Pro-Armenian circles are up to negative articles about Azerbaijan in
foreign press, reportedly said MP Mubariz Gurbanli, deputy executive
secretary, New Azerbaijan Party.

Gurbanli said some circles outside the country, promoted by Armenian
lobby, disseminate contrary-to-fact information on Azerbaijan. “I do
not suggest such articles may change public opinion on Azerbaijan in
the world especially since we observe many positive articles about
our country as well”, – he said.

MOSCOW. May 4 (Interfax) – Britain is ready to help Russia raise the
remains of an airliner that crashed on Wednesday, killing all 113
people on board, but has not yet received any request from Russia
to that effect, a spokesman for the British Embassy in Moscow told
Interfax on Thursday.

Earlier on Thursday, Russian Transport Minister Igor Levitin announced
that Russia would ask other countries to help retrieve what has
remained of the Airbus A-320, which belonged to the Armenian airline
Armavia and fell into the Black Sea as it was getting ready to land
at Adler airport in Russia after a flight from Yerevan.

“We will ask other countries, which have experience at a depth of
680 meters,” Levitin told reporters in Sochi.

In August 2005, a six-member British team, using a Scorpio submersible,
rescued the crew of a Russian mini-submarine that had got entangled
in a fishing net at a depth of 190 meters off the coast of the Russian
peninsula of Kamchatka. The United States and Japan were also involved
in the operation.

YEREVAN, MAY 3, NOYAN TAPAN. On the occasion of the accident of the
aircraft implementing the Yerevan-Adler flight, RA President Robert
Kocharian convened a consultation today, with the participation of the
Prime Minister, the Ministers of Defence, Territorial Administration,
the Prosecutor General, Police, National Security Service, heads
of the Civil Aviation General Administration. According to the
information submitted to Noyan Tapan by the RA President’s Press
Service, the Chief of the Civil Aviation General Administration
presented to the RA President details connected with the aircraft
accident. By R.Kocharian’s instruction, Serge Sargsian, a Co-Chairman
of the Armenian-Russian Intergovernmental Commission, the Defence
Minister will leave for the Russian Federation to study reasons
and circumstances of the accident. It was decided to create an
intergovernmental commission headed by the Minister of Territorial
Administration which will be engaged in issues connected with removal
and funeral of vistims’ ashes. The RA Prosecutor General reported that
a criminal action was brought on the occasion of the case.

YEREVAN, MAY 2, NOYAN TAPAN. The third stage of the negotiations
dedicated to working out the EU-Armenia Actions Plan within the
framework of the European Neighborhood policy will be held on May 3 in
Yerevan. As Noyan Tapan was informed from RA Foreign Ministry Press and
Information Service, representatives of RA interested departments and
European Commission will take part in the negotiations. RA delegation
is led by RA Deputy Foreign Minister Armen Bayburdian, the European
one by Director of the European Commission on Issues of East Europe,
South Caucasus and Central Asia Huge Mingarelli. The provisions
not coordinated at the previous stages will be discussed. The joint
press conference of Armen Bayburdian and Huge Mingarelli will be held
immediately after the meeting.

“Radiolur” has already informed that April 23 the Secretary of the
Union of Cinematographers of Armenia Mickael Dovlatyan was attacked
in a subway in Moscow.

The film director said today during the meeting with journalists
that he does not consider the accident a crime against Armenians; he
characterized it as a chauvinistic expression that has been largely
spread in Russia recently, against which no proper measures are being
undertaken by state authorities.

However, President of the Union of Cinematographers Ruben Gevorgyan
informed that several Russian female film directors refused to
participate in the film festival to be held in Yerevan, since they
are afraid.

A NUCLEAR TURKEY: AN ISSUE ON PAPER OF VISION

View: Huseyin Bagci – The Turkish Army’s “spring cleaning”
in southeastern Anatolia was last week’s main issue besides the
visit by U.S. Secretary of State Condoleezza Rice. The visit didn’t
produce anything except for talks about a “vision paper” on bilateral
relations, though the Turkish government now needs much more U.S.

support in order to realize “operation crescent,” hunting down
Kurdistan Workers’ Party (PKK) terrorists. The Turkish government
indeed made great use of this visit, and when Rice’s plane had started
its route to Baghdad, it was clear that she was going to tell the
Iraqi Kurds that they should remain silent about these operations.

Iraqi Kurdish region leader Massoud Barzani’s threatening words
directed at Turkey fell upon deaf ears in Ankara, and the Turkish
military went ahead with another operation just like they did in the
’90s. “The more accusations Turkey gets from Barzani and [Jalal]
Talabani, the more Turkey is headed in the right direction,” is the
new formula in Ankara.

The U.S. guarantee to Turkey to undertake operations was confirmed
with the visit, and Prime Minister Recep Tayyip Erdogan as well as
Foreign Minister Abdullah Gul stated that relations between Turkey
and the U.S. are so good that “some will envy” their relationship. It
was not a message for domestic consumption, but rather for the Kurds
and neighboring countries. A new honeymoon period between Turkey and
the U.S. has begun.

Under this framework, Turkey also promised something to the U.S., as
was reflected in public debate about the “visionary talks.” Turkey is
keeping one eye closed to the U.S. policy towards Iran. The Iranian
nuclear debate makes it clear that Turkey still remains neutral and
is unwilling to open any airspace or military bases to the U.S. in
case of a U.S. attack on Iran. It seems that a possible U.S.

intervention would cause more damage in the region, and the Iranian
government is aware that it would turn the Middle East into a hell.

The U.S. administration is still looking for international and United
Nations support, but they have yet to receive it. On the other hand,
Iran is getting some other countries, like Azerbaijan, to take a
neutral stance.

Azerbaijani President Ilham Aliyev stated that his country would not
allow the U.S. administration to use any of their military bases or
allow U.S. troops to pass through their territory in order to intervene
in Iran. The reason president Aliyev takes such a clear position is
understandable. Iran is “closer to Azerbaijan,” and Moscow doesn’t
want a U.S. intervention in Iranian territory. Iran has a natural
shield of neighboring countries who will not risk going against Iran,
which could hit any of its neighboring countries with its military
capabilities. At the moment, both Iran and Azerbaijan are making huge
profits in the oil business. Moreover, both countries have specific
national interests in the Caspian Sea and they would both stand to
lose if Azerbaijan were to take sides.

Yet Azeris do make up a substantial portion of Iranian society, and
the U.S. failed in its attempts over the last two decades to generate
“divide et impera” (divide and rule) ethnic policies in the region.

The U.S. decision makers should know that as historian Professor
Halil Inalcik mentioned in one of his articles, even at the heyday
of the Ottoman Empire the Azeris supported the Iranian shah rather
than the Ottomans, and this is despite the fact that Azeris are also
Turks. This is the “realpolitik” of the history of Azerbaijan.

President Aliyev, like his father who had a similar policy in the
’90s and who even developed a neighborhood policy with Iran, is just
following the historical continuation of Azeri politics. Azerbaijan
is squeezed like a sandwich between Russia and Iran and doesn’t have
much room to maneuver. Russia and Iran seem to be on the same side,
and the U.S. policymakers should understand that this region is still
the hinterland of the Russian as well as Iranian empire.

What can the U.S. do in this respect? The U.S. is economically and
militarily present in the Caucasus and Central Asia, but Iran is a
tough nut for any external actor to crack. How long can Iran count
on this reality? It’s an open question. Just because the neighboring
countries remain silent, it doesn’t mean that they accept Iranian
policies. Certainly that is not the case. The reality is that they
don’t like to get involved in this “bilateral hatred” and would rather
remain nonaligned. In other words, they are choosing a third way.

Iran, Turkey and Azerbaijan are doomed to stick together for the
economic and political stability of the region. The Turkish government
still remembers the ’90s, when Iran had treaties with Armenia,
Syria and Greece that Turkey saw as a great danger to its national
security. It had to fight PKK terrorism while all of those countries
were supporting the PKK, at least according to official statements
made by Turkey. But now, the old enemies have become new friends,
and Turkish-Iranian relations have enjoyed a golden age ever since
former President Mohammad Khatami came to power eight years ago.

Now, Turkey’s choice is still the U.S. and Turkey wouldn’t support
Iran if there was an intervention. The Iranian government knows this.

But at the same time, Turkey would prefer non-intervention and a
diplomatic solution while being aware that Iran won’t give up its
nuclear program. What to do then? If the U.S. is trying to create a
balance of power towards Iran, they should start a nuclear program
in Turkey. The Turkish government wouldn’t reject it. On the contrary
even, the military would welcome it. The fact is that Iran is already
a nuclear power, and after Israel, Turkey is the only alternative to
keep the balance. The Iranians tell the Turks that there has not been
any imbalance since the 1639 Kasr-i Sirin treaty, when Turkey and Iran
negotiated their borders. This is no longer valid. Today, Iran has
changed the balance of power to its own advantage through its policies.

This is why Turkey is also starting to think about how to regain the
balance. U.S. policy should think about other options. When both sides
talk about a “vision paper,” then it should probably also contain a
vision of Turkey becoming a nuclear power. This is also the reality
of the day. If Iran goes nuclear, Turkey should not be allowed to
remain a conventional power. A new source of conflict?

Maybe. But Iran should somehow counterbalance for the sake of Turkey’s
national security, not necessarily for the sake of the U.S.

launched by initiative of Zerkalo newspaper is a “brain storm”,
an attempt to find out and generalize the public opinion, head of
the Baku Office of the Institute for War and Peace Reporting (IWPR),
journalist Shahin Rzayev stated in an interview with PanARMENIAN.Net
reporter. “I myself took part in the campaign. Some participants did
offer to launch a propaganda war but it doesn’t mean that all agree
with the viewpoint,’ the Azeri journalist remarked.

At the same time he noted that “some Armenian political figures have
waged propaganda war against Azerbaijan since 1980-ies. At that time
we spoke of fraternity and were proud of our internationalism. In
this issue we fell behind hopelessly,” he said.

However, head of the IWPR Baku Office emphasized that information war
is better than a real one. “I am going to write one more article where
I will offer to organize more discussions of disputable issues. The
parties to the Karabakh conflict are not well aware of each other’s
positions and warmongers use it,” Rzayev considers.

He subjected the anti-Armenian hysteria to sharp criticism and said,
” I think that those who spread the hysteria do alienate Karabakh
from Azerbaijan and thus favor the opposition party,’ he remarked.

Rzayev is convinced that in the 21st century political disputes are
not solved by territorial invasions.

“There exists the international law. Armenia has undertaken
certain commitments at the entry to the UN, OSCE and the Council
of Europe. That is why all the disputable issues should be settled
within the international law framework. The same refers to the
self-determination of the Karabakh Armenians. But to settle the
self-determination issue we should return to the legal field that
doesn’t admit annexation and seizure of land belonging to another
states. In my opinion, the Armenian leadership came to understand
it and demonstrates readiness for the stepwise settlement of the
conflict,” he said.

Samad Seyidov: `Information on existence of secret prisons in
Azerbaijan is absurd’

`Parliamentary Assembly of Council of Europe (PACE) will discuss not
only results of May elections, but also entire November elections in
June session. This discussion is of importance and necessity to US,’
head Azerbaijani delegation to PACE Samad Seyidov told journalists
(APA).

Mr. Seyidov said that during June session it is also necessary to
organize gathering of Azerbaijani and Armenian members of PACE
sub-commission on Nagorno Garabagh.
`We should convince them that what Azerbaijan’s stance is and how our
stance is supported by international organizations’.
Mr. Seyidov also touched on possibility of amnesty act before June
session.
`We are dealing with all problems concerning human rights. As for
concrete steps, we can consider it’.
Seyidov said that information that there are secret prisons in
Azerbaijan is groundless.
`We have referred the report on this issue to Council of Europe.
Information on existence of secret prisons in Azerbaijan is absurd’.

Activities in memory of Armenian Genocide victims held in Germany

ACTIVITIES IN MEMORY OF ARMENIAN GENOCIDE VICTIMS HELD IN GERMANY

YEREVAN, April 28. /ARKA/. Activities in the memory of the Armenian
genocide victims were held in Germany. The press service of the RA
Foreign Ministry reported that a scientific-cultural activity,
organized by the Central Council of Armenians of Germany and the
Armenian embassy in Germany, was held in Berlin on 24 April.
Head of Berlin’s Armenian community Vardges Ailanak and Armenian
Ambassador to Germany Karine Kazinyan delivered a speech. Bundestag
MP, German Vice-Minister of Internal Affairs, secretary of state
Kristof Bergner also delivered a speech. He spoke about the Armenian
genocide’s statutes, fixed in the Bundestag resolution of 2005.
He also pointed out that the German government should be consistent
in developing and bringing this resolution’s statutes to a logical
completion. Professor of the Jehn University, Germany, a well-known
historian, Doctor Norbert Frei acquainted the audience with historic
facts of the genocide; in particular, he drew parallels between the
Holocaust and the Armenian genocide in 1915.
Young Armenian musicians delivered a performance in the cultural part
of the meeting. Participating in the activity in Berlin were 1200
guests, including MPs of Bundestag and the federal parliament of
lands, well-known German historians, workers of art, church figures,
representatives of the Armenian community and embassies, accredited
in Germany.
A liturgy in the memory of the Armenian genocide victims, attended by
the Armenian Ambassador to Germany and representatives of Armenian
communities, was served in one of Berlin’s churches on 23 April. R.O.
