The Armenian Minister of Foreign Affairs, Eduard Nalbandian, is on
a diplomatic visit to Switzerland today.

Nalbandian will meet with Swiss foreign minister, Micheline Calmy-Rey.

The two leaders plan to sign agreements on air traffic and on
diplomats’ visas.

Last month, Switzerland helped broker an historic accord between Turkey
and Armenia, aimed at reopening their border after decades of enmity,
as well as establishing diplomatic relations.

A new round of negotiations focused on issue of security over
Caucasus will be held tomorrow in Geneva. In this connection EU
Special Representative for South Caucasus Peter Semneby reviewed
items of settlement of Karabakh conflict and Armenia-Turkey border
in an interview with Kommersant paper’s reporter Olga Alenova.

When asked whether Armenian-Turkish border may open before settlement
of Karabakh conflict, Peter Semneby said: "It’s a good development
that Armenian-Turkish negotiations are in progress. Armenia-Turkish
border’s opening can become a first step to overcome the abnormal
situation when three longest borders of region are closed. These
borders are those between Turkey and Armenia, Azerbaijan and Armenia,
and between Georgia and Russia. These developments hinder growth."

"Current Armenian-Turkish relations may now bring breakthrough although
ratification, surely, will be complicated. But these developments
are in Armenia’s and Turkey’s interests. And I believe the same for
Azerbaijan as it is interested in open borders in region."

"War in Georgia showed that South Caucasus states are vulnerable. This
can be overcome if we solve these matters."

"Sure, it is a problem and an unacceptable stuff that Russia has
recognized South Osetia and Abkhazia. We will have talks on this issue
involving Russia in discussions. Anyway we have common priorities
in other areas, so our disagreement with Russia cannot hinder our
cooperation aimed at overcoming other conflicts."

One reason why Christian faith has declined in the West is because
of the reliance placed on a literal reading of the testaments. Such
an approach has tangled the Christian faith in a confusion of
contradictions.

By encouraging literalist analysis of the Bible, many churches have
inadvertently invited people to question the validity of a faith that
seems to be based on questionable facts or outdated prescriptions.

I recently read the transcript of the cross-examination of William
Jennings Bryan in the famous Scopes trial of 1925.

The state of Tennessee had sought to outlaw the teaching of evolution
in its schools. When a teacher, John Scopes, deliberately flouted this
law, he faced trial in a high-profile battle between evolutionists
and the supporters of Biblical creation.

The prosecution was assisted by the serial presidential candidate
and one of the giants of Democratic politics, William Jennings Bryan,
who was called to give evidence.

What followed was the humiliation of Bryan and his literal
interpretation of the Bible as he sought to argue the historical
truth of Genesis. That Adam and Eve were really the first humans to
walk the Earth just 6000 years ago; that 2300 years before Christ,
all living things – apart from those saved by Noah – were wiped from
the planet, and that Jonah was swallowed by a big fish.

>From my perspective, Bryan’s most damning words were: "I believe in
creation as there told, and if I am not able to explain it, I will
accept it."

There are some who will with great conviction, even to this day, argue
that all of these things were so. In fact a number of fast-growing
evangelical Christian churches in Australia take a literalist approach
to the scriptures.

While most leaders of the older churches have moved away from such a
position, there is still an alienating literalism that pervades many
faiths, and Christianity is not alone in this regard.

Those of you who are political junkies will be avid watchers of The
West Wing. You may recall an episode in which President Jed Bartlet
confronts a right-wing radio host who has led a crusade against
homosexuality based on biblical doctrine. Bartlet wonders that if he
were to form his views on homosexuality based on the prescriptions
of Leviticus whether he should also be following the guidance of the
Old Testament in relation to the sale of his daughter into slavery;
whether he should be putting to death his chief of staff for working
on the Sabbath, or what he should be doing about footballers playing
with a ball made of pigskin, or his wife for wearing cloth made from
different threads.

Those who seek to proclaim the prescriptions of the Bible selectively
or literally provide an armoury of ammunition to those like Christopher
Hitchens and Richard Dawkins. Laymen like myself struggle with the
logic of such an approach. While debate rages about such matters,
the true message of the scriptures – of compassion, justice, equality,
dignity, forgiveness, charity and respect for other people – inevitably
takes a back seat.

Hitchens and Dawkins go further than simply trying to pick holes in
a literal or historical interpretation of the Bible and the texts
and teachings of the other great religions.

They argue that not only are all religions based on falsehoods but
also that religion is a malevolent force. Again, in this they are
supported by those across the globe who have used their faith to
justify and explain suffering, war, cruelty and calamity.

It is a debating technique as old as discourse itself – to seek to
define your opponents on terms that suit your hypothesis, usually by
selecting the extremes, and then send in the wrecking ball. It’s an
approach that anyone in the Australian Parliament would find familiar.

I don’t accept that any of the great religions envisage a God or a
divine force that sanctions the worst failings of humanity. Religion
asks of us to become better people – to choose a life of giving and
compassion. This "Golden Rule" is a thread that runs from Confucius
to Christianity, from Buddhism to Islam.

For me this is the essential message of all faiths – that we should
love our neighbour as we love ourselves. As Muhammad spoke in his
final sermon, "Hurt no one so that no one may hurt you." Or as the
great Jewish Rabbi Hillel put it: "That which is hateful to you,
do not do to your fellow."

The God of my faith is not full of revenge, as the Old Testament would
suggest with a literal interpretation. The God of my faith does not
cause earthquakes or tsunamis as acts of retribution.

As the Pope identified in his recent encyclical Caritas in Veritate
(Love in Truth): "Love is God’s greatest gift to humanity, it is his
promise and our hope."

It is not a loving God who wilfully inflicts pain and suffering. No
God of any mainstream religion would do that if God’s love is real.

The Koran does not encourage Muslims to bomb buildings. God does not
march off to war supporting one nation over another or the persecution
of those of different creeds and colour. My God does not discriminate
against women, or favour first born children over others. Nor does
God support one political party.

All of these things have been claimed as acts of God at various
times in our history. They provide easy targets for those who argue
that religion causes harm rather than good. However, they are not
propositions that I believe have any foundation in the mainstream
religions.

Many today look at the world and see one that is divided by religion.

This is inflamed by fear of the unknown and views formed by the
actions of fundamentalists.

There are some who wonder, for example, whether Islam and Christianity
can peacefully coexist.

My father migrated to Australia from the Middle East – the son
of an Armenian father and a Palestinian mother. While Dad was a
Christian growing up in Jerusalem, his closest childhood friend was
a Jewish girl. Dad speaks fluent Hebrew and Arabic. He taught me
tolerance. He is very ecumenical for someone who lost his home to
a war that was based on faith. In Australia he found a country that
tolerated diversity.

Australia has embraced religious diversity. It must always remain so,
and as a Member of Parliament I am a custodian of that principle of
tolerance. That is why it is disturbing to hear people rail against
Muslims and Jews, or Pentecostals and Catholics. Australia must
continue, without fear, to embrace diversity of faith provided that
those gods are loving, compassionate and just.

On November 8 the President of the Republic of Armenia, Serzh
Sargsyan, will leave for the Republic of Hungary on a three-day state
visit.

The delegation headed by President Sargsyan comprises Foreign Minister
Edward Nalbandian, Justice Minister Gevorg Davtyan, Diaspora Minister
Hranush Hakobyan, Minister of Culture Hasmik Poghosyan, Minister of
Agriculture Gerasim Alaverdyan, Head of the Armenian-Hungarian
Friendship Group of the National Assembly, MP Gagik Melikyan, other
officials.

After the official welcome ceremony the Presidents of Armenia and
Hungary Serzh Sargsyan and Laszlo Solyom will have a face-to-face
meeting followed by negotiations in an extended format. A number of
cooperation agreements will be signed between the governments of the
two countries. The Presidents of Armenia and Hungary will give a joint
press conference.

The same day President Sargsyan will meet the Speaker of the Hungarian
Parliament, Bela Katona. Within the framework of the visit Serzh
Sargsyan will visit the Heroes’ Square, where he will lay a wreath at
the memorial. President Sargsyan will lay a wreath at the memorial to
the Armenian Genocide victims, as well. In the evening President
Laszlo Solyom of Hungary will give an official dinner in memory of his
Armenian counterpart.

On November 10 President Sargsyan will meet Cardinal Peter Erdo, the
Prime Minister of Hungary, Gordon Bajnai, and participants of the
Armenian-Hungarian business forum.

In the second half of the day President Sargsyan will leave Budapest
for Kaliningrad at the invitation of the Governor of Kaliningrad
region Georgy Boss. The President will meet the Governor and
representatives of the local Armenian community. In Kaliningrad Serzh
Sargsyan will attend the opening ceremony of the Armenian Cultural
Center and the will lay a wreath at the Armenian khachkar-memorial.

The delegation headed by President Sargsyan will return to Yerevan on
November 11.

On November 3, another "Press Club" show went on the air of "Yerkir Media"
TV company. The cycle is produced under Yerevan Press Club project,
supported by the Open Society Institute. The guests of the program host, YPC
President Boris Navasardian were Hamazasp Danielian, professor of Yerevan
State University, candidate of political sciences, and Lusineh Vasilian,
correspondent of Public Radio of Armenia. The discussion centered on the
fulfillment of election pledges and the compliance of the political
platforms with the current activities of Armenian parties.

The next "Press Club" show will be aired on "Yerkir Media" on November 10,
at 21.15.

PACE MARKED SETBACK IN MEDIA FREEDOM IN COUNCIL OF EUROPE MEMBER STATES

The Report on Media Freedom of the Sub-Committee on Media of the PACE
Committee on Culture, Science and Education is placed on the website of
Council of Europe. Overall, for the last three years (2007-2009), the report
notes a tangible regress of the level of freedom of media in Council of
Europe member states. Armenia is repeatedly mentioned in different sections
of the report.

Thus, the report particularly emphasizes that in varying degrees in a number
of countries – Armenia, Azerbaijan, Georgia and Moldova – the authorities
displayed intolerance towards the independent and inquiring media as well as
political opponents. Four CoE member – Armenia, Moldova, Azerbaijan and
Russia – were classified as not free by the international human rights
organization "Freedom House".

In the section dealing with cases of violence against journalists, PACE
lists, in particular, the incidents occurred with Gagik Shamshian, free
lance photo journalist, and Lusineh Barseghian, correspondent of "Haykakan
Zhamanak" daily. The incidents took place in Armenia during the presidential
elections of 2008. The report also mentions the assaults of 2008 – on Hrach
Melkumian, Acting Director of the Yerevan Bureau of the Armenian Service of
Radio Free Europe/Radio Liberty, and Edik Baghdasarian, Head of
"Investigative Journalists" NGO, as well as the assault on Argishti
Kivirian, Coordinator of Armenia Today news agency – in 2009. The report
also stresses about the State of Emergency declared after the presidential
elections of February 19, 2008, and the temporary censorship imposed in that
period.

As for the broadcasting sphere, PACE states that Armenia and Azerbaijan
"maintain tight state controls over the management and work of their
national television systems". Armenia, the report notes, "is being strongly
pressed to permit the popular independent TV channel "A1+", whose
broadcasting license was taken away in 2002, to be awarded a new one in line
with a ruling of the European Court of Human Rights".

YEREVAN, November 3. "Small and medium business is related to
corruption risks", said Arman Saghatelyan, Deputy Chairman of Armenian
PR Association.

"Despite the existence of large taxpayers, small and medium business is
the main part of economy and internal industry. This sphere is mainly
related to corruption risks in the process of interaction with state
structures", said Saghatelyan on Tuesday during the press-conference
and announced the start of the program "Force out corruption from
our lives". The program was organized by Armenian PR Association and
assistance of the program of mobilization of anti-corruption actions
of US Agency of International Development.

The main group of the program consists of representatives of small and
medium businesses in Armenia because this sphere provides the main
employment of the society. "Our task is to present the population
in cooperation with mass media more successful measures of struggle
against corruption", he said. Despite long anti-corruption process
in Armenia, the country will at last apply measures for the solution
of the problem which are applied in civil societies. Saghatelyan said
that recently the issue of transit role of Armenia and its position in
the region is being discussed, but no one speaks about the mentality
of Armenians whether they are ready to be integrated in the given
processes or not.

"I think that till we understand that applying to the court is a norm,
but not exception, we will not have balanced state between executive,
court and "forth" authorities. We can protect our civil interests and
interests of institutions which are fundamental, for example small and
medium business", said Saghatelyan. The main idea of the program is
to demonstrate to the society that if we want to protect our rights,
we should show them the ways to it.

"Real and practical steps, samples, directions and understanding is
needed, if we want to have legal country and civil society", he said.

Besides participation in court proceedings and discussions of issues
on struggle against corruption, we will create Internet page for
discussions and presentation of the product to the society which is
envisaged in the frames of the program. Honorarium fund will also be
established, from which payments will be made to the journalists.

Tatev Pirumyan, Executive Director of Armenian PR Association said that
preparatory activities for implementation of the program have started
in October. "We established contacts with 20 agencies of mass media
which will participate in court proceedings related to corruption
cases", said Pirumyan. Each month discussions with representatives
of mass media, lawyer-experts and representatives of judiciary system
will be organised.

BY 2010 DRAFT STATE BUDGET OF ARMENIA, EXPENDITURES ON SCIENCE TO AMOUNT TO 8.36 BILLION DRAMS

YEREVAN, NOVEMBER 3, NOYAN TAPAN. By the 2010 draft state budget
of Armenia, the expenditures on science will remain at the level
of 2009 and amount to 8.36 billion drams, First Deputy Minister of
Finance Pavel Safarian said at the November 3 joint sitting of the
RA National Assembly Standing Committees.

Of the total amount of expenditures on science in 2010, 5.21 billion
drams will be provided to the organizations receiving basic financing
(as compared to actual expenditures of 5.22 billion drams expected in
2009), including 4.86 billion drams for basic financing of scientific
and scientific-technical activities.

1.07 billion drams will be allocated for state programmed financing
with the aim of continuing 6 projects launched in 2009, the level of
2009’s allocations will be maintained.

1.55 billion drams will be provided for contractual (thematic)
financing, the 2009 level will be maintained.

By the 2010 draft state budget, a separate program envisages 530
million drams to make additional payments for scientific degrees. The
rates will be the same as now: doctors and candidates of science will
receive 20 thousand drams and 10 thousand drams respectively.

The state budget’s calculations are based on the settlement exchange
rate of 376 drams per dollar.

Today Armenian Apostolic Church marks the commemoration day of
Sts. Pontiff of Rome St. Stepannos, the Priests, the Deacons and
the people.

The Pontiff of Rome St. Stepannos (Stephen) was born in Rome. He
was the Bishop of Rome since 254 AD. He has been the deacon of the
martyred Pope of Rome Lukianos and after the Popes’ death has been his
successor. According to the Armenian collection book "Haysmavourk",
St. Stepannos has been a courageous and zealous Pontiff leading his
flock, encouraging the faithful during the persecutions and exhorting
them to remain loyal to their faith. He has converted many heathens
to Christianity, and among the converted were the Prince Nemesios and
his blind daughter. After the latters’ baptism the daughter of the
Prince Nemesios becomes able to see, and the prince, witnessing that
miracle, asks the Pontiff to ordain him as a deacon. Becoming aware of
that fact, the King calls the Prince to him and orders him to offer
sacrifice to the idols. But the Prince refuses, and for the refusal
he is martyred together with his daughter. Another Prince and his
servants, who also were pious Christians, are martyred. According to
"Haysmavourk", 12 clergymen are subjected to torments and are martyred,
and the memory of those blessed clergy is commemorated with the memory
of the Pontiff St. Stepannos.

Once, when the pontiff St. Stepannos was celebrating a Divine Liturgy,
the soldiers surround the Church and wish to break the door. At
that time the Pontiff was giving Holy Communion to the faithful in
attendance. After his taking the Holy Communion the soldiers rush in
and kill the Pontiff in 257 AD.

Today, Serzh Sargsyan visited the Mother See of Holy Etchmiadzin,
where he attended the Diocese Representation Assembly of the Armenian
Apostolic Church, the Armenian president’s press service informs.

The president welcomed the assembly participants and wished success to
all of the Armenian Apostolic Church’s activities, which are charged
with supplying Armenia’s and the Armenian people’s spiritual needs.

Serzh Sargsyan placed exceptional importance on each and every Armenian
political figure’s activities in the Diaspora, and, even more so for
the Armenian president, for the Armenian church.

Clarifying the Armenian-Turkish relations establishment process,
Sargsyan emphasized once again that in no way does the process mean
withdrawal from efforts towards international recognition of the
Armenian Genocide. He said the Republic of Armenia, as a responsible
player in the system of international relations, has always adhered
to fulfilling its commitments and is ready to proceed in line with
the signed Protocols without preconditions and to establish relations
with Turkey within a reasonable timeline.

The president said that the broader international community also
supports ratification and confirmation of the signed Protocols
without preconditions and within a reasonable timeline. Sargsyan also
emphasized that Armenia has its own strategic and tactical ideas on
possible scenarios in the establishment process of Armenian-Turkish
relations, and, based on corresponding developments, appropriate
steps will be taken.
