MEDVEDEV SUBMITS AGREEMENT ON MILITARY BASES IN ABKHAZIA, SOUTH OSSETIA FOR RATIFICATION

PanARMENIAN.Net – Russian President Dmitry Medvedev has submitted
an agreement on deployment of joint Russian bases in South Ossetia
and Abkhazia.

The agreement was signed in 2010 for a 49-year period with possible
prolongation for another 15 years. The main task of the bases is
to curb possible aggression against the two republics and guarantee
security of Russian citizens.

Agreement with Abkhazia envisages naval cooperation, Rossiyskaya
Gazeta reported.

8 août 2011 – Le Conseil de securite des Nations Unies a condamne
lundi une attaque contre des casques bleus de la Mission de l’Union
africaine et des Nations Unies au Darfour (MINUAD) qui a eu lieu
vendredi 5 août dans la province du Sud-Darfour. L’attaque a coûte la
vie a un casque bleu du Sierra Leone et a grièvement blesse un autre.

” Les membres du Conseil de securite expriment leurs condoleances a
la famille du casque bleu tue ainsi qu’au gouvernement du Sierra Leone.

Ils notent que la MINUAD travaille avec la police soudanaise pour
trouver les auteurs de l’attaque et encouragent le gouvernement
du Soudan a s’assurer qu’ils seront traduits rapidement devant la
justice et qu’il ne peut y avoir d’impunite pour ceux qui attaquent
des casques bleus “, declare le communique de presse.

Les membres du Conseil de securite ont reitere leur soutien entier
a la MINUAD et ont appele toutes les parties au Darfour a cooperer
pleinement avec la mission.

The Russian and Azerbaijani Presidents Dmitry Medvedev and Ilham
Aliyev will discuss Nagorno-Karabakh conflict settlement and the
legal status of the Caspian Sea at the talks in Sochi on Aug. 9,
RIA Novosti reported.

The press-service of the Russian President told media that President
Aliyev will pay a working visit to Russia at the invitation of
Russian counterpart.

“The extensive exchange of views on key aspects of Russian-Azerbaijani
relations, as well as on the urgent issues of regional agenda,
especially the negotiation process on Nagorno-Karabakh conflict
settlement is planned to be held during the meeting of the two
leaders,” a statement said.

The Kremlin recalled that the Russian and Azerbaijani Presidents
regularly meet during the trilateral talks on the Nagorno-Karabakh
settlement with the Armenian President.

The last meeting was held in Kazan on June 24.

Presidents Medvedev and Aliyev will also discuss the Caspian theme
in Sochi in the context of the ongoing negotiations on the legal
status of the Caspian Sea and in light of the decisions of the Third
Summit of Heads of Caspian littoral states in Baku in November 2010,”
the Kremlin press-service said.

In November 2003, the Caspian countries signed the Framework Convention
for the Protection of the Marine Environment of the Caspian Sea.

In July 1998 Russia and Kazakhstan signed an agreement on the
delineation of the northern part of the Caspian Sea in order to
exercise sovereign rights for subsoil use.

On Nov. 29, 2001, and Feb. 27, 2003, Kazakhstan and Azerbaijan signed
an agreement on the delineation of the Caspian Sea.

Kazakhstan , Azerbaijan and Russia signed an agreement on the
delineation of adjacent sections of the Caspian Sea on May 14, 2003.

The Presidents will exchange views on cooperation in the humanitarian
sphere. “The international humanitarian forum is planned to be held
under the patronage of the Azerbaijani and Russian Presidents in Baku
in October,” the press-service said.

Moreover, the special attention will be paid to the implementation
of the agreements in trade-economic, energy and investment-banking
reached during the Russian President’s official visit to Baku in
September last year.

the Caspian Sea during their talks in Sochi scheduled for Tuesday.

Aliyev will arrive on a working visit to Russia at the invitation

YEREVAN. – City council of Yerevan held snap session on Monday and
decided to change the city budget by adding incomes and redistributing
expenses. As a result, other buildings will be included in improvement
projects.

Money will be directed to reconstruction and improvement works of
gully sewer, press service of city hall informs Armenian News-NEWS.am.

Two double-deck buses will be purchased for organizing tours for
city sightseeing.

Yerevan city hall and Latvian “City parking service systems” signed
long-term cooperation agreement. It aims to install modern, safe and
affordable traffic management and security system. Latvian side will
invest ~@4 million. The city hall has another contract concluded
with Swarko. These two contracts will provide competitive field,
which will impact on increasing the level of service and price policy.

The city council also confirmed the memorandum between Yerevan and
Beijing.

Three members of oppositional Heritage parliamentary group were

Sydney. – Armenian National Committee in Australia (ANC-Australia)
calls Armenians in Australia to state their nationality in the upcoming
Census-2011 on Tuesday in Australia, Australian publication Armenia
reports. The committee calls Armenians to state the Armenian language
in the column of “the language used at home” and Armenian Apostolic
Church in the column of “religion.”

“This is a must for ethnic and cultural identification of Armenians,
who are spread in many countries of the world,” the publication writes.

“Information will help the Australian government to know what measures
to take accounting the demands of the Armenian community in Australia,”
executive director of ANC-Australia Varand Mgrdchyan told.

OREGON LABOR COMMISSIONER AND CONGRESSIONAL CANDIDATE VISITS SAN FRANCISCO

SAN FRANCISCO, CA – On Sunday, August 7, 2011, the San Francisco Bay
Area Armenian National Committee (Bay Area ANC), in partnership with
the Armenian National Committee of America – Western Region, hosted a
reception for Commissioner of the Oregon Bureau of Labor and
Industries and Congressional Candidate Brad Avakian. More than 75
community members attended the event to hear about Avakian’s
background and his bid to represent Oregon’s 1st Congressional
District. This was the second such event for Avakian in the Golden
State over the week.

“It is nice to have a member of Congress that will be a reliable vote
on your issues, but I plan to go to Congress and be the flag bearer
for Armenians every single day,” stated Avakian to the San Francisco
Armenian community. “My grandparents came to this country fleeing
oppression and seeking opportunity. It is my pledge to never forget
where I come from or why my family came to this country.”

Brad Avakian was born in Fresno, CA before moving to Oregon. His
grandfather had moved to Fresno from Moush in 1898 and his grandmother
had moved to Fresno from Bitlis in 1900. He graduated from Oregon
State University with a degree in Psychology before receiving his
Juris Doctorate from Lewis and Clark Law School. He was a Civil rights
attorney before being elected to the Oregon House of Representatives
in 2002 and was elected to the Oregon State Senate in 2006. In 2008,
he was appointed by Oregon Governor Ted Kulongoski to be the
Commissioner of the Oregon Bureau of Labor and Industries. In April of
2011, Avakian announced his intention to run for a seat in the U.S.
House of Representatives.

“Brad Avakian is a proven public servant who will make a great
addition to the growing number of friends of Armenian Americans in
Congress,” stated Bay Area ANC Board Member Matt Senekeremian. “We are

Yerevan/Mediamax/. After the fourth meeting of ANC and ruling
coalition, the leader of ANC delegation Levon Zurabyan said that the
ANC has presented an 85-page document including demands and supports
on the first item (holding extraordinary elections) on the agenda.

There was no discussion about this issue, Mediamax reports.

Levon Zurabyan added that the next meeting will be held in a week as
the authorities need time to familiarize themselves with the document
and present their arguments and assessments.

In its turn, the coordinator of the coalition delegation Davit
Harutyunyan noted that the ANC presented a document which partly
consists of questions and partly of assessments. According to him,
“a part of the questions are accurate, but we disagree with the
other part”.

Davit Harutyunyan added that the coalition delegation members will
present their assessments on the ANC’s arguments in a week.

YEREVAN. – State Revenue Committee of Armenia published the list of
1000 major tax payers of the country.

Zangezur Copper-Molybdenum Plant leads the list with AMD15 billion
($41.1 million) entry into Sate Budget during the first half of 2011.

ArmRusGazprom holds the second position with AMD 12.7 billion
($34.8 million).

Third place went to Alex Grig company, which belongs to an MP from
ruling Republican Party Samvel Alexanyan. The company made an entry
of AMD 9.1 billion (about $22.19 million).

ArmenTel is in the fourth place with 6.8 billion drams (about $
18.6 million).

The Electric Networks of Armenia with AMD 4.97 billion (about $13.6
million) paid taxes is in the fifth position.

The sixth line went to oil importer “City Petrol Group” with AMD 4.85
billion ($13.28 million).

“K-Telecom” holds the seventh position with AMD 4.75 billion ($13.01
million).

Flash company with AMD 4.6 billion ($12.6 million) paid taxes is
eighth, Armenia International Airports with AMD 4 billion ($10.9
million) is ninth and Grand Tobacco company with AMD 2.5 billion
($6.85 million) is tenth
