to calm her pre-wedding jitters.

In the new issue of Every Day with Rachael Ray, the Kardashian sisters
reveal that their favorite comfort food is a traditional Armenian
breakfast dish called beeshee.

It’s a dish their grandmother (who Kim, Kourtney and Khloe
affectionately call Nana) made for them all the time before she passed
away–now Khloe and Kourtney have taken over the duties of prepping
this Armenian early morning treat.

According to the girls, a beeshee is a thin, crispy, fried pancake
that’s covered in sugar. It sounds like Kim won’t be able to enjoy
too many of those before her walk down the aisle with hubby-to-be Kris Humphries.

President Ilham Aliyev received ambassadors of Moslem countries to
Azerbaijan and heads of the diplomatic representatives on the occasion
of the month of Ramadan.

The Head of State expressed his best wishes to the meeting participants
on the occasion of Holy Ramadan and asked them to convey his greetings
and congratulations to the heads of states and governments of their
countries.

The month of Ramadan embodies a unity of Moslems around the world.

President Ilham Aliyev said it is necessary to strengthen friendly
relations among the Islamic countries and Islamic solidarity even more.

On successful bilateral and international cooperation between
Azerbaijan and Islamic countries, President Ilham Aliyev said his
country makes valuable contribution to the Islamic solidarity.

On Armenia-Azerbaijan Nagorno Karabakh conflict, President Ilham
Aliyev said the Islamic countries share a fair position on resolution
of the problem.

President Ilham Aliyev wished peace and prosperity to the meeting
participants on the occasion of the upcoming Ramadan holiday.

On behalf of the ambassadors of Moslem countries to Azerbaijan and
heads of diplomatic representatives, Uzbek ambassador Ismatilla
Yergashev congratulated President Ilham Aliyev and the people of
Azerbaijan on the occasion holy Ramadan and wished them peace and
prosperity. The diplomat stressed the significance of the regular
meeting with the Head of State on such the occasion.

News.Az interviews political scientist Sahib Aliyev, a non-partisan
member of Azerbaijan’s parliament, the Milli Majlis.

How do you assess President Medvedev’s latest initiative to organize
meetings with the presidents of Azerbaijan and Armenia to discuss
resolution of the Karabakh conflict?

The recent meeting of the presidents of Azerbaijan and Armenia in
Kazan, mediated by the Russian president, bore no fruit. After that
Russian President Dmitriy Medvedev made new proposals to settle the
Karabakh conflict. However, Medvedev went beyond this, sending Russian
Foreign Minister Sergey Lavrov to Baku and Yerevan and holding talks
with US President Barack Obama.

The same consultations were held with France – the other country
co-chairing the OSCE Minsk Group. It’s worth noting that after the
failure of the talks in Kazan President Medvedev did not wait but
made new proposals right away.

I also want to draw your attention to the fact that after the Kazan
meeting, the Armenian side announced that the talks had failed because
of new changes to the conflict resolution process proposed by the
Azerbaijani side. But if Russia makes new proposals which are agreed
by the Azerbaijani side right after the Kazan meeting, it means that
Medvedev practically took Baku’s changes into account. In this view,
the proposals of the Russian president should be assessed positively.

All the same, if the Russian president holds intensive meetings
with the heads of Azerbaijan and Armenia and organizes meetings, it
means he wants progress in the Karabakh settlement. In other words,
the Russian side considered Baku’s remarks fair, which is why it made
new proposals in such a short time.

Assessing President Medvedev’s meetings with the heads of Azerbaijan
and Armenia, I believe that the Russian president will use these
meetings to study opportunities for the next trilateral meeting of
the heads of state. I think that if it emerges after the talks that
a joint meeting of the heads of Azerbaijan, Russia and Armenia will
be held, this will certainly see the signing of the basic principles
for a Karabakh conflict settlement.

Moreover, it means that issues of concern to the Azerbaijani side
will be removed, though progress on the basic principles does not
mean the signing of a peace agreement in the future. The issue arises
of striking a peace deal, since the signing of this document may be
protracted, as it was between Palestine and Israel who agreed on
the basic principles for a conflict settlement. I am hopeful that
Medvedev’s new proposals will reflect all these issues.

In a recent interview, comparing the decision of President Mikheil
Saakashvili to ensure the territorial integrity of Georgia by force
with the Karabakh conflict, the Russian president said that it was
better to hold endless talks than to start war. Does this apply to
the Karabakh conflict?

The talks on a Karabakh settlement have been going on for 20 years
now. I think that in this case attention should be paid to the part
of Medvedev’s statement where he said that long-standing talks would
help Georgia, Abkhazia and South Ossetia come to a solution. Medvedev
hints that Georgia could ensure territorial integrity through long
talks. As for negotiations on Karabakh, I don’t think it possible to
settle this conflict at the current stage. Now only a phased resolution
of the conflict is possible.

Does Russia benefit from the resolution of the Karabakh conflict,
given that it has assumed the role of chief moderator on the conflict?

Many observers tend to assume that the Karabakh problem is an
instrument of pressure in Russian hands on the countries of the
region. In this regard, an option for a phased solution to the conflict
can satisfy all parties involved in the settlement of the problem,
including Russia. In other words, the first stage of the conflict
settlement can discuss the return of refugees to their homeland,
and in the future we can talk about a referendum on the status of
Nagorno-Karabakh.

In other words, Russia will continue to reserve the mechanisms of
control over the region for a longer period. So, the option for a
Karabakh solution which is currently on the table is beneficial to
Russia as much as it is profitable to Azerbaijan. Progress in the
negotiating process is beneficial both to improve Russia’s image and
to rescue Armenia.

How may Russia behave in the event of a new war in Karabakh?

Baku has repeatedly stated that it will not wait another 20 years
and, therefore, will liberate its territory by military means. In
this case, Russia would be involved in the war to some extent. There
is a problem for Russia here, as it would be affected itself by its
involvement in the war in varying degrees. Judging from the statements
of Russian officials, Moscow is hesitating on this issue. Therefore,
I emphasize that an end to the status quo in the Karabakh conflict
is also to Russia’s advantage.

What does Baku expect from Russia’s increased focus on Karabakh?

In general, Baku expects a speedy resolution of the conflict to result
from Russia’s mediation. Baku has repeatedly stated the inadmissibility
of preserving the status quo on Karabakh, since it could lead to a
new conflict. Therefore, Baku expects Russia to justify the hopes
placed on it as a primary mediator on the Karabakh conflict.

The approximation in the parties’ positions on some issues in
accordance with the basic Madrid principles has become possible
at the meetings and negotiations held recently upon the President
Dmitry Medvedev’s initiative and participation, Head of the Foreign
Relations Department at the Azerbaijani Presidential Administration
Novruz Mammadov told Trend on Wednesday.

“Exchanging views on various regional and international issues, the
heads of states discussed the Armenian-Azerbaijani Nagorno-Karabakh
conflict settlement and the negotiation process in this regard. The
presidents’ position can be expressed as follows: the approximation
in the parties’ positions on some issues in accordance with the basic
Madrid principles has become possible at the meetings and negotiations
held recently upon the President Dmitry Medvedev’s initiative and
participation. Therefore, it is necessary to further continue the
negotiations,” Mammadov said, commenting on the results of Sochi
meeting of Presidents Ilham Aliyev of Azerbaijan and Dmitry Medvedev
of Russia on Tuesday.

As known, Azerbaijani President Ilham Aliyev made a working visit to
Sochi city upon the Russian President Dmitry Medvedev’s invitation
on Aug.9.

Mammadov said President Aliyev once again presented Azerbaijan’s
position on the Armenian-Azerbaijani Nagorno-Karabakh conflict
settlement to President Dmitry Medvedev’s attention.

“At the end of the meeting, the Azerbaijani President Ilham Aliyev
thanked the Russian President Dmitry Medvedev for the invitation
to make a working visit, special attitude and attention during the
visit, as well as for very effective exchange of views. At the same
time, President Aliyev said after the negotiations that as it was in
the Kazan meeting, the Armenian government repeatedly demonstrates
insincerity, shifting the failure of negotiations to Azerbaijan,
using the opportunities of circles and Diaspora close to the Armenian
leadership,” he said.

Mammadov said during the visit, the Presidents appreciated the
bilateral relations and cooperation established between the Azerbaijani
Republic and Russian Federation and expressed their determination to
continue efforts in this regard.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

about the process of booths dismantlement in Yerevan.

The Ombudsman~Rs office is currently studying the legitimacy of the
process and demanding explanations from relevant competent bodies and
people dealing with the issue, Mediamax was informed in the Department
of Information and Public Relations of the Ombudsman~Rs Office.

Today, the Office’s employees had an alarm and they visited
Komitas-Papazyan crossroad, the place of the booths~R dismantlement,
and reported the details of the case to the Ombudsman. He will present
his assessments on the issue on August 16.

The Georgian Orthodox Church’s claim to several monasteries in
neighboring Armenia is stoking religious tension between the two
South Caucasus neighbors.

The fact that Armenia was the first country to adopt Christianity as a
state religion (in 301 AD) is a source of national pride in Yerevan,
and government officials accordingly tend to be quick to defend the
prerogatives of the Armenian Apostolic Church. Authorities in Georgia,
the third country to make Christianity its state religion (in 326 AD,
after Ethiopia), feel similarly strongly about the rights of the
Georgian Orthodox Church. These deeply held opinions ensure that
cross-border property claims are a delicate topic.

Neither church today enjoys the status as a state religion, although
both represent the faith of a large majority of Armenians and Georgians
respectively.

In the post-Soviet era, church relations have travelled on a bumpy
path. A brief thaw set in after Georgian authorities in July approved
regulatory changes that would allow the Armenian Apostolic Church to
gain official status in Georgia. The Georgian Orthodox Church opposed
the revisions, but Armenian Apostolic Church representatives told
RFE/RL that it believed the objections did not have sectarian roots.

These days, property disputes are the primary source of tension. In
Armenia, the Georgian Orthodox Church desires official status and
ownership of five monasteries in areas near the Armenian-Georgian
border that it claims were founded as Georgian churches. Four of
the disputed properties are in the Lori region — the monasteries
of Akhtala, Kobair, Hnevanq, and Khuchap. The fifth, the Kirants
monastery, is in the Tavush region.

The Armenian Apostolic Church supports its Georgian counterpart’s
request for official status, but Armenian church leaders object to
handing over the monasteries.

“It [the Georgian Church] demands churches whose ownership is still
disputed,” claimed Armenian Apostolic Church spokesperson Father
Vahram Melikian.

The Armenian Apostolic Church contends that though these monasteries
may have functioned as Georgian believers during the 11th and 12th
centuries, they were built as Armenian Apostolic churches and should
remain so.

Practical considerations also should be taken into account, added
Father Vahram. The low number of ethnic Georgians living in Armenia
-only about 600, according to government data – does not justify the
transfer of five monasteries, Vahram contended.

During a June visit to Tbilisi, Armenian Apostolic Church Catholicos
Karekin II gave a more open-ended answer to Georgian Orthodox Church
Patriarch Ilia II on the matter. “You put your arguments down, we’ll
look at them. What prevents us from resolving these questions?”

Karekin II said in an unofficial videotaped chat posted on YouTube.

Ethnic Georgians in Armenia approach the church-property issue
gingerly. Local Georgian Orthodox believers do not yet have official
registration, a status that would grant them the ability to build
churches. The law is applicable to all religious communities with
at least 200 members. “It is unclear why they have not registered,”
Father Vahram commented.

At Yerevan’s St. George church, which serves a tiny Georgian Orthodox
community, the priest, Father Alexander, said that he petitioned
Georgian Orthodox Church Patriarch Ilia II in 2006 to be recognized
as a Georgian Orthodox church, “but didn’t get any answer.”

Religious rights watchdogs in the past have reported that some
Christian denominations skirt registration requirements since they
see it as an avenue for government interference.

Members of Armenia’s ethnic Georgian community tend to look to
Patriarch Ilia II and Catholicos Karekin II to take the lead on
tackling the question of ownership of the Lori and Tavush monasteries.

The property disputes go both ways. The Armenian Apostolic Church lays
claim to five churches in Tbilisi and one in the southern Georgian
town of Akhaltsikhe, which has a large ethnic Armenian population.

Father Vahram said the property claims were motivated by an Armenian
church desire to defend the religious rights of ethnic Armenians
living in Georgia. Such explanations, however, leave many in Tbilisi
feeling suspicious.

YEREVAN. – Armenian human rights defenders demand immediate release of
opposition activists, beaten up and detained by the police on Tuesday,
and fair punishment for officers who exerted violence and fabricated
a criminal case.

Armenian News-NEWS.am publishes the statement released by organizations
dealing with human rights defense in Armenia:

“Seven young activists of opposition Armenian National Congress
[ANC] – Tigran Arakelyan , Sahak Muradyan, Areg Gevorgayn, Sargis
Gevorgyan, Artak Karapetyan, David Kiramijyan, and Vahagn Gevorgyan –
were detained by the police on August 9. On August 10 we were informed
that a criminal case has been filed against them.

Before and after detention the young men were subjected to violence
and beating by the police. The police exerted violence even against
one of the lawyers.

The group that seized the power after rigged elections turned the
country into police state. The law has been violated. Nobody is
protected. Those trying to protect their rights or the rights of
other people become targets of suppression. This is the reason why
young people get subjected to violation and detention so frequently.

We, the representatives of human rights organizations, condemn the
violence exerted by the police and their attempts to start a criminal
case against seven activists of ANC.

We demand their immediate release and punishment for those who exerted
violence and fabricated a criminal case.

The statement was signed by Vardan Harutyunyan of Center for Rights
and Freedom, Isabella Sargsyan of Youth for Democracy, Arthur Sakunts
of Helsinki Citizens Assembly Vanadzor Office, Levon Barseghyan of

PanARMENIAN.Net – Senior Iranian lawmaker Alaeddin Boroujerdi says
Syria must be defended against US meddling and Damascus must be helped
to end the unrest in the country.

“Having lost Egypt [following the Egyptian revolution], the US is
now targeting Syria,” IRNA quoted head of the Majlis (parliament)
National Security and Foreign Policy Committee Boroujerdi as saying.

Boroujerdi made the remarks in a meeting with Arab League
Secretary-General Nabil al-Arabi in the Egyptian capital, Cairo.

“The US aims to defeat the resistance in order to achieve its
objectives and the [objectives of the] Zionist regime [of Israel].

[Therefore] Syria must be helped to end the unrest in the country,”
the Iranian lawmaker added.

Syria has been experiencing unrest in the past months, with
demonstrations held both against and in support of the government.

Hundreds of people, including security forces, have been killed during
clashes in the country since the beginning of the unrest in mid-March.

The Syrian opposition claims security forces are behind the killings,
but the government blames the deadly violence on foreign-backed
armed gangs.

Meanwhile, political analysts say the recent decisions by Bahrain,
Saudi Arabia, and Kuwait to recall their ambassadors from Damascus
could be interpreted as a prelude to foreign intervention in Syria.

Property Rights In Focus Of Construction Of North South Transport Co

PROPERTY RIGHTS IN FOCUS OF CONSTRUCTION OF NORTH SOUTH TRANSPORT CORRIDOR

PanARMENIAN.Net – Special attention will be rendered to compensation
of proprietary right and archeological issues when implementing
construction of North South transport corridor, according to Armenian
Minister of Transport and Communication Manuk Vardanyan.

A French company developed the project, ordered by Asian Development
Bank (ADB), whose requirements for social and ecology issues were
strict, the Minister told journalists after presentation of North
South transport corridor investment programs, Project 1 and Project 2.

The Minister emphasized importance of monetary compensation to owners
of lost ground areas, buildings and business.

“Any proprietor, a legal entity or a citizen, or a community,
regardless of type of ownership, should receive respective
compensation,” said Vardanyan adding that unless ground areas are
redeemed to become state’s property, construction of the road cannot
be started.

According to the Minister, program presentation, notifying citizens
about compensation means will be organized at all communities where
the road will pass.

Vardanyan said that the state will try to exclude all shortcomings in
the legal field in the issue of compensation, however if any drawbacks
still persist, people may address a court.

The compensation will be totally covered from the Armenia’s budget,
and is in no way connected with ADB tranches.

“Archeological issues will also be in the focus of Transportation
Ministry, as there are spots on the whole length of the future road
that aroused archeologists’ interest,” said the Minister adding that
any decisions during construction of the road will be adopted after
positive conclusion of archeologists.

Vardanyan stressed that ADB signifies this problem as well.

The total length of North South transport corridor will total 556
km from Armenian-Iranian border to Georgian. Asian Development
Bank allotted a USD 500 million worth credit to fund a part of for
North-South corridor construction program. The Corridor will allow
Armenia to become a transit state in regional transportation industry,
as well as join the Black Sea circular highway.
