ARMENIA, ALBANIA TO HOLD REGULAR CONSULTATIONS BETWEEN THE FOREIGN MINISTRIES

On December 21 the Ambassador of Albania to Armenia, Vili Minarolli,
presented the copies of his credentials to the Foreign Minister of
Armenia, Edward Nalbandian.

The interlocutors discussed issues of mutual interest. They attached
importance to the necessity of intensifying the political, economic
and cultural ties between Armenia and Albania.

The parties agreed to hold regular consultations between the Ministries
of Foreign Affairs of the two countries.

Minister Nalbandian and Ambassador Minarolli exchanged views on issue
of the Caucasian region and the Balkans.

Minister Nalbandian asked to convey an invitation to visit Yerevan
to his Albanian counterpart Iler Meta.

YEREVAN, DECEMBER 21, NOYAN TAPAN. Chairman of the Central Bank of
Armenia (CBA) Arthur Javadian will leave for Frankfurt on December 21
where he will have working meetings with vice presidents and program
heads of KfW Bank.

During the meetings, the sides will discuss allocation of extra
loans of a total of 27 million euros to Armenia, the press service
of CBA reported.

YEREVAN, DECEMBER 18, NOYAN TAPAN. The DigiTec on Wheels
exhibition-fair will start in the city of Charentsavan on December 21.

The purpose of the event is to promote the use of information and
communication technology (ICT) and the comsumption of ICT companies’
goods and services in Armenian regions, expand the ICT market, and
to help establish an information society.

The Armenian ICT sector’s leading companies will participate in the
exhibition-fair to present their computers, software solutions,
telecommunication commodities, etc. They will tour 42 cities in
regions by displaying goods and services in each of the cities for
one working day. The event will include exhibition, instructive and
entertaining components.

ArmInfo. The ArArAt brandy brand has shown a feature short "Akhtamar",
the first one in the series "Armenian legends retold". The closed
show of the feature short took place at MEZZO Classic House in Yerevan.

"This is the first film in the series "Armenian legends retold"
with which the ArArAt Brandy Company initiated a project on revival
of ancient Armenian legends",- the company’s press-release says.

Executive Director of the Yerevan Brandy Company Ara Grigoryan
came out with a greeting speech followed by a video-message of the
lead – famous Russian-Armenian actor Armen Jigarkhanyan. With this
initiative ArArAt unified around itself the representatives of various
generations and nationalities presenting the ancient Armenian legend
to the modern public.

The film has been co-produced by Paul and Ludwig Shammasian, laureates
of Festival de Cannes. Starring are People’s Artist of USSR Armen
Jigarkhanyan and young promising Russian actors Grigory Dobrygin and
Ravshana Kurkova. The film was first shown in Moscow quite recently
and received favorable response. On the New Year holidays the movie
will be shown by Armenian TV channels.

– Before the last visit of the co-chairs, Russian Foreign Ministry’s
official said mediators submitted new version of the Madrid proposals
to the sides. What is difference between this version and previous one?

– The essence of the Madrid proposals is that the territorial integrity
of Azerbaijan should be secured and fate of any ethnic minority should
be determined within the territorial integrity. This experience
is used by many countries. There are countries where hundreds of
thousands, millions ethnic minorities are living there and they
determined their fate within these countries. Our neighbor Russian
Federation can be an example for that. How many ethnic minorities are
living there? All of them determined their fates. But according to the
Armenian concept, there should be 20-30 countries in the territory of
Russia. There are thousands and millions of ethnic minorities in the
European countries. Should Armenia change the world’s order with its
new concept now? The Azerbaijan’s position is that its territory be
liberated phase-by-phase. In the first phase, five or seven regions
should be liberated, then status of the corridor between the Nagorno
Karabakh region of Azerbaijan and Armenia should be determined and
then other issues should be solved. The main issue is that there
should be a transition period after these phases and returning of
refugees and displaced person to their homeland. In a certain period,
the discussions should be started over the status of Nagorno Karabakh
to find a form that should be used for the determination of its status
within the territorial integrity of Azerbaijan. Madrid proposals
saved their essence and may be a short sentence was changed there.

– How do you value the last visit of the mediators?

– The co-chairs’ visit followed the successful visit of President
Ilham Aliyev to France, a country which is one of the OSCE Minsk Group
co-chairs. Therefore negotiations between the Azerbaijani and French
leaders were important. The co-chairs should hold some consultations
over this issue and learn eh results of those negotiations from
the presidents.

I should remind that last negotiations between the presidents had
a positive dynamic. This year, the world community, particularly
leading countries such as the United States, Russia and France increase
their attention to this issue and they saw that indeed stability and
security in the South Caucasus could be restored only through the
solution of Nagorno Karabakh problem, which is the most painful and
most important problem of the South Caucasus. In any case, the opening
of borders and solution to this conflict link with each other. They
understand that very well. But they are making some statements for
certain interests now. All of the presidents of Russia, France and
the United States stated in their meetings, phone conversations or
correspondence with the Azerbaijani president that it is time for
the solution to the conflict. What does it mean to open the borders?

Today, in the period of crisis, Armenia has poor opportunities to
maintain itself.

Armenia’s relations with Russia are not on the previous level, Armenia
can not exist only at the cost of Iran. Armenia has isolated itself.

Now Armenia needs a ventlight, an opening. This opening would
be the opening of the borders between Turkey and Armenia. We see
everything, the care of the West for Armenia. We do not protest against
it. They can show their love, care as much as they want. But knowing
Azerbaijan’s importance they should not ignore us. Azerbaijan should
be shown the attitude it deserves, because Azerbaijan is a state that
has independent foreign and domestic policy and differs from others.

As I have said, Armenia is in hard condition. The US, France, Russia,
and even Armenian leadership understand that it is impossible to
achieve stability, security in the region and development of Armenia
as a state without solving the conflict. But on the other hand, the
Armenian leadership understands that after the conflict is solved
their people will wipe them out. Armenian leadership has always
used the conflict as a means to come to power. Despite their fears,
they took some steps, because they had no other alternative. Now,
there is no way back. Azerbaijani President said in his speeches
in November-December that our tolerance, patience is not endless,
if no results are produced in this process, we have the right
to seek for other variants. This message caused great anxiety in
Armenia. For several weeks they have been speaking what they will
do, if Azerbaijan starts war. The only way of Armenia is to release
the occupied Azerbaijani territories through negotiations, within
the framework of Madrid principles. There is no other way out, the
protraction of the conflict will create serious problems for Armenia.

The aim of the co-chairs’ visit was to specify Azerbaijani President’s
position and prepare basis for the new meeting to be held early
next year.

-Azerbaijan always says that it is ready to give the highest status
to Nagorno Karabakh. Can Azerbaijan become a federative state after
the final status of Nagorno Karabakh is determined?

-No, it can’t. There is no ground for it. Azerbaijan is a unitary
state and Nakhchivan Autonomous Republic exists within this framework.

There was also Nagorno Karabakh Autonomous Province. Now the question
is the status that will be determined within the framework the
vertical relations with Azerbaijan’s central government. Within this
framework any ethnic minority can achieve self-determination. What
is the self-determination? The national minority may have the right
to study in the mother tongue, develop culture, customs and traditions.

There are hundreds of models in the world in connection with this,
it is possible to use one of them. One of the best models is, as I
have already said, Russian Federation. It will be determined in the
process of negotiations on what variant we will reach agreement. It
will be the last stage in the coordination of Madrid principles.

A Memorandum of Understanding has been signed today between the
State Services Department of Italy’s Ministerial Council, represented
by its head Antonio Naddeo, and Civil Services Council of Armenia,
represented by its chairman Manvel Badalyan, a spokesperson for the
Foreign Ministry of Armenia said.

The MoU aims at the cooperation between government services of the
two countries, academy retraining, central administration staff’s
retraining, holding the projects of retraining courses for personnel
of the local civil services.

In accordance with the reached agreement, Mr. Antonio Naddeo will
pay a visit to Armenia next year.

On 19 December President of the Nagorno Karabakh Republic Bako Sahakyan
partook at a solemn event dedicated to the Day of the serviceman
of the National Security Service organized at the headquarters of
the service and congratulated the staff on their holiday, Central
Information Department of the Office of the NKR President reported.

The Head of the State rated high the role of the structure in
safeguarding security and steady development of the country noting
that the issues the system faces would continue be in the spotlight
of the authorities.

Head of the Office of the NKR President, Secretary of the Security
Council Marat Mousayelyan, NKR Attorney General Arshavir Gharamyan,
head of the Police Robert Shaferyan and other officials partook at
the event.

Secretary of the National Security Council of Armenia Arthur
Baghdasaryan received the newly appointed Ambassador Extraordinary
and Plenipotentiary to Armenia Achal Kumar Malhotra.

Highly appreciating the friendly relations between Armenia and India,
Arthur Baghdasaryan voiced hope that the ties would further develop
during the Ambassador’s tenure in office.

The parties attached importance to the launching of cooperation between
the Security Councils of the two countries. Arthur Baghdasaryan invited
his Indian counterpart to visit Armenia to determine the directions
of cooperation in the field of security.

The Ambassador expressed willingness to promote the deepening of
bilateral ties in different spheres of reciprocal importance.

According to Achal Kumar Malhotra, India intends to open an
Armenian-Indian Center for Information Technologies in Armenia in 2010.

(SDHP) Lyudmila Sargsyan said she does not consider decisions made
during the party’s extraordinary congress. "Despite the decision
made, I remain the party’s Chairwoman. The congress was illegal as
it conflicted with the party’s charter," she told Thursday a news
conference in Yerevan.

At that, she criticised the party’s managing board members Sedrak
Achemyan and Vahan Shirkhanyan for cooperating with authorities.

"All that results from authorities’ program aimed at creating a
new ‘corrupt’ opposition including ARF Dashnaktsutyun and Ramkavar
Azatakan," she noted.

According to her, Achemyan made hints on Hnchak party’s withdrawing ANC
before the party’s 19th session, but the majority of governing board
members prevented the issue from being included in session agenda.

After weeks of opposition from local Bonnyrigg residents and members
of the Turkish community in Sydney’s West, Fairfield City Council last
night approved an Assyrian Genocide statue and park for the Assyrian
community of Sydney.

More than 300 people from Sydney’s Assyrian, Armenian and Turkish
communities gathered at the Council building at Wakeley in Sydney’s
west in protest of support and opposition to the application for
the statue.

A heavy police presence, with mounted officers, and the riot and
public order squad were present to prevent any violence at the
council meeting.

Once the news of the approval was received outside at the protests,
Assyrian supporters began to chant and raise flags in support of the
decision. While members of the Turkish community and other opposition
groups were kept away by police.

The Assyrian Genocide statue was supported and voted for by all five
Assyrian councillors on Fairfield council despite a public petition
of more than 800 signatures opposing the application.

Christian democratic party leader Reverend Fred Nile also made a
surprise appearance to show support for the Assyrian community.
