With the support of VivaCell-MTS company, Scientific Research Center of
Maternal and Child Health Protection has acquired up-to-date equipment
to detect developing hip dislocation among infants.

Director of the Center Georgy Okoyev told journalists, every 5th
infant out of 1000 suffers from this disease. The tradition of tight
wrapping, which is so much popular in the republic, also contributes
to the growth of hip dislocation cases. According to the statistics,
the developing hip dislocation is found most frequently among girls
(up to 80% of cases). Furthermore, in case of late detection of the
disease, 30-40% of children risk to remain disabled.

Henceforth the new ultrasonograph will allow examining the infants
and detect the developing hip dislocation at the age of 2-3 days. For
his part, General Manager of VivaCell-MTS Ralph Yirikian stressed
that everyone should contribute to raising of healthcare level in
the republic. "We need a healthy generation. And our company will
continue contributing to acquisition of up-to-date facilities for
the republic’s hospitals",- he said.

To note, VivaCell-MTS supports the Children’s Rebirth NGO to acquire
relevant facilities for early detection of various diseases and
prevention of children’s disability. The company allocated 2.540 mln
AMD for this program.

The Armenian Assembly of America (Assembly) echoed Representatives
Frank Pallone’s (D-NJ) and Joe Knollenberg’s (R-MI) welcome of the
selection of Congressman Mark Kirk (R-IL) as the incoming Co-Chair
of the Congressional Caucus on Armenian Issues. Congressman Kirk
succeeds Co-Chair Joe Knollenberg (R-MI), who will be retiring at
the end of the 110th Congress, the Assembly told PanARMENIAN.Net.

"After 20 years of working with the Armenian-American community
to advance U.S.-Armenia issues, I am honored and excited to serve
alongside Congressman Pallone as co-chair of the Caucus on Armenia
Issues," Kirk said. "The Caucus on Armenian Issues is well-known for
its work to strengthen the U.S.-Armenia relationship and recognize
the Armenian Genocide. I look forward to working with Congressman
Pallone and all members of the Caucus to advance the U.S.-Armenia
relationship in the 111th Congress."

First elected to the House of Representatives in 2000, Congressman
Kirk succeeded John Porter (R-IL), who served as the first Republican
Co-Chair of the Caucus. Rep. Kirk represents the 10th district of
Illinois, which is located north of Chicago, along Lake Michigan
and is home to St. George Armenian Apostolic Church. Congressman
Kirk serves on the Appropriations Committee and sits on the State,
Foreign Operations, and Related Programs Subcommittee, responsible
for determining crucial funding to Armenia, and Financial Services.

During his tenure in Congress, Rep. Kirk has co-sponsored numerous
Armenian Genocide resolutions and made several statements in support
of reaffirmation. In addition, he has supported resolutions calling
for Permanent Normal Trade Relations with Armenia, and was a cosponsor
of H.Res. 3361, which prevented tax-payer funding of a rail bypass
of Armenia.

ISTANBUL – A key suspect in the Ergenekon investigation testified in
court yesterday, blaming the state itself and accusing it of conspiring
against him.

Retired Maj. Gen. Veli Kucuk, cited by some as the main organizer
of crimes blamed on the "deep state," the term used to describe all
illegal activities committed by state organs.

The Ergenekon case began after the discovery of hand grenades
in 2007 in a shanty house in Istanbul that belonged to a retired
noncommissioned officer. The grenades were found to be the same as
those used in attacks on the Cumhuriyet daily’s Istanbul offices
in 2006.

The findings led to scores of detentions and to more than
100 journalists, writers, gang leaders and politicians being
interrogated. It turned into a terror investigation that aimed to
crack down on an alleged ultra-nationalist gang named Ergenekon,
that sought to topple the government by staging a coup in 2009,
initially by spreading chaos and mayhem. Ergenekon is a pre-Islamic
Turkish saga that tells of the Turks’ emergence from an earlier defeat
by tricking their enemies under the guidance of a gray wolf.

Earlier bombings of daily Cumhuriyet, the murder of Hrant Dink, the
murder of a top judge of the Council of State and alleged plans for
the assassination of high-profile figures in Turkish politics have
been associated with the case.

Police also raided the homes of 11 people on March 21 in an earlier
wave of detentions, including Cumhuriyet’s chief columnist and
licensee, Ä°lhan Selcuk, 83, Workers’ Party, or Ä°P, leader Dogu
Perincek and Istanbul University’s former rector.

The list of detainees includes retired generals Å~^ener Eruygur and
HurÅ~_id Tolon and retired Kucuk. Many detainees are retired officials
who gathered in associations linked to the ultra-nationalist Kuvayi
Milliye (National Forces), a reference to irregular forces that led
the Turkish independence war back in early the 1920s.

In the session yesterday, Kucuk told the court he had done nothing
wrong during his military career and said his name was being used
to attack the standing of the military. He described the accusations
made against him as "tragic and comical."

"I said the eastern problem was not a Kurdish problem, but an Armenian
problem. Some people did not like that and that is why I am here,"
said Kucuk.

He dismissed the existence of the Gendarmerie Intelligence Services,
or JÄ°TEM, by saying, "The indictment against me keeps referring to
JÄ°TEM, which does not exist."

Kucuk also denied any involvement in the Susurluk Scandal.

Susurluk scandal

On Nov. 3, 1996 a car had rear-ended a truck driven by Hasan
Gökce. Reports stated Mehmet Ozbay, Police Chief Huseyin Kocadag and
model Gonca Us died in the accident, and a True Path Party, or DYP,
deputy from Å~^anlıurfa, Sedat Edip Bucak, was seriously injured. It
was later noted Ozbay was an alias used by right-wing militant Abdullah
Catlı, the subject of an outstanding arrest warrant for the killing
of seven left-wing students. The media interpreted the accident as
proof there were illicit links between politicians, police and the
mafia. Most of the trials linked to the Susurluk Scandal ended with
verdicts of not guilty. Kucuk said yesterday, "There are claims I am
at the center of the Susurluk Scandal," and added he had followed the
story in the media. He said again that the scandal was a ploy to harm
the standing of the military.

"No amendments or alterations have been introduced to the Madrid
proposals of the OSCE Minsk Group on the resolution of the Karabakh
conflict", said Armenian Foreign Minister Edward Nalbanyan.

"The rumors that Madrid proposals are amended or introduced changes,
are false. Additional proposals are made during discussions on
different issues and aspects, included into the Madrid principles
and that is all. No amendments or alterations are made to the Madrid
proposals", assured the Minister at a press conference on Monday.

He noted that the announcement that the Armenian Foreign Minister
received a document, introducing changes to the "Madrid proposals"
is not real.

According to the Minister, "The Foreign Ministry got a paper, related
to Madrid proposals, which does not, however, speaks of any changes
in the proposals".

At the same time Nalbandyan assured that numerous papers of the kind
are received during the negotiation process.

"If we make all these papers public, there is no sense of talks
and they will be held by way of papers. We continue talks on the
resolution of the Karabakh conflict on the basis of Madrid proposals
as is fixed in the Helsinki statement of the OSCE Foreign Ministers
and the statement of the OSCE MG co-chairs", noted he.

ArmInfo. Armenia has taken a number of measures to fulfill PACE
requirements, in particular, the Resolutions 1609 and 1620, Foreign
Minister of Armenia Edward Nalbandian said at the press conference
in Yerevan Monday.

He said the greatest part of PACE requirements has been
fulfilled. ‘Armenia is taking measures to settle certain issues. These
issues cannot be settled over a day, two or three. I do not think that
any country could fulfill such tremendous work in such a short period
of time, whereas Armenia has managed to do it’, E. Nalbandian said. The
Armenian authorities will continue working in this direction. ‘We do
this not to favor anyone, but to make reforms since our people need
them. It is first of all within the interests of our people and we
will keep on working’, E. Nalbandian said.

Sofia, December 11 (BTA) -Trade and economic relations between
Bulgaria and Armenia lag behind the level of active political
dialogue between the two countries and efforts should be made for
their activation. This is the opinion of both Bulgarian and Armenian
Presidents Georgi Purvanov and Serzh Sargsyan, who opened a joint
business forum here on Thursday [ 11 December]. The event has been
organized within the frames of Sargsyan’s official visit to Bulgaria.

Among the prerequisites to further develop economic relations
President Purvanov pointed out the historical proximity between the
two nations, the active political dialogue and the contractual and
legal basis. He however underlined the negative effect of the bad
transport connections. At the same time he voiced hope that the land
connection issue between Bulgaria and Armenia would be solved in
case of a successful outcome of the Armenian-Turkish negotiations
concerning opening of their mutual border closed because of the
Nagorno Karabakh conflict.

The Bulgarian President also said he hoped ideas about trade
diversification would emerge at the form, as the current trade
structure is rather modest. The Bulgarian side could deliver a wide
range of products valued at international markets in the field of
machine building, electrical engineering, pharmacy, cosmetics and
perfumes, clothing, foods. Other fields of cooperation could be
tourism and energy, Purvanov added.

President Sargsyan outlined also energy, including nuclear, among
the possible areas of cooperation. Armenia has a potential to supply
cheap electricity and natural gas, he added.

According to the Armenian President, the European Union is among the
most important economic partners of his country and the conclusion
of a free trade agreement with the EU will additionally boost the
Bulgarian-Armenian economic relations.

The businesses present pointed out that besides the transport issue,
the difficulties for enhancing economic relations also include
administrative problems such as transit taxes, insurance of goods,
quicker crossing of border zones.

crisis on Armenia’s agricultural sector will not be so serious,
stated RA Minister of Agriculture Aramais Grigoryan.

"The Armenian economy is integrated into the world economy, we are a
member of the World Trade Organization, and the crisis may have some
impact on the country," he said.

Grigoryan pointed out that the Government is taking measures to relieve
the consequences of the crisis and will do its best to help farmers.

The Minister found it difficult to say which of the fields of the
agrarian sector will be affected most.

"If course, we cannot say that one field is more important than
another," Grigoryan said.

The RA Statistical Service reports that the gross agricultural output
reached 576.6bln AMD this January-October – an increase of 1.8%
as compared with the corresponding period last year.

The Armenian Genocide has been officially recognized by Turkey,
United States, Great Britain, Israel and many more countries, but we
just couldn’t see it.

It all began when I was cutting an Orange for my niece when she asked
me why the name Orange is both a color and a fruit. After doing some
research, I discovered that the root of the word Orange in the English
language is derived from the fruit. In other words the Etymology of
the color and the fruit is interconnected. No one can argue that the
fruit Orange is not Orange.

As someone who has studied the Armenian Genocide over a number of
years, I could not help but familiarize myself with the etymology of
the word Genocide. I discovered that the word genocide is from the
roots genos (Greek for family, tribe, race, a people, a nation) and
-cide (Latin – occidere or cideo – to Massacre, Kill, exterminate). I
looked up the word in the Oxford dictionary and found the definition to
be "the extermination of a race". I then recalled that this definition
of the word ‘genocide’ had been used by contemporary eyewitnesses,
diplomats, historians, journalists to describe what was happening to
the Armenians during WWI. Lord James Bryce in 1915 called it "the
Extermination of a Race" in a New York Times article. If the word
‘genocide’ had been coined before WWI, then that one word would have
been used, instead of the five words which mean the same thing.

I then conducted some research on Raphael Lemkin, "The founder of the
genocide convention" and on the genesis of the word ‘genocide’ which
he coined in 1944. In his manuscript titled "Totally unofficial",
Lemkin wrote:

"In 1915 . . . I began . . . to read more history to study whether
national, religious, or racial groups as such were being destroyed. The
truth came out after the war. In Turkey, more than 1,200,000 Armenians
were put to death . . . After the end of the war, some 150 Turkish
war criminals were arrested and interned by the British Government
on the island of Malta . . . Then one day, I read in the newspapers
that all Turkish war criminals were to be released. I was shocked. A
nation that killed and the guilty persons were set free . . . I felt
that a law against this type of racial or religious murder must be
adopted by the world"

I soon reached the conclusion that the word genocide is etymologically
interconnected with the tragedy of the Armenians, just like the word
Orange is to the fruit of the same name. The man who coined the word
genocide had in large part based it on the Armenian catastrophe. He
even stated on national television "that it happened to the
Armenians." I further realized that the legal term "Crimes against
humanity" which is affirmed by the U.N general Assembly was in the
main, derived and adopted from a declaration made by the Allies on
24 May 1915 with respect to the initiation of the wartime Armenian
Genocide, which they branded as a "crime against humanity." This
fact is acknowledged by the authoritative UN War Crimes Commission,
History of the United Nations War Crimes Commission and the Development
of the Laws of War.

I searched online to learn which countries had actually signed and
ratified the Genocide Convention. I discovered that most countries
in the world had done so, including the United States, Great Britain,
Turkey, Israel and so on. I concluded that by ratifying the convention
they had in fact recognized that the Armenian holocaust was in fact
a genocide.

Yes, I use the word ‘holocaust’ because that word was used to
describe what was happening to the Armenians during the Abdul Hamid
Massacres, Adana Massacres and the Armenian genocide by contemporary
writers. William Walker Rockwell in an article titled "the Total
of Armenian and Syrian Dead" in the New York Times Current History
February 1916, wrote "If the ghosts of the Christian civilians who
have perished miserably in Turkey since the commencement of the great
holocaust should march down Fifth Avenue twenty abreast there might
be a million of them … for most of them will be women and children".

The Armenian genocide has been recognized by the majority of the
nations of the world and we didn’t even know it. If those countries
who have ratified the genocide convention deny that the Armenians
were victims of genocide, then they should either terminate their
participation to the convention, or have the convention change the word
‘genocide’ to something else which is not intrinsically connected to
the Armenian slaughter.

Denying that Armenians were victims of genocide is akin to denying
that an Orange is Orange. It is insane and illogical. For those who
believe that what happened to the Armenians should not be termed a
‘genocide’, should have convinced Raphael Lemkin not to base the
word on what had happened to the Armenians. Unfortunately for them,
it is too late, by signing the genocide convention; most of the world
has already recognized the Armenian genocide.

Nalbandian arrived Tuesday in Brussels for an annual meeting of the
Armenia-EU cooperation council. The European delegation was headed by
French Minister of State, responsible for European Affairs Jean-Pierre
Jouyet.

Minister Nalbandian briefed on the steps Armenia takes in the framework
of the ENP Action Plan, making special mention of formation of an
interdepartmental commission for coordination of cooperation with
the European structures.

Deputy Ministers of Finance, Energy and Justice dwelt on reforms
carried out in the republic.

The European delegation welcomed the declaration on the Nagorno
Karabakh conflict signed November 2 by Presidents of Armenia,
Azerbaijan and Russia, the statement adopted December 4 by Foreign
Ministers of the OSCE MG co-chair countries and the statement adopted
December 5 by the OSCE Ministerial Council and called to speed up
the settlement process.

One of the most gifted and fortunate of Russian national composers
Nikolai Rimsky Korsakov was described by Clive Wilkes, president of
ERMS, as the Russian Mighty Handful.

Born into a wealthy family in Tsarist Russia Nikolai, although showing
a marked aptitude for music, always had an ambition to join the Navy
which duly happened. He continued to study music however and aged 18
took seriously the suggestion of his teacADVERTISEMENTher to write
a symphony. It took three years and was actually completed when his
ship was at anchor in Gravesend. Members were privileged to hear
the last movement of this early work the Allegro Assai followed by
Islamey with Shura Cherkassy playing the piano.

The true nature of his creativity was an ability to conjure up worlds
of fantasy with a unique command of orchestral colour which mainly
took the form of freely constructed suites with magical themes. Clive
Wilkes gave members an amazingly varied programme of quite stunning
music including the magnificent Russian Easter Festival Overture
performed by the USSR Symphony orchestra, The Tale of Tsar Sultan
‘The Three Wonders’ by the Armenian Philharmonic Orchestra with Loris
Tjeknavorian, and extracts from Scheherazade.

No programme on Rimsky Korsakov could be complete without mention of
the group known as ‘The Russian Five’, mainly amateur composers whose
shared ideals finally created the truly national style of music we
now call Russian.

They were Mily Balakirev, a very capable conductor, Mussorgsky, a
government clerk, Cezar Cui, a military officer, Borodin, a research
chemist and illegitimate son of a prince, and, of course, Rimsky
Korsakov himself.

Without him we would probably never have heard Borodin’s Prince
Igor. Borodin left his score on the floor of his Dacha so Korsakov,
with help from Mussorgsky, worked on it to produce the opera we
know today.

The recorded music society meets fortnightly on Thursday evenings.
