Nagorno-Karabakh status quo will not be violated in the near future,
Head of the Armenian Center for National and International Studies
(ACNIS) Richard Giragosian told NEWS.am.

Progress in Karabakh issue is not expected unless Baku gives up its
radical position on the matter. "Following the recent developments,
Baku luckily is not inclined to reposition its stance," Giragosian
outlined. According to him, Armenian and Azerbaijani President’s
meeting in Chisinau proved the parties so far have a long way to
compromise.

"Certainly, OSCE Minsk Group does its utmost to dispel such opinion
persuading the parties to make optimistic statements but progress in
the matter is far off, as new OSCE Minsk Group Co-Chair Robert Bradtke
(U.S.) did not well informed of the situation and will do his best
to buy time," Giragosian noted.

He did not share the experts’ opinion that after Armenia-Turkey
Protocols’ ratification Karabakh issue will be settled. "Turkey’s more
frequent statements on NKR conflict are only testing the Armenian
side, as well as the U.S. and European community’s reaction,"
Giragosian concluded.

For prevention of the dangerous state because of unprecedented spread
of rodents’ epidemic in the fields of the Republic and increase
of the crop capacity of the fields a republican headquarters on
operative measures conduction was created with the Prime Minister
Ara Haroutyunyan at the head. Today, the headquarters has conducted
the first sitting in the NKR Government, to specify the forthcoming
deeds to be carried out

The Prime Minister informed, that taking into consideration the results
of the formerly conducted studies and the specialists’ proposals, it
was decided to execute the rodents’ combat by previously used means,
which is ploughing of uncultivated lands and scattering of toxic
chemicals. The Prime Minister announced about necessity of conducting
complex measures. First of all farming of areas nearby villages, and
executing cold tillage was foreseen. Owners of rented plough-lands will
be exempted from the rent. A task was set that all uncultivated lands
must be tilled and oat must be sown in the lands staying out of autumn
sowing. With this aim land owners will be granted state assistance.

The Prime Minister Ara Haroutyunyan notified that those property
owners who hadn’t conducted necessary measures will be punished. The
fight will be in the focus of attention and under everyday strict
control. Everything must be done in time and with responsibility,
or the agricultural disaster will become inevitable

It is anticipated to continue preventive combat measures up to the
end of the forthcoming spring.

On October 21, Turkish Foreign Minister Ahmet Davutoglu addressed
Turkey’s Grand National Assembly by presenting the Armenian-Turkish
Protocols and the Turkish foreign ministry’s activities toward
that effect.

The Turkish foreign minister particularly emphasized that this was the
first serious step in Armenian-Turkish relations in the past 17 years.

He stated that signing of the Protocols was a very important step
to establish peace with Armenia as well as for the entire South
Caucasus region. There are many conflicts in the South Caucasus and,
according to Davutoglu, the South Ossetia war last year showed that
it is impossible to continue in this way.

Turkey wishes for peace in the region, the foreign minister said.

After the speech, numerous questions were directed to Davutoglu. There
were also dissatisfied members of parliament who spoke against the
Armenian-Turkish Protocols. In particular, Republican People’s Party
member Shukru Elekdag expressed his discontent by reiterating his
party leader, Deniz Baykal’s, tenet that Turkey is losing Azerbaijan.

Pro-Kurdish Democratic Society Party MP Selahetin Demirtash, for his
part, stated that his party is for Armenian-Turkish relations. At the
same time, he raised a number of points related to the Armenian issue.

Demirtash stated that there were times in Turkey’s history when
the word "Armenian" was used as a curse. "We must remember that,"
Demirtash said, adding that so far the Turkish government hasn’t
implemented relevant security measures, as it became apparent in the
case of Hrant Dink’s murder.

As reported by Tert.am’s correspondent from Turkey, Demirtash made
one more interesting statement. "The massacres of Armenians were not
reflected in our history books," the member of the parliament stated,
adding that history textbooks must refrain from discrimination. He said
that the Turkish public will live in an atmosphere of fraternity when
"the universal language of peace" will be reflected in history.

was unveiled on October 20 in Yerevan. The ceremony was attended by
the President of Armenia, who is president of the Chess Federation
of Armenia Serzh Sargsyan .

The opening ceremony was also attended by the minister of sport and
youth affairs Armen Grigoryan, Yerevan mayor Gagik Beglaryan, president
of the Chess Academy of Armenia Smbat Lputyan and GMs Levon Aronyan,
Tigran Petrosyan and others.

The new building of the Chess Academy of Armenia was blessed by Vicar
of Ararat diocese Archbishop Navasard Kchoyan.

As the RA sports minister Armen Grigoryan said, the new building
will provides an Armenian chess players with new opportunities for
development. The new building is equipped with all facilities for
training and education.

Tuesday a number of decrees.

For high professionalism and contribution to the development of art
creative director and chief conductor of the Artsakh State Chamber
Orchestra Gevorg Mouradyan was awarded the honorary title of the
Honored Artist of the Nagorno Karabagh Republic.

For substantial philanthropist activity the "Gratitude" medal was
awarded to Emanuel Delabarre (Paris, France), posthumously, and Michel
Pazoumyan, deputy head of the "Hayastan" All-Armenian Fund’s French
branch, specialist of territorial development.

For services provided to the development of medicine and health care
system in the Nagorno Karabagh Republic the "Gratitude" medal was
awarded to Hayrapet Galstyan, head of the National Neoplasm Center of
the Armenian ministry of health, chief oncologist of the Republic of

The Bursa Mayor gave an interview on the prohibition of the Azerbaijani
flag at the Turkey-Armenia football match held in Bursa on Oct.14,
the Turkish embassy told Trend News.

The Azerbaijani flag is as dear to the Turkish people as Turkey’s flag,
in addition the Turkey-Armenia football match was organized by FÄ°FA,
the mayor said.

The Turkey-Armenia football match was organized by FÄ°FA and we
had to adhere to common rules and principles, the report said. The
mayor has denied a ban on the Azerbaijani flags saying that about
238 Azerbaijani flags were waving during the match at the stadium.

Children’s and Youth Festival (which started in Yerevan on October 15)
recently went to Gyumri.

They visited Trchunyan children’s house, and after the concert of
namesake dance ensemble communicated with children.

Children had the chance to communicate with renowned animator Edward
Nazaryan, director of Winnie the Pooh, film critic Armen Medevedev,
art director of Yeralash journal Boris Grachevsky and others.

"Every year within festival frameworks we visit ‘Trunchyan’ children’s
home, and the energy we get from children enables us to see the world
with different eyes. I think, such celebrations should be organized
more frequently," said Nune Manukyan, Head of Rolan Bykov foundation
for Development of Cinema and Television for Children and Youth.

Fifth International Children’s and Youth Festival was organized upon
the initiative of Rolan Bykov Foundation. Its objective is to develop
children’s interest in cinema art, enabling them to watch the best
children’s and youth films shot over the recent years.

This year’s festival program includes about 51 films from 23
countries. Renowned guests will conduct master classes in schools. For
the fifth jubilee year, festival organizers plan to organize film
premieres, meetings with audience and art critics. Within festival
frameworks, it is also planned to celebrate the 80th birth anniversary

New Sayat Nova Statue In Yerevan

A new bronze Sayat Nova statue was placed at the intersection of
Sayat-Nova and Khanjyan streets on October 16.

Sculptor Toros Raskelyan has been creating Sayat Nova’s bronze bust
for over 45 years. The sculptor intended to present the work to
the homeland. As announced by the information and public relations
department of Yerevan City Hall, the Republic of Armenia Ministry
of Diaspora and Yerevan City Hall assisted Raskelyan in realizing
his dream.

Thanking the author of the sculpture, Yerevan’s Mayor Gagik Beglaryan
expressed hope that Toros Raskelyan will keep his promise and present
more works to the city of Yerevan.

Born in Aleppo, Syria, and now working in France, Raskelyan’s roots
go back to the town of Urfa in Western Armenia (within present-day
Turkey’s borders). He is the creator of 30 sculptures which among
collections in the world’s prestigious art galleries.
