Assembly election is `crucial’

Rhetoric and movement and accusations and even murders have signaled,
already, what is likely to become a contentious race for seats in
Armenia’s next Parliament. One analyst says the contest `will resemble
a war’.

It is eight months until voters will go to polls, but in this startup
period one theme unites those interested in knowing who will fill the
131 seats: the May 2007 election and the 2008 presidential election
will be crucial for Armenia.

`The pre-election situation is unique. On one hand, the authorities
continue to implement non-democratic methods of government. On the
other hand, the Constitutional reforms have for the first time created
an opportunity to change the situation and liberate Armenia from
authoritarianism,’ says the Chairman of the National Democratic Party
of Armenia Shavarsh Kocharyan.

Stepan Zakaryan, member of the Peoples Party of Armenia, believes the
presidential election 2008 will be conditioned by the parliamentary
election in 2007.

`Usually elections to the National Assembly are conditioned by the
presidential elections. Today the situation is the opposite and this
is a new thing,’ Zakaryan says. `The mobilization of the Republican
Party is the response of the authorities to the new situation that
unifies the administrative and the criminal resources.’

Political analyst Suren Surenyants qualifies the situation as a fuse
of authorities and the criminal structures and says the latest
dramatic murders (see ??) are evidence of the latter. He says also,
any illegitimate regime would find itself in a critical situation like
this.

Hrant Khachatryan, the chairman of the Constitutional Right Union,
believes the coming election will give opportunity to make the
relations between the criminal and the anti-criminal forces clear.

Surenyants says the pre-election period is a new phase for the
opposition to appear in a new format.

The Country of Law (`Orinats Yerkir’) political party has made a
statement on its new initiative aimed at ensuring legal electing
process at the coming 2007 parliamentary elections. For this purpose
two main leads were stressed: legislative changes, calling upon the
National Assembly to make amendments to electoral code, and civic will
expression in form of civil movement, which would unite political
powers, NGOs, civil, social movements.

`Otherwise the country will face political upheaval,’ says the
vice-chairman of Ornats Yerkir, Mher Shahgeldyan.. `Such a crisis
would shake the citizens’ confidence and would be accompanied by moral
decline. Armenia will have problems with joining the international
family. And the international democratic community will lose its
interest in Armenia,’

Raffi Hovannisian, the chairman of the Heritage (`Zharangutyun’)
Party, believes none of the opposition parties can, alone, prevent
election fraud.

`The society should decide for itself to whom Armenia belongs, who
will be the true master of the country. I am for big solutions by the
opposition, because local ones are not productive,’ says
Hovannisian. `We are cooperating with the old and new players of the
opposition.’

However, Armenian society strongly holds on to the belief that the
opposition in the country is weak. It is a belief grounded in the
opposition’s inability to unseat the current regime through eight
years of trying, and a perceived helplessness that can be traced to
the infamous events of April 2004 when excessive authoritarian force
literally beat down the opposition, in view of the Presidential
Palace.

Many believe the parliamentary election will result in the
reproduction of the regime.

Surenyants explains that such reproduction of power would mean a
factual loss of independence.

`What can the opposition do if all the leverages are in the hands of
the criminal authorities?! Murders in the streets have become a common
matter!’ says Aram Martirosyan, 57, Yerevan resident.

Surenyants says the opposition is blamed because the incumbent
authorities still run the country.

`I should say also that the opposition is powerful. Its resistance
was broken in the 2003 only by means of fraud and the use of force and
mass detainments on April 12th 2004,’ says the analyst. `This means
the authorities used the method of force against the organized
opposition.’

The People’s Party of Armenia says there is need to restore in voters
a belief that their voice does matter.

Grigor Harutyunyan, a member of the National Assembly from the
People’s Party, says: `All those who have participated in the fraud
during the last election must be held to answer. We have to have
independent air on TV, because the fair elections will be impossible
without it. Election is not limited to the very act of
voting. Elections begin much earlier.’

Shavarsh Kocharyan is confident the people, the opposition and the
international organizations are the three structures able to hamper
the reproduction of the incumbent regime. But in order for this to
happen, voters must see an alternative to the authorities.

`Unfortunately the developments in the opposition during the recent
year do not facilitate the emergence of an alternative. Never since
its independence has the country encountered a situation like this
when the disappointment of the society is accompanied by the
opposition’s loss of authority,’ he says.

The Constitutional Right Union believes the reason of the lack of a
developed political field is embedded, because the state never created
a serious precondition for it; moreover, it has always been impeding
its development.

Hrant Khachatryan mentions besides making statements and speeches, the
opposition is engaged also in fortifying its political positions to
have grounds to expect a real unification as well as to get means to
fight against fraud and criminal intimidation. He says the opposition
forces are now engaged in identifying the number of efficient members
able to withstand the election violence.

Davit Hakobyan, the chairman of the Marxist Party of Armenia holds to
another opinion. He believes there are no grounds for the unification
of the opposition and it will take part in the parliamentary election
split.

The Armenian Dramatic Arts Alliance announces the inauguration of its
annual contest for a play or screenplay based on Armenian themes. The
deadline for submission for the Frances Paul Lyons/Almas Paul Annual
Screenwriting & Playwriting Award is May 15, 2007, and the winning
writer will be honored with a $10,000 award in the fall of 2007.

The contest will be administered by ADAA, which will establish
a panel of theater and film professionals to select the
winning script. The contest rules have been posted online at
armeniandrama.org/contest.php. Scripts must have an Armenian theme,
but writers are not required to be of Armenian descent.

The Paul family established the Frances Paul Lyons/Almas Paul Annual
Screenwriting & Playwriting Award via their fund at the Western Diocese
of the Armenian Apostolic Church of North America, under the auspices
of Archbishop Hovnan Derderian, ensuring the continuance of this award
for years to come. Actress and ADAA board member Karen Kondazian,
a member of the Paul family, was honored to facilitate the creation
of this award, particularly to recognize her father and mother,
Varnum Paul and Lillian M. Paul.

The Armenian Dramatic Arts Alliance is currently working on creating
relationships with leading theaters in the United States to establish
reading series so that the winning scripts – and other scripts
by ADAA-affiliated playwrights – will be seen and heard. ADAA’s
headquarters are in Cambridge, with worldwide affiliates in Paris,
Yerevan, Los Angeles, Boston, New York and other major cities.

Today Renate Stille, newly appointed Ambassador Extraordinary and
Plenipotentiary of Brazil to Armenia, presented letters of credential
to RA President Robert Kocharyan.

Robert Kocharyan congratulated the Ambassador on the new post
and underlined that he expects intensification of the Armenian –
Brazilian cooperation connected with Brasilia’s decision to open an
embassy in Armenia.

In her turn, Mrs. Stille mentioned that the embassy will work more
efficiently trying to enhance economic ties. The cooperation of
the two countries in her words may contribute to the development of
the Armenian community in Brazil. By the way, Renate Stille had met
representatives of the local Armenian community before her arrival
to Armenia.

"Co-chairs of the OSCE Minsk Group are seriously discussing the
issue of next meeting of Armenia and Azerbaijan’s foreign minister,
but our position is unambiguous: the meetings should not turn into
an end in itself," Armenia’s Foreign Minister Vardan Oskanyan has
announced answering questions of reporters in Yerevan on September 14.

"We are ready for a meeting at any time, however, favorable conditions
is needed to achieve a result.

Azerbaijan spares no effort to draw away attention of the international
community from the MG process. It is a fact," the minister says. "As
it is already known, the UN that earlier rejected putting the ‘frozen
conflict’ issue on the session agenda initiated by GUAM yesterday
suddenly changed its mind. With a several votes advantage the issue
was put on the agenda. This is a situation when an attempt is being
made to divert attention from the Minsk Group," the foreign minister
notes adding that the meeting of foreign ministers is still under
question, until there is no clarity in what direction the processes
in the UN are developing. According to the minister, Azerbaijan, that
earlier gave its consent on most issues in the document proposed by
the Minsk Group, including a referendum, self-determination etc., now,
probably, wants to go backwards and for achieving this goal it has
chosen attempts to withdraw attention from the Minsk process and take
the issue for consideration at the UN. So, the current situation should
be assessed and after that our future steps are to be determined, the
foreign minister notes. The official also says that current results
in the conflict settlement do not claim for changing the strategy at
present moment.

Speaking on a possibility of sending Armenian peacekeeping troops to
Lebanon, Vardan Oskanyan noted there has been no such decision made
yet. "Until the mandate is clarified, Armenia will make no decision,"
Oskanyan says adding that even before the operation Lebanon addressed
Armenia asking for to send its sappers to demine its territories,
as Armenia has some experience of such activity. "Later on, when
Israel gives relevant maps and the situation is fully under control,
Armenia will be able to take part in demining," the foreign minister
explained, Arminfo reports.

Presidents Robert Kocharian and Ilham Aliyev should not be totally
ruled out, however speaking of it is still early, Armenian leaders’
Spokesperson Victor Soghomonyan told a PanARMENIAN.Net reporter.

October 17 a CIS summit will take place in Minsk. On the eve of the
event, on October 16, the Council of FMs and Council of CIS State
Leaders will convene in Minsk. As customary, the holding of a meeting
of the Presidents will depend on the meeting of the FMs. If after
Oskanian-Mammadyarov meeting there is a need for that between the
Presidents, Aliyev and Kocharian will meet in Minsk.

"Azerbaijani hackers interfered Armenia’s and other countries’ websites
many times, and Armenian websites met the danger of being hacked,"
Iltimas Mammadov, Deputy Minister of Communication and Information
Technologies told journalists, APA reports.

"Our websites are controlled from one center, and that is why our
network has stronger protection than any other CIS countries," he
said. He also said Armenian interference to Azerbaijani websites
has decreased.

The deputy Minister did not rule out that there is Internet relation
between Azerbaijan and Armenia.

"This aims to find the enemy’s week points. It is not possible to
break up the Internet relations fully, because the providers are
connected to the Global Internet Network. Armenians’ any actions
against Azerbaijan are prevented," he said.

Baku, 12 September: Armenia must be excluded from the Council of
Europe, the Karabakh Liberation Organization [KLO] said in an appeal
on 12 September.

The KLO also commented on the latest statement of the president of the
Parliamentary Assembly of the Council of Europe, Rene van der Linden.

The appeal said that Rene van der Linden’s statement saying that the
occupation-affected country may be excluded from the council if it
resumes military operations is a warning for Baku.

The KLO said that it condemns such a biased position which promotes
Armenia’s policy of annexation. The international organization sticking
to this position should have excluded Armenia, which has occupied
Azerbaijani territories. Since this has not happened, the statement
of the PACE president does not make any difference, the KLO said.

The KLO believes that Azerbaijan must use the right to necessary
protection and liberate its occupied lands on the basis of Article
51 of the UN Charter.

THE CHRISTIAN EDUCATION DEPARTMENT SETS NEW PROGRAMS FOR THE COMING PERIOD

Christian Education remains one of the major dimensions of the mission of
the Armenian Catholicosate of Cilicia. Recently speaking about Christian
Education, His Holiness Aram I stated: "Christian Education is essentially
Christian formation. Being Christian is a continues process. A Christian is
constantly formed on the basis of Biblical teachings, liturgical traditions
and spiritual values". Hence for His Holiness Aram I "Christian Education is
the essence of the Church’s mission" With this perception His Holiness has
always considered Christian Education an important area of engagement for
the Armenian Orthodox Church.

With this objective and commitment, the Christian Education Department of
the Armenian Catholicosate of Cilicia has recently identified a number of
specific areas for its programmatic activities. A special emphasis has been
laid on spirituality, Christian formation of people as well as on the youth
and women. A number of new programs and projects have been set. In addition
to Bible studies, Sunday School programs and youth oriented activities. The
publication and DVD and CD series of the Department will continue with new
additions.

Two Vartabeds have been nominated by His Holiness to carry on the work of
the Department. A special committee under the leadership of V. Rev Krikor
Chiftjian will supervise the activities of the Department. The members of
the committee are Rev. Fr. Torkom Donoyan, Rev. Mesrob Kerkezian, Rev.
Sarkis Sarkissian, Mr. Krikor Allozian, Mrs. Arshalouys Sarian and Mrs.
Elizabeth Mehlebjian.

Yerevan, 7 September: A number of journalistic organizations of
Armenia issued a statement today, demanding that the law-enforcement
agencies find and punish the culprits and organizers of the attack
on the editor of Iravunk newspaper, Ovanes Galadzhyan.

"Our colleague, the editor of Iravunk newspaper, Ovanes Galadzhyan,
was attacked and beaten up on the morning of 6 September. Threats
and violence against journalists and the mass media have become more
frequent in the recent period, however, the culprits have not been
found and punished yet. We have repeatedly stated that unpunished
attempts on freedom of speech and the press generate new crimes:
people who are not capable of conducting a civilized dialogue take the
path of intimidating journalists and the media," the statement says.

"It seems that attacks on the media during a political crisis are a
sad tradition in our country. Such an attitude to the media, which is
gaining momentum in the run-up to the parliamentary election, endangers
the transparency of the electoral process. We condemn another act of
violence against the journalist and demand that the law-enforcement
agencies find and punish those who executed and organized this evil
act," the statement said. The statement was signed by the Yerevan
Press Club, the Union of Journalists of Armenia, Internews Armenia,
the committee to protect freedom of speech, the Helsinki Committee
of Armenia and the Centre for Law and Freedom.
