Holland: Critical Parliamentary Questions about Minister Rosenthal’s
Position on Armenian Genocide

The Hague, 12 August 2011 – The Dutch Parliamentary factions of Christian
Union (ChristenUnie), Socialist Party (SP), Reformed Political Party (SGP)
and Party for Freedom (PVV) have submitted written questions to Dutch
Minister of Foreign Affairs Mr. Uri Rosenthal. In a letter to the Dutch
Parliament, Mr. Rosenthal spoke about the “terrible events that took place
in 1915” and the necessity for “Turkey and Armenia to start a dialogue on
this question”. He also avoided to use the term “genocide” in his letter.

Since years both in Dutch politics and media the term “Armenian Genocide” is
commonly used. Also by previous Ministers of Foreign Affairs, including the
current vice-Prime Minister Maxime Verhagen, this term is used in
parliamentary debates. It seems that the new Dutch government, under
pressure of Turkey, is turning back the clock.

Mr. Voordewind (Christian Union), Mr. Van Bommel (Socialist Party), Mr. Van
der Staaij (Reformed Political Party) and Mr. Van Roon (Party for Freedom)
ask the Minister whether according to his opinion, these “events” fall in
the category of “genocide” as defined in the Convention on the Prevention
and The Punishment of Genocide, or if not, they would like to know why. If
so, they ask the Minister why this terminology is not used in his letter.

The parties point out to the Minister that at the submission in 2004 of the
“motion Rouvoet” his predecessor Mr. Bot has qualified the content of the
motion as support for his policy. The motion, which then was adopted
unanimously by the Parliament, urges the government to put “the recognition
of the Armenian Genocide constantly and expressly on the agenda” in the
context of negotiations on possible Turkish accession to the EU. The parties
ask the Minister whether indeed a policy change has occurred and if so, what
are the reasons for this.

In his letter the minister states that “it is essential that a candidate
country faces its past history” and that ³accordingly he carries out the
motion by Rouvoet». On the other hand he notes that recognition does not
form any new requirement or condition in the EU negotiations. The parties
ask the minister to substantiate the difference between statements and to
indicate whether to the Minister’s opinion it is possible that Turkey would
join the EU without having dealt with its history.

Members of Parliament finally ask if the Minister is willing, whether or not
in consultation with the mayor of The Hague, to explore the possibilities
for a memorial to the victims of Armenian Genocide elsewhere in The Hague.
Rosenthal wrote in his letter, namely, on the proposal for such a monument
near the building of the International Criminal Court, that this government
does not support or give assistance to such proposal, since this would
conflict with the neutral position of the Netherlands to host the
International Criminal Court (ICC).

Dutch media published about Rosenthal’s letter earlier this week. In an
opinion article in Dutch daily De Volkskrant Christian Union prominent
politicians Van Dijke, Voordewind and Segers severely criticised the content
of Minister’s letter and called on Rosenthal to show more courage. Dutch
weekly magazine Elsevier also paid attention this week to the case. A photo
of Mr. Voordewind at the Armenian Genocide Memorial in Assen illustrates the
article, where he states: “If the Minister is now walking away, the
Parliament should call him to order”. In a reaction, the Ministry of Foreign
Affairs told Elsevier, that the present government “like their predecessors
is implementing the motion by Rouvoet”, but that a sharp position of the
Netherlands is not bringing a solution any closer.

The Federation of Armenian Organisations of the Netherlands (FAON) welcomes
the critical questions of the Dutch Parliament, but is very disappointed
with the position of Minister Rosenthal. The assignment of the plenary
chamber, according to Rouvoet’s motion, can not be met by addressing “the
past” or “tragic events” in the EU discussions, but only by respecting the
essential meaning of the motion and thus by putting the “recognition of the
Armenian Genocide” on the agenda in negotiations as well as with Turkey as
on the EU level.

Interview with Alex Jackson, an independent analyst on security,
political and economic issues in the Caspian region

Three years have passed since the last war in the South Caucasus and
many local analysts still question the stability in the region and
if there is any possibility of destabilization?

The situation in the South Caucasus remains fragile and uncertain:
the underlying problems facing the region have not been addressed. The
situation between Russia and Georgia remains tense, although for
political reasons neither side is willing to risk a new war. The
tension between Armenia and Azerbaijan is also a serious issue.

However, despite the lack of progress on a political settlement, the
chances of a new war are still very unlikely. So although neither of
the region’s conflict situations are likely to flare up, their root
causes have not been addressed and they remain a threat to long-term
stability and peace.

What are your expectations on the Nagorno-Karabakh negotiation process
developments?

The situation in Nagorno-Karabakh is very difficult to predict. The
situation has endured for seventeen years without a return to
significant fighting, and this is unlikely to occur unless either
Armenia or Azerbaijan take a political decision to abandon the peace
process. This is not a likely scenario. However, the lack of progress
in negotiations is concerning. It seems that both sides are discussing
very precise details of the peace settlement, which has exposed the
tension between the concepts of self-determination and territorial
integrity.

Patience among mediators is growing thin but neither they, nor Baku
nor Yerevan, has enough incentive to walk away from the negotiations
and demand a new negotiating format. For now the status quo remains
the most likely situation.

Another thought on agenda after the Georgian war – should the
South Caucasus countries look for stability and protection in NATO
integration?

The Russia-Georgia war showed the limits of NATO’s interest in the
South Caucasus. The Alliance has no interest in granting membership
to the three states of the region whilst they continue to face a
number of complex security issues, and whilst their armed forces
and political systems are not in line with NATO standards. In any
case the three states have different approaches to NATO: Georgia has
formally applied for membership, Azerbaijan is equivocal, and Armenia
has little or no interest in membership.

However, each country will continue cooperation and integration
with NATO – as well as building good relationships with important
Euro-Atlantic nations, co-operation with NATO enables the South
Caucasian states to improve and modernize their military forces
and doctrines.

Is there a way for Russian and the US to cooperate in the South
Caucasus and preserve the stability in the region?

Whether or not Russia and the US cooperate in the Caucasus depends
on two sets of factors. Firstly, strictly regional factors – for
instance, tension over US support for Georgia before, during and
after the Russia-Georgia war; or US support for energy pipelines
leading through the region which avoid Russian territory. At the
moment there is limited tension over these issues, as the US does
not view the Caucasus as a priority area.

The second set of factors is the wider parameters of the relationship
between Washington and Moscow. During periods when this relationship
is very tense, it is natural that their interaction in the Caucasus
is also tense. Although there are fears that the ‘reset’ between
them is collapsing, relations between them are still cordial, so
co-operation continues. For instance, both the US and Russia share
very similar views on the Nagorno-Karabakh conflict and work together
quite closely on it.

More generally, do you see any major changes in the South Caucasus
coming?

It seems unlikely that there will be any major changes in the region
this year. The most likely changes to occur would be a renewal of the
Armenia-Turkey thaw: however, despite hopes that Turkey’s government
would pay more attention to the issue after its election victory in
June, this has not occurred. The Armenian government cannot afford
to spend political capital on it as election season approaches.

Indeed, the dialogue between the Armenian government and the
opposition, and the possibility of early elections, is another key
trend to watch. Although it seems that the opposition is too weak
and fractured to challenge the ruling party, Armenian politics is
very fluid, so this could change quickly.

Hraparak Daily says some members of the Ramkavar Azatakan party are
meeting at the Aghveran holiday home on Sunday. Harutyun Arakelyan’s
supporters have convened a congress in the holiday home for electing a
new chairman. Edward Antinyan will be dismissed as the chairman of the
Ramkavar Azatakan party.

In return, Antinyan’s supporters claim this congress is illegal and
describe it as an attempted coup. They have reported `abuses by
Harutyun Arakelyan’ to the police claiming that he has alienated the
territory and property belonging to the party, the paper said.

Les forces armées de la République du Haut Karabagh se trouvent dans
un état de combativité et sont prêtes à donner « la réponse méritée à
l’ennemi pour toute attaque ». Les mots sont du minsitre de la Défense
du Haut Karabagh, Movses Hagopian qui a donné une inteview aux
représentants des médias vendredi 12 août à Stepanakert. La conférence
était à l’occasion du 20ème anniversaire de l’Armée de la République
du Haut Karabagh (RHK). M. Hagopian a dressé l’historique de l’Armée
du RHK de sa formation à son évolution. Une Armée du RHK qui est
considérée par les spécialistes militaires comme l’une des meilleurs
-sinon la meilleure- de toute la région du Sud Caucase. « Cette armée
n’a pas attendu l’acte final de paix entre l’Azerbaïdjan et l’Artsakh
pour entrer dans une nouvelle phase de développement. Nous avons
augmenté le niveau de formation et la discipline de cette Armée. Une
partie des officiers qui ont participé à la guerre de libération du
Haut Karabagh vont progressivement arriver à la retraite. Nous avons
mis en place une procédure de transmission de leur expérience aux
jeunes soldats. Nous avons également amélioré la qualité et la
quantité de nos armes qui sont dotées de nouvelles technologies » dit
Movses Hagopian. « Le potentiel des forces armées de la Républiques du
Haut Karabagh a augmenté de 20% depuis l’an dernier. Et nous
continuons à l’augmenter » conclut M. Hagopian qui dit également
préférer la paix à la guerre.

Cérémonies d’ouverture des 5ème Jeux Panarméniens hier soir à Erévan

Hier soir à partir de 21 heures se sont déroulées au stade Vazken
Sarkissian (Stade Républicain) d’Erévan les cérémonies d’ouverture des
5ème Jeux Panarméniens qui se dérouleront jusqu’au 21 août. La
cérémonie qui débuta par un feu d’artifice furent grandioses en
présence de près de 20 000 spectateurs éblouis avec un spectacle
exceptionnel retraçant l’histoire et la culture arménienne à travers
ses danses, musiques et chants. L’évènement était transmis en direct
par la Chaîne Publique d’Arménie. Le mot d’odre de ces 5ème Jeux
Panarméniens est « l’Union à travers le sport » regroupe les Arméniens
de la diaspora, de l’Arménie et du Haut Karabagh. Ces jeux comportent
10 disciplines sportives. Après la partie artistique, sous les
applaudissements du public, les délégations firent leur entrée dans le
stade. La première délégation fut celle de Stepanakert et la dernière
Erévan. La France était représentée par les délégations de Paris,
Marseille et Strasbourg. Au total plus de 3 000 sportifs représenant
125 ville défilèrent.

En présence du Premier minsitre arménien Dikran Sarkissian -le
Président Serge Sarkissian étant à l’étranger- et le Président du
Comité d’organisation des Jeux Panarméniens Ichkhan Zakarian, le
drapeau des Jeux Panarméniens fut hissé. Le feu de ces jeux fit alors
son entrée dans le stade porté par trois athlètes -dont le multiple
champion du monde Vic Darchinyan- et deux enfants. Puis le champion du
monde d’haltérophilie Tigrane V. Martirossian alluma le feu des 5ème
Jeux Panarméniens. L’hymne national arménien fut chanté par Hasmig
Babian. Après les discours et la bénédiction du Catholicos Kérékine
II, Ichkhan Zakarian a déclaré les jeux ouverts. Puis le stade
s’embrasa sous la fête, les kotcharis avec la présence des vedettes de
la chanson arménienne telles que Arman Hovhannissian, Nouné Yessayan
et Tata Simonian. Un superbe feu d’artifice cloture la cérémonie
d’ouverture des Jeux Panarméniens placés sous le signe de la fête et
des retroubailles entre Arméniens de la planète.

The goals of the dialogue between Armenia’s opposition and ruling
coalition cannot be as important as to lead to the country’s failure
of keeping public order, a coalition representative as said.

In an interview with the Armenian daily Aravot, David Harutyunyan, the
head of the delegation representing the ruling coalition in the
dialogue, said that there can be no dialogue just for the sake of
dialogue.

Asked how he would react, should the Armenian National Congress (or
HAK) withdraw from the dialogue, especially against the backdrop of
the recent arrest of opposition activists, Harutyunyan said: `There
cannot be dialogue for the sake of dialogue.’

`Of course the dialogue pursues very important goals – creating a
decent atmosphere of tolerance, for the country’s progress,
development, a decent atmosphere in regular elections, in the
post-election period,’ Harutyunyan added.

`But no matter how important those goals are, they cannot be
considered as important as to lead the country to a failure of
preserving public order,’ explained he.

According to Harutyunyan, if the opposition uses the arrest of its
young activists as a pretext to withdraw from the dialogue, it will
mean we were not in fact mature enough for this dialogue.

`That will mean that we have failed to create the atmosphere when we
could talk to each other in a civilized way. That is very bad as at
some point there should be a dialogue in the country,’ said David
Harutyunyan.

BAKOU, 12 août 2011 (AFP) – Human Rights Watch (HRW) a dénoncé
vendredi la démolition en Azerbaïdjan des bureaux de plusieurs ONG
locales de défense des droits de l’homme, dans le cadre d’un projet
visant à moderniser la capitale de cette ex-république soviétique
riche en hydrocarbures.
Le btiment où se trouvaient les bureaux de l’Institut pour la Paix et
la Démocratie (IPD), de la Campagne azerbaïdjanaise pour
l’interdiction des mines antipersonnel et de l’unique Centre de crise
pour les femmes dans le pays, a été démoli jeudi soir à Bakou, a
indiqué HRW, organisation de défense des droits de l’homme, dont le
siège est à New York.
“Cette démolition impitoyable d’un btiment qui était un centre pour
les militants des droits de l’homme en Azerbaïdjan envoie un message
effrayant à tous les Azerbaïdjanais”, a estimé Jane Buchanan,
chercheuse à Human Rights Watch, dans un communiqué.
Selon un employé de l’Institut pour la Paix et la Démocratie, les
locataires n’étaient même pas au courant de la date fixée pour la
démolition. “Les ouvriers sont venus sans nous prévenir. C’est une
violation flagrante de la législation”, a déclaré à l’AFP Azad
Isazade.
Beaucoup d’habitants de Bakou ont aussi perdu leurs maisons dans le
cadre de ce projet gouvernemental visant à remplacer des vieux
btiments par des immeubles modernes, afin d’améliorer l’image de la
capitale, selon IPD. L’Azerbaïdjan, qui regorge d’importantes réserves
d’hydrocarbures, fait souvent l’objet de critiques concernant sa
situation des droits de l’homme, que les autorités azerbaïdjanaises
rejettent systématiquement.

Le 2ème anniversaire de la disparition du chanteur arménien Aram
Dikran fut marqué à le 8 août à Ankara par une manifestation
artistique selon « Hurriyet Daily News ». Le 15 octobre Diyarbakir
marquera à son tour l’anniversaire de la disparition d’Aram Dikran. «
Aram Dikran qui est connu pour ses chansons en langue kurde désirait
être enterré à Diyarbakir, mais sa demandé fut rejetée car il n’avait
pas la citoyenneté turque » écrit le journal. Aram Dikran repose
aujourd’hui à Bruxelles. Sayid Tchetinoglu, l’un des organisateurs des
concerts dédiés au chanteur d’origine arménienne confie « Aram était
la voie de la liberté pour les hommes. Avec sa voix et son instrument
de musique il exprimait les souffrances et les destins tragiques des
peuples du Moyen Orient ». Selon S. Tchetinoglu c’est en raison de
l’origine arménienne d’Aram Dikran que la Turquie a refusé le
rapatriement de son corps à Diyarbakir où le chanteur compte de très
nombreux admirateurs Kurdes. « Si nous n’arrivons pas à rapatrier son
corps ici à Diyarbakir, nous feront revivre sa voix et son souffle »
dit S. Tchetinoglu. Aram Dikran était né à Kamishli (Syrie), une ville
qui compte de nombreux Kurdes. Il était parmi les premiers à chanter
en langue kurde bénéficiant ainsi d’une très grande popularité.

The yacht “Armenia” made its final port of call in Limassol on
Thursday, concluding a two year voyage that started from Valencia
and took the crew of seven to countries inhabited by Armenians.

The trip was initiated by its captain, author and human rights activist
Zori Balayian, who used the Armenian tricolour as its main sail and
carried the Armenian alphabet on 38 flags, one for each letter.

The ship is dedicated to Mesrob Mashdots, philosopher and founder
of the Armenian alphabet in 405. However, the crew also paid tribute
to the 13 victims of a deadly blast at a naval base a few kilometres
from Limassol port, that destroyed the isalnd’s main power station.

This is Balayian’s second project. He had earlier sailed on board
the Cilicia in 2005, which, too, had visited Cyprus.

On the port side to welcome the sailboat and its crew were President
Demetris Christofias and his Armenian counterpart Serge Sarkissian, the
Armenian Representative in the Cyprus Parliament, Vartkes Mahdessian,
clergy and diplomats and members of the Armenian community of Cyprus.
