/PanARMENIAN.Net/ Zaven Khachikyan’s `54321…We come from childhood’
book will be presented in Academy Gallery, Yerevan on March 2.

The book features children’s photos taken by Zaven Khachikyan during
the past 25 years. Some of them have been already published in various
editions, some will be printed for the first time.

`I am 54 years also. I took photos of numerous children, who are now
on a way to the future,’
the photographer told a PanARMNENIAN.Net reporter.

The photos will be also displayed in an exhibition which will be open
on March 2 and 3.

Sumgait Massacres: referring to documentary and foreign articles

February marks the 22nd anniversary of massacres and crimes committed
against Armenian population of Azerbaijan. During this 3-day rampage,
from February 27 to February 29 1988, Azerbaijani nationalists
committed brutal acts of crimes, which left dozens of Armenians dead,
dozens of hundreds Armenians injured, and thousands of Armenians
homeless.

Azerbaijani nationalists organized and committed mass killings of
Armenians in Azerbaijan’s capital city and other towns and villages `
Baku, Sumgait, Kirovabad, Getashen, Maraga, etc.

Various media resources, including foreign ones, and international
communities repeatedly referred to the Sumgait Massacres, as mass
killings in Sumgait marked the beginning of acts of genocide against
Armenians in Azerbaijan. In relation to the Sumgait Massacres numerous
publications and materials were released.

The European Parliament in regard to the resumption of anti-Armenian
activities by the Azerbaijanis in Baku and the attacks on Armenian
villages outside Nagorno-Karabakh, such as Shaumyan and Getashen,
passed the `Resolution on recent events in Soviet Armenia’. The
Resolution refers to the basic reasons for the conflict between the
countries. In particularly, it says that the conflict is largely the
result of the dividing up the territory imposed by Lenin in
Transcaucasia, and particularly the forced integration of the
Autonomous Republic of Nagorno-Karabakh, mainly populated by
Armenians, into the Muslim Republic of Azerbaijan in 1923 (Official
Journal of the European Communities, No. C 94/117, July, 1988).

In recognition of wills of people of Nagorno-Karabakh to commit to a
peaceful and fair resolution to the conflict, the U.S. Congress passed
the Joint Resolution 178 on November 6 1989. `The Soviet government
considers the February 28-29 1988 mass killings of Armenian population
in Sumgait of Azerbaijan as massacres,’ said in the Resolution.

On February 19 1990 the European Parliament urged the Soviet
government to send troops to Azerbaijan to provide the security for
the Armenian population. In a statement the EP stressed the importance
to study all the circumstances related to the massacres against
Armenians, and in particularly, the mass killings in Sumgait and
Kirovabad of Azerbaijan (Official Journal of the European Communities,
No.C 12/146, February 19, 1990).

The New York Times paper released on September 27 1990 an `Open Letter
on Anti-Armenian Pogroms in the Soviet Union’, a joint initiative of
the Helsinki Treaty Watchdog Committee of France and intellectuals
from the College International de Philosophie. The Letter was signed
by more than 150 scholars, writers, scientists, political leaders, and
artists.

`More than two years ago, active persecution against Armenians began
in Azerbaijan. The pogroms of Sumgait in February, 1988 were followed
by massacres in Kirovabad and Baku in November 1988. As recently as
January 1990, the pogroms continued in Baku and other parts of
Azerbaijan. The mere fact that these pogroms were repeated and the
fact that they followed the same pattern lead us to think that these
tragic events are not accidents or spontaneous outbursts,’ said in the
letter.

In June 1988, published in Paris `Russian Thought’ paper referred to
the Sumgait Massacres with an article. `Will these crimes remain
unpunished?’ it asked.

The Washington Times on March 2 1988 wrote: `’Ruffians’ asked people
on streets whether they are Armenians or not. Those who were Armenians
received injuries of different severity and were beat.’ Actually, the
U.S. media quoted `ruffians’, referring to the reaction of Kremlin of
the Soviet government on the Sumgait Massacres. In fact, the Soviet
government said that `the ruffians’ caused mass killings and ethnic
massacres ` this was the official concealing version of those brutal
events.

In July 1988 `The Guardian’ released an article titled
`Nagorno-Karabakh is a test that the perestroika cannot withstand’.
`After the solution by the Nagorno-Karabakh session, in February, in
Azerbaijan’s Sumgait, groups of Azerbaijani nationalists brutally
killed 26 Armenians, plunging into shock the whole country. Police of
Azerbaijan did nothing to stop all these crimes.’

The leader of the Azerbaijani community of the Nagorno-Karabakh says
there is no need for the community’s participation in the negotiations
process over the Nagorno-Karabakh conflict.

"This is a war between Armenia and Azerbaijan. A community can not
interfere in state affairs," Bayram Safarov told media.

"We can only deal with the issue of return to our native land."

"The ongoing negotiations on the conflict settlement should proceed
based on maintaining territorial integrity of Azerbaijan. The
Nagorno-Karabakh’s independence can not be a matter of debate,"
he said.

According to him, the settlement process can not last forever.

"If this problem can be solved peacefully, the negotiations must
continue. Otherwise, the land will be returned by the military way
and we are ready to fight," he added.

The Ministry of Defense of Nagorno-Karabakh Republic reports that
Feb 24-25 night and Feb 25 the Azeri troops fired at the positions
of Nagorno-Karabakh Defense Army all along the contact line between
Nagorno-Karabakh and Azerbaijan in the direction of Marzili, Levonarkh,
Seysulan, Jraberd, Karmiravan. They used tommy guns, machine guns,
sniper rifles (Black Arrow), RPG-7 grenade launchers.

The Defense Army of Nagorno-Karabakh responded adequately with no
casualties sustained.

The economic crisis has not been fully overcome, but the hard days
are behind and Armenia has opportunities to revive, stabilize and
recover its economy," Adviser to the Chairman of the National Assembly,
economist Tatul Manaseryan told a press conference today.

According to the economist, the economic growth may exceed all
expectations if the existing resources are used correctly.

As for the social problems expected this year connected with the raise
of gas prices, Tatul Manaseryan said it would affect broad layers of
society. "However, the proposed subsidization will allow easing the
hardships of the most deprived layers of the population," he said.

Editor-in-chief of the Azg daily Hakob Avetikyan characterized the
current Armenian-Turkish process as a "tangle." Avetikyan said he
was not "very optimistic" about the perspectives of normalization of
relations between the two countries. As for the ratification of the
protocols, he outlines two possible scenarios.

"I see two scenarios. According to the first one, Turkey does not
change its position and fails to ratify the protocols, as a result
of which the tension in the region grows, the Armenian-Azerbaijani
relations and the Karabakh issue further aggravate. In the second
scenario Turkey ratifies the protocols, but with reservations
unacceptable to the Armenian side. In other words, Turkey may ratify
the protocols for Armenia to deny them," Hakob Avetikyan told a press
conference today.

Tuesday a report on inflation in Q4, 2009. The press office of the
Central Bank said the session of the Council was chaired by CB governor
Arthur Javadian.

Armenian consumer prices in 2009 December grew year-on-year by 6.5%
and the full-year inflation was 3.4% if compared to 2008.

should save and advocate in the world", the minister said.

The Ministry of Culture and Tourism holds an event devoted to
implementation of large scale projects in the sphere of preservation
of material and immaterial cultural heritage of Azerbaijan.

New mechanisms and concepts to ensure preservation of the country’s
cultural heritage will be developed within the framework of the
said events.

The active process of creation of the state register of immaterial
cultural heritage of Azerbaijan is currently under way. In this
connection, there is a plan to hold tours on mugam, ashug art and
carpeting in the regions of the country.

In addition, the program of country’s folklore art in 2010-2014
has been ratified. Three regional centers will be chosen in three
nominations within the framework of the program. This year Ganja has
become the center of legends, Gazakh the center of folklore and Sheki
is the center of folklore art.

In turn, Minister of Culture and Tourism Abulfaz Garayev highly
appreciated the implementation of these programs and spoke for raising
placards, installing billboards, reminding that these cities are
declared the regional centers of different cultural events in each
of this city.

"We are not Armenians who could make up mythical legends. We have a
rich history and cultural heritage that we should save and advocate
in the world", the minister said.

On February 19, the Armenian National Congress (HAK) launched an
unsanctioned march through Koryun-Abovyan-Sayat Nova streets.

In Sayat-Nova street the marchers walked along the street making
the traffic impassable. In the meantime, one of the march organizers
Sargis Ghazaryan, 1992, called on the participants to continue their
march and invited passers-by to join in their move.

5 demonstrators were detained for organizing and holding a mass
meeting with rough breaches of law. Sargis Gevorgyan, 1992, Vahagn
Gevorgyan, 1991, Tigran Arakelyan, 1981, Varag Nahapetyan 1987, and
Sergey Gasparyan 1988, were taken to Central Department of RA Police
upon the completion of the rally. All detainees were released after
giving signatures not to leave the city.
