The third Pan-Armenian Writers’ Conference was officially inaugurated in the
Antelias headquarters of the Catholicosate of Cilicia on April 6. The
conference is the initiative of the Writers’ Union of Armenia in cooperation
with the Assembly of Lebanese-Armenian Writers. It is held under the
patronage of His Holiness Aram I.

More than 300 Armenian writers from Armenia, Nagorno Karabagh, Lebanon, the
Middle East, Europe, Northern and Southern America, Canada and Australia
gathered in Antelias to participate in the conference.

The conference was inaugurated by a beautiful performance by the Seminary
students of “Vork Zartaretsin” on the sounds of which His Holiness entered
the conference hall with a procession. The students then sang “Hair Mer”
with the blessings of the Pontiff, launching the historical conference with
prayers.

Bebo Simonian spoke on behalf of the organizing committee, highlighting the
important value of the conference to the history of Armenian literature and
culture in general. Simonian also focused on the locality of the meeting,
Antelias “where the spirit of Western Armenian martyrs, martyr writers and
intellectuals breathes.” He expressed his gratitude to His Holiness for his
patronage and support to Armenian culture.

The chairman of the Armenian Writers’ Union, Levon Ananian, then expressed
his gratitude for His Holiness Aram I for inviting the third Pan-Armenian
Writers’ Conference in the heart of the Armenian Diaspora, Lebanon and the
Catholicosate of Cilicia in particular.

Addressing HIS Holiness, Ananian said: “We know very well your efforts and
initiatives in the spiritual, cultural, educational, intellectual fields and
other activities that serve the interests of the Armenian nation, activities
to which you give breath and spirit, depth and vision. Indeed, Your Holiness
‘ care and support of literature and culture know no boundaries.”

Ananian assured that Armenian writers are well aware of the challenges that
face the 15-year-old Republic of Armenia and the Armenian nation all over
the globe. He pointed out that Armenian writers are gathered in Antelias to
listen to the wise advice of the Armenian Pontiff.

The Ambassador of Armenia to Lebanon, Vahan Der Ghevontian, then read a
letter by the president of the Republic of Armenia addressed to the
participants of the conference. In his letter His Excellency Robert
Kotcharian welcomed the organization of such a conference in Antelias, “one
of our communities having rich literary tradition.”

Roupen Hovsepian then read a letter by Artuir Baghdassarian, the Speaker of
the Armenian Parliament, who focused on the important role of Armenian
writers in preserving the Armenian nation and identity throughout history.

Aram Garabedian read the letter of Armenian Prime Minister Antranig
Markarian, who highlighted challenges and new expectations from Armenian
writers, including the protection of Armenian spiritual life from foreign
influences.

His Holiness Karekin II, Catholicos of All Armenians sent a Letter of
Blessing which was read by Archbishop Varoujan Hergelian, Catholicosal Vicar
in the Diocese of Cyprus. Conveying his brotherly greetings to His Holiness
Aram I, His Holiness Karekin II emphasized the importance of Armenian
literature in preserving the Armenian identity. “We are a small nation, but
have rich literary heritage which has guided our nation through its
historical difficulties and will also act as a gear through our contemporary
challenges,” His Holiness said.

Dr. Zaven Yegavian, director of the Armenian Communities Department of the
Calouste Gulbenkian Foundation, also sent a letter which was read by Varti
Keshishian. Dr. Yegavian called on Armenian writers to believe in their
mission, stressing on the important role of Armenian intellectuals in the
efforts to preserve the Armenian national heritage.

The chancellor of the Catholicosate of Cilicia, Khatchig Dedeyian, then read
the letter by the Ambassador of Lebanon to Armenia.

The oldest participant in the conference, prominent poet Jack Hagopian, who
had arrived from Los Angeles, took the stage with heart spoken words about
brotherly love between Armenian writers of Armenia and the Diaspora.

His Holiness Aram I then delivered his visionary thoughts to the conference.
Speaking about the history and mission of the Armenian Catholicosate of
Cilicia, His Holiness said: “This Catholicosate became, particularly after
the Genocide, a house of faith for our nation, assembling the children of
our nation on the foreign and alienating paths of the Diaspora, providing
them with spiritual-intellectual nourishment, nurturing them moral values
and national dreams, protecting them from the fierce waves and storms of
life.”

His Holiness also expressed his thoughts on the conference as leading
viewpoints for the sessions to follow. “The theme of this conference, “the
challenges of globalization and the Armenian literature” is not an
invitation to discuss issues of theoretical, abstract or academic nature; it
‘s a challenge to face problems related to our everyday life. I invite you
to wrestle with your concerns and problems in this perspective,” he said.

On the mission of Armenian writers His Holiness stated: “A writer is a
messenger with his nature and mission. I believe that more than anything
else, a writer is a messenger of the truth, the witness of truth and the
preacher of truth. What sacred but difficult mission is called upon the
Armenian writer.”

“These days we unfortunately look elsewhere for the truth. We have
transformed fakeness, interests, temporary considerations and the person
into truth,” said the Armenian Pontiff, assuring that true literature is the

The Seminary Choir then perfomed “I Veh Partsants” and “Cilicia.” An
exhibition of books published in Armenia followed the inauguration of the
conference in the “Gulbenkian” hall of the “Cilicia” museum. Levon Ananian
and His Holiness delivered speeches on this occasion.

However, the existing libraries fail to operate normally. The Library
Week held by the Armenian Association of Libraries for five years
now helps to have a closer look at the problems of libraries. Visits
to the regions revealed that besides bad conditions of premises,
shortage of books and low salary many libraries do not open for days
because there are no readers. Davit Sargsyan, President of the AAL,
Director of the National Library, thinks the solution of the problem
is government care. There is no law on libraries, which would raise
the problems of libraries.

The deputy director of the National Library Rafik Ghazaryan suggests
that the government should allocate funds from the state budget to
solve the problems of libraries.

The purpose of the library week is to return readers to books, and
make the library a place of civilized communication. The initiators
are satisfied with this year’s Library Week. About 18 events were held
at Khenko Apor Children’s Library, 200 events were held in the regions.

President of the International Committee of the Red Cross Jakob
Kellenberger, reported the RA leader’s press service. The
interlocutors discussed the programs implemented with the assistance
of the ICRC. Robert Kocharian said Armenia has always expressed
readiness to create favorable conditions for the work of the ICRC
members.

By the guest’s request, the Armenian leader familiarized him with the
current stage of the Nagorno Karabakh conflict settlement.

Secretary of the RA National Security Council attached to President,
the Defence Minister recieved on April 6 the delegation headed by
Piter Semneby, the Special Representative of the European Union to
South Caucasus. Minister Serge Sargsian congratulated P.Semneby on the
occasion of his new appointment, wishing him successs in his future
activity. The EU Special Representative expressed hope that the
European Union-Armenia mutual relations will enter a new stage during
his officiating. Touching upon the Karabakh conflict settlement, the
sides attached importance to exclusion of re-start of military actions
and security of the continuous character of the negotiation
process. Serge Sargsian again presented those main principles by which
the Armenian side will be guided during the peaceful settlement of the
problem. As Noyan Tapan was informed by Colonel Seyran Shahsuvarian,
the RA Defence Minister’s Press Secretary, the participants of the
meeting also exchanged opinions concerning working out the Actions
Plan of Armenia within the framework of the European Neighborhood
Policy, relations of Armenia with neighboring countries and other
issues of bilateral interest. Renate Heike Peitsch, the Ambassador
Extraordinary and Plenipotentiary of the FRG to the RA participated in
the meeting.

Gazprom and Armenia sign long-term agreement

Gazprom and the Government of the Armenian republic signed a 25-year
long-term agreement envisaging ArmRosgazprom to purchase a 40-km long
section of the pipeline between Armenia and Iran and the fifth power
unit of Razdan TES, as well as construction of a 197 km section of
the pipe line between Armenia and Iran.

The agreement fixed price for Russian gas at $ 110 per 1,000 cubic
meters till January 1, 2009, Gazprom’s press service told SKRIN.

The recent destruction of the ancient Armenian cemetery of Djulfa,
Nakhitchevan (Azerbaijan) by the Azerbaijani military, is now
complete, with 10,000 of the traditional hand-carved Armenian cross
stones destroyed and the remains removed. Pictures taken on Mar. 10
depict a newly constructed military shooting-range to serve the
needs of the Azerbaijani military; maybe a reward for their barbaric
destruction of culture which seems to be rewarded and praised in
Azerbaijan. Once again, the international community has failed to
intervene. International bodies such as United Nations Educational,
Scientific and Cultural Organization (UNESCO) failed to become the
remedy for the very problems they were established for.

It is disturbing to see state-executed intentional violence and
vandalism caught on video and photographs go by unpunished as the
enforcers of international law turn a blind eye to the events. Is
this the world we have chosen to live in? Walls of oppression are
erected in Israel against the Palestinians as if they were animals in
a zoo . . . is this humane? Is the world we choose to live in one that
has no conscience, or eyes, or ears to know and feel the pain of the
millions of innocent peoples sentenced to death in Sudan? Are we blind
to see video clips and pictures of the total destruction of a cemetery
so dear to all of human kind? Have we become weak and powerless? Are
we willing to succumb to the violation of human rights by countries
such as Turkey who continue to imprison and sentence journalists,
authors and their citizens for speaking their mind on issues they
feel passionate about?

Is this the world we have chosen? Sadly, it is the one we live in,
where silence has become our favourite song and destruction has become
our favourite dance. If this is not the world you want, then it is
up to you to educate yourself, understand what is happening in your
backyard, and take action to promote change. Or else, it is only a
matter of time when the pain the Armenians, Palestinians, Sudanese
and many others are facing will hit home. Justice is always in need
for voices. Why not yours?

National Universities To Be Open In Javakhk

NATIONAL UNIVERSITIES TO BE OPEN IN JAVAKHK

The EU and German organization of National universities are planning
to carry out 30-months education program with a budget of 500 000
euro in Samtskhe-Javakhk.

As the manager of EU Projects Adriana Longon says the main aim of
this project is the defence of the rights of Armenians in Georgia’s
southern, Samtskhe-Javakhk territory and their integration into the
civil society of the country.

As “A-info” agency informs it is scheduled to establish National
universities in Akhaltskha and Akhalkalak to launch civil educational
program.

Besides receiving law knowledge at the universities about 6300
people will attend courses of Georgian language study. Courses
of handicraft education are also going to be opened in the
Universities.

SOLDIER KILLS ANOTHER SOLDIER IN AGHDAM, AZERBAIJAN

A death case occurred in a military unit in Azerbaijan’s region of
Aghdam, Garabagh, last night.

The Garabagh bureau of APA reports that soldier Aliyev Ramig Firdovsi,
who was drafted from Ali Bayramli region, accidentally fired a
submachine gun at another soldier Hasanov Ehtiram Agabay drafted
from Massali region in June last year. As a result Hasanov Ehtiram
died. The accident was due to misuse of the fire-arm.

Azerbaijan’s Defense Ministry confirmed the information. The
vise-chairman of the Ministry’s press service Ilgar Verdiyev told APA
that the event happened by accident while Hasanov was posting guard.

A criminal case was launched on the fact, and the investigation is
underway.

L’Azerbaïdjan a accuse lundi l’Armenie d’avoir viole plusieurs
fois le cessez-le-feu dimanche et d’avoir cause la mort d’un soldat
azerbaïdjanais a la frontière entre ces pays du Caucase du Sud.

Dimanche matin, “les forces armeniennes deployees près du village
d’Achaguy Abdoulrahmanly, dans la region de Fisouli (sud), ont ouvert
le feu contre les positions azerbaïdjanaises, faisant deux blesses
(…) dont un est decede des suites de ses blessures”, a annonce le
ministère azerbaïdjanais de la Defense.

Dimanche soir, les forces armeniennes ont une nouvelle fois viole
le cessez-le feu dans la meme region, ainsi que près du village
de Djafarli, dans la region de Gazakh (nord-ouest), sans faire de
victimes, selon le ministère.

Erevan et Bakou se reprochent mutuellement des ruptures du
cessez-le-feu. L’Armenie avait accuse l’armee azerbaïdjanaise d’avoir
tue un soldat armenien le 3 mars. Et le 7 mars, l’Azerbaïdjan a
affirme que l’Armenie avait cause a son tour la mort d’un soldat
azerbaïdjanais.

L’Armenie et l’Azerbaïdjan se disputent la region du Nagorny Karabakh,
une enclave habitee en majorite par des Armeniens et qui a fait
secession de l’Azerbaïdjan après un conflit meurtrier debute a la
fin des annees 1980.

MOSCOW, March, 31 (RIA Novosti) – A deputy commander of the CIS
Integrated Air Defense System said Friday that in the past decade the
air defense networks of Armenia, Tajikistan, and Kyrgyzstan had been
restored from scratch.

“During this time, air defense networks have been effectively revived
in the Republic of Armenia, and much has been done in this respect
in the Republic of Tajikistan and the Republic of Kyrgyzstan,” Lt. Gen.

Aitech Bizhev said, referring to the Commonwealth of Independent
States, the loose alliance that replaced the Soviet Union.

He said that the Belarusian air defense network was by far the
most operationally effective, one of the most powerful in Europe,
adding that Kazakhstan was implementing a comprehensive air defense
modernization program, which could become a major factor in ensuring
strategic stability in Central Asia.

The CIS Integrated Air Defense System is comprised of Armenia, Belarus,
Georgia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan,
Uzbekistan, and Ukraine. Georgia recently pulled out of the CIS
Defense Ministers Council, but is still formally part of the air
defense system.

Over the past decade, more than 100 joint war games and military
exercises have been conducted with up to 60 various aircraft and
other high-tech equipment used in each exercise.

The Agreement on the Creation of the CIS Integrated Air Defense System
was signed by 10 CIS states on February 10, 1995.
