Baku Sets Preconditions for Armenian Officer’s Participation in NATO
Exercises

A top Azeri diplomat on Tuesday said that while his country has
nothing against Armenian officer’s planned participation in
Azerbaijan-hosted NATO exercises scheduled for September, it has
certain preconditions.

`We have set conditions that [the Armenian officers] have to be the
people who have not been involved in military operations against
Azerbaijan,’ Deputy Azeri Foreign Minister Araz Azimov told
reporters.

Azimov added that only about three Armenian officers are expected to
attend the military exercises and that they are a military
journalist, a public relations officer and a doctor.

However, Armenia’s Arminfo news agency reported the same day that the
coming Armenian officers will number seven.

Armenian Deputy Defense Minister, General-Mayor Artur Agabekyan, told
Arminfo that five Armenian officers will be directly involved in the
exercises and two more senior Armenian officers will attend the NATO
exercises as official guests.

A maverick,
in and out of the ball park

This is the second of two parts.

GGRecently, I had the pleasure of seeing Marlon Brando’s performance
in “Sayonara” from the comfort of my living room.

GG In “Sayonara,” Maj. Lloyd Gruver (Marlon Brando), a Korean War
flying ace, is re-stationed in Kobe, Japan. Gruver initially supports
the military’s opposition to marriages between American servicemen and
Japanese women, but eventually succumbs to love with Hana-ogi and
plunges into conflict with the U.S. Air Force.

GGTraffic at Eagleson’s Big and Tall in downtown Los Angeles was
light. The rain had taken its toll on George’s daily sale of suits;
numbers were the last thing on his mind on that day. It was 4 p.m. and
he had given up on receiving his four tickets to the fourth game of
the 1963 World Series between the Dodgers and the Yankees. His main
worry was his buddy’s son, Kobe Gruver. George had invited the Gruvers
to the ball park, and the prospect of disappointing the 10-year-old
was painful.

GGJust as George had formulated an approach to deliver the bad news to
Kobe, Scott Krueger pulled up to the wet curb and parked his 1962 Ford
Galaxie with the engine still running. He kicked the door on his red
convertible open, and with the latest issue of the Los Angeles Times
protecting his head from the rain, ran into Eagleson’s.

GG”Hey, George, sorry I am late. Here are the tickets. Thanks for
taking care of my huge self all these years. I hope you enjoy the
game.”

GG “Thank you, Scott. The kid will be ecstatic.”

GG “Enjoy, I gotta run. Go Dodgers!”

GG “I am personally a Tigers fan. But yes, Kobe is a Dodgers fan. So,
go Dodgers!”

GGThe only thing separating Kobe’s fourth-grade books from the rain
was his green wool jacket. As he pressed his books against his side,
he felt a jolt against his back. He turned around and was startled to
see Grant, the school bully, watching him with a tense stare. Grant’s
teeth were pressed together as he gave Kobe yet another shove.

GG “Hey, Kobe, watch where you’re goin’!” said Grant, who followed
that by uttering a string of disparaging racist remarks. *

GGOfficial attendance at Dodger Stadium on Oct. 6, 1963, was
55,912. It was between the seventh and eighth innings when Kobe had
begun to feel a bit restless in his seat. Not wanting to embarrass her
son in front of their neighbor and longtime friend, George, Hana-ogi
addressed her son in Japanese:

GG “Kobe, please try to sit properly and don’t bother Mr. K.”

GG “Mom, English please, you are embarrassing me,” Kobe replied in
English.

GG The generally mild-mannered Hana-ogi did not have to think twice
before yanking her frail son from his seat and directing him toward
the exit. For every Hana-ogi step, Kobe had to take a couple to catch
up to his mom. Kobe’s hands were beginning to sweat.

GG “Kobe is going to get an earful from his mom,” George observes
immediately. “I’ve had a few of those with my mom about my Armenian
roots.”

GG “Yeah, I hope so. That’s no way for him to speak to his mom,”
Gruver confirms.

GGHana-ogi and Kobe stand face to face away from the stands. Hana-ogi
kneels down to her son’s height and begins speaking softly in
Japanese:
GG “Son, you are an American, yes?”
GG “Yes.”
GG “Your father is an American war hero, yes?”
GG “Yes.”
GG “We are only going to have this conversation once, and only
once… your mother is Japanese. And you are part Japanese.”
GG “Yes, ma’am.”
GG “My son will not be embarrassed of what he is.”
GG “Yes, ma’am.”
GG “We are going to go back into the stands and you will address me
only in Japanese for the remainder of the game.”
GG “Yes, ma’am.”

GG “George, when are you gonna tie the knot and settle down?”
GG “I am still looking for my Armenian bride, Gruver.”
GG “Well, you better travel a bit. I don’t see no Armenian girls here
in Glendale.”
GG “Yup, If I have to, I may pay a visit to Beirut, Lebanon. I hear
the place is full of Armenian beauties.”
GG “Let me know. We’ll tag along. I wouldn’t mind exposing Kobe to the
world. I want him to know there is more to life than Kenwood Drive.”

GG Marlon Brando’s popularity did not always match the grand size of
his talent. Frank statements such as “Never confuse the size of your
paycheck with the size of your talent” did not exactly endear him to
his colleagues.

GG At a press conference for “The Young Lions” in Berlin, he said,
“This picture will try to show that Nazism is a matter of mind, not
geography, and that there are Nazis — and people of good will — in
every country. The world can’t spend its life looking over its
shoulder and nursing hatreds. There would be no progress that way.”

GG Weeks after the assassination of Martin Luther King, Brando told
reporters, “We are either going to learn to live together as brothers
or die separately as fools.”

GG Marlon Brando was a maverick. His definition of self was a humble
one: “I’m a human being — hopefully a concerned and somewhat
intelligent one — who occasionally acts.”

A group of influential US experts arrived in the Nagornyy Karabakh
Republic (NKR) today.

The experts represent the Project on Transitional Democracies and the
German Marshall Fund of the USA, Mediamax reports. These two
organizations implement the “Project on the Resolution of Europe’s
Frozen Conflicts”.

The president of the Project on Transitional Democracies, the head of
the US Committee on NATO, Bruce P. Jackson, the former deputy
assistant to US Secretary of State Madeleine Albright, Ronald
D. Asmus, the director of the Foreign Policy of the German Marshall
Fund of the USA, Daniel C. Twining, who held the post of Senator John
McCain’s adviser earlier, Orion Strategies company president Randy
Scheunemann, who held the post of adviser on national security of the
leader of the Republican majority in the Senate Bob Dole in the 1990s,
arrived in Nagornyy Karabakh.

During a one-day visit to Stepanakert, the US experts will meet NKR
President Arkadiy Gukasyan, Foreign Minister Ashot Gulyan, Minister of
Production Infrastructures Development Boris Alaverdyan,
representatives of the Defence Ministry and the republic’s civil
sector, foreign businessmen, who invest in the NKR’s economy.

Mediamax recalls that this is the second visit of Bruce Jackson to
Nagornyy Karabakh. He first visited the NKR last October.

On 22 July, the members of the joint mission of the Project on
Transitional Democracies and the German Marshall Fund of the USA met
Armenian President Robert Kocharyan and Foreign Minister Vardan
Oskanyan in Yerevan.

Chirac: l’intégration de la Turquie est «souhaitable dès qu’elle sera
possible»

PARIS (AP) – Jacques Chirac fait profil bas sur le dossier turc.
Recevant le Premier ministre Recep Tayyip Erdogan, le président
français s’est contenté mardi de rappeler que l’intégration de la
Turquie dans l’Union européenne était «souhaitable dès qu’elle serait
possible», selon l’Elysée.
»La Turquie a fait des progrès considérables. Elle doit poursuivre et
intensifier la mise en oeuvre des réformes démocratiques et
économiques», a estimé le chef de l’Etat.
Recep Tayyip Erdogan a entamé lundi une visite officielle de trois
jours destinée à convaincre une opinion publique française réticente
du bien-fondé d’une éventuelle intégration de son pays dans l’Union
européenne. L’UMP, l’UDF et une majorité de Français, à en croire les
sondages, y sont pour l’heure hostiles.
Or, le calendrier s’accélère : la Commission européenne doit rendre
début octobre un rapport évaluant les progrès accomplis par la
Turquie dans le domaine des droits de l’homme et des libertés
publiques. Sur cette base, les 25 Etats membres doivent décider en
décembre de fixer ou non une date pour entamer des négociations
d’adhésion, qui pourraient durer plusieurs années.
Dans ce contexte, le Premier ministre turc a eu un entretien en
tête-à-tête de trois quarts d’heure avec Jacques Chirac à l’Elysée,
avant un déjeuner de travail qui a permis de faire un tour d’horizon
de la situation régionale (Iran, Proche-Orient, Irak, lutte contre le
terrorisme).
M. Erdogan est ressorti visiblement satisfait de ces discussions.
»Nous avons eu un entretien très positif», s’est-il félicité dans la
cour de l’Elysée. «Le soutien de la France à notre pays se poursuit
depuis le sommet d’Helsinki», qui avait promu la Turquie candidate à
l’adhésion en 1999, a-t-il souligné.
Il a «espéré» que les «décisions politiques» qui devront être prises
au sommet européen de décembre le soient «en fonction du rapport» de
la Commission, en insistant sur les «réformes» que son pays a déjà
menées à bien ces dernières années pour se conformer aux critères de
Copenhague. Par ailleurs, la «décision que prendra le Conseil
européen le 17 décembre ne sera pas une décision d’adhésion de la
Turquie à l’Union européenne», mais «simplement une décision de
commencer les négociations d’adhésion», a-t-il rappelé.
De son côté, Jacques Chirac s’est contenté, en public, du service
minimum en rappelant qu’il jugeait «souhaitable» cette intégration
»dès qu’elle serait possible».
»Ce n’est pas demain matin que la Turquie va entrer dans l’Union
européenne», même si Ankara fait «des progrès» dans ce sens,
soulignait pour sa part quelques heures auparavant le ministre
français des Affaires étrangères Michel Barnier. «Le chemin est
encore long mais elle est sur ce chemin».
Officiellement, la France attend donc le rapport de la Commission
pour se prononcer. Lors du sommet de l’OTAN à Istanbul fin juin,
Jacques Chirac était toutefois allé jusqu’à juger «irréversible» le
processus d’adhésion de la Turquie, même s’il prendra selon lui au
moins dix ou quinze ans.
M. Erdogan semblait en tout cas convaincu mardi que l’opinion de
Jacques Chirac était déjà faite sur ce sujet: «Nous sommes tout à
fait persuadés que lors du sommet, c’est la France qui va nous
apporter le plus grand soutien», a-t-il affirmé lors d’une rencontre
avec des chefs d’entreprise français au Medef (Mouvement des
entreprises de France) mardi matin.
Poursuivant sa campagne de séduction, le Premier ministre turc devait
encore rencontrer l’ancien président de l’UMP Alain Juppé, puis les
députés de la Commission des affaires étrangères de l’Assemblée
nationale, avant un dîner offert mardi soir par la président du
Sénat, Christian Poncelet. Pour sa dernière journée en France,
mercredi, il doit s’entretenir avec le Premier secrétaire du Parti
socialiste, François Hollande, avec le président de l’UDF, François
Bayrou, et avec le président de l’Assemblée nationale, Jean-Louis
Debré.
Sur le plan commercial, cette visite devrait par ailleurs faire
avancer les négociations sur l’achat d’Airbus par la Turquie, qui
sont encore «en cours de finalisation» selon l’Elysée. La compagnie
Turkish Airlines, qui souhaite acquérir une cinquantaine d’appareils,
a ouvert des négociations avec Airbus et Boeing.
Par ailleurs, des organisations arméniennes appelaient à manifester
mardi soir au Trocadéro en faveur de la reconnaissance du génocide
arménien de 1915 par Ankara. AP

The success of Maria Sharapova as a lesson for all youngsters who
work hard for their success has been nicely written in KS Paul’s
article. Allow me to add a different dimension to the story.

I declare Maria as an Asian hero, for my children and all youngsters
of Asia to emulate, not unlike Datuk Jimmy Choo, Datuk Michelle Yeoh,
Tan Sri P Ramlee, Andre Agassi (he is Armenian) and Tiger Woods (he
is Thai).

Maria hails from Russia, an Asian nation, just as Chow Yun Fatt and
Jackie Chan hail from another Asian nation, China. We Southeast and
East Asians seldom consider Russia as an Asian nation because many a
time we are guilty of seeing `Asian-ness’ from our own East Asian
lenses.

This is not unlike the West (I mean the Britons) viewing Asia from
their own warped lenses. Russians are Asians because they are Asians.
In the olden days, Russia was always considered Asian, until former
president Leonid Brezhnev decided to be part of Europe.

Here are some Asian heroes our kids should do well to emulate, though
they are seldom seen as Asians:

Freddie Mercury (Firdun Bulsara), the late Indian-British pop star.

Edward W Said, the late Palestinian American academic and freedom
fighter for Palestine.

Sir Peter Ustinov, the late Russian British producer and actor.

Dr Harold Abrahams, Lithuanian (USSR) British Olympic 100m champion
who was the subject of the film Chariots of Fire.

Ismail Merchant, Iranian British film maker.

Tony Shalloub, Lebanese Arab-American actor famous for the TV series
Monk.

Ralph Nader, Lebanese Arab-American consumer activist and third-party
presidential candidate.

Cherilyn Sarkassian (Cher), Armenian American film star and producer.

Sir Charles (Charlie) Chaplin, famous British producer, comedian and
actor. His grandmother was northern Indian.

Engelbert Humperdinck (Arnold Doorsey), Indian British pop star.

‘Anti-Turkey’ Alain Juppe Resigns in France

General President of the Unity of Public Movement (UMP) in power in
France, Alain Juppé, has resigned. The President, who is not
sympathetic to Turkey’s European Union (EU) membership, was expected
to visit Turkish Prime Minister Recep Tayyip Erdogan.

A suit was filed against Juppe for financial irregularities during
the time Jacques Chirac was Mayor of Paris. Juppe was found guilty
and as part of his sentence he is barred from public office for 10
years. The resignation of Juppé, known as the right hand of Chirac,
is interpreted as Chirac losing his grip on power.

Minister of Economy Nicolas Sarkozy, one of the names as a candidate
for the leadership of the party, is not sympathetic towards Turkey
either. Chirac asked Sarkozy, expected to be his biggest competitor
in the 2007 Presidential election, to resign.

Sarkozy, who seems to have obtained the support of most of the
Parliament, has become strong. Some French diplomats speaking to
Zaman have reported that Armenian Patric Deveciyan would be the Prime
Minister provided Sarkozy became President.

It is declared that Chirac found Prime Minister Jean Pierre Raffarin
suitable for the leadership of the party.

The Karabakh Liberation Organization has issued a statement calling
for a total rejection of the services of the OSCE Minsk Group. Yet
another time the Azerbaijani public is witnessing that the Minsk Group
is pursuing the interests of member countries and is protecting the
aggressor – Armenia – rather than resolving the (Nagornyy Karabakh)
conflict on the basis of international legal norms, the statement
reads.

The organization announces that the Azerbaijani government has to
change its position and reject the services of the Minsk Group, end of

“The visit by the OSCE Minsk Group co-chairmen to Azerbaijan, which
starts today (14 July), might have a positive impact on the
negotiations on the Nagornyy Karabakh conflict,” Azerbaijani Foreign
Minister Elmar Mammadyarov has told journalists. The foreign minister
said that the co-chairmen have not visited the region for six months
and it is important they discuss the situation on the spot. The
foreign minister said that he did not expect the co-chairmen to put
forward specific proposals.

Russia opposes foreign interference in Middle East

DUBAI, July 6
Russia opposes any interference from the outside in the affairs of
the Middle East countries. Countries of that region are capable of
upholding their security on their own. There is no need for foreign
and military presence in the region, Igor Ivanov, head of the Russian
Security Council said at a meeting with chairman of the Iranian
National Security Council Hasan Rouhani in Teheran.

Ivanov, who arrived in the Iranian capital on Monday for discussing
some problems of regional and international security with Iranian
leaders, spoke in favour of a further development and consolidation
of political relations between Moscow and Teheran, especially in the
present-day international situation and following the latest
developments in the region, in the interests of the settlement of
regional problems, of the restoration of stability and security.

Ivanov said the building of a nuclear power plant in Bousher with
Russian assistance would be completed in 2005. It will be put in
operation in 2006. He described the projects for the building of oil
pipelines from Iran to Armenia, Pakistan and India as “projects of
major strategic importance” and reaffirmed Russia’s willingness to
cooperate with Iran in that sphere. Ivanov welcomed Teheran’s
cooperation with international organisations in the sphere of a
peaceful use of atomic energy.

In his turn, Hasan Rouhani opposed the attempts of the NATO countries
to ensure their presence in the Caspian Sea area and stressed it ran
counter to the interests of countries of that region and created a
threat for their security. He said the Caspian Sea countries should
cooperate in the sphere of security and suggested the holding of
meetings of heads of their security councils in the interests of
strengthening peace.

Hasan Rouhani described the Bousher nuclear power plant as “a vivid
example of technical cooperation” between Iran and Russia.

ARMENIA, CANADA SIGN AGREEMENT ON AVOIDING OF DOUBLE TAXATION OF
INCOMES AND PROPERTY

YEREVAN, JUNE 30, ARMENPRESS: The governments of Armenia and
Canada signed in Yerevan June 29 an agreement that will allow both
countries to avoid double taxation of incomes and property. The
agreement was signed by deputy finance minister Pavel Safarian and an
advisor with Canada’s embassy in Yerevan Howard Isaac.
Armenian finance and economy ministry said that agreement
regulates the frames of authorities of both sides with respect to tax
revenues and other trade and economic issues that may arise in
bilateral economic relationship. It will also allow to increase the
volume of bilateral trade, the movement of capital, technologies and
people.
The goal of the agreement is also to decrease the negative impact
of income and property tax-related obstacles on international trade
and investments. Besides, the agreement is expected to encourage
entrepreneurship by creating competitive opportunities for both
sides’ companies.
As of today the government of Armenia ahs signed similar
agreements with 25 nations, of which 17 are effective. Another six
are ratified but not enforced yet.
