On May 18, reporters asked Aleksandr Arzumanyan whether super powers
are able to repress Armenia and Turkey to move forward the Armenian
and Turkish process.

"The point is about a huge country with a population of 70 million
which tends to not only become an EU member but also to have an
important role there. And the point is about a small country blockaded
by two sides, which has illegal powers, political prisoners which is
easy to be pressured", says Arzumanyan.

According to him, the Turkish diplomacy is found out not to be so
skillful which proved the latest developments. He notes that Armenia
has not won anything from the process. "Turkey has closed this issue
until the end of elections. Maybe next April 24 they will again discuss
it", says Aleksandr Arzumanyan. According to him, Armenia doubted
the genocide issue and gave Turkey a possibility to get engaged in
the NKR issue settlement process.

Interview of Larisa Alaverdyan, Heritage Party Faction Secretary,
with ArmInfo news agency

Mrs. Alaverdyan, Heritage Party qualifies suspension of ratification
of the Protocols as a half-measure. What steps should Armenia take
with respect to Turkey in Heritage Party’s opinion?

I think suspension of ratification of the Protocols is insufficient
because the Protocols are contrary to the law, for they do not
reflect the ways of settling the problems that Armenia, specifically,
the National Assembly has faced. The Heritage Party and its faction
disagree with the Protocols because they are illegal. The point is that
the Armenian Parliament is to adopt a resolution on ratification of an
obviously illegal document. The Protocols contain some articles that
are at least strange for a document on establishment of good-neighborly
relations between the two countries. This concerns mutual recognition
of the borders, the hidden dangers already mentioned by Ankara, which
will allow Turkey to involve Armenia in absolutely inefficient disputes
around the NKR and the Genocide problem. I say a problem because
now the point is not recognition of the fact that Turks, to put it
crudely, slaughtered Armenians, but the fact of the crime committed
against humanity. There are all facts proving that crime. Turks have
already started involving us in inefficient disputes bringing silly
and unconvincing arguments.

Armenia should have rejected such a document even before signing. Now
that Armenia has already signed these documents, our authorities have
to recall signatures from the Protocols without refusing to normalize
relations with Turkey, and to offer a new mutually acceptable format
of normalization. Turkey has not concealed from the very beginning
that when establishing relations with Armenia it comes out as the
stronger party, like when blocking the border or giving its consent to
establishment of normal relations. That is why Heritage thinks that
suspension of ratification in Armenian parliament is a half-measure,
which may lead to negative consequences.

What hinders Armenian authorities to recall the signatures from the
Protocols, besides the external pressure?

I think that external pressure in this case is restricted to
coordinated participation of external forces both in this process
and in the developments in our region. The interests of the external
forces and the national interests of Armenia have not coincided in
the Armenian-Turkish process from the very beginning. However, their
participation in the process continues despite some disagreements
after the president of Armenia suspended ratification of the
Protocols. However, despite this, US President Obama did not say
the magic word we were eager to hear from him. I am convinced that
signing the Protocols was not a one-step combination for the West,
since the Protocols and the developments around these documents are
a complex of various combinations for the West. In general, the West
needs such combinations to show Turkey its place because the latter
claims the role of almost the leader in the region making the mighty of
this world angry. In the meantime, the psychological component of the
situation shows that the open enthusiasm of the Armenian authorities
at the moment of signing the Protocols, when the signature implied one
thing and the face of the Armenian foreign minister expressed quite
another thing, has turned into understanding of the fact that the
Protocols have not brought Armenia what the external forces expected
when signing them.

Does it mean that Turks have come off clear once again?

The Turkish diplomacy is definitely in an advantageous situation at
the given stage despite its rough methods. Turkey is not obliged to
make any responsive steps, like many in Armenia think for some unknown
reason, because of the principle "who holds the ball he holds the key".

Thanks to the Protocols, Turkey would gain "mutual recognition of
its present borders". Why has Ankara refused to ratify them if the
Protocols contained hidden dangers only for Armenia? Has it refused
doing this just because of Azerbaijan?

Actually, thanks to the Protocols, Turkey would really gain recognition
of its present borders, which is rather a hard problem for it. Hereby,
Turkey could easily gain actual affirmation of the illegal borders,
for no single signature affirming the existing borders of Turkey was
put by the USSR or the Armenian SSR. They in Moscow were well aware
that it was not just a moral problem, as the unrecognized borders
of Turkey are a good card for a geopolitical game. That is why all
the statements by political experts regarding the final decision of
the USSR on this issue are so equivocal. I think that this ambiguous
domestic political situation in Turkey, particularly, the factor of
a possible military coup and change of the political course of Turkey
had their role in the process.

Do you mean the irretrievable islamization?

This is not even islamization, the matter concerns even more
turkization of modern Turkey, i.e. returning to the Ottoman Empire’s
ideology, particularly, the absurd idea about the Great Turan. This
idea is alive and, like any other nationalistic idea, it may fade for
a little time, but can never die out. As regards the islamisation
factor, which is so much spoken about, I do not think Turkey will
be islamised some day; on the contrary, it will always use Islam
for more turkism, which is already prevailing in all the political
plans of Ankara. As regards Azerbaijan’s role in the Armenian-Turkish
relations, it is perceived dually in Turkey. I belong to the people,
who do not consider Azerbaijan an independent state since the moment
of its formation. Azerbaijan is the first pre-Cyprian experience of
formation of a Turkish state outside the territory of the Ottoman
Empire. This was a quite successful policy, as even sovetization
of Azerbaijan failed to prevent this territory from turning into a
pro-Turkish one.

At the same time, accordance in the actions of Turkey and Azerbaijan
at the top level does not let Ankara see normalization of the
Armenian-Turkish relations outside the context of the Karabakh conflict
and the Armenian Genocide problem. Karabakh was the first reason
for blockading Armenia. For this reason it will be very hard for the
authorities of Turkey to explain to their own party and the people
why having started the blockade because of the Karabakh conflict they
suddenly stopped it gaining nothing. Moreover, if the year of 1993
promised any possible success to Azerbaijan, today these hopes for the
military resolving of the Karabakh conflict are disappearing day by
day. This is taking place not because Azerbaijan is not strengthening
its army, it is happening contrary to this process. Just the same
way as fascism, placing stake only on force, Turkey and Azerbaijan
have already broken their back.

They in Armenia have started speaking of the legal aspects of
Nakhijevan’s status after suspension of ratification of the
Protocols…

Armenia’s stance, its silent consent to Azerbaijan’s illegal dominion
over the territory that does not belong to it is wrongful. It is just
independent Armenia that could quite tactfully raise the issue of
Nakhijevan in terms of the law and regional stability. From the legal
point of view, Nakhijevan cannot belong to Azerbaijan, the status of
Nakhijevan must return the situation either to the Treaty of Sevres
or to revision of the given problem by Russia and Turkey. Nakhijevan,
Zangezour and Karabakh in line with their last international legal
status are disputable territories between Armenia and Azerbaijan,
as the treaty on Nakhijevan between Russia and Turkey is rather
vulnerable from the legal point of view. Hence, I think that the issue
of Nakhijevan’s status must be raised sooner or later. This issue is
already raised in Armenia, since it is very important to lift the
factors weakening the Turkish-Azerbaijani party to the surface in
the context of the existing state of affairs of Armenia.

Taking into account that Turkey controls Nakhijevan by 90%?

Naturally, of course. Therefore, it is very important today to bring
all these links, which clearly indicate illegal attempts to solve
regional problems, into one chain. Armenia should raise this issue at
a diplomatic, official level, as the subject of Nakhijevan is still
relevant at the widest level, since our region borders on the Arab,
Muslim and Christian world. So, in order not to make Nakhijevan an
apple of discord for the next war, one should discuss this issue at
the table, having returned it the status of a disputable territory
at least.

How do you see the future of Armenian-Turkish relations, unless on
the basis on the Protocols?

There are also processes outside politics in the world. These hidden
processes in the general normalization process between Armenia and
Turkey preceding the radical political decision have already been
updated. By the way, this process was initiated by the Turkish
intellectuals, however, it was not properly assessed in Armenia.

Nevertheless, the process has started and will continue against
the will of politicians in Turkey. Armenia is ready for a dialogue
and contacts with the Turkish public. That is why the normalization
process will go on. As regards the political process, it will have
a contradictory nature, for Armenia and Turkey have already faced
the first deadlock, but I am sure not the last. Passivity in ideas,
actions and conceptual passivity were and are still peculiar to the
Armenian diplomacy. Therefore, it is not possible to gain normalization
of the Armenian-Turkish relations on the basis of the Protocols. The
protocols will either lead the process to another deadlock or aggravate
the situation.

Legal field between Armenia and Czechia should be expanded, Armenian
Prime Minister Tigran Sargsyan stated at joint news conference with
his Czech counterpart Jan Fischer .

Upon signing intergovernmental agreements, both sides emphasized the
importance of bilateral collaboration in the spheres of transport,
energy, IT, chemical industry, tourism, education science and culture.

Tigran Sargsyan gave high assessment to Armenian-Czech business
forum held in Yerevan. "Our duty is to create favorable business
environment to promote strengthening of relations between private
sector representatives," he said.

Business forum hosted representatives of 11 Czech and 30 Armenian
companies.

1,5-year-old child is reported to die after poliomyelitis injection,
Russian media reported. According to the source the child’s health
condition became worse a week after the injection, soon she was taken
to hospital of Blagoveshensk where the doctors fought for child’s life
3 week.

Police officers think the medicine’s date was expired. The only girl
to the family died yesterday.
`On April 21 we took Sofia to get that injection. After that she felt
terribly bad, we took her back to hospital. We think the medicine was
invalidated,’ Sofia’s father said.

nouveaux destines aux operations speciales, s’est felicite de
la cooperation toujours plus etroite dans le domaine militaire
entre la Turquie et l’Azerbaïdjan depuis que ce dernier a accede a
l’independance en 1991. M. Gonul a par ailleurs souligne les capacites
de l’armee de Bakou, plus performantes depuis que les soldats azeris
sont formes dans les institutions et academies militaires turques,
en vertu de differents accords de cooperation signes entre les deux

GENEVA, MAY 14, ARMENPRESS: The Canton government of Geneva has
declared a contest of construction of a museum dedicated to the
Armenian Genocide. The contest intends 100 thousand Swiss Franks.

Armenpress reports citing the Turkish DHA agency that 6 sculptors
invited from different parts of the world will take part in the
contest together with the Swiss-Armenians.

An announcements spread by the government states that 3 sites are
offered for placing the monument in the center of Geneva – "Sguare
Chantepoulet", "Le Sguare Pradier", "L’esplanade Theodore-de-Beze".

The Armenian organizations operating in Switzerland have stated
that they will have an additional participation of 400 thousand
Swiss Franks.

Canton government of Geneva has recognized the Armenian Genocide on
June 25, 1 998, but it has not been made public under the pressure
of Turkey,

After the 2001 elections of mayor the first deed of the government was
the ratification of the decision on the genocide and making it public.

In the government which made public the December 10 decision of the
same year there were 2 representatives of the Socialistic Party,
2 of Christian-Democratic Party, 2 of Liberal Party and 1 of the
Green Party.

The decision on placing a monument dedicated to the Armenian in the
center of Geneva has been adopted by the government on May 26, 2008.

Day.Az interview with expert at the Carnegie Center Moscow branch,
famous Russian political analyst Alexei Malashenko.

Experts say the Nagorno-Karabakh talks have stalled in recent months,
since unlike Azerbaijan, Armenia seems to be reluctant to accept the
updated Madrid Principles as a peaceful plan to settle the conflict
step-by-step. What steps should be taken now?

I think sooner or later Armenia will accept these principles and will
act the way it should. The main point is that the resolution process
will take a very long time. No one knows what we will see at the end
of this process.

Of course, Armenia will have to leave all regions surrounding
Nagorno-Karabakh. Everyone knows this. It remains to be seen what
status Nagorno-Karabakh will have in the future. It’s a common
problem. So, issued related to Nagorno-Karabakh will be decided slowly
and everybody will get used to it. I have a feeling that neither
Europe, nor America nor Russia will let it to evolve into a war. So,
it will be eternal negotiations as in case of the Middle East.

In your opinion, why the U.S. president once again refrained from
using the term "genocide" referring to the events of 1915 in the
Ottoman Empire?

Everyone should understand that Armenian or Caucasian problems are not
the most important for the U.S. president. He just does not want to
once again get involved with all of this. He has a lot more questions
on the Middle East, Afghanistan and Iran. So, Caucasus even Georgia
is a periphery for him. He sees all these as a kind of routine. So,
there is no need to think that there is something important behind
Obama’s speech.

In your opinion, will the Armenia-U.S. relations change given that
many Armenian and foreign media outlets accused Obama of reneging
of promises?

What of it? Well, there is some kind of Armenian lobby in California.

But, in general, it is not the political sphere which Obama is
interested in. And how can the relationship between Armenia and the
U.S. change when they simply have no relations? There is much noise
in the Caucasus, but very few people care about it.

In your opinion, why did Serzh Sargsyan opt to suspend ratification
of the Armenia-Turkey protocols?

The thing is that the sides cannot simply reach an agreement. Turkey
links this process to issues related to Nagorno-Karabakh. Therefore,
they will still walk around this vicious circle. Thank God, that they
started this process. Obviously, for Armenians all this is painful
while the Turks do not want to recognize their claims. After all,
it is century-old question. I believe that everything that happens
around the normalization of Turkish-Armenian relations is routine
which has little effect on the overall situation.

What will happen next in this process? Will it resume in foreseeable
future?

Armenians will certainly reach agreement with Turks in the end. The
only question is – what conditions they will do it on, and how this
will happen. Of course, the process of normalization will soon resume.

But one way or another, sooner or later, Armenia will have to admit
that all these difficulties are history. And it does not determine
the relations between countries.

When we try to find who inflicted more losses to whom, we’re just
going to tiptoe. In any case, such things are usually resolved between
normal states. France and Germany and Russia and Germany could somehow
resolve their claims. Yes, it is really painful, but, nevertheless,
life goes on.

Armeniens venant des quatre coins du globe, le Libanais Avo
Moumjoghlian a conserve son titre après s’etre impose en finale face a
son homologue l’Allemand Mickeal Serdarian en quatre sets, 3-1.

Le champion libanais du Homenetmen, Beyrouth, après ses victoires en
Autriche et en Suisse, remporte son troisième titre d’affilee.

Du côte des femmes, ce n’est autre que la s~ur d’Avo, Tvine
Moumjoghlian, qui a ete sacree championne grâce a sa victoire en trois
sets en finale face a la Suissesse Anahid Der Boghossian (3-0).

L’edition 2010 qui s’est disputee dans la capitale hollandaise
Amsterdam a rassemble 62 joueurs et 43 joueuses en provenance de 26
pays.

Le ministre armenien Hiranosh Hagopian a remis le trophee et les
medailles aux champions.

Yesterday, representatives of the Armenian National Congress Levon
Zurabyan, responsible for external relations Vladimir Karapetyan and
Avetis Avagyan met with the PACE Chairman Movlut Chavushoglu.

In answer to "Radio Liberty" question on the reason why Levon
Ter-Petrosyan did not meet with Chavushoglu personally, Zurabyan
said that after the last PACE resolution over 1 year passed, but no
demand or proposal in this connection was made. It is about the 14
political prisoners, A1+ and Electoral Code. In this sense, we have
strictly criticized the Institutions of the European Council.

"PACE tries to restore the activities of the sub-committee on the
NKR issue settlement. We think this is an unconstructive step. Any
alternative discussion will only distract the parties from the
negotiations enabling them be engaged in propaganda", said Zurabyan.

During the meeting, they asked Chavusholgu why he did not visit the
Genocide memorial. "He clarified that no other PACE Chairman was
enforced such a demand", said Zurabyan.

Tehran International Book Fair got underway May 5 and is due by May
15. Over 2000 Iranian and around 1700 foreign publishers participate in
the fair. The number of visitors has surpassed 4 million, information
department of Armenian Foreign Ministry reported.

Iranian Parliament Speaker Ali Larijani attended the official opening
ceremony of the 23rd Tehran International Book Fair May 5.

The number of visitors and those interested in the Armenian pavilion,
established at the initiative of the Armenian Embassy in Iran and in
association with the Armenian Culture Ministry, proves unprecedented.

Particularly great is the interest in the spheres of Armenian tourism
and higher education. Foreign visitors are mostly show interest in
the Armenian Genocide.
