CENTRAL BANK OF ARMENIA DOWNS INTEREST RATE ONE POINT TO ANNUAL 6.25%

ARKA
May 22, 2009

YEREVAN, May 22. /ARKA/. On Friday, the Central Bank of Armenia drove
interest rate one percentage point down to annual 6.25%, the Central
Bank’s press office reports.

The board of the Central Bank placed it on record that current
inflation developments generally coincide with forecasts and remain
within the predicted range.

The board members are also unanimous in thinking that the
inflation is unlikely to exceed the predicted rate either in low
inflation environment on domestic and outside markets or amid
deeper-than-expected economic decline.

The board thinks that economic growth can be spurred by precipitous
relief of monetary conditions and faster volume enlargement.

Zharangutiun Faction Member: Armenia’s Steps Towards Turkey Estrange

ZHARANGUTIUN FACTION MEMBER: ARMENIA’S STEPS TOWARDS TURKEY ESTRANGE DIASPORA

Noyan Tapan
May 20, 2009

YEREVAN, MAY 20, NOYAN TAPAN. The process of normalization of Armenia’s
relations with Turkey is a threat to Armenian people’s unity. Vardan
Khachatrian, a member of the Zharangutiun (Heritage) faction, stated
on May 19 at the RA National Assembly.

According to him, Turkey and Azerbaijan continue unitedly acting
against Armenia at international instances. V. Khachatrian also
reminded of Turkish Prime Minister’s statements made lately, in which
normalization of relations with Armenia is conditioned by the Nagorno
Karabakh settlement, as well as a threat of banishment of dozens of
thousands of Armenians working in Turkey is voiced. And the arguments
that such statements are for internal use, according to V. Khachatrian,
do not seem convincing.

Armenia’s steps aimed at normalizing its relations with Turkey
contribute to estrangement of the Diaspora from the homeland, one
of the brightest evidence of which, according to the deputy, was the
picture of Disapora’s voting for the Armenian singers in Eurovision.

Being for development of Armenian-Turkish relations, deputy
Viktor Dallakian meanwhile called for not forgetting the lessons of
history. He reminded that by the Treaty of Kars Armenian territories
were divided among Turkey and Azerbaijan without Armenian side’s
participation. Turkey and Azerbaijan acted unitedly then, and the
Russian delegation paid no attention to it, and Armenia’s interests
were sacrificed to establishment of Russian-Turkish partnership.

new level with the help of Public Council," Khosrov Harutyunyan stated.

"Improvement of live quality in RA regions and bringing them to
the attention of country’s political elite is the main task of the
council," he noted.

"Public Council Committee involves 1600 people, 93 of which are
academicians and PhDs, over 200 are candidates of Sciences. These
people are taking their responsibilities seriously and that allows
me to hope the council will be working successfully," he emphasized.

/PanARMENIAN.Net/ Emergency-caused panic shows relevant bodies’
reaction to the situation, Colonel Nikolay Grigoryan told journalists
today. "As a rule, emergency situation is greatly dependent upon
Government’s steps," he said.

According to Mr. Grigoryan, all relevant bodies worked in time to
reduce possible risks to minimum.

Even though rescue operations lasted long, tragedy left 4 people
dead and some firefighters injured, Grigoryan added. Affected by
poisonous smoke, the latter were the first survivors to be provided
with emergency aid "Let me note once again that the impact of any
emergency situation greatly depends upon promptness of relevant bodies’
operations. The primary task in this case was to ensure population’s
safety," Mr. Grigoryan said, adding that the emergency is fully

ArmInfo. The accident at Nairit Plant should be a signal for the heads
and owners of other plants in the country, Armenian President Serzh
Sargsyan told journalists during his visit to Nairit Plant, Friday.

‘Yesterday’s incident has become a real trial for rescue services,
whose employees managed to do their work competently and without
delay at the risk of their lives. Yesterday we gave an instruction
to carry out relevant expert examination to exclude such incidents
in the future. Unfortunately, this disaster caused human victims. I
deeply condole with the families of the victims and injured. Certainly,
the attention to be paid to them by the plant’s leadership and state
bodies will not compensate for their losses, however, it may be some
relief to them. This accident should become a signal for the heads
and owners of other plants of Armenia’,- the president said.

To recall, 4 were killed and 8 were injured as a result of the
explosion.

The fire was extinguished at 10:25 pm, Thursday. The company leadership

OPENING SPEECH OF MG HAYK KOTANJIAN IN "REASSESSING SECURITY IN THE SOUTH CAUCASUS: REGIONAL CONFLICTS, STABILITY AND TRANSFORMATION" INTERNATIONAL CONFERENCE

&p=0&id=836&y=2009&m=05&d=16
1 4.05.09

Ladies and Gentlemen: Honorable Guests.

It’s my pleasure to welcome you in Yerevan. Let me express my gratitude
for your participation at our conference organized by Academic
Foundation of Political Sciences, Lyon Centre for International
Security and Defence Studies and Institute for National and Strategic
Studies of the Ministry of Defence of the Republic of Armenia.

The South Caucasus has gone through dramatic changes since the
last summer.

The tragic events in Georgia once more emphasized the importance of
regional and trans-regional cooperation as the only possible way to
solve the current disputes and secure durable peace and stability
in the region. Meanwhile, the required cooperation is achievable
only through multi-level contacts including the representatives of
governmental agencies and think tanks, civil society leaders and
prominent academicians not only from South Caucasus but also from
other regional powers as well as international organizations actively
involved in South Caucasian geopolitics.

I am sure; our conference will serve as an intellectual platform for
stability and security of the South Caucasus. We have 20 eminent
experts from Azerbaijan, Georgia, Russia, Unites States, France ,
Iran, Turkey, Norway and United Kingdom. Through different sessions and
discussions we can deepen our understanding of future developments in
the region. Participants from respectful countries will present their
perception regarding the current situation and possible ways ahead
toward confidence building, conflict settlement and durable peace among
the actors presented in the regional orchestra. It is my great pleasure
to express my gratitude to the Lyon Centre for International Security
and Defence Studies and personally to the Director of the centre,
Professor Jean-Paul Joubert and Program Co-Director Annie Jafalian
for their initiative to organize this conference in cooperation with
our Institute. We value our cooperation with the all participants
and we’ll continue efforts to deepen our professional relations.

The reality is threatened in our region with a possibility of
resuming a war, and no one anticipates easy solutions and all-fitting
suggestions, but as far as we are peace proponents and peacemaking
developers there is no reasonable alternative to the process of
mutual understanding through dialogue and cooperation. As we know,
resolution system of armed conflicts relies on three basic pillars
of international law: territorial integrity, self-determination of
peoples and non-use of force. Combination of all these principles
is the only possible approach to secure the stability and security
in the South Caucasus. Bellicose statements and=2 0actions have
a potential to destroy the current volatile balance and pave a way
toward a systematic humanitarian tragedy similar one we faced in last
August in Georgia. Let me once more welcome all of you and hope that
our Conference will make a contribution to the peace and security in
our region.

Thank you.
