POLITICAL RESEARCHES INSTITUTE ATTACHED TO RA PRESIDENT FOUNDED

YEREVAN, APRIL 19, NOYAN TAPAN. The Political Researches Institute
about what was much spoken in press, has been founded. Garnik
Isagulian, the RA President’s Advisor on National Security Issues,
the Chairman of the “National Security” party informed about this at
the April 19 press-conference. According to Isagulian, still two years
ago the RA Government made a decision on creation of the institute,
but if there was not direct assistance of the country’s President,
it is unknown when the institute would be founded. Isagulian informed
that the Politican Researches Institute attached to the RA President
got a good financing. 60 mln drams (about 130 thousand U.S. dollars)
was allocated from the President’s fund to the institution a year ago,
and it’s envisaged by the 2006 budget to allocate 107 mln drams to
the institution. RA President’s Assistant Vigen Sargsian and Deputy
Director of the institute Levon Andreasian are also involved in the
staff of the coordinating council of the institute headed by Garnik
Isagulian. The Director is Hovik Asrian, who in the past headed the
Committee on Human Rights attached to the President of the country, and
then was the President’s referent. The Political Researches Institute
which was first allocated 3 rooms at the presidential residence, is now
given 6 rooms in the building of the National Academy of Sciences of
Armenia. The main place of settlement of the institute will be the
5-stories building on the Arshakunyats avenue which is at present
being restored. The institute staff consists of about 70 people the
inner level of salaries of who starts from 150 thousand drams. As
Garnik Isagulian mentioned, experts of great fame are involved in
works of the institute. The most part of them works according to
contractual principles. According to Isagulian, at present experts
of the institute are on a mission in 5 countries: the U.S., Great
Britain, Russia, Georgia and the Middle Asian region. The institute
has 7 departments which make researches connected with different issues
of Armenia, NKR and the region. According to Isagulian, this analyses
are first of all made by the country President’s order. He mentioned
that besides the President, the Government, Ministries of Defence
and Foreign Affairs may order free analyses to the institute. The
institute is ready to make paid researches for other ministries
as well as for foreign clients. Garnik Isagulian assured that the
activity of the Political Researches Institute will be transparent
and open for the press. He called on mass media representatives
to address their questions to the administration of the institute,
avoiding information got from “well-informed” sources.”

RA Foreign Minister Vartan Oskanian received the delegation led by
Marie-Anne Isler Beguin, European Co-chairwoman of the Armenia-EU
Parliamentary Cooperation Committee. As Noyan Tapan was informed
from RA Foreign Ministry Press and Information Department, the
participants of the meeting exchanged thoughts about cooperation
between the European Union and South Caucasian countries positively
estimating the growth of interest of EU in the region in the recent
years, as well as the European Parliament’s positive role in the issue
of including the three regional countries within the framework of the
European Neighborhood policy. Then RA Foreign Minister presented the
last developments in the negotiations on Nagorno Karabakh peaceful
settlement and Armenia’s approaches towards issues of energy security
and regional cooperation.

How long can the negotiations about the settlement of the Karabakh
conflict continue without the immediate participation of Karabakh and
will NKR accept a decision made without their participation? Asked
these questions by “A1+”, NKR Defense Minister Seyran Ohanyan answered,
“As head of a military structure I am responsible for the realization
of military issues.

If you want to have everlasting peace, you must be ready for war. We
must be ready to face any provocation. The military problems of
Karabakh were solved before 1994. The Nagorno Karabakh Republic which
de facto exists today testifies to it.”

Seyran Ohanyan adds, “If Azerbaijan wants to solve the issue by the
military way and not by negotiations, my structure exists for that
case. ” As for compromise, the Minister mentioned that this procedure
has not yet been represented to wide circles of the society and it
is difficult to say what the Karabakh people think of it.

The Minister also referred to the possibility of allocation of
peace-keeping forces in the liberated lands and assured, “At present
we don’t need it. Today the best peace-keeping force is the NKR
defense army.”

Seyran Ohanyan in convinced that the information about the possibility
of starting a blitzkrieg by Azerbaijan is groundless. “We have
corresponding investigation bodies the work of which excludes
the possibility of taking us aback. The sole fact that the whole
army can stand up in the first line for a few hours only speaks for
itself.” Seyran Ohanyan announced that the NKR Defense Army is really
powerful “and it is not by chance that the international structures
are of the same opinion.”

“NKR will fight for every meter of its land and will not make
compromise which will separate them form their motherland Armenia”,
NKR Defense Minister said.

Following the Unity Tree Planting, most of us might have thought
that the Head Public Prosecutor of Armenia should be concerned about
issues of lawfulness rather than environmental issues, and most of us
might be right. Moreover, this lack of lawfulness in the country is
visible to the naked eye, even at night. It is hard to disagree that
no matter how important nature and national unity are, something is
wrong, however, when the head of law enforcers starts taking care of
nature, and the head of environmentalists starts shooting seagulls
like a policemen would shoot a criminal, without thinking that if
a shot in the air would mean a warning for the offender, for the
seagull it might mean death.

Naturally, neither the problem of environment will be solved, nor the
problem of lawfulness, if the law enforcer does not observe the law,
and the environmentalist forgets about nature.

However, the state of things is not as bad as it might appear. It is
the least of evils when they plant trees as a symbol of unity.

Imagine what would happen if they decided to start a development
of unity, considering that they are unable to build anything
except elite houses. The ombudsman would have to spend nights at the
Constitutional Court, although the problem is not that of the ombudsman
but thousands of citizens whose property would be sacrificed for the
sake of unity. So, let us be thankful for tree planting, and let us
be thankful that there is place where to plant trees, and no one has
to start alienation of property of residents.

If the residents of Buzand Street and North Avenue protest because
their property is seized in favor of the elite, refusing to give one’s
property for place to plant trees would be considered treason. How
can one refuse to give some territory, some apartment or some roof
if someone devotes all his time, heart and soul for the Unity Tree
Planting? Yes, it is better to sacrifice one’s apartment (one might
even receive a title of hero) than to be threatened to be seen as
a traitor.

Hence, this is what happens in the countries where public initiatives
come to replace the law. Those to whom the idea of law does not even
occur become devotees of the nation. And those who refuse to follow
the initiative of such a devotee is seen as a traitor. How can one
refuse to participate in the dance of unity or in the unity tree
planting? If you fail to, you are not merely defying the head public
prosecutor but also the idea of unity of the nation. And whoever dares
to criticize, moreover, not to take part in these events of unity,
and even doubt their appropriateness, will be declared a foe of the
nation, who does not want our unity.

That is why the Head Public Prosecutor has set aside the questions of
lawfulness and engages in planting trees of unity and begets ideas
of unity in general. It is like a magic circle, and those who are
outside this circle are heretics. There is no other option; either
you are united, or you are a traitor if you dare to speak about some
laws and equality during such a crucial event for the homeland as
tree planting. It is necessary to make people equal on another plane
for them not to be equal before the law and to forget about this
inequality. First it was Mount Aragats, now it is trees of unity,
next year they will surely invent something else.

The public must not be allowed to remain idle, otherwise they start
talking about the law, and a devotee of the nation is seen as an
offender.

The Judas manuscript: Is it Gospel?

Lost for 1,700 years, the National Geographic Society recently
released a translation of what is believed to be the gospel of Judas,
an anonymous account of early Christian history, which recasts Judas
Iscariot, the symbol of treachery personified, in a new, positive
light. Mark Micallef looks into the claims of “the gospel” in a bid
to establish what effect it will have on established Christian
doctrine.

Not only did Judas not betray Jesus for 30 pieces of silver,
according to this manuscript, but he was actually following his
master’s orders in handing him over to his executioners. In doing so,
Judas helped Christ fulfil the biblical prophecies of saving mankind.

The first Coptic to English translation and interpretation of the
script was presented by the National Geographic Society last week
during a highly publicised press conference in Washington, where a
few pages of the restored text were also put on display.

The leather-bound codex – as the collection of texts is known – was
found containing the fragile 26-page manuscript along with other
non-biblical texts in middle Egypt near Armenia in the 1970s. The
entire 66-page codex includes a letter by Peter and a text of what
scholars are provisionally calling the Book of Allogenes, along with
a text titled James.

The relic, however, disappeared in the world of antiquities traders
shortly after being found, moving first to Europe and then to the US.
Once in the US it was abandoned in a safe deposit box at a bank in
Long Island, New York, for 16 years by a trader who could not find a
buyer.

Frida Naspurichakos, a Zurich-based arts dealer, rescued the codex in
2000, but the manuscript was quickly deteriorating and the document
was transferred to the Maecenas Foundation for Ancient Art in Basel,
Switzerland, for conservation and translation.

Five years later the National Geographic struck a publication deal
with the foundation and last week, after some 1,700 years of silence,
the purported version of the most reviled man in history was made
available for public consumption.

Along with a feature article in its flagship magazine, the society
published two books on the gospel of Judas, while the National
Geographic TV channel ran a special two-hour documentary on the
manuscript last Sunday.

Despite what the name may lead some to believe, the gospel was not
written by Judas himself – unlike that of Luke, Mark, Mathew and
John. In fact, the author has not been established.

Experts believe the script may be a Coptic copy of a still earlier
gospel of Judas, written in Greek about 150 years after Jesus’s
death. In fact, the first known reference to a Judas gospel was
around 180 AD, in the influential work of the early Christian Bishop
St Irenaeus, Adversus Haereses (Against the Heresies).

By this time there were many accounts of the life of Christ, written
by various early Christians in several gospels. Bishop Irenaeus
helped streamline the Christian message by arguing that there should
be just four approved gospels: by Matthew, Mark, Luke and John. All
others, including the gospel of Judas, are known as apocrypha – not
inspired by God and, therefore, not part of the canonical Gospels –
and were labelled at the time by early Church as heretical.

In fact, the gospel of Judas is only the latest of many texts
discovered recently, which include the gospels of Thomas, Mary
Magdalene and Philip, believed to be written by an early Christian
sect, the Gnostics. Gnostics were seen by early Church leaders as
unorthodox, and were denounced as heretics.

Catholic theology still stands
The discovery of the Judas gospel may shed more light on the
“diversity and vibrancy of early Christianity”, in the words of Rev.
Donald Senior from the Chicago Catholic Theological Union, who was on
the panel during last week’s presentation.

But does it really shake Catholic dogma?

Fr Thomas Williams, dean of theology at the Regina Apostolorum
University in Rome, thinks it does not. Of a similar opinion are the
Bishop Emeritus of Gozo, Nikol Cauchi, and Fr Martin Micallef,
lecturer at the department of Sacred Scriptures at the University of
Malta.

In an interview with Zenit, a Catholic newswire, Fr Williams says
Gnostic gospels, of which there are many, are not Christian documents
per se because they proceed from what is known as a syncretistic sect
that incorporated elements from different religions, including
Christianity.

“From the moment of the Gnostic gospels’ appearance, the Christian
community rejected these documents because of their incompatibility
with the Christian faith. The gospel of Judas would be a document of
this sort.”

Fr Micallef concurs: “The history of how the New Testament document
was given canonical status illustrates the fact that the choice of
texts was not coincidental”. During the council of Trent, which took
place towards the mid-1500, the Church closed the list of books
deemed to be divinely inspired. “Seventy-two books: 45 in the Old
Testament and 27 in the new. No more, no less”, Fr Micallef insists.

The council also secured the chasm between the Catholic and the
Protestant Church. In fact, Protestants do not accept the Catholic
canonical books.

Both Mgr Cauchi and Fr Micallef agree that while the find is very
interesting from a historic standpoint, it changes nothing for the
Church theologically.

Unlike the accounts in the New Testament, the author of the gospel of
Judas believed that Judas Iscariot alone among the 12 disciples
understood the meaning of Jesus’s teachings. The Gnostics believed in
a secret, mystical knowledge of how people could escape the prisons
of their material bodies and return to the spiritual realm from which
they came.

But this emphasis on mystical knowledge rivals the mainstream
position of the Church. Fr Micallef said: “These Gnostic documents
originate from a heretical sect contemporary of early Christianity,
which based its faith on the concept of ‘knowledge’. Gnosis, in fact,
means knowledge in Greek. In contrast, the Church always taught that
salvation comes from faith in Christ, and not ‘knowledge'”.

“Therefore, Gnostic documents do not add or take away anything from
the Catholic theological perspective.”

The document is officially deemed a Gnostic text even by the scholars
who translated it. Actually, the team that analysed the manuscript,
led by historian Rodolphe Kasser, formerly of the University of
Geneva, commented that the theological concepts and linguistic
structure of the Judas codex are very similar to those of the Nag
Hammadi manuscripts – a large group of Gnostic texts named after the
place where they were found.

Thirteen leather-bound papyrus codices were found in the
middle-Egyptian region, buried in a sealed jar. The writings included
52, mostly Gnostic, texts, believed to be a library hidden by monks
from the nearby monastery of St Pachomius when the material was
considered heretical. It was even an offence to own one.

The Church believes the material of such early Christian sects was
often an attempt to “fill in the historical blanks” left by the
established gospel on the life of Christ.

Mgr Cauchi explains that some early Christian communities believed
that not enough was written about the Christ’s childhood, for
example, and they attempted to fill the gap in this way.

To this effect, Fr Micallef points out that the primary goal of the
four gospels was not to serve as a biography of Christ but as a
catechism of the message and person of Jesus as the Son of God.
“Therefore, the apocryphal gospels were written to fill this void,”
he said.

Elaine Pagels, professor of religion at Princeton University,
however, thinks that such discoveries are exploding the myth of a
monolithic religion, and demonstrating how diverse and fascinating
the early Christian movement really was.

The true role of Judas
There is, however, a crucial aspect to consider: the key revelation
in the Judas text to many is probably that he was no traitor at all.
This is all the more significant since the figure of Judas is often
thought of as the quintessential, somewhat racist portrayal of the
Jewish traitor who sold his master for money.

Mgr Cauchi says the gospel itself does not use the words sold or
betrayed as such, but rather that Judas handed Jesus over to the
Romans.

The ultimate executioners of the Golgotha tragedy, he points out,
were the Romans. “There are various interpretations of why Judas
betrayed Jesus… for money… to instigate a revolution. But does
this mean we can reconcile what the gospel says with the thesis that
emerges from this text? I don’t think so.

“Christ said that the human being can be deceived into handing over
the Son of God to the enemy. So I think that the thesis that Judas
was acting on his orders is a bit far fetched, if I may say so.”

Nonetheless, Mgr Cauchi continued, no theologian says that Judas went
to hell. “In fact, it is said that Judas’s mistake was that he hung
himself on a tree. He should have asked for forgiveness and God would
have rehabilitated him as he did with Peter.”

“Overall”, Mgr Cauchi concludes, “I don’t think there needs to be a
lot of fuss. I’m giving my personal opinion here but actually I think
that if this text and others like it help generate interest in
Christian history and literature, this find could be a blessing in
disguise.”

Nationalists protest sentencing of Azeri who axed Armenian

Students from a nationalist organisation demonstrated Friday in Baku
against the sentencing by a Hungarian court of an Azerbaijani officer
found guilty of axing to death an Armenian lieutenant.

About 40 youths from the Karabakh Liberation Organisation met in a
Baku park to call for Ramil Safarov, the Azeri officer, to be freed.
“Freedom for Ramil!” they chanted before police quickly dispersed
their rally.

Safarov was convicted and sentenced to life imprisonment Thursday in
a Budapest court for his murder of Armenian Lieutenant Gurgen
Markarian in 2004 while the two were attending a NATO-sponsored
training course in the city.

Azerbaijan’s defence ministry said it would pay the costs of an
appeal. “We want to express our disagreement with this verdict,”
ministry spokesman Ilgar Verdiyev told AFP.

The shocking murder in a Budapest hotel highlighted the tense
standoff between Azerbaijan and Armenia since a 1994 ceasefire in the
disputed territory of Nagorno-Karabakh, where ethnic-Armenian forces
drove out the Azeris during the early 1990s.

Ever since the conflict, the two neighbours have had no direct road
or commercial links, while internationally backed peace talks have
dragged on for years without result.

Federation concluded a weekend-long conference
entitled Armenians and the Left on April 9th, when
featured speakers Robert Fisk and Noam Chomsky spoke
at the Massachusetts Institute of Technology in front
of a crowd of 750 about War, Geopolitics and History:
Conflict in the Middle East. During his lecture, Fisk
explained why the Armenian Genocide must be known in
order to understand how the region has been condemned
since World War I to foreign intervention, chronic war
and mass slaughter.

The conference began on April 7 at the New York
Society for Ethical Culture, where over 1,000 people
attended a lecture by Fisk about the Middle East and
U.S. journalism. The crowd featured many out-of-town
guests, including twenty members of the Armenian Youth
Federation of Canada as well as travelers from
Philadelphia, Washington, D.C., Boston and Los
Angeles. The conference’s main events took place on
Saturday, April 8, when twenty activists, scholars,
and opinion makers gave presentations at the CUNY
Graduate Center in Manhattan. Presentations took place
in six panels on a variety of critical topics,
including human rights in the Caucasus, women and
political power, globalization and imperialism,
Armeno-Turkish dialogue, Armenian political identity,
and reparations for mass crimes against humanity.

Fisk also promoted his most recent book, The Great War
for Civilization, in which he dedicates an entire
chapter to the Armenian Genocide, which he described
as `The First Holocaust.’ Fisk announced his plans to
travel to Van and other areas of Western Armenia to
promote the Turkish language edition of his book,
reported Yerkir.

YEREVAN, APRIL 13, NOYAN TAPAN. The “Healthy Start: Protection
of Invalid Childrens’ Rights” three-years program will be
implemented in Armenia, on the initiative of the “Mission to East”
Danish organization. This will first of all be implemented in 10
communities of the marz of Armavir, by the “Nairi” organization of
invalid children’s parents, the “Bridge of Hope” (Huysi Kamurj) NGO
and by the “Arabkir” medical complex. As Gayane Azoyan, the “Nairi”
Chairwoman mentioned at the April 12 press-conference, the goal
of the program is to change the society’s attitude and health care
sphere specialists’ approach in the interests of invalid childrens’
integration. She mentioned that within the framework of the program,
children having physical deformity will be found out and involved
in the education system. Besides, parents’ groups having necessary
knowledge and skills will be created in the marz of Armavir. G.Azoyan
also mentioned that there are 450 invalid children in Armavir. As
Inna Mnatsakanian, the Armenian office head of the “Mission to East”
Danish organization mentioned, the National Council for Protecting
Invalids’ Interests will also be created within the framework of the
program. The Council will regulate works done in that direction. It
was also mentioned that the Ministry of Foreign Affairs of Denmark
finances the program.

On April 15, 2006, the RA Chamber of Advocates and its Qualification
Commission will hold a press conference to release the Rules and
application form for the upcoming qualification examination for
licensing advocates, which will be held in August-September 2006. The
purpose of the press conference is to present to applicants, the press
and other attendees the Rules of the Qualification Examination and the
application package. A power point presentation will highlight some
of the important features of the Qualification Examination, including
the deadlines for application and examination processes. Among the
speakers will be President of the Chamber of Advocates of Armenia
Ruben Sahakyan, USAID Deputy Mission Director Karl Fickenscher,
Speaker of the National Assembly of Armenia Arthur Baghdasaryan,
Chair of the Court of Cassation of Armenia Hovhaness Manukyan,
Deputy Prosecutor General of Armenia Gevorg Danielyan, Chair of the
Qualification Commission Yenok Azaryan, a representative from the

Visit of the PACE reporter, Edward O’Hara to the South Caucasus is
scheduled for May-beginning of June 2006, the Azerbaijani PACE group
member, Rafael Huseynov told Trend.

“Preservation of the South Caucasus cultural monuments is one of CE
priorities. This particular organization has many times rejected the
Armenian initiatives to destroy the so-called ‘hichkars’,” Huseynov
said ,adding that due to the work of the Azerbaijani delegates CE
has received

several documents about the condition of the Azerbaijani cultural
monuments on the Armenian territories.

The above mentioned monitoring will start in the Armenian territories,
then it will move to Georgia, and to the occupied Azerbaijani lands
and other parts of Azerbaijan.

The exact date of the visit is now being discussed with the PACE
reporter. “According to the decision of PACE commission on science,
education and culture the monitoring will first take place in the
