Turkish Ambassador in Washington, D.C. Namik Tan left for the United
States on Tuesday.

United States House of Representatives adopted a resolution on March

We have received satisfactory answers. It is time to return to
my office."

"I will welcome Mr. Prime Minister (Recep Tayyip Erdogan) in
Washington, D.C. at the weekend," Tan said.

Turkish Prime Minister Erdogan will travel to United States to attend
the International Nuclear Security Summit in Washington, D.C. to take
place on April 12 and 13.

All of the victims were men, said Deputy Chief Kirk Albanese,
commanding officer of operations at the Valley bureau. He said three
of the men were pronounced dead at the restaurant, another later died
at a local hospital. Two others were also wounded and are expected
to survive. "This is also not a random act of violence, this was an
intentional act," Deputy Chief stressed.

The Los Angeles Police Department have released the identities of the
four men killed as Hayk Yegnanyan, 25, Sarkis Karadjian, 26, Harut
Baburyan, 28, and Vardan Tofalyan, 31. Coroner and police officials
are trying to determine where the men live, said Officer Sara Faden.

The Hot Spot Cafe, a Mediterranean restaurant on Riverside Drive,
was packed with customers when a man walked in and opened fire around
4:40 p.m., according to police officials.

Investigators were also trying to determine the exact number of
shooters and whether the gunman walked into the restaurant or was
inside the restaurant shortly before the gunfire broke out. They
snapped photographs outside the restaurant, including the sidewalk
and parked cars, as well as inside. Riverside Drive was closed off
between Colfax and Irvine avenues.

Law enforcement sources, who asked not to be identified because of
the ongoing investigation, said they believed the shooting might have
involved Armenian gangs.

But they also said they have no evidence that the victims were involved
in gangs, noting that the case was in its early stages. The shootings
come after a series of killings in the last two weeks that have
diminished gains made this year in reducing the city’s homicide rate.

Police investigators said the four men were inside the Hot Spot cafe’,
a Mediterranean restaurant on Riverside Drive, when a gunman or gunmen
opened fire before fleeing. Apart from the four men shot and killed,
two others were injured but were expected to survive.

YEREVAN, APRIL 2, NOYAN TAPAN. Yerevan State Medical University’s
Neurovascular Surgery Center’s Radiology annex opened on March 31 in
Yerevan. It is named after the son of American Armenian benefactors
Nazar and Artemis Nazarians, American Armenian radiologist Levon
Nazarian. RA President Serzh Sargsyan, Chairman of the Armenian
General Benevolent Union Perch Sedrakian, member of the AGBU Board of
Trustees Nazar Nazarian, members of AGBU Central Board of Directors
participated in center’s solemn opening.

According to Yerevan State Medical University’s Rector Gohar Kyalian,
the center is of much regional significance. In the center it is
possible not only to diagnose all disorders of brain vessels but also
to stent brain vessels thus reducing the probability of insults.

It took three years to implement the program. A building of 1700
square meters was built in that period, the center has unique modern
equipment of Siemens firm which has an individual energy supply.

Center’s medical personnel has raised its qualification at U.S.

Georgia state’s Mercer Medical University and Georgia’s Neurosurgery
Institute, German Scharite University Clinics, Austrian Grazie
Clinical Complex. 14 young doctors, neurosurgeons, radiologists,
anesthesiologist-reanimatologists were retrained with the immediate
assistance, financing and control of former graduate of Yerevan
State Medical University, currently leading neurosurgeon of Georgia’s
Neurosurgery Institute Artur Grigorian.

G. Kyalian said that AGBU and its Chairman P. Sedrakian, American
Armenian benefactors Nazar and Artemis Nazarians have greatly
assisted center’s opening. The benefactors have donated 1.7m dollars
to center’s construction thus in fact covering the expenditures done
from the Yerevan State Medical University budget. Credit resources
of another 2.8m dollars were spent on purchasing equipment.

According to G. Kyalian, the University started to cooperate with
AGBU as far back as in 1929 when the first Armenian ophthalmological
clinic was founded with the donation of AGBU founding chairman Poghos
Nubar-Pasha. Gefferson Educational Center was created in the Medical
University in 2000.

According to P. Sedrakian, this measure once more confirms AGBU’s
exact position and policy to the Homeland. The Union since the time
of its founders has been convinced that "an Armenian will survive in
the Diaspora if the Homeland survives and strengthens." "Our Union
will continue its activity and will try with its modest resources to
support the Homeland and its power," the AGBU Chairman said.

The prominent duduk player Jivan Gasparyan is not against to appear and
support in the contest of "Eurovision-2010" our Armenian participant
Yeva Rivas, told J. Gasparyan today on the press conference.

"As Armenian I think if I can help that girl by my going there, I
will go, but I have a concert in Italy on May 22," said J. Gasparyan
stressing that he can’t cancel the concert, because he has signed
the contract a year ago.

J. Gasparyan assured that it is only a technical problem, and in
the same time he confessed that he is not interested in "Eurovision"
because "It is a kind of pioneering for me. If a greengrocer should
put me a mark … or someone should vote for me by the phone … I
call it amateurism."

"Eurovision -2010" will be held on May 25-29 in Oslo.

L’ambassadeur de Turquie aux Etats-Unis devrait bientôt regagner son

commission du Congrès americain d’une resolution sur le "genocide"
armenien, a affirme jeudi une diplomate turc.

"Une decision de principe a ete prise en faveur de son retour",
a declare a l’AFP cette source, parlant sous le couvert de l’anonymat.

Le retour de l’ambassadeur Namik Tan a Washington devrait se faire
avant le 12 avril, date a laquelle le Premier ministre Recep Tayyip
Erdogan "va très probablement" se rendre aux Etats-Unis pour participer
au sommet international sur la securite nucleaire, a-t-elle ajoute.

Ankara avait rappele son ambassadeur le 4 mars, après le vote par la
commission des Affaires etrangères de la Chambre des representants
d’une resolution appelant le president Barack Obama a "qualifier de
facon precise l’extermination systematique et deliberee de 1.500.000
Armeniens, de genocide".

Dimanche, le chef de la diplomatie turque Ahmet Davutoglu a affirme
a son homologue americaine Hillary Clinton que le blocage de la
resolution, avant un vote eventuel en seance plenière, serait un acte
d’une "importance majeure pour eliminer l’impact negatif" qu’a eu ce
texte sur les relations bilaterales.

Après le vote de la resolution, qui n’a pas de force contraignante,
par la commission des Affaires etrangères de la Chambre, Mme Clinton
avait affirme : "Nous ne pensons pas que le Congrès dans son ensemble
puisse ou doive se saisir de cette resolution."

Les Armeniens qualifient de "genocide" les massacres et deportations
qui, entre 1915 et 1917, ont fait, selon eux, plus d’un million et
demi de morts au sein de leur communaute.

La Turquie reconnaît qu’entre 300.000 et 500.000 personnes ont peri,
non pas victimes d’une campagne d’extermination mais, selon elle,
dans le chaos des dernières annees de l’Empire ottoman.

La notion de genocide a ete reconnue par la France, le Canada et le
Parlement europeen.

Neither the coalition member parties nor the non-parliamentary
opposition groups have responded to Heritage Party’s suggestion to
hold round table discussions on Nagorno-Karabakh, Armenian-Turkish
relations and the probability of a new war that could be initiated
by Azerbaijan, said Heritage Party faction leader Stepan Safaryan at
a press conference today.

Responding to Safaryan, Republican Party of Armenia MP Karen Avagyan
said that, as far as he knew, his party hadn’t received an invitation.

"This statement is not [meant to be] sensational. President Sargsyan
has [so far] convened three such meetings. The topics discussed during
these meetings were of public and pan-national interest. Should it
be necessary, the president will again summon such meetings himself,"
said Avagyan.

Safaryan, in turn, said that the format of those meetings organized
in the Karen Demirchyan Sport and Concert Complex is different from
that which the Heritage Party is proposing: in those meetings, each
participant is given only 5 minutes to make a speech and there is no
dialogue, and no debate takes place.

"In Armenia, we have only monologues, not dialogues," said Safaryan.

Round table invitations had been sent by Heritage also to various
individuals from Nagorno-Karabakh and the Diaspora.

A l’approche du 24 Avril, les pressions exercees par la Turquie sur
Washington s’accentuent.

Selon Hurriyet, hier une conversation telephonique de 40 minutes
entre le ministre des Affaires etrangères de Turquie, A. Davutoglu,
et la secretaire d’Etat Hillary Clinton, a porte sur la resolution a
propos du genocide armenien, adoptee par la Commission des Affaires
etrangères du Congrès americain, et le processus de normalisation
des relations turco-armeniennes.

Davutoglu a exprime l’espoir que "le president Obama dans sa
declaration annuelle le 24 avril ne repetera pas l’erreur du Congrès ".

"De telles mesures, non seulement entravent la normalisation des
relations entre Erevan et Ankara, mais l’impact est globalement
negatif sur l’ensemble des processus dans la region du Caucase […]
La Turquie et le peuple turc ne cederont jamais a la pression",

Although the Armenian-Turkish process is in a stalemate now, it will
go on yet, the specialist in Turkic studies Ruben Melkonyan told
reporters on March 29.

According to him, the Armenian Genocide resolutions approved by the
U.S. House Committee on Foreign Affairs and by other Parliaments
are the reason for the stalemate, he stated that this fact evoked
varied responses in Turkey. "At first, their reaction was violent and
hysterical as shown by Premier Recep Erdogan, who made a statement
on the deportation of illegal Armenian immigrants. Now, however,
the Turkish political machinery has changed its tactics and corrected
its approaches," Melkonyan said. He pointed out that the aim of the
corrections is "putting Erdogan’s statements in a milder form." "It is
regrettable, however, that they want the Armenian community in Turkey
represented by a certain Sirinoglu to be involved in the corrections.

Sirinoglu introduced himself as community leader and is trying to
send the world special messages about the Turkish Government’s most
merciful attitude to the local Armenians," Melkonyan said.

As regards the Turkish Premier’s everyday statements on the
deportation of illegal Armenians immigrants, Melkonyan considers the
unacceptable. He pointed out that millions of Turkish citizens are
illegal immigrants in other states.

Turkey’s senior diplomat returned to Sweden on Tuesday after
consultations in Ankara on the decision of the Swedish parliament to
adopt a resolution on the Armenian Genocide, Anadolu Agency reports.

Zergun Koruturk, Turkey’s ambassadress to Sweden, told reporters
that she was going back to Sweden after she had held consultations in
Ankara on Swedish parliament’s adopting the resolution acknowledging
Armenian Genocide.

"Calling back an ambassador to his/her country for consultations is
a serious reaction, and even a protest, in diplomacy," she said.

Koruturk said Turkey showed that reaction and the Swedish government
did no way approve the decision of the parliament.

"The Swedish constitution authorizes the government to deal with
foreign policy, and therefore this decision is only recommendatory,"
she said.

Koruturk said the Swedish government had clearly stated that it would
not implement that decision.

Koruturk said then, Turkey showed a political will that it was time
that the senior diplomat went back to Sweden.

"My return to Sweden is a political decision, just as my return to
Turkey," she said.

Koruturk said every one had thought that all conditions had emerged
for her return to Sweden.

"We will altogether see what they will do to compensate this mistake,
and I hope the Swedish government will do its best," she also said.

ArmInfo’s interview with Hakob Hakobyan, Head of the Parliamentary
Commission for Social Affairs

Mr. Hakobyan, what are the possible risks of the pension system reform?

First, the state budget will envisage as much funds for the pensions
as the additional accumulative funds will collect, in particular, 5%
of the salary of the citizens permanently working in Armenia will
be transferred to the fund. A similar amount will be provided to
the pension fund by the state budget every month. Here are the risks
connected with the reform: first, if we do not guarantee return and
profitability of the amount, we will cause damage to our citizens
proving budgetary funds without guarantees. If we guarantee safety
of those amounts, in 5 or 10 years the budget will prove to be under
additional burden of liabilities, which is dangerous for the country.

In the first case, there is a risk of damaging the government
reputation among the population, whereas in the second case, the
country is endangered.

How will the new system fight shady employment?

One of the ways to fight shady employment is to change the current
pension system based on the basic pension plus working period and to
allocate pensions basing on the amount charged from the salary. If
a citizen agrees with his employer to "cut" his salary to reduce the
5% transfer to the accumulative fund, the government will naturally
provide less to his pension account. One of the positive sides of
the bill is creation of mechanisms that will make citizens declare
their salary.

The problem is in the lack of public confidence in the government,
isn’t it?

The package of relevant bills is currently under discussion. The
principles have not been specified yet. After the first discussion,
both the government and the parliament have arrived at a conclusion
that the package must be guaranteed not to infringe public interests.

What makes the government refuse the current pension system?

The size of pension of the citizens should be conditioned by the
taxes paid by them over their working activity. As we know, the
present system does not take into account the salary size. It is
illogical in some sense, as the paid taxes, which condition the size
of pension, should be the result of the work of citizens. The working
experience was the only way of settlement, but this principle is not
so much effective because of several impartial reasons. If payments
of citizens are not returned in the form of pension, naturally,
citizens will not be interested in making social payments.

Will the pension age grow given the ageing of the population?

No such issue is currently discussed. Increasing of the pension age is
connected not only with increasing in the number of old citizens. The
mechanism of determining the pension age is more complicate and cannot
depend just on the ageing of the population. The problem is settled
through comparison of the physical and mental abilities of people.

How efficiently is the social system of Armenia protected against
misappropriations by officials?

Undoubtedly, there are drawbacks today to be promptly eliminated.

According to the Sustainable Development Program, which replaced the
Strategic Poverty Reduction Program, 85 % of the families registered
in the allowances system rate are among the extremely poor ones. The
authorities should perform a great work to overcome this poverty
level. These problems cannot be solved at once, and it is necessary
to find the right ways. The government developed a sustainable
development program to be able to eliminate the drawbacks in the
system and conduct a targeted social policy.

How to prevent outflow of employable population from Armenia not to
lose the participants in the new pension system?

Last year the government undertook unprecedented measures of support
to small and medium-sized business through lending, which will lead
to creation of new jobs. Those and other measures will create an
effective mechanism of preventing outflow of labor force from Armenia.

Indeed, the country cannot interfere into internal affairs of another
country. For instance, we cannot prevent toughening of conditions of
migration flow in Russia. However, the government is able and must
take measures to prevent outflow of employable population.

How tangible are such measures, in particular, lending to SMEs?

It is difficult to make any assessment now, since capital invested in
the market does not bring fruits at once. I think that the 8 billion
drams growth of tax revenues for Jan-Feb 2010 was a good indicator
of the efficient of the government measures.

But SME lending became possible at the expense of increasing the
country’s foreign debt…

Armenia’s foreign dept totals 46% of GDP. It is a significant amount,
indeed, but not dangerous. I think that if the Armenian government
manages to use the loans that help creating jobs and increasing tax
revenues reasonably, the country’s solvency will considerably grow.

The opposition constantly criticizes the government for the growing
foreign debt. What are the real opportunities of its service?

The opposition, as a political force, expresses its attitude to
the ongoing processes in the country, any action of the country’s
leadership may become an object of criticism. Healthy criticism
ensuring the balance of forces is a normal phenomenon in all countries
