the settlement of the Karabakh
conflict. On the contrary, this country is inciting it even greater
in an attempt to keep the influence in the region", said he.

As for which actions should be taken in this issue by the powers and
opposition, Aghazade noted the following:

"For the resolution of any problem, the civil unification is
primarily required. The opposition and powers must be united. In the
current realities I do not see any serious differences between both
sides. Opposition and powers will also not have serious clashes in
the resolution of the Karabakh problem", noted he.

President of the Nagorno Karabakh Republic Bako Sahakyan handed
over state awards and valuable gifts to a group of members of the
"Artsakh" expatriate charitable public organization for a 20-year
patriotic activity, Central Information Department of the Office of
the NKR President reported.

The award ceremony took place in the NKR Permanent Representation
in Armenia.

Hrachik Adamyan, Kim Balayan, Benik Haroutyunyan, Slavik Michaelyan,
Slavik Muqanyan, Abik Samvelyan were awarded the "Gratitude" medal.

NKR Permanent Representative in Armenia Karlen Avetisyan participated
in the award ceremony.

The leader of the Javakheti Union of Compatriots, Republican Member of
Parliament Shirak Torosyan again brought up the issue of Javakheti and
the Armenians of Georgia on November 18 at the Pastark press club. For
instance, the member of parliament said in the Georgian textbooks of
history used in the schools of Javakheti Lake Sevan is said to be
part of Georgia. Shirak Torosyan says one should imagine the state
of an Armenian teenager in Javakheti who reads this in a textbook.

The reporters asked Shirak Torosyan whether he has tried to inquire
from the government if Serge Sargsyan who visited Georgia several
weeks before brought up those issues and what answer he got. Shirak
Torosyan says the government is not active, and the impression
is that the problems of Javakheti and the Armenians of Georgian
are not brought up. However, Torosyan also noted that during his
Georgian visit President Sargsyan raised two important issues and
reached oral agreements. Those are the construction of the highway
Batumi-Yerevan which will run across Javakheti and will foster the
economic development of the region, the member of parliament says, as
well as the simplified procedure of crossing the border. The member
of parliament said in this connection that strangely the customs
office of Armenia causes problems. The point is that the citizens
of Georgia have an international passport to travel abroad. Torosyan
says the Armenians of Javakheti do not have such passports, and when
they come to Armenia, the border guards of Georgia do not require a
passport from them to cross the border, whereas rumors come that the
customs office of Armenia will demand international passports from
the Javakheti Armenians from January.

The leader of Javakheti Union of Compatriots also says he is not
so optimistic about the construction of the highway. He says when
the presidents reached an oral agreement and stated about it, a
discourse started in Georgia, and the opinion prevailed that the
highway is against the interests of Georgia since the Russian troops
could be deployed in Georgia by this road, as well as it may cause
separatist moods to escalate by fostering economic development in
Javakheti. Torosyan says it is pointless to speak about the Russian
threat. As to separatism, he noted that there are no such moods
in Javakheti, and even if there is a small group, it is due to the
discrimination of the Georgian government. Meanwhile, if the quality
of life improves, the danger of separatism will gradually diminish.

However, the member of parliament is not optimistic about the
construction of the highway since the public opinion in Georgia seems
to be against it.

As to the discrimination of the Georgian government towards Javakheti,
Shirak Torosyan stated that the Armenians of Javakheti will not leave
their homeland. He said if the Armenians of Javakheti feel that
their existence is threatened, they will take any step to defend
themselves. Pointing to passiveness of the stance of the Armenian
government, Shirak Torosyan nevertheless appreciated that in early
November Serge Sargsyan visiting Georgia met with the Armenian
community in Georgia and said they have problems and they must be
solved. Shirak Torosyan commends the statement of the president of
Armenia but adds that he also needs to be consistent.

ArmInfo. Armenian President Serzh Sargsyan said in an interview with
Armenian Public TV he thinks slagging off of the Moscow Declaration
is absolutely unfounded.

‘I had no doubt this document will become the target of criticism
despite being the only document where Azerbaijan confesses the
political way of the Karabakh conflict settlement’, – the president
said. He also added that first they said it is wrong to sign a document
where there is no signature of the president or leaders of the NKR. ‘I
would like to remind these people of that part of my message to the
National Assembly and the people where I said about the Karabakh
conflict settlement, when it maybe settled and we shall be able to
congratulate presidents of Azerbaijan and Nagornyy Karabakh Republic
on willful and peaceful settlement of the conflict… I am for the
NKR and its president to be involved in the negotiating process, and
I think this is the most effective way’, – Serzh Sargsyan said. He
also added the Moscow Declaration has nothing in common with it,
since it is just a view of the three presidents regarding the conflict
settlement and a part of the talks: ‘Presidents of the three states
say the conflict should be resolved only in a peaceful way. I would
like to explain. After that I visited Paris and European structures,
and in Paris or Brussels they offered to sign a document in which
we prove our wish to resolve the conflict peacefully, what should I
do? Should I suggest to invite the NKR representative? It is illogical,
is not it? I reiterate once again, participation of the NKR in the
talks is the most effective way for the conflict settlement, there
is no other way>. The president thinks that the second reason of
slagging off is that Azerbaijan may speculate the issue since it is
fixed in the document that the conflict may be settled on the basis
of international principles and the documents adopted in their basis.

all those documents within the frames of which one should look for
the Karabakh conflict settlement. Some people think Azerbaijan may
understand it as UN resolutions and speculate on it. It is clear
Azerbaijanis have to speculate.

But why are you speculating? Does it mean you prompting Azerbaijanis
ot gaining pleasure because of their speculations? Azerbaijani may
speculate on many problems. Finally, one should understand the
problem is not connected with Serzh Sargsyan’s person, but with
Nagornyy Karabakh conflict. You may love Serzh Sargsyan or not,
respect him or not, that is your private business. You can continue
criticizing everything, but you have to understand this is Nagornyy
Karabakh conflict>, – the president concluded.

TBILISI: Railways Bypassing Tbilisi

Georgian Railways has announced an international tender for building
a railway line bypassing Tbilisi. Applications are to be submitted
by November 21. A special tender commission will be set up to select
the winner.

Companies selected to proceed to the second stage of the process will
be given six months to produce final, detailed projects. The winner
will be obliged to produce a guarantee letter (proxy) from a bank or
insurance company for 5% of the project cost. Last year on October
16, 2007 the same sort of tender was announced but after 2 days it
was withdrawn because Georgian Railways needed more time to work on
watertight preconditions for such a large scale and serious project.

It is known that since it purchased Armenia railways the Russian
national railway service has expressed a special interest in Georgian
Railways, however with Russian tanks 40 kilometres from Tbilisi
there is not much probability of their submitting an acceptable
tender. Foreign Department representative of Russian railways
Aleksander Vasilev has stated that his company does not consider
participating in the tender.

Today the Chairman of National Assembly of Armenia Hovik Abrahamyan
received the Chairman of House of Representatives of Cyprus Marios
Garoyan and the delegation chaired by him.

During the meeting Mr. Hovik Abrahamyan has signified strengthening
of inter-parliamentarian relationship which could contribute to the
development of trade-economic, scientific and cultural sectors. The
Chairman of National Assembly recommended to review the cooperation
contract signed in 2003 between the Parliaments of Armenia and Cyprus
to add to fields of cooperation.

Mr. Marios Garoyan thanked for the cordial welcome and said
that his dream has come true – to visit the country of his
ancestors. Mr. Garoyan invited his Armenian counterpart to Cyprus where
they could discuss and sign to agreement between the two Parliaments.

According to Turkish press, the Foreign Minister of Turkey declared
that Armenian Foreign Minister Edward Nalabndian will soon visit
Turkey, where a meeting between the Presidents of Armenia and Turkey is
expected. Asked to comment on the information, Head of Media Relations
Division of RA MFA Tigran Balayan stated:

"As the Foreign Minsiter of the country presiding over in the Black Sea
Economic Cooperation Organization, the Foreign Minister of Armenia,
Edward Nalbandian, will pay a one-day visit to Istanbul on November
24 within the framework of BSEC activity to present the program of
six-month activity of the organization and the priorities of Armenian
presidency.

As for the opportunity of a meeting between the Presidents of Armenia
and Turkey, the Armenia side has not received any such invitation."

Ameriabank opened its first affiliate in the unrecognized "Nagorno
Karabakh" on November 8.

Ameriabank is an investment bank, offering complex corporate and
retail banking services.

The bank’s Directors Board is chaired by Ruben Vardanyan, its general
director is Artak Anesyan. The overall capital of the bank is estimated
at 17 bln Armenian drams (about $56 mln).

Ameriabank is notably a strategic partner of one of the biggest
Russian investment companies Troika Dialogue.

The Ameriabank management assured that the banking services, technique
equality and service level in Nagorno Karabakh will correspond to
the highest international standards and the conditions of the Yerevan
central office.

The online system to ensure direct connection between the Karabakh

Moscow declaration on Karabakh aimed to strengthen Russia’s positions
in Caucasus

/PanARMENIAN.Net/ The main goal of the Moscow declaration on the
Nagorno Karabakh conflict is to strengthen Russia’s positions in the
Caucasus, Kiro Manoyan, ARF Dashnaktsutyun Bureau’s Hay Dat and
Political Affairs Office Director, told a news conference today.

The declaration has both positive and negative features and proceeds
from the interests of certain forces, according to him.

`The most negative fact is the absence of an NKR representative’s
signature on the document. The necessity of continuation of talks on
the basis of the OSCE MG Madrid principles also arouses concern, since
these principles envisage surrender of the liberated territories,’ he
said.

`Positive factors are affirmation of peaceful talks as the only way to
resolve the conflict and no mention of Azerbaijan’s territorial
integrity. Besides, the declaration states that talks will be
continued in the framework of the OSCE MG and thus excludes
interference of other forces into the process,’ he said, adding that
Turkey’s attempts to join negotiations can jeopardize their success.

`The Karabakh problem will be resolved in case all parties to conflict
sign a peaceful agreement which will be implemented with the help of
appropriate mechanisms,’ Mr. Manoyan resumed.
