Tigran Torosyan, the deputy leader of the Republican party, said
on June 22 that joint activities of the Republican and Bargavach
Hayastan are rumors. "Frankly speaking, I do not know whom the
president gave instructions on this but I can state that so far we
have not done anything together and we are not going to," says Tigran
Torosyan. According to him, future developments are another problem,
and the future strategic goals of the Republicans will be discussed
later. "One thing is obvious that the Republican party relies on its
activities for the aims connected with the parliamentary election. It
has been said that the Republican party will run for parliament with
its own party ticket. I think future developments, if there are such,
will be open for everyone," states Tigran Torosyan.

MOSCOW, JUNE 22, NOYAN TAPAN – ARMENIANS TODAY. A meeting of RA
Ambassador to RF Armen Smbatian and Moscow students of Armenian origin
took place at the Embassy of Armenia to Russia on June 18.

As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, issues being in the center of attention of
Moscow students of Armenian origin were discussed at the meeting. Those
issues are: usage of the dual citizenship institute in Armenia,
problems of the sphere of migration, widening of the possibility of
adding quotas being allocated to citizens of Armenia in institutions
of higher education of Russia.

At the same time the students expressed anxiety on the occasion of
the event taken place recently to representatives of the Armenian
origin in Russia.

Those events are presented by some mass media as a display of
intolerance towards Armenians. According to them, all those anger
the society both in Armenia and in Russia what may be used by third
sides interested in weakening of the Armenian-Russian relations and
may influence negatively on the cooperation process.

Ambassador Smbatian, agreeing in general with modernity of the problem
arisen by the students and with their approach that those events are
addressed in no way against representatives of the Armenian nation,
emphasized that those problems first of all do not arise of interests
of Russia and oppose the policy fostered by Russia towards Armenia and,
in general, Armenians living in Russia.

The students were informed at the meeting about the steps implemented
by the Embassy on the occasion of that event as well as about works
being implemented by the Russian authorities in the direction of
revealing the last murders.

It was emphasized that those crimes are also condemned by
representatives of the highest authorities of Armenia. It was also
mentioned that the authorities of Russia assured at different levels
that all the possible means will be used in the direction of revealing
those crimes and punishing those guilty with the whole strictness of
the law.

Member of the Republican Party of Armenia Samvel Nikolyan declared
today that Armenia does not participate in regional processes,
since the return of Karabakh has been set as a precondition. As for
the Deputy President of the Armenian All-National Movement Andranik
Hovakimyan, he has found out that Levon Ter-Petrosyan was joking when
saying he would return if the whole nation asked.

"The Armenian All-National Movement is preparing for 2007 parliamentary
elections. However, it is preparing not in the classical sense, but
in an Armenian way. We model the existing situation and search for
the weak points of the authorities in power," said Andranik Hovakimyan.

The Deputy President of the Movement found it difficult to predict what
kind of Parliament we shall have after the 2007 elections. However, in
case the events continue to develop according to the existing logics,
it is senseless to speak about a political representative body. We
shall have an appointed Parliament, and the ideology of the Parties
will not be important.

For member of the Republican Party faction Samvel Nikolyan everything
is completely predictable in the political field. He refutes the
information that the republicans are holding talks with "Prosperous
Armenia" Party over the 2007 elections. "You confuse the desired with
the reality," he said.

Andranik Hovakimyan repeated once again that the Armenian All-National
Movement is against dual citizenship and predicted that this provision
of the Constitution will cause a mess. In Samvel Nikolyan’s opinion,
the arguable questions connected with dual citizenship, i.e. military
service, participation in elections and possession of land, will
become matters of dispute in the future.

On June 19, 33rd session of the Organization of Islamic Conference
(OIC) foreign ministers began in Baku, a REGNUM correspondent reports.

In this connection, auto traffic was restricted in some Baku avenues
and streets in order to guarantee security of participants of the
OIC 33rd session.

Azerbaijani President Ilham Aliyev opened the session. He stated that
processes in the world, including attempts of some western countries’
mass media to equalize Islam with terror, worried Azerbaijan. Mr.

Aliyev stressed that Azerbaijan might not allow that because Islam
was religion of prosperity and peace; it might not be called religion
of terror. According to him, Azerbaijan was victim of terror itself
because only Armenians committed more than 30 terrorist acts in
Azerbaijan, as a result of which more than 2,000 Azerbaijanis died.

Terror does not have religion or nationality, President Aliyev
concluded. Also, he stressed importance of a dialogue between
civilizations and religions.

Everyone addressing the session of the Islamic Conference of Foreign
Ministers supported Azerbaijan’s position regarding the Nagorno
Garabagh conflict. I particularly stressed that the conflict should
be fairly settled, and the occupied Azerbaijani territories should be
liberated," Turkey’s Foreign Minister Abdullah Gul told journalists
(APA).

Stating that the Foreign Ministers brought the fact of Armenia’s
occupying some territories of Azerbaijan to a special focus, Mr.Gul
said a high level document regarding this issue has been drawn up
being coordinated on the OIC experts level.

The Turkish Minister also pointed out importance of the Foreign
Ministers focusing on the Cyprus problem, "We have prepared the project
of solution of this problem and I think the meeting participants will
accept it."

Highly appreciating the role of the OIC, which included 47 member
states, in the solution of the most important problems that Islamic
world faces, Mr.Gul particularly stressed a number of world countries
supporting the ending of isolation of the Northern Cyprus.

"The Turkish Republic of Northern Cyprus’ Minister’s participation
in the session of the Islamic Conference of Foreign Ministers in Baku
today is an example for that," he said.

YEREVAN, JUNE 16, NOYAN TAPAN. At the June 16 sitting, the RA
Constitutional Court (CC) recognized the obligations stipulated in
two international documents signed by the Republic of Armenia to be
in compliance with the RA Constitution. The Agreement on Creation of
Favorable Legal, Economic and Orgaizational Conditions For Expansion of
Leasing Activity in the CIS was signed by the heads of the governments
of CIS member states in Moscow on October 12, 2005. It was signed
by Armenia, Belarus and Ukraine (with a reservation), Kazakhstan,
Kyrgyzstan, Moldova and Tadzhikistan. The Convention on International
Access to Justice (with a reservation and statements) signed in the
Hague on October 25, 1980 particularly allows the citizens of the
agreement party to be provided the same amount of legal assistance
in the territory of another state as the citizens of the given country.

Kenyan President Mwai Kibaki has ordered an inquiry into a major
security breach at his country’s main airport.

Mr. Kibaki ordered the investigation Tuesday, one day after suspending
the country’s chief police investigator, Joseph Kamau, and 10 other
officials.

The breach involved two Armenian men who drew pistols on customs
officials when asked to open their luggage at the airport last
Thursday.

The men, known as the Artur brothers, were deported without being
charged, prompting accusations that they had government protection.

Opposition lawmakers say the Armenians led a controversial police
raid on Kenya’s Standard Media Group in March.

The British government has issued a protest note demanding an
explanation for the airport incident. Britain says it has concerns
about the airport’s security.

Speaking about the latest events in Iran, Deputy Ambassador of the
Islamic Republic of Iran Ali Akbar Jokar expressed the opinion that the
concerns of the international community are in most part connected with
lack of information. In his words, it is easy to work with Armenian
media, the information in many countries, however, diverges from
reality, and the comments are very often very subjective. According
to the Deputy Ambassador, this is connected mostly with Western
propaganda. He assured that all this becomes apparent for those who
visit Iran.

“There is always concern to resolve the nuclear issue positively. We
try to find new ideas through dialogue,” the Deputy Ambassador noted.

The Deputy Ambassador ruled out any real threat of war. Iran is an
important security guarantee in the world. There is no factor that
would justify the war against Iran. According to the speaker, this
is the reason why US has started speaking in a different way with
Iran. The first reason is the unity pf the people. The second was
the opinion of the international community, which made the US change
its opinion.

Speaking on A-320 airliner’s crash near Sochi on May 3, former
deputy Gurgen Yeghiazaryan said that one of the possible reasons
was insecurity of the airliner and another reason may have served
Armavia’s financial situation. “Our planes should have the best ever
security service in the world because we sell the tickets at the
highest possible price,” he said. “If you sell the most expensive
tickets and fill in the most expensive fuel – TS 1, then you must
have the best conditions for the passengers. However, we all know
what food is served on board and what is the level of service. By
saying financial situation I mean fuel,” he said. In the words of the
former deputy, fuel is very expensive in Yerevan whereas in Sochi it
may be purchased 20-25% down the price. So, there is a temptation to
buy cheap fuel there.

He said that Sochi airport is one of the best in terms of security
as Russian president Putin arrives there at least twice in a
year. G. Yeghiazaryan also thinks that the pilot was experienced
enough and the crash could not happen because of his professional
fault.
