YEREVAN, APRIL 12, ARMENPRESS: President Robert Kocharian received
today US Congressmen Jim Kolbe and Congressman Scott Garrett and
Millennium Challenge Corporation (MCC) CEO John J. Danilovich, who
are visiting Armenia April 10-12 as part of regional travel.

Kocharian’s press office said the president expressed his satisfaction
with dynamically developing US-Armenian relations which he said
expanded year after year. Kocharian thanked the government of the USA
for the release of hefty extra US aid to Armenia within the frameworks
of the Millennium Challenges Corporation (MCC), saying that Armenia
remains committed to strengthening of democracy and liberal market
relations, for which the MCC aid is intended for.

Kocharian underscored the importance of the aid because it targets
mainly rural population and is aimed mainly at improving rural roads
and reconstruction of irrigation systems. Civil society development
and the importance of free and fair elections in Armenia in 2007 and
2008 are important for Armenia’s continued eligibility for funding
by the Millennium Challenge Corporation.

The parties also spoke about the process of resolution of the
Nagorno-Karabakh problem.

On April 12 the core issue of debates between the government and the
National Assembly was the fifth generating unit of the Thermal Power
Plant of Hrazdan and the Iran-Armenia gas pipeline. Prime Minister
Andranik Margaryan, Defense Minister Serge Sargsyan, Minister of
Energy Armen Movsisyan elucidated the topic.

The prime minister says Hrazdan 5 was a component of the Property
for Debt Program, which was rejected by Russians, however. Some
time later Serge Sargsyan stated the opposite. According to him,
Russians have displayed interest in Hrazdan 5 since 2000. However,
their stipulation was short-term return on investment. “And it meant
that we were to buy all the energy generated in this unit. Why if we
have cheap electricity?” the defense minister elucidated the energy
problems. This time Russians rejected this stipulation, and the deal
was struck. “Nothing good happens without me,” said Serge Sargsyan
with regard to Hrazdan 5. And Armen Movsisyan had to explain how it
happened that we sold all the four generating unit to Russia for 35
million dollars, and the fifth generating unit, half-built, was sold
for 248.8 million. Because when it starts operating, it will use
240 grams of gas to generate 1 kWh electricity, whereas the other
four use 400 grams. Even half-built it cannot be compared to these,
said Armen Movsisyan.

The prime minister stated that the sale of Hrazdan 5 is not related
with the Iran-Armenia gas pipeline and the other Iran-Armenia
projects, and the Iran-Armenia gas pipeline was not discussed during
the negotiations for Hrazdan 5. “The deal was a big business, it was
sold successfully,” thinks the prime minister of Armenia.

“Owning a pipeline has nothing to do with security. We have to discuss
if Armenia needs to have two gas sectors: state and Armrusgasard. It is
a question to be discussed in the future,” says the prime minister. It
does not depend on the ownership of the pipeline; the supplier
must supply gas to consumers, and “it does not matter whether the
Iran-Armenia gas pipeline under construction will be included in
Armrusgasard,” says the prime minister.

YEREVAN, APRIL 12, NOYAN TAPAN – ARMENIANS TODAY. The “Armenian Navy
Band” headed by Arto Tuncboyaciyan was awarded the most honourary
“World Music Award” prize of the BBC radio company’s authoritative
music awarding taken place in October, 2005. This prize is given
as a result of votion of music lovers of all over the world. As
John Grigorian, the Armenian manager of the group informed at the
April 12 press-conference taken place in Yerevan, the “Armenian
Navy Band” got votes of 20 thousand music lovers of the world and
at the April 7 solemn ceremony taken place in London was recognized
the main prize-winner of the BBC awarding. The “Armenian Navy Band”
was sympathized by music lovers for vanguard-folk interpretations of
traditional Armenian melodies. The band entered the final stage with
the Brazilian “Seu Jorge”, Iraqian “Ilham al Madfai” and Italian
“Enzo Avitabile and Botari” groups in the nomination of the “Best
European Group.” At the ceremony taken place in London, band head,
composer and singer Arto Tuncboyaciyan had a solo performance after
getting the prize. John Grigorian mentioned that this victory is
not only Arto’s one, but of the whole Armenian people. The Armenian
manager of the group mentioned that the band’s “Voice of our Soul”
disk supported this victory. This disk was recognized the 14th among
the 950 disks released all over the world in 2004, and the 4th in
May of the same year. After the awarding the 12-members band got an
invitation to participate in vangard-folk music festival to take place
in Venice in June. At present Arto Tuncboyaciyan is in the U.S. and
probably, will arrive in Yerevan after April 20. His son Sedrak
with his friends will also arrive with him. According to preliminary
information, Sedrak will perform a concert program in Armenia.

HIS HOLINESS ARAM I BESTOWS LEVON ANANIAN WITH
THE “ST MESROB MASHDOTS” INSIGNIA

His Holiness Aram I praised all the participants in the Third Pan-Armenian
Writers’ Conference and all Armenian writers in Armenia and the Diaspora in
his remarks during the ceremonial closing of the conference on April 9.

The Armenian Pontiff particularly commended the president of the Writers’
Union of Armenia, Levon Ananian. V. Rev. Fr. Norair Ashekian read the
Pontifical letter and the public attended carefully to the utmost levels of
Pontifical praise addressed to Levon Ananian. In his Pontifical encyclical,
His Holiness pointed out that all Armenian writers and intellectuals are
praised through Ananian.

On the sounds of excited claps from the public, His Holiness Aram I placed
the “St. Mesrob Mashdots” insignia on the chest of Levon Ananian, a true
servant of the Armenian language and literature.

The UNO proclaimed April 11 as day of those missing or those
kept in slavory. Today Armenia also remembers those missing after
Karabakh war. Today there are about 130 Armenian prisoners of war
in Azerbaijan. The data has been published by deputy chairman of
“Community and law” public organization Souren Hovhannisyan.

“At first Azeri government condemned Armenian prisoners of war and
sentenced them to 15 years, later they announced that there are no
prisoners of war in Azerbaijan which brought to a deadlock,” S.

Hovhannisyan says. The latter also informed that in the course of
meetings with Azeri mothers of those missing it became known that
Armenian prisoners are used as free man power.

As the head of department of Social Defence of Soldiers colonel
Harutyun Balayan says once the real location of prisoners of war was
already ascertained and when the community learned about it Azeri
government transferred the prisoners to another place.

A. Balayan did not exclude that there are Armenian prisoners of war not
only on the territory of Azerbaijan but Turkey as well.

is not strong, but process of uniting goes on, and what will be the
result, we’ll see in future,” Vazgen Manukian, the Chairman of the
National Democratic Union stated in the interview to the Noyan Tapan
correspondent. According to him, confidential negotiations are in
process among the opposing forces at present, and it’s already felt
that uniting of all of those is not possible. Vazgen Manukian mentioned
that unlike others, today’s silence and weakness of the opposition does
not cause his anxiety: “Such a period of time always exists before
the storm: and that period of time is called incubation.” As for the
future of the existing “Ardarutyun” (Justice) and “17+1” formats,
V.Manukian mentioned that both alliance and “17+1” union gradually
start to have a formal club appearance where people gather and discuss
future and today’s issues: “I do not see that our 2007 activities must
be decided by strengthening of one of those formats, one must create
a new format.” So, according to the NDU leader, it would be funny if
parties related to the coming parliamentary elections as to a just
process and made an attempt to overpass the 5%. “It’s necessary to
gather a great power, and I think that the most purposeful thing would
be if two camps, the authiorities and the opposition, stand in front
of one another, and the struggle was for having power but not for
having few more places at the NA. Authorities of such a quality may
not bring Armenia forward, it must be changed, and the year of 2007
may become a proper occasion for doing it,” Vazgen Manukian stated.

When he first saw an announcement for vocational training, 24-year-old
Tigran Babayan had no idea that the opportunity would transform his
life. “I didn’t think it could be the start of a career for me. I had
been registered in the unemployment center for the past three years
but, because I didn’t have any specific skills, I couldn’t find a job,”
Tigran recalled.

But, through Building and Rehabilitating Infrastructure for Development
and Growth in Employment (BRIDGE) program — funded by the American
People through the US Agency for International Development (USAID),
and implemented by CHF International — hundreds of unemployed and
underemployed Armenians like Tigran are attending training courses
that are empowering them to secure jobs rehabilitating the country’s
dilapidated infrastructure.

Tigran’s vocational training in painting and wood flooring enabled
USAID/Armenia, CHF International and Vanadzor Municipality to open a
new Sports Hall at Vanadzor School #6 on March 24, 2006. The newly
renovated sports hall is the only facility of its kind in Tsalkut
District the community and provides space for sporting and other
community events.

The renovation of the sports hall was not only prioritized by
the community, but it also provided 45 vulnerable residents with
short-term employment opportunities, and incorporated vocational
training in painting/plastering and wood flooring construction
trades. The trainings were overwhelmingly successful; 28 trainees
completed classroom training and on-the-job internships in the process,
gaining valuable marketable skills in construction trades.

Tigran performed well during the internship. Aghababyan Ltd., a
construction firm subcontracted by CHF International to renovate
the sports hall, was so impressed that they hired him as a permanent
employee. Aghababyan has also invested in his further training, with
Tigran and three other trainees spending time in Yerevan learning
specialized techniques in installing metallic window and door frames.

The construction firm plans to open a workshop for this trade in
Vanadzor, and will employ Tigran and three fellow graduates of the
BRIDGE program.

The training opportunity was also important for 19-year old Lyova
Vardanov: “The USAID Public Works Program changed our lives. I was a
bit skeptical in the beginning. I had some hope to learn some skills
and gain short-term employment on the project, but I never expected I’d
get a permanent job out of it. This is something I never dreamed of.”

Ararat Poghosyan, head engineer at Aghababyan Ltd., feels quite
positive about the program. He noted that his company has faced
difficulties in the past finding younger skilled workers. Many skilled
laborers have left the country for employment opportunities abroad,
and the company relies on older craftsmen (many of whom will soon be
retiring) for skilled work in painting and wood flooring. In addition,
there are very few in-country training programs to adequately equip
a new workforce with the necessary knowledge and skills to enter
professions in the construction sector. Mr. Poghosyan believes
the USAID/CHF program is helping to fill a big gap in the Armenian
labor market.

Aghababyan Ltd. was so pleased with the skills of the Vanadzor trainees
that, in total, they hired 15 BRIDGE program interns. Mr.

Poghosyan says that Aghababyan hired the trainees because of “their
knowledge of the trades they were trained in, good work attitudes,
and great sense of responsibility.”

Now that the Vanadzor School #6 Sports Hall is finished, Tigran and
other BRIDGE graduates are preparing to work on a project renovating
Vanadzor Engineering University with Aghababyan, in another opportunity
to further hone the skills they have acquired through the USAID Public
Works project.

Baku will give consent to the 10 member commission of the European
Parliament to examine the site of ancient Armenian cemetery of Old
Jugha, Nakhijevan, only on terms of conducting “two-sided examination”,
AzeriPress agency reports.

The president of the European Parliament has recently approved of
the initiative to send a mission to survey the site of destruction
of Armenian monuments.

Azerbaijan voices dissatisfaction with the fact that the EP decided
to entrust the mission to Armenia-EP interparliamentary committee
instead of setting an ad hoc committee.

To date, the European delegation is due to arrive in the region on
April 17-21.

At today’s enlarged sitting of the National Academy of Sciences RA
Prime Minister presented the acting President of the Academy Sergey
Hambartsumyan.

To remind, on April 6 the Armenian government suspended President
Fadey Sargsyan’s liabilities according to the latter’s own application.

The Prime Minister informed that he has accepted Fadey Sargsyan’s
resignation and appointed the latter his advisor.

The elections for the vacant position of the President of the Academy
have not been set so far.

Talks with President Bashar al-Assad focused on the latest
developments of the situation and the bilateral relations between the
two friendly countries Syria and Armenia, Armenian Foreign Minister
Vartan Oskanian told reporters following his meeting with Foreign
Minister Walid al-Moualem Saturday.

” Syrian-Armenian Relations are good,” Oskanian added, pointing out
that talks with al-Moualem dealt with ” the relations among states of
the region, Armenian relations with its neighbours and cooperation
between Syria and Armenia in the international circles.

Earlier, an official talks was held between al-Mualem and Oskanian at
the Syrian Foreign Ministry headquarters during which both sides
reviewed the bilateral relations and prospects of developing them in
addition to a number of regional issues of common concern.
