YEREVAN, May 8 /ARKA/. Chairman of the Armenian Central Bank Artur
Javadyan left for Frankfurt May 7 where he will participate in the
regular session of the observer group of the German-Armenian Fund on
May 7-8, the CBA press-service reported.

Issues of credit programs for assistance to small and medium
businesses, stable development of housing market and development of
renewable energy will be discussed at the session.

Under the above mentioned programs, negotiations will be held with
the German Bank KfW on attracting new means.

The German-Armenian Fund (GAF) was established in 1998 by the
Governments of Armenia and Germany based on the agreement for financial
cooperation for assisting to small and medium businesses of Armenia.

Kreditanstalt fur Wiederaufbau (KfW) on behalf Federal Ministry for
Economic Cooperation and Development of Germany (BMZ) developed the
project and provided the financial resource. The Central Bank of
Armenia (CBA) is authorized to carry out the activities of the Fund
from the Armenian side.

YEREVAN, May 6. /ARKA/. Securities transactions on NASDAQ OMX Armenia
stock exchange dropped fivefold to 297.5mln drams in April, compared
to 1534mln drams in March.

According to stock exchange information, corporate bonds deals
amounted to 287.1mln drams (96.8% of total transactions), with state
bonds transactions totaling 9.2mln drams (3.1%). Stock deals reached
208,000 drams (0.07%).

According to the ARKA News Agency analysis based on the data of
NASDAQ OMX Armenia, ten private companies and the RA Ministry of
Finance were listed on the stock exchange in the reporting period.

IMEX GROUP Co. LTD topped the list of corporate bonds transactions,
with the Yerevan Factory of Champagne Wines being the only company
that participated in stock transactions in April.

Ardshininvestbank effected 106.3mln drams worth transactions
with corporate bonds (37% of corporate bonds deals on NASDAQ OMX
Armenia). Stock transactions of the Yerevan Factory of Champagne
Wines totaled 208,000 drams. NASDAQ OMX Group, Inc. is the world’s
largest exchange company.

In January 2008, Nordic exchange operator OMX Group acquired 100%
of shares of the Armenian Stock Exchange (Armex) and the Central
Depository of Armenia (CDA). After the combination of NASDAQ and OMX
in February 2008, Armex and CDA have become fully owned by the NASDAQ
OMX Group, Inc.

As of May 5, twenty-two securities underwent listing on NASDAQ OMX
Armenia, with its capitalization totaling 53.3bln drams. ($1 – 372.79
drams)

is impossible to succeed in ensuring food security, Susanna Minasyan,
representative of State Inspection on food security and veterinary
at the ministry of agriculture, told a PanARMENIAN.Net reporter.

"Close cooperation is necessary between state agencies and
non-governmental organizations protecting consumer rights,"
Ms. Minasyan said.

Despite apparent success, there are many barriers hampering that
cooperation. According to her, one of the main obstacles is the poor
awareness of population.

"Quality food and safe food are not always comparable notions, since
a product can be safe but not of a high quality, and vice versa,"
she added.

Ms. Minasyan believes, that every person should be primary protector
of own rights and interests.

A round table devoted to greater transparency and accountability in
the sphere of food certification was held in Yerevan, attended by
representatives of agriculture, healthcare ministries and certifying
organizations. .

of his visit to Prague, RA Deputy Foreign Minister, Karine Kazinyan
told a news conference today. "A meeting with Turkish part is also

Turkey showed interest to the possibility of meeting RA President.

The International Red Cross and Red Crescent Movement is launching
a global campaign called "Our world. Your Move" on 8 May.

According to ICRC’s press release, displacement, disease, increasing
disasters, a lack of clean water, food shortages, rising violence, the
separation of families, grinding poverty and escalating vulnerability
are some of the frequent challenges faced by tens of millions of
people worldwide affected by armed conflict, natural catastrophes,
internal violence and climate change. Too often, their suffering
goes unnoticed and unchecked. In an effort to give the victims of
war and disaster a stronger voice, and in an attempt to get people
around the globe to sit up and take action, the world’s largest
humanitarian network – the International Red Cross and Red Crescent
Movement – is launching a global campaign called "Our world. Your
move" on 8 May. "This campaign is about more than raising awareness,
this is a call to action. It’s about engaging people in the spirit of
volunteerism and empowering everyone to make a difference in the world
around us. Each and everyone of us must work in our communities so we
are better prepared to cope with current and emerging crises. Together
we can protect our future by taking action today," said Juan Manuel
Suarez del Toro, the president of the International Federation of
Red Cross and Red Crescent Societies (IFRC).

The campaign is symbolized by a globe in disarray. Each time
someone takes action or takes an interest via the web portal
they are helping to restore order to a
world in a mess. The site also allows users to share their experiences
through blog contributions, videos and photos. "Because of the global
economic crisis, these are obviously hard times for a lot of people,
but they’re even harder for those who had very little to begin with. We
have a collective responsibility to make our world a better place and
we each have the individual power to ‘make a move’ to help others,
whether it’s spending time with an elderly neighbour or offering
food and shelter to a family displaced by fighting," said Jakob
Kellenberger, the president of the International Committee of the
Red Cross (ICRC). The "Our world. Your move" initiative coincides
with the 150th anniversary of the Battle of Solferino, in Italy,
which led to the creation of the Red Cross and Red Crescent, as well
as the 90th anniversary of the IFRC and the 60th anniversary of the
Geneva Conventions. Millions of campaign enthusiasts in more than 80
countries are expected to turn out to celebrate its launch on 8 May,
which is also recognized as World Red Cross Red Crescent Day.

In addition, the ICRC’s new exhibit, Our World – At War, featuring
images from five of the world’s leading war photographers, will open
in Geneva, New York and other major cities on 8 May. On the same day,
Humanity in War, a retrospective photo book and exhibit documenting
150 years of the Red Cross and Red Crescent in-action, will launch in
selected cities. From 24 to 28 June, thousands of young people from
more than 120 nations are due to take part in a world youth meeting
and humanitarian village in the Italian village of Solferino, where
they will commemorate the history of the Red Cross and Red Crescent
Movement, and define their vision for tackling today’s humanitarian

Singer Aznavour Named Armenian Ambassador To Switzerland

YEREVAN (AFP) — Charles Aznavour, uncontested star of French song,
has been appointed ambassador to Switzerland for his ancestral homeland
Armenia, the Armenian presidency said Wednesday.

President Serzh Sarkisian appointed Aznavour ambassador to Switzerland
and Armenia’s permanent delegate to the United Nations office in
Geneva, the presidency said in a brief statement.

Aznavour only received Armenian citizenship last December.

He told Armenian television in February that he had accepted an offer
to become the country’s ambassador to Switzerland "with pleasure
and joy".

"At first I had doubts… but then I thought that what is important
for Armenia should be important for us all," he said at the time.

Born Shahnur Aznavourian in Paris to Armenian parents, the 84-year-old
singer has maintained close links with Armenia and is among the
best-known figures of France’s 400,000-strong Armenian diaspora.

After the 1988 earthquake in Armenia that killed 25,000 people,
Aznavour set up a foundation and organised a series of charity concerts
to help quake victims.

Aznavour is the first French performer to have a recording that
went platinum in Europe. He has sold more than 100 million records
worldwide.

Head of the Parliamentary Commission for Defense, National Security
and Internal Affairs, a member of the ARF Dashnaktsutyun Party,
Artur Aghabekyan, has sent in his resignation.

The National Assembly press-service told ArmInfo A. Aghabekyan also
refuses to head the Armenian Delegation to NATO PA. Earlier on April 27
ARFD declared its withdrawal from the ruling coalition. Afterwards the
ARFD representatives refused from their positions in the parliament
and the government. However, Parliamentary Speaker Hovik Abrahamyan
proposed the heads of parliamentary commissions Armen Rustamyan and
Artur Aghabekyan not to leave their positions. The ARFD representatives
accepted the proposal.

Cem Ozdemir, the co-leader of German party Alliance 90/The Greens,
has said that whether or not the ongoing investigation into the
Ergenekon terrorist organization is being handled properly can be a
subject of discussion, but that promoting coups can never be tolerated
in modern democracies.

Ozdemir, who is also a member of the European Parliament for the
Greens/European Free Alliance (Greens/EFA), gave a conference at
BahceÅ~_ehir University in Ä°stanbul on Saturday. Stressing the
significance of the investigation into Ergenekon, a shadowy network
hidden deep within the state and allegedly having plotted to carry
out several coups, he said: "Is promoting a coup d’etat right or
wrong? If we say wrong, then we are democrats; otherwise, there is
a question." The German politician called for a proper investigation
to expose the culprits.

Speaking from the podium, Ozdemir commented on a couple of other
topics: Turkey’s European Union bid and relations with Armenia.

Talking about the prospects of Turkish membership in the EU, Ozdemir
underlined that it would be impossible for the 27-member bloc not to
accept a candidate country who had implemented the necessary reforms
during the accession process. "Turkey is not at the same stage it was
10 years ago. Now, we can figure out where it will be in 10 years’
time; I am not pessimistic."

Ozdemir praised the efforts of the country to normalize relations
with Armenia. "Armenia’s integration into the world through Turkey
works in its favor. Is the opening of the border good or bad for the
region’s people? Employers, students and tourists passing through
it will bring the people of Turkey and Armenia closer. From here,
ultranationalists and those benefiting from animosity will lose out.

ANKARA, May 4 (Reuters) – Turkey’s new Foreign Minister Ahmet Davutoglu
sought on Monday to ease Azerbaijan’s concerns over efforts by Turkey
and Armenia to restore ties.

Ankara and Yerevan are engaged in talks to end years of hostility. Last
month, they announced a roadmap to re-establish ties, including
reopening a border closed in 1993.

Azerbaijan, Turkey’s Muslim ally and a key supplier of gas, has reacted
angrily to those talks because it fears losing leverage over Armenia
in the dispute over Nagorno-Karabakh.

Davutoglu, appointed to the post in a wide cabinet reshuffle on Friday,
met Azeri Deputy Foreign Minister Araz Azimov in Ankara on Monday to
discuss Azeri concerns over the roadmap, a Turkish Foreign Ministry
spokesman said.

"It is not coincidental that the minister is holding his first meeting
with the Azeri deputy minister", the spokesman told Reuters.

"We have not had any disruption in relations with Azerbaijan but you
can expect reciprocal high level contacts to intensify in the coming
period," the spokesman said.

Prime Minister Tayyip Erdogan will meet Azeri President Ilham Aliyev
in the Azeri capital Baku on May 13, state-run Anatolian news agency
said. Erdogan will also meet Russian Prime Minister Vladimir Putin
on May 16, Anatolian said.

Turkey closed its frontier with Armenia in solidarity with Azerbaijan
in its war with Armenian-backed separatists in Nagorno-Karabakh. Baku
has said Turkey should make peace with Armenia only after
Nagorno-Karabakh is resolved.

Davutoglu, the architect of NATO member Turkey’s expanded foreign
policy beyond traditional Western-oriented focus, said over the weekend
that Turkey now had a stronger foreign policy vision with regards to
the Middle East and Caucasus.

"We should be trying to turn the zero-problem policy with neighbours
into a policy of maximum interest," he said after taking office on

Yerevan, April 30, Noyan Tapan. Armenia’s minister of foreign affairs
Edward Nalbandian presented the whole process of reconciliation of
Armenian-Turkish relations at the meeting called by the National
Assembly Speaker Hovik Abrahamian on April 28. Chairmen of National
Assembly Standing Committees, representatives of parliamentarian
fractions participated in the meeting, which was yet closed for
journalists.

"Heritage" fraction member Styopa Safarian, without breaking the
agreement between participants of the session not to divulge the
details of the meeting, told to Noyan Tapan reporter, that the minister
did not declassify clauses of the agreed comprehensive framework of
road map and normalizing of Armenia-Turkey bilateral relations.

"The foreign minister presented also his own ideas and evaluations
related to situations at different phases, we have very
serious difference of opinions concerning them," said opposition
deputy. S. Safarian mentioned, that his own and some of his colleagues’
concerns did not diminished.

"The meeting was good since it was the first communication in
fact. Instead of addressing mutual accusations from different tribunes,
media clubs or TV screens, it would be much better, even if there is
some criticism, to say arguments right to faces," told S. Safarian.

According to Styopa Safarian, "it is not necessary at all to come
to the same ideas, but it is important to maintain such format of
dispute".
