Politician and Chairman of the Open Society Institute Azerbaijan
Zardusht Alizadeh is convinced that the meeting of the Presidents of
Azerbaijan and Armenia in Saint Petersburg is followed by the expected
conclusion of the Armenian-Azerbaijani agreement on resolving the
Karabakh problem.

"In order to move this process forward the West is dropping the
idea of forcing Azerbaijan and Armenia to peace through journalists,
similar to the one that forced Serbs and Muslims in former Yugoslavia
to accept the peace accord", Zardusht Alizadeh said in his speech at
the third meeting of the club for political discussion on the theme:
"The focus of the Iranian-Azerbaijani relations", held on Wednesday.

According to Novosti-Azerbaijan, Z. Alizadeh believes that Armenia
will not make concessions which Azerbaijan demands.

Russia’s position makes Armenia uncompromising",he said.

Characterizing the Madrid principles on which the talks on Karabakh
will be continued, the political scientist said that they involve the
release of the six Azerbaijani districts surrounding Nagorno-Karabakh,
with the exception of Lachin, the beginning of the return of
refugees in the six liberated areas, Baku’s solemn obligation not
to use violence for the further settlement of the Karabakh conflict,
opening of communications to Armenia.

"The issue of Nagorno Karabakh status is protracted: Armenia is seeking
a referendum on the status exclusively within Nagorno-Karabakh, while
Azerbaijan is going to hold a referendum throughout the country,
according to the Constitution of Azerbaijan", he said.

PAN PLAN Intends To Implement Transport-Safety Programs In Armenia

PAN PLAN INTENDS TO IMPLEMENT TRANSPORT-SAFETY PROGRAMS IN ARMENIA

/PanARMENIAN.Net/
03.06.2009 17:22 GMT+04:00

/PanARMENIAN.Net/ For over a decade, Mr. Rainer Stepan of the City
Administration of Vienna has been eagerly and constantly pursuing
tireless efforts and targeted lobbying for the intensification of
development and business cooperation venues between Austria and
Armenia. Accordingly, besides involving several Austrian consulting
groups and companies, a number of projects were also launched during
these past ten years.

One such recent successful initiative was the carrying out of a basic
study by the Austrian PAN PLAN regarding transport-safety in Armenia,
as assigned by AustriaTech, a company specialised in transport issues,
telematics and know-how transfer.

Together with a team of local Armenian experts, this special report
was finalised and satisfyingly presented in early May 2009.

Based on the results of the assessed options and needs, AustriaTech
decided spontaneously to continue its efforts with a cooperation
offer to the responsible authorities in Armenia.

Therefore, a working group will visit Armenia at the end of June 2009
to define further steps for a sustainable programme towards the steady
increase of transport-safety in Armenia.

As a result of a number of successfully undertaken past Austrian
initiatives in Armenia, the Austrian Control Bank (Oesterreichische
Kontrollbank) has now declared their preparedness to give Armenia
such a ranking status, which would enable the Austrian partners to
launch soft loaned, non-commercial projects in Armenia. This could be
a pioneer initiative by a foreign international financing institution
for Armenia.

Taking into account the fact that the field of "Renewable Energy
and Energy Efficiency" represents one of the major focused areas of
the Armenian Government, it is certainly a sound and instrumental
consideration to provide this opportunity to a relevant Armenian
institution.

/PanARMENIAN.Net/ Discussions on the recently published book "Nagorno
Karabagh: Facts Against Lie. Information-Ideological Aspects of the
Nagorno Karabagh Conflict" by Arsen Melik-Shakhnazarov took place at
the NKR MFA.

NKR Deputy Foreign Minister Vardan Barseghian, NA Deputies, experts,
and foreign ministry employees participated in the discussions. The
book was introduced by Maxim Hovhannisian journalist and writer,
activist of the Karabagh National-Liberation Movement who emphasized
the importance of Arsen Melik-Shakhnazarov’s work as documentary
narrative of NKR people’s struggle for self-determination in the
context of the information-propagandistic war unleashed by Azerbaijan.

Saying that the Azerbaijani propaganda creates false stereotypes and
distorts the gist of the Karabagh conflict, the author stressed, that
the truth about the conflict should be introduced to the international
community.

Foreign Affaires Ministry expressed its readiness to facilitate
translation of the book into English and other languages and organize
its distribution.
