Televised Address of the President of the Republic of Armenia Serzh
Sargsyan on the Process of Normalization of Relations between Armenia
and Turkey

Fellow Armenians;

A year has passed since the Armenian-Turkish-Swiss joint statement on
steps to normalize the relations between Armenia and Turkey. During
this period, the two Protocols aimed at normalization of the relations
have been publicized, discussed in the public domain, and signed. The
documents have for quite a lengthy time now been in the parliaments
of Armenia and Turkey, awaiting ratification. Armenia has all
along demonstrated her commitment to the process of normalization
of relations, to the point of including the Protocols in the agenda
of the National Assembly. We have made clear to the whole world that
our position is nothing but firmly constructive. We have stated that,
if Turkey ratified the Protocols, as agreed, without preconditions
and in a reasonable timeframe, failure by the Armenian Parliament to
ratify them would be precluded.

Now, the time has come to gauge the notion of a "reasonable timeframe"
and whether a conduct is "without preconditions." These criteria were
set forth by not only Armenia, but also all the mediators involved
in the process, all of our international partners.

For a whole year, Turkey’s senior officials have not spared public
statements in the language of preconditions. For a whole year, Turkey
has done everything to protract time and fail the process. Hence,
our conclusion and position are straightforward:

1. Turkey is not ready to continue the process that was started and
to move forward without preconditions in line with the letter of
the Protocols.

2. The reasonable timeframes have, in our opinion, elapsed. The
Turkish practice of passing the 24th of April at any cost is simply
unacceptable.

3. We consider unacceptable the pointless efforts of making the
dialogue between Armenia and Turkey an end in itself; from this moment
on, we consider the current phase of normalization exhausted.

My Fellow Armenians;

During this period, I have discussed and continue discussing the future
of the process launched with Turkey with Presidents Nicolas Sarkozy of
France, Barack Obama of the United States, Dmitri Medvedev of Russia,
as well as our colleagues in a number of European organizations. We
are grateful to them for supporting our initiative, encouraging the
process, and exerting efforts to secure progress. The matter of the
fact is that our partners have urged us to continue the process,
rather than to discontinue it.

Out of respect for them, their efforts, and their sincere aspirations,
we have decided after consulting our Coalition partners and the
National Security Council not to exit the process for the time being,
but rather, to suspend the procedure of ratifying the Protocols. We
believe this to be in the best interests of our nation.

Armenia shall retain her signature under the Protocols, because we
desire to maintain the existing momentum for normalizing relations,
because we desire peace. Our political objective of normalizing
relations between Armenia and Turkey remains valid, and we shall
consider moving forward when we are convinced that there is a proper
environment in Turkey and there is leadership in Ankara ready to
reengage in the normalization process.

While announcing to the world the end of the current phase of the
process, which was launched with the September 2008 match between the
national football teams of Armenia and Turkey, I express gratitude to
President Abdullah Gul of Turkey for political correctness displayed
throughout this period and the positive relationship that developed
between us.

Fellow Compatriots;

In two days, we will commemorate the 95th anniversary of the first
genocide of the 20th century, the remembrance day of the Armenian
Genocide. Our struggle for the international recognition of the
Genocide continues. If some circles in Turkey attempt to use our candor
to our detriment, to manipulate the process to avoid the reality of
the 24th of April, they should know all too well that the 24th of
April is the day that symbolizes the Armenian Genocide, but in no
way shall it mark the time boundary of its international recognition.

We express our gratitude to all the states, organizations, and
individuals that support us in deploring and preventing crimes against
humanity. We are also grateful to all those Turkish intellectuals
that struggle for the restoration of historical justice and share our
grief. On this eve of the 95th anniversary, we call upon everyone to
remember that the memory of one and a half million innocent victims
exterminated under a state-orchestrated program merely for being
Armenian continues to pose before mankind the demand for recognition
and condemnation.

Fellow Compatriots;

We are stronger today than ever before and stand straight as always.

Henceforth, our efforts for a better Armenia, a better region,
a better world, and a more solid unity of Armenians worldwide will
only multiply. Rest assured that results will be visible all along.

BAKU: Georgian Azerbaijanis To Conduct Action In Support Of Turkey

The Congress of Azerbaijanis in Georgia (CAG) will hold a rally in
support of the Turkish people in front of the Turkish Embassy in
Tbilisi on April 22.

"Azerbaijanis in Georgia will demonstrate support for Turkey in the
issue of so-called "Armenian genocide". The Ambassador of Turkey
will be given a letter of support by the Congress of Azerbaijanis in
Georgia," Chairman of CAG Ali Babayev told Trend on April 21.

The Congress appealed to the Parliament of Georgia not to consider
the so-called "Armenian genocide" not confirmed by historical facts,
said Babayev.

The Armenian community of Georgia requires that the country’s
parliament recognizes the "Armenian genocide". In connection with
this, the community addressed an official letter to Georgian President
Mikhail Saakashvili, the Chairman of the Georgian Parliament David
Bakradze, by name to each member of parliament, as well as to the
leaders of several political parties.

An Armenian political analyst said today the stalemated
Armenian-Turkish reconciliation process may resume only after next
parliamentary elections in Turkey.

Alexander Iskandarian, head of the Caucasian Media Institute (CMI)
in Yerevan, said after April 24 when Armenians worldwide will be
marking the 95-th anniversary of the 1915 genocide, it will be clear
whether Ankara would come under fresh international pressure to mend
its relations with Armenia and if this happens, then the first results
would appear no sooner than after 2011 parliamentary elections in
Turkey, he said during a video conference between Yerevan and Armenia
at Novosti Armenia international press center.

According to him the reconciliation process may get a boost earlier,
but only after April 24 and further developments will be contingent
largely on a set of external factors, particularly, on the stance of
Washington, Moscow and Brussels on Armenia and Turkey.

He recalled that the independent Armenia since its inception was
ready for a compromised settlement of its problems with Turkey as all
three presidents declared that Yerevan was prepared for unconditional
normalization of relations with Turkey. He also said the situation
in Turkey regarding discussions on the Armenian genocide has changed
dramatically in the last 5-6 years and the taboo on this issue was
removed.

Turkey and Armenia have had no diplomatic ties since Armenia became
independent from the Soviet Union in 1991. Turkey closed its border
with Armenia in 1993 in a show of support for its ally, Azerbaijan,
which had a dispute with Armenia over Nagorno-Karabakh, the ethnic
Armenian enclave of Azerbaijan.

There are several sensitive issues complicating the establishment of
normal relations between the two countries, particularly, Ankara’s
blatant support of Azerbaijan in the Nagorno-Karabakh conflict
resolution process and Turkey’s refusal to acknowledge the mass
killings of Armenians in the last years of the Ottoman Empire as a
genocide.

April 20, over 500 people participated in the rally for the 95th
commemoration of Armenian Genocide in the Het Plain square near
The Hague parliament. The event was organized by Armenian Union of
Netherlands and local Hay Dat office.

Dutch parliament MPs Kees van der Staaij, Harry van Bommel, Joel
Voordewind and Armenian community members took the floor. During
their speech MPs Kathleen Ferrier and Han Ten Broeke left Parliament
building, joined the rally and delivered speeches.

Participants called on Turkey to recognize Armenian Genocide and end
negation policy. Joel Voordewind, Kees van der Staaij and Han Ten
Broeke expressed their support to Armenian community intending to
erect a memorial to Armenian Genocide victims in The Hague.

The organizers handed a petition to the Foreign Affairs Committee
chairman of the Dutch House of Representatives Ormel, H.J.

The demonstration was videoed by two Turkish and several local media.

In closing, the demonstrators headed to Turkish Embassy in the
Netherlands.

Later same day, representatives of Azerbaijani and Turkish communities
held a meeting in the same square accounting maximum 40 people.

CAFESJIAN CENTER FOR THE ARTS COMMEMORATES THE 95TH ANNIVERSARY OF THE ARMENIAN GENOCIDE

Special event featuring the American-Armenian artist and a Genocide
survivor Arshile Gorky will be organized on April 21st and 22nd in
the Cafesjian Center for the Arts to pay tribute to the 1.5 million
Armenians annihilated by the Young Turk Government of the Ottoman
Empire.

The event titled "Silent Victims. Arshie Gorky" will commence with a
lecture by Shahen Khachatryan, the Director of Arshile Gorky Museum
in Holy See Etchmiadzin, exploring Gorky’s work in the context of
the Genocide and its profound impact on the life and art of the artist.

Extracts from Gorky’s letters will be recited. The presentation of
the book "Color of the Pain" by Shahen Khachatryan describing the
consequences of the Genocide on Armenian fine arts will take place
after the lecture. A documentary by Karen Adamyan will be presented
to the public, introducing Arshile Gorky’s world to the viewers.

"The Armenian Genocide left a significant and deep influence on the
life of Arshile Gorky, who was born in Van and became a witness of
the tragedy," Shahen Khachatryan said.

Gorky fled Western Armenia during the genocide of 1915 and witnessed
the death of his mother from starvation. Many of his paintings were
often speculated to depict the suffering and loss of the period. In
the letters sent to his sister, Gorky often referred to the Genocide
as "the death march of our relatives and dearest friends", bitterly
recalling the circumstances of his mother’s death.

Armenian basketball team Hatis has received an invitation to
participate in the Russian women’s basketball open competition in
2010/2011.

Among the participants will be also leading teams from the former
Soviet Union countries such Ukraine and Lithuania, local Armenian
sports news website Armsport.am reports.

Should this initiative come true, 8 basketball teams will compete
in 2 rounds. Hatis may compete with the Lithuanian TEO Vilnius,
the Ukrainian Dynamo (Kyiv) and the 5 other leading Russian teams.

VivaCell-MTS staff members together with their colleagues from OSCE and
other international organizations volunteered in a big tree planting
event at Tsitsernakaberd. The tree planting is part of a series of
environmental events held in the framework of the Green Generation
Campaign organized by the FPWC (Foundation for the Preservation of
Wildlife and Cultural Assets) in partnership with Armenia’s leading
mobile operator.

The peak point of the Green Generation Campaign will be a solemn tree
planting ceremony in Armenian Genocide Memorial park. On April 22,
95 trees will be planted in commemoration of Genocide victims.

Volunteering for tree planting activities on regular basis,
VivaCell-MTS employees are guided by belief that to create a better
future for Armenia’s next generations it’s necessary to counter
the ongoing deforestation in the country with as much tree planting
activities as possible.

VivaCell-MTS will also gift a book featuring memoirs of Genocide
witnesses to the AGMI.

Armenian Nature Protection Ministry Intends To Combat Fish Poaching

ArmInfo. The Armenian Nature Protection Ministry intends to combat
fish poaching by reforming the Environmental Inspectorate.

"The problems of fish poaching are in the focus of our attention. Now
we are solving problems related to the Environmental Inspectorate. I
hope this will allow us to intensify the control over illegal
fishery",- said Armenian Nature Protection Minister Aram Haroutyunyan
at today’s press-conference without going into details. He added that
the ministry also came out with an initiative to ban fishing in Lake
Sevan for 3 years, which will allow restoring the whitefish reserves.

"In addition, in 2010 the whitefish and trout reserves will be
researched in Lake Sevan",- said the minister.

To note, despite the numerous promises and assurances of anti-smuggling
fight, one can openly buy whitefish for 350 AMD per fish in the
markets of Yerevan, whereas the fishing is strictly forbidden. One
can also buy whitefish on the highways near Lake Sevan.

Moreover, the whitefish reserves have been at a critically low level
(180 tons) for the second year running. Notwithstanding this, in
2010 Head of the Commission for Key problems of Lake Sevan Vladimir
Movsisyan and Head of the Biological Resources Agency Artashes Ziroyan
have tried to sex up the situation with the Sevan whitefish. Both of
them said that at the beginning of 2010 the whitefish reserves were
considerably increased in Lake Sevan (by 20% according to Movsisyan,
and by 60% according to Ziroyan). The given statements have been
refuted by the Institute of Hydroecology and Ichtiology of the National
Academy of Science of Armenia.

Tehran. Suleyman Farzaliyev-APA. "I have suggested Iran’s assistance
on solution to Nagorno-Karabakh conflict to Armenian president and
Azerbaijani President Ilham Aliyev during the meeting in Munich.

I moved forward a proposal to organize a meeting in Tehran at the
level of foreign ministers of the three countries and discuss the
ways of solution to the conflict. I believe that it will be so",
said Iranian Foreign Minister Manouchehr Mottaki while answering
the question of APA’s special correspondent in Tehran. Mottaki said
that Azerbaijan gave a positive response to the proposal: "But,
unfortunately, Armenia has not responded to this issue yet. We are
waiting for their response".

Mottaki said that Iran is anxious about Nagorno-Karabakh conflict very
much: "We have raised this issue at various international meetings
and protect the just position of Azerbaijan. Caucasus – is the area of
peace. There should be no conflicts. Clashes in the region negatively
affect the economy, politics and security of the region. We will help
Azerbaijan and Armenia resolve the conflict and release the regions.

We believe that this conflict will soon be resolved in a fair manner".

Mottaki also noted that Iran has a sincere and close relations with
Azerbaijan: "Together with my counterpart Elmar Mammadyarov, we try
to develop ties between the two countries, which is bearing fruit. A
bright example of this is the cooperation in energy, economy, security,
facilitation at the checkpoints and visa-free entry of Azerbaijani
citizens to Iran. We will work together in joint projects in the
future. There are no restrictions between us in any area.

Azerbaijan’s security means security of Iran, the development of
Azerbaijan – the development of Iran".

ArmInfo. The presentation ceremony of the books given by Russian House
after Solzhinitsin to the Russian-Armenian (Slavonik) University took
place in the university on 16 April.

The total of 300 books are about history, philosophy, fiction
literature, Russian language textbooks, etc. ‘We hope these books
will be interesting to the students and teachers of your university,
to everybody interested in the history of Russia and Russian culture’,
– deputy director of the Russian House V.Ugarov said.

The rector of the RAU, Armen Darbinyan, thanked for the gift and said
that RAU, as a Russian university in Armenia, is like an "embassy"
of the Russian spirit, Russian idea and Russian language.
