The Armenian National Assembly has passed amendments to the RA
Law on International Agreements with 88 votes for, 5 against and
2 abstentions.

Only the Heritage faction voted down the bill. The parliament will
hold the second reading within 24 hours. The bill enables the sides
of the agreement to withdraw from the treaty any moment before
the document is put into force. The side must inform about his/her
intention in advance.

President Serzh Sargsyan met with members of the Public Council
to discuss the problems the Council has revealed in the fields of
agriculture and Information Technologies and consider the proposed
solutions. The Mnisters of Agriculture and Economy were present at
the meeting.

President Sargsyan attached importance to the fact that the Public
Council does not only raise issue, but also proposes solutions.

The issue of uncultivated lands was mentioned as a primary problem
in the field of agriculture, which endangers the perspectives of
development of this branch of economy.

Reference was made to the issue of price and quality of Internet
in Armenia, which, according to the members of the Public Council,
does not contribute to the development of Information Technologies
in the country and does not provide for greater Internet access.

President Sargsyan noted that the failure to improve the quality of
Internet and the computerization of the society could keep Armenia
back from global developments and reduce the opportunity go progress
in the country.

HAVERHILL, Mass. – Paul Kazarosian was a man of many words.

As a venerable attorney in the city of Haverhill, he could defend any
cause with a voracious appetite for justice, stand toe-to-toe with any
opposing justice, and bring homage where it was due.

The same could be said away from the courtroom where Mr. Kazarosian
was a born storyteller, whether it was politics, sports, current
events or his beloved Armenian identity.

In short, the man was never at a loss to give his language and mind a
workout, especially when he gathered with his cohorts at the Monday
Evening Club where conversation became a work of art.

His death on Feb. 5 closed the book on a prominent career which
included 53 years with the Massachusetts Bar, not to mention an
honorable military stint with the Army in World War II, a wealth of
family successes and a host of community activities that bore civic
pride. He was 86.

Paul Kazarosian was a Renaissance man whose outlook on life was seen
through rose-colored glasses and a sunny disposition. His honesty and
integrity amplified his humanitarian pursuits, governed by education
and human kindness.

He was always willing to share his genius – the genius of friendship.

His last five years were spent at the Hannah Duston Nursing Home,
overcome with Alzheimer’s. The disease may have ravaged his mind, but
not his spirit. You could hear him sing his Armenian folk songs in the
corridors and inside his room, greeting one and all with a pleasant
disposition.

Mr. Kazarosian was a student of Armenian history. As much as he knew,
there was capacity for more and he never hesitated in imparting his
knowledge, whether it was at one of the firm’s popular Christmas
parties or more formal occasions.

The Monday Evening Club turned into a Kazarosian soapbox – a social
gathering of conversationalists who met in homes and talked the night
blue. An avid historian, he never hesitated to convey his political
opinions and relished the debate.

To gain the edge, you had to catch him on an `off’ night. Even then,
he would take the mandatory count standing up.

As the son of Armenian Genocide survivors, Mr. Kazarosian fashioned a
self-made career out of persistence. With a father who worked as a
barber in the city and a mother who toiled the shoe shops, he put
himself through Harvard at a time when education was at a premium,
then the Sorbonne in Paris where he drove a cab to pass himself off as
a Frenchman and earn a few extra francs.

Had you been at his wake, you would have heard a litany of testaments
from family and friends alike. Daughter Marsha, also a successful
attorney, recalled how her dad influenced her career.

`He was my dad, my boss and my mentor,’ she confirmed. `If he were
here this evening, he would have been serving wine or pilaf. He was a
consummate host at every gathering. And yet he was humble. My father’s
favorite briefcase was a Demoulas shopping bag.’

A grandson’s praise came from Marc Moccia who revealed how his
grandfather worked on a farm and a shoe factory before starting law.

`He was always teaching me something, whether it was some practical
lessons in life or the names of every United States President,’ Moccia
brought out. `He once told me that old lawyers never die – they just
lose their appeal.’

Retired Haverhill District Court Judge Kevin Herlihy said he never
knew a better lawyer than Mr. Kazarosian, calling him a specialist in
his field.

`He never forgot his roots,’ added Herlihy. `Paul was the perfect
blend of a small town and a big city attorney. He represented his
profession and city with extreme loyalty.’

After losing his dad in World War II, John Nazaretian recalled how Mr.
Kazarosian served as a surrogate father to him.

`He taught me discipline and set an example of loyalty,’ said the
former Haverhill Gazette reporter. `Paul was the best friend I ever
had – a brilliant mind that never stopped working. He made me learn the
capitals of every state.’

It did Mr. Kazarosian proud to see his daughter materialized into one
of the more astute lawyers in the state and watch a third generation
unfold in the practice. He shared the gratitude with his wife
Margaret, a consummate educator and music instructor in Haverhill
schools.

The two were married 61 years and made their home by Plug Pond where
they would welcome wildlife and garden to their heart’s content.

`When my husband first started, he had an ingenious way of making
himself seem in great demand,’ said his wife. `Paul may have had only
one or two clients a week. He would schedule his clients at about the
same time so that one of them could be waiting while the other
arrived. After awhile, he built a very lucrative and well-respected
firm.’

Another daughter Paula Steele, is a biopharmaceutical consultant in
Maine and recently climbed Mount Kilimanjaro for a charitable cause.
Son Mark is an economics professor at Stonehill College. Six
productive grandsons gave him endless bragging rights.

May he rest in peace.

`Artsakhhes’ OJSC has already 1111 shareholders. The capital of the
company has increased from 100 millions to 6 milliard drams. The
collected sum has been directed to the construction of new
hydroelectric power stations.

Shareholders of `Artsakhhes’ have already a chance to estimate the
first results of the works. But they are more than obvious.

Program of construction of small hydroelectric power stations started
from Trghe-1, constructed on the nearest hill of Haterk village.
Construction of the building began in April of 2009 and ended in the
end of December. Today corresponding equipments have been already put,
technical director of `Artsakhhes’ Armen Gasparyan informes. The whole
value of the program compiles 820 million drams, works of about 760
million have been done.

It’s only one side of the question, Except additional reserves of
electricity, Trghe-1 will satisfy additional working places. A new
subdivision has been already formed with 31 working places in the
stuff of `Artsakhhes’. Today the newly formed subdivision has still 13
workers. Pressure pool of Trghe-2 is already ready. It’s near Trghe-1.
They have already ordered equipments. During this month construction
of the building will start. Trghe-2 will be put into operation in
March-April 2011. But works in Trghe-1 will end in two months.

The next building of Trghe cascade will be Trghe-3.

In administrative territory of Mataghis community construction works
are not stopping. Works in hydroelectric power stations Mataghis-1 and
Mataghis-2 will end in defined period of time, executives of the
sphere assure. `Technoshin’ CJSC realizes works in Mataghis-1 and
Mataghis-2. Water examiner, leading knot of Mataghis-1 is already
ready, assembly works of pipes are going to end. Construction of base
of hydroelectric power station has already begun, director of
`Technoshin’ CJSC Garik Petrosyan represents.

In general, works of 1 milliard 450 million drams have been realized
in Mataghis-1. And the whole value of the program compiles 2 milliard
600 million drams. In mataghis-2 works are in the process. Here
construction works of pressure pool of water examiner and leading knot
ended. Assembling of pipes has begun.

Executives of construction make believe, that the works will be
finished in defined period of time. It means, that hydroelectric power
stations Mataghis-1 and Mataghis-2 will be put into operation in a
year – in January-March 2011.

Baku – APA. Preliminary discussions of the protocols signed with
Turkey were hold at the Armenian parliament’s commission for foreign
affairs. Chairman of the commission Armen Rustamyan told that the
protocols would be included in the agenda of the parliament in spite
of the commission’s opinion: "I will offer the speaker to discuss
the protocols at all fractions before our opinion is prepared. We
decided to establish a working group consisting of representatives
from all fractions. This group will present the exact procedure of
discussion of protocols at commission and parliament till February
22. There is a need for discussion of documents at all commissions
and arrangement of common hearing".

Member of "Prospering Armenia" fraction of the commission Ernest
Soghomonyan noted that it would be impossible to discuss the protocols
until Turkey take a step in the direction of ratification: "Let them
begin the discussions, then we will see".

Dashnak’s draft law on Azerbaijan’s responsibility for Nagorno Karabakh
war was adopted at the meeting.

Commission approved the proposed amendment to law on "international
agreements". According to amendment, if any international document is
contrary to the national interests of the country, state or government
may take back the sign from that document.

Areximbank-Gazprombank Group is holding a specialized action from
February 15 till February 7.

The press-service of Areximbank-Gazprombank Group told ArmInfo that
during this period all women applying to the bank will be provided
free plastic cards of all types of MasterCard. The cards will be
provided without a trigger balance and without commission deductions
for annual service of the car account. Over the specified period,
men also may register an international plastic card MasterCard Gold
without a trigger balance for 10000 thsd AMD only. Those who choose a
MasterCard Gold package will be provided a discount card of CountDown
international system as a bonus.

To note, in 2009 Areximbank-Gazprombank Group increased the number of
its active plastic cards by 7,6% – to 17752 cards. The lion’s share
of the total number of active cards fell on Visa – 90% – 16022 cards,
this index being by 9,4% higher than in 2008. The number of MasterCards
issued by the bank made up 1730 as of the end of 2009.

Last year the bank opened 20 new bancomats, their total number being
now 42, 16 of them – in the regions, and 26 – in Yerevan.

The sole shareholder of CJSC Areximbank-Gazprombank Group is
Gazprombank OJSC (Russia).

ArmInfo.The government of Armenia approved introduction of alterations
to the Laws of Armenia On Banks and Banking Activity and On Joint-Stock
Companies.

According to Armenian Central Bank Chairman Artur Javadyan,
introduction of alterations to the laws aims at banning independent
maintenance of share registers by joint-stock banks. "These
organizations must transfer maintenance of this register to Central
Depositary of Armenia or to any other specialized organization",
he said. According to these alterations, A. Javadyan said, the
organizations, engaged in investment activities, have no right to
maintain a share register but they have to transfer this function to
a specialized company.

To note, natural monopoly for the services of a specialized registrar
of securities, represented by Central Depositary, which is part of
Nasdaq OMX Armenia stock structure, has been developed in Armenia.

the opening of the exhibition "Armenian Tradition between the Secular
and the Sacred" as part of a traditional festival of foreign cultures,
this year dedicated to Armenia.

Ljubljana, 18 February (STA) – Culture Minister Majda Sirca opened the
exhibition "Armenian Tradition between the Secular and the Sacred" on
Wednesday evening at the Cankarjev dom arts centre in Ljubljana. The
exhibition is the main event of Cankarjev dom’s 8th festival of
foreign cultures, this year dedicated to the South Caucasus country.

Azerbaijan able to defeat Armenia in two months, Soso Tsintsadze said.

Rector of the Georgian Diplomatic Academy and former adviser on
political issues of three presidents of Georgia Soso Tsintsadze said
"Azerbaijan would have been able to defeat Armenia and return lands
at least in a couple of months".

He noted that "he has never heard that the lands lost could have been
returned at the negotiation table".

"For me France is the example of the return of its lands. In 1870 it
lost Elzas and Lotaringia in the result of war with Prussia for almost
50 years. Throughout this period, the French diplomacy has conducted
huge and thorough work to return these lands. French realized that
they will be unable to defeat Germany in a one-on-one fight, like now
Georgia will never be able to defeat Russia, like Azerbaijan will be
unable to face Armenia one-on-one as Russia will never allot it.

Though I do not doubt that today Azerbaijan would be able to
defeat Armenia and return lands", Soso Tsintsadze said, report
Novosti-Azerbaijan.

"He said the aim of the French diplomacy was the international
isolation of Germany, cutting the close tie between Berlin and
Petersburg, cause a quarrel between the two cousins – Wilhelm and
Nicholai. In addition, the great contribution of the French Diplomacy
of that time was that it attained reconciliation of its interests
with England and reconcile Russia with England.

In the result, France managed to involve Russia into the First World
War which was not needed to Russia at all. Therefore, I think our
countries should act by the French experience but with the amendment
that it is already the 21st century and it is not necessary to fight
for liberation of lands".
