visited the American Embassy in Yerevan today on the occasion of U.S.
national holiday – Independence Day. As the Press Service of RA
President told ARKA News Agency Kocharian congratulated the Embassy
staff on the holiday and expressed hope that the strong ties between

Armenia Hopes UN will not Discuss Karabakh Conflict

Azerbaijani and Armenian foreign ministers agreed only on one
`element’ at their meeting in Paris, Armenian minister Vardan
Oskanian said.

Commenting on some reports saying that the sides came to terms on two
`elements’, Oskanian said all the existing problems will be solved in
the future.

`There are some insignificant issues causing a difference of opinion.
I am confident that they will be solved, which will create suitable
conditions for solving all the problems’, he told a news conference
on Tuesday.

Oskanian said that the meeting, which lasted 30-40 minutes, was
beneficial. With regard to statements that the Nagorno Karabakh
conflict will be put on the United Nations agenda, the Armenian
minister said the parties concurred on the matter.

`If an OSCE observation group visits Nagorno Karabakh, Azerbaijan
will not make this step. We hope this country keeps its promise.’

Azerbaijani Foreign Minister Elmar Mammadyarov said earlier this week
that the issue on putting the issue on discussions at the UN will
depend on the course of peace talks.

`If we achieve progress in peace talks, the situation will change. In
this case, we will re-work the document.’

Azerbaijan achieved putting the issue of illegal settlement of
Armenians in the occupied Azeri land on the UN General Assembly
agenda last year. The OSCE fact-finding mission, who visited the
region afterwards, confirmed the fact.

20 percent of Azerbaijani territories, including Karabakh, has been
under Armenian occupation. Azerbaijan has been the only European
country whose territories under occupation by another European state.

Armenia does not recognize Turkey’s and Armenia’s territorial
integrity. Armenian terrorists even killed more than 40 Turkish
diplomats during the 1970s and 1980s in order to damage Turkish
interest. Turkey was one of the first states to recognize Armenia’s
independence, however when Armenia occupied Azeri territories, Turkey
ended its diplomatic relations with Yerevan. Ankara says Armenians or
any other nation in the Caucasus should not try to change borders by
force.

Lower than Armentel’s fares of Viva Cell are not much different

LOWER THAN ARMENTEL’S, FARES OF VIVA CELL ARE NOT MUCH DIFFERENT

The second mobile phone operator, VIVA Cell, finally made public
its fares. The fares, as it was predicted, are lower than those of
ArmenTel but only somewhat. But still, the prices of the new operator
justified the hopes of thousands of people waiting for the company
to get in.

VIVA Cell’s Alo card, equivalent to ArmenTel’s Easy, will cost 7.000
drams. The top-up cards will be available at the price of 2.000,
4.500, 7.000, 9.500 and 18.000 drams with expire dates of 20, 55,
100, 150, 300 days respectively. In each case, it is possible to win
5 extra days.

The fares for per minute payment are very close to those of ArmenTel
with only, but essential, difference of low fare for rush hours. Within
the VIVA Cell network a minute of talk will cost 80 drams for non-rush
hours (from 11 pm to 7 am), 90 drams for rush hours and fares for SMS
will be 20 drams for local and 55 drams for international connection.

If Alo cards are available at the stores of other companies and banks
but VIVA Cell itself, then the Classic cards, equivalent to SIM cards
of ArmenTel, will be on sale only at the stores of the operator. For
switching on a subscriber needs to pay 4.500, and the license fee
is 4.000 drams. Fare for SMS is the same. Per minute payment within
the network will be 48 drams and 55 drams for connected with other
operators. A novelty that the company provides is the low fare –
44 drams – on Sundays.

The fares for international calls are the same for both cards. Calls
to Russia and Georgia in rush hours will be 235 and non-rush hours
165 drams, calls to other CIS and Baltic states – 285 and 200 drams,
calls to Canada, USA, Europe and Australia – 430 and 300, calls to
Middle East countries – 350 and 245 drams.

The other innovation of VIVA Cell is the alternative of acquiring a
corporative package. In this case, the “Business” group comprised of
5-20 lines will pay 40 drams per minute, the “Business Plus” group
comprised of 21-100 lines – 38 drams per minute and the “Optima”
group having more than 100 lines will pay 36 drams per minute. All
the fares include VAT.

WiFi network for Internet access by low-power radio modems, Deputy
Executive Director of Web provider company Suren Zaratsyan stated in
a conversation with .am reporter. As of the current situation, the
second city of Armenia – Gyumri, as well as Artashat, Charentsavan and
Abovyan are also covered by wireless technologies. The Deputy Director
remarked that the only obstacle for access to Internet via WiFi may be
“barricades” like tall houses and relief. Direct vision of the access
point is necessary for access, S. Zaratsyan explained. Earlier
director of Arminco provider Andranik Aleksanyan reported that
the company has placed some 50 points of wireless access in the
territory of Yerevan that serve 500-600 users. The Director noted
that the company keeps standard prices of Internet access for all
connection types (except dial-up access) – 5 cents for 1 MB. Earlier
it was necessary, firstly, to get a license for production of radio
equipment, secondly, to receive authorization of use of radio spectrum
for production of computers, and thirdly, to register each computer
at the Technological Center CJSC of the Ministry of Transport and
Communication of Armenia and have it certified by a special certifying
body. Now the procedure is canceled and this will allow users of the
technologies avoid “bustle and headache.” It should be also noted
that for the use of the WiFi standard the 2.4 GHz radio frequency
was legalized in Armenia this spring.

Institution of national correspondent to be formed in Armenia

INSTITUTION OF NATIONAL CORRESPONDENT TO BE FORMED IN ARMENIA

YEREVAN, June 27. /ARKA/. The institution of national correspondent
is to be formed in Armenia, ed Fridrich Butler, Regional Director in
Europe and Central Asia, International Labor Organization (ILO), stated
at his meeting with RA Minister of Labor and Social Affairs Aghvan
Vardanyan. He pointed out that the institution will be formed for the
purpose of more effective cooperation with ILO. He also pointed out
problems of revising legal acts, retraining specialists of the State
Labor Inspection, as well as problems of establishing an information
center of the Inspection and of further trilateral social cooperation.

Bulter re-affirmed the ILO’s readiness to facilitate the resolution of
problems raised by Minister Vardanyan. He pointed out that to expand
the program of retraining the ILO allocated necessary funds, which
will allow specialists to be trained in conformity with international
standards.

During his visit, Butler has held meetings with the heads of various
international structures working in Armenia, and Minister Vardanyan
informed his of the Ministry’s programs of cooperation with UNDP,
USAID, and WB, which will afford the opportunity to ensure continuous

ARMENIA PARTICIPATING MILITARY COOPERATION-2005 CIS EXERCISE

/PanARMENIAN.Net/ Anti-aircraft forces of Armenia, Kyrgyzstan, Kazakhstan,
Russia and Tajikistan participated today in Military Cooperation-2005 CIS
exercise, Yerkir online reported. Military units of the CSTO member-states
took part in the maneuvers. Upon completion of the sitting of the CIS
Defense Ministers in Dushanbe Russian Defense Minister Sergey Ivanov noted
that the Council has ratified the initiative of military exercise, according
to which the exercise participants should settle issues of joint use of
national forces of air-raid defense in the Western European, Caucasian and
Central Asian regions of the CSTO. S. Ivanov also noted that the exercise
will be held within three phases, the first and third of which will be held
in Russia and the second – in Kazakhstan.

FOR THE FIRST TIME IN ARMENIA

Today the delegation of the Kingdom of Norway Parliament President Jorgen
Kosmo visited Armenia for the first time. The delegation has already met
with the members of the National Assembly and the Government.

RA NA deputy President Vahan Hovhannisyan, referring to the regional
problems, reminded that the absence of diplomatic relations with Turkey, the
blockade of Armenia and the conflicts with Azerbaijan have one root – the
1915 Armenian Genocide, and the Norwegians who know well enough the price of
freedom and civilization, can understand the people of Nagorno Karabakh and
their struggle for independence. The NA deputy Minister mentioned that
Armenia will not mind Turkey’s integration into the EU if Turkey becomes a
fully European country.

During the meeting in the RA Government Prime Minister Andranik Margaryan
thanked them for the activity of the Armenian office of the Norwegian
Council on Refugee affairs, thanks to which since 1988 in almost all the
regions of Armenia hundreds of houses, medical centers, community centers,
etc, have been built for the victims of the earthquake.

The Prime Minister also expressed the concern of the Armenian side about the
continuity of the activity of the Norwegian Council in Armenia, according to
which in 2005 10-12 million USD will be allotted to the realization of aid
programs in our country

Vneshtorgbank ready to place up to 25% of its shares at an exchange

VNESHTORGBANK IS READY TO PLACE UP TO 25% OF ITS SHARES AT AN
EXCHANGE

Vneshtorgbank may become a public company already in 2006, and 10-25%
of its shares will belong to portfolio investors. Management of
Vneshtorgbank is preparing an IPO of the bank’s shares having
obtained support of a majority of members of the Board of Directors.

Almost 100% of Vneshtorgbank shares belong to the government. In
2004, assets of Vneshtorgbank group reached $20 billion, capital
amounted to $3 billion, credit portfolio amounted to $11 billion and
net profit amounted to $440 million. Besides Vneshtorgbank the group
of Vneshtorgbank also includes Russian commercial banks in
Switzerland and on Cyprus, Austrian Donau-Bank, East-West United Bank
in Luxembourg, German Ost-West Handelsbank, Armsberbank in Armenia,
United Bank of Georgia, Vneshtorgbank (Ukraine) and four subsidiaries
in Russia including Guta-bank bought in 2004 (its new brand is
Vneshtorgbank-24).

For the first time President of Vneshtorgbank, Andrei Kostin,
expressed the idea to place shares at the exchange in March 2005,
opening a subsidiary of the bank in Kyiv in the presence of Vladimir
Putin. At the same time it was reported that negotiations on sale of
a stake in the bank to strategic investors (Deutsche Bank, Mediobanca
and EBRD) were suspended.

Since then the bank did not waste time and was developing an IPO
program. Kostin reported about this. He said, “I would organize an
IPO of a certain stake already in 2006, in Russia and, for instance,
at the London or at the New York stock exchange.” According to
Kostin, “It is possible to start from a block bigger than 10% but
smaller than blocking interest anyway.” Consultants from Deutsche
Bank will advise Vneshtorgbank which block it needs to place and on
which market and then management of the bank will forward its
proposal to the government.

The President of Vneshtorgbank says, “The government may reject it
but we believe that sooner or later this issue will be raised because
capital adequacy is the limit that will hinder our development.”

Arkady Dvorkovich, director of the presidential expert department,
says that although Kostin’s plan has not been discussed by the Board
of Directors of Vneshtorgbank all directors are aware of it.
Dvorkovich calls the plan to conduct the IPO by the end of 2006,
realistic and takes it positively. Another member of the Board of
Vneshtorgbank, Deputy Economic Development and Trade Minister Andrei
Sharonov, called this step “strategically correct.”

Gennady Yezhov of the Finance Ministry says that Chair of the
Supervisory Board, Finance Minister, Alexei Kudrin, “knows about the
proposals of the President of Vneshtorgbank but abstains from
comments before the discussion by the Board.” A source acquainted
with the stance of the ministry explains that because of the IPO
Vneshtorgbank will have to disclose information about the clients and
deals of the bank related to the military industrial complex. Another
source in the ministry agrees that the IPO bears big risks. In any
case, Kostin discussed the IPO with Prime Minister Mikhail Fradkov
and obtained his support, confirmed two sources in the government.
One of the sources said that they discussed a deal with a 10% stake
to be placed in Russia on account of shares of a new issue.

The polled bankers cannot say how much Vneshtorgbank will cost by the
moment of the placing because before the IPO the bank should
consolidate all its new assets. In summer 2004, Vneshtorgbank
acquired an 86% stake in Guta-bank and in spring it bought a 25%
stake in Promstroibank St. Petersburg. Until the end of 2005,
Vneshtorgbank plans to increase its interest in Promstroibank to 75%
and to receive from the Central Bank stakes in Russian banks abroad
headed by London-based Moscow Narodny Bank. Relevant amendments to
the budget are being currently prepared. They will make provisions
for increase of capital of Vneshtorgbank by 42 billion roubles.
According to Director of the Federal Service of Financial Markets
Oleg Vyugin, placing of a 10% stake of Vneshtorgbank even on a
Russian exchange will enable the bank to earn not less than $1
billion. The goal of Kostin to increase capital of the bank to $5-10
billion to have “a bank of European size.” In 2003, Vneshtorgbank
with capital of $2.4 billion took 179th place on the list of the
largest banks according to The Banker magazine. The leader of the
list was Citigroup with capital of $66.9 billion. Capital of the
largest French bank, Credit Agricole, amounted to $55.4 billion
(second place), capital of the largest British bank, HSBC, amounted
to $54.9 billion (third place) and capital of the largest bank of
Germany, Deutsche Bank, amounted to $27.3 billion (12th place). All
these banks are public companies.

Experts say that the market will buy up shares of Vneshtorgbank
because besides Sberbank there are no other public banks in Russia.
Chair of the Board of Directors of Troika Dialog, Ruben Vardanyan, is
convinced that shares would become a blue chip. Vyugin agrees that
shares of Vneshtorgbank will enjoy success and will have liquidity
not less than liquidity of Sberbank shares.

FM: ROA Positively Assesses Bundestag’s Resolution on Recognition

VARDAN OSKANIAN: ARMENIA POSITIVELY ASSESSES BUNDESTAG’S
RESOLUTION ON RECOGNITION OF ARMENIAN GENOCIDE

YEREVAN, JUNE 20. ARMINFO. Armenia positively assesses adoption of
the resolution by the German Bundestag on June 16 “Commemoration day
of Armenian on the occasion of the 90th anniversary of the slaughter
on April 24, 1915 – Germany must promote reconciliation of Turks and
Armenians”. Minister of Foreign Affairs of Armenia Vardan Oskanian
informed during the news conference, Monday.

According to him, the resolution of the Bundestag is an important
step towards the international recognition of Armenian Genocide of
1915. The decision is especially important for that Germany admits
its guilt in the tragic events of 1915 and calls on Turkey to
reconcile itself to its past. This decision is one more significant
step to include Armenian clauses in the agenda of the forthcoming
negotiations this autumn for Turkey’s accession to the European
Union, the Armenian foreign minister said.
