Azerbaijani President Ilham Aliyev chaired the Cabinet of Ministers’
meeting on outcomes of socio-economic development during 6 months
of 2011.

President Aliyev noted that, socio-economic issues were solved,
GDP rose 0.9%, during this period. He noted that, it decreased
compared to e year earlier due to reduction of oil extraction: “Our
main purpose is the development of non-oil sector and diversifying of
economy”. He also noted that, the growth in non-oil sector made 7.2%,
in agriculture – 6.2% during the same period.

He stated that, population’s monetary income also increased by 17%. He
said that, the Azerbaijani budget reached $20bn for the first time
after amendments in budget and strategic currency stocks rose $9 bln.

He noted that, Azerbaijan’s strategic currency stocks make $38bn:
“We can ensure the development of economy, allocate additional
financial resources for solution of population’s social problems”.

“Azerbaijani citizen is in the centre of our policy”, president said.

According to him, execution of targeted social assistance program
covering 125,000 families is being continued. Number of people
living in poverty condition decreased by 5 times, during past
7 years. 38,000 work places were launched. At the same time, the
programs on “Azerbaijani youth in 2011-2015”, as well socio-economic
development of Baku and surrounding settlements in 2011-2013 were
adopted this year.

Thereafter, Minister of Taxes Fazil Mammadov, Baku mayor Hajibala
Abutalibov, Minister of Communication and Information Technologies Ali
Abbasov, Chairman of Azersu OJSC Gorkhmaz Huseynov informed about the
socio-economic development processes in the country, during 6 months.

“Our economic performances are the results of our conducted works and
the processes in the country continue positively” said the president
at the final speech and noted that, Azerbaijan had a firm standing
in the region, spoke about the importance of Baku-Tbilisi-Kars Railway.

He noted that, it was important the measures on keeping of
macroeconomic stability, fulfillment of budget expenditure by 100%,
socio-economic development of Baku and surrounding settlements to
continue. He noted that, new terminal of Heydar Aliyev International
Airport is being constructed. More new international airport will
be constructed in Gabala. Speaking about construction of largest and
modern seaport in Alat settlement, ship-building plant president noted
that, number of metro stations will reach 30 during the next 4 years.

President also noted that, military spending made $3.3 bln. President
Ilham Aliyev noted that, it was important to establish industrial
centers, development of ICT sector, entrepreneurship, tourism, solve
the water and canalization problems during next 4-5 years.

During six months of this year all socio-economic issues facing the
country were successfully resolved. Overall economic growth was not
so high. Gross domestic product grew by only 0.9 percent. The reason
for this decrease in oil production that was not dependent on us”,-
Azerbaijani President Ilham Aliyev said.

The Head of the State noted that Azerbaijan has increased non-oil
sector. Growth was 7.2 percent. “In fact, this is the result of
reforms carried out by us in recent years, since our main goal is
the development of non-oil sector to ensure diversification of the
Azerbaijani economy. Indicators of non-oil sector that grew by 7.2
per cent, we are very pleased. This shows that the country is rapidly
growing. Reduced dependence of the Azerbaijani economy from the energy
factor. At the same time, it gives us hope that in the coming months
and years will create additional opportunities for diversification
of the Azerbaijani economy”, – he said.

The President stressed that good growth has been achieved in
agriculture – 6.2 per cent. This is a good indicator. Income increased
by 17 percent. But inflation rose by only 8.8 percent. This again
suggests that there were good conditions for human well-being.

“In short, the overall development of our country during the past six
months has been very successful, dynamic. All economic, infrastructural
and social issues were solved. In the first half was amended in
the budget. As a result, the first budget of Azerbaijan, our budget
expenditures reached $ 20 billion, a record number. Of course, this
allows us to provide additional year-end material resources to address
critical infrastructure and social issues”, – the President said.

President Aliyev emphasized that the growing strategic currency
reserves of Azerbaijan. From the beginning, the nation’s reserves grew
by $ 9 billion. This is an excellent indicator. We are dedicated to
spend the proceeds on the scope necessary for the development of the
economy, and at the same time increasing the reserves. In general, the
present strategic currency reserves of the country are at 38 billion
dollars. This is a very big figure, and I’m sure that by the end of the
year it will grow. This allows us to provide the country’s economy,
to attract additional financial resources to solve social problems
of people. In short, to achieve the full development of the economy,
he said.

According to him, in the first half of this year, as always, social
issues were the focus of attention in this direction have been taken
very important steps. “Was increased salaries of some categories
of people who work in organizations financed from the budget. The
biggest achievement is associated with an increase in pensions. As a
result of decisions taken a few days ago, July 1, the average pension
of pensioners who retired before 2006 increased by approximately 40
percent. Now comes the adjustment carried out the calculations. This is
a very big increase. I can say that over the years, perhaps world-wide
there was no similar events. In some countries, where there has
an effect of financial crisis, pensions are not only not increase,
and vice versa – are reduced, or curtail wages and social programs,
lower wages and social security of people working in the organizations
financed from the budget. And in Azerbaijan pension of about 900
thousand pensioners have increased by 40 percent. This is another
indication that the policy of the Azerbaijani authorities socially
oriented. In the center of the country’s policy is a citizen of
Azerbaijan. All economic success allows us to take more serious steps
in the social sphere. The President expressed his confidence that as
a result of improved social welfare pensioners significantly improved
financial position of about one million citizens of Azerbaijan” –
he said.

The President noted that implementing a program targeted to a social
assistance. Currently, the program covers 125 000 households. Monthly
to each family assisted an average of 104 manat. This concern
displayed by the Azerbaijani government on the poor segments of the
population. “Our goal that I set a few years ago, lies in the fact
that Azerbaijan was liquidated in such social ills as poverty. The
experience of recent years shows that we achieve this goal. Over the
past seven years, the number of people living in poverty decreased
by 5 times. I hope that by the end of this year this figure will be
reduced again. For to do this, comprehensive measures are taken.

Economic policies, political stability, business development and
agriculture, the allocation of loans and grants, purchase equipment
and provide it to farmers on lease, the issuance of fertilizer and
fuel to farmers on easy terms – all of these comprehensive measures,
and implementation in our country, major infrastructure projects laying
of transmission lines, construction of roads, including rural areas,
carrying out gasification led to the current situation” – he said.

The Head of the State said that Azerbaijan has implemented several
programs. Each of them has a specific meaning. No program is not just
any intention, not of a nature lozungovy. At the core of each program
is implementation arrangements, financial resources and thoughtful
work schedule.

In the regions, including as a result of regional development programs,
only six months of this year, was opened 38 000 new jobs, and this
process continues. In recent years, was discovered about 1 million
new jobs.

In the first half of this year were the adoption of two important
programs. One of them is the “youth of Azerbaijan in 2011-2015”. This
program has been adopted recently and is specific. He expressed
confidence that as a result of this program will be resolved important
questions.

“We can say all the issues raised by young people in my meetings
included to those programs. Were also analyzed proposals received
from the field. I am confident that all issues identified in the
program until the year 2015 will find a solution and thus will be
provided and youth employment, and problems associated with her
education, recreation, the formation of a special fund for the youth
and the implementation of various programs to its line. The program
is published in print, do not talk about it much. I want to say that
this program will have great influence and we soon begin to implement
it”, – Ilham Aliyev said.

“The second most important program is a program of social and economic
development of Baku and sub-urban settlements. This program is even
more short-term – it covers the years 2011-2013. If we consider that
half of 2011 is behind us, then for two years in Baku and in all
suburban townships will be held tremendous creative work, landscaping.

We started this work. Now towns are laid new water line. Steps are
being taken for the construction of sewer lines, roads are paved. In
most of these villages, most roads were dirt, were in disrepair. Once
was rain or snow on them could neither walk nor ride. Today, every
village laid great roads, building new schools, health centers,
clinics, hospitals, existing repaired. That is, until 2013 should be
updated all the infrastructure of villages. This is a very big target,
a great program and it is very difficult to meet for two and a half
years. I understand that, but at the same time, the goal that we have
done this job for a short time”, – he said.

According to him, if we mobilize all possibilities then we can achieve
this. At the same time to define concrete measures for the employment
of people living in villages. Including the National Fund for
Entrepreneurship Development has begun the process of granting loans
to suburban Baku. In subsequent years, certainly, the government will
do this on a larger scale, to set up small refineries, small factories
and implemented the necessary projects for agricultural development.

“These two programs are a product of 2011 and are another indication
that we have a well thought-out policy, which covers all areas”, –
Azerbaijani President Ilham Aliyev said.

Azerbaijani President: “Armenia’s last actions are inconceivable”

The minimal pass mark demanded for participation in the contest
is promising.

The Helsinki Final act is assumed as a basis and the change of
“status-quo” is especially underlined in this declaration. In this
case the Azerbaijani lands must be liberated. The third important
factor is the increase of activity by the co-chair countries on the

The head of state said that Armenia has not wanted the change of
“status-quo” for 20 years.

Saying that the negotiations on settlement of Nagorno Karabakh
conflict were held basing on Prague, then Madrid principles, the
Minsk group co-chairs presented the renewed Madrid principles to the
both sides in 2009. He said that Azerbaijan unambiguously accepted
these principles at Sochi meeting initiated by the Russian president:
“Armenia refuses to accept these principles under various pretexts.

Informing about the significance of Madrid principles, the president
said that the new situation was established, Azerbaijan was again
demonstrating the constructiveness”.

The president also said that despite the attitude of the entire world,
European organizations, especially the co-chair countries, Armenia’s
actions in recent days are inconceivable.

Saying that “one of the main reasons of the international union’s
activization in recent years is the existence of Azerbaijani state
and army”, the president said that Azerbaijan was more interested in
the quick settlement of this issue.

President: Negotiations on Nagorno-Karabakh conflict are on the
decisive stage

“Negotiations on the Armenian-Azerbaijani Nagorno-Karabakh conflicts
are conducting long time and we are almost on the decisive stage of
the negotiations. So would like to inform Azerbaijani people on the
latest events that happened”, – Azerbaijani President Ilham Aliyev
said, APA reports quoting AzerTAc.

The Head of State firstly said that the last joint declaration by
OSCE Minsk Group co-chairs are very encouraging and makes us feel
satisfied. Because this statement referred to the Helsinki Final Act
theses. The Helsinki Final Act is showed as a basis for resolving the
conflict. There is no contrast between the principles of territorial
integrity and the principles of self-determination of peoples, and
the issue on resolving conflict in the framework of the countries’
territorial integrity.

According to him, the second important point is that the statement
and subsequent statements the Co-Chairs said that the status quo must
be changed, the status quo is unacceptable. This means that changing
the status quo must ensure the liberation of Azerbaijani lands from
occupation. Within last 20 years, the Armenian side has tried and tries
to keep status quo unchanged and, thus, no change in the situation.

The third important point is the activity of Minsk Group co-chairs
relating to this matter. “We see this activity, the public also knows
this. Prior to the meeting in Kazan, I had a telephone conversation
with President Barrack Obama. On the eve of the meeting in Kazan,
French President Sarkozy has sent me a message related to the
Nagorno-Karabakh conflict. Kazan meeting, as you know, was held at the
initiative of Russian President Medvedev. After meeting U.S. Secretary
of State Hillary Clinton turned to me with a message, and then I had
telephone conversation with Hillary Clinton”, – he said.

Aliyev said that after the meeting in Kazan, Azerbaijani Foreign
Minister met with Minister of Foreign Affairs of France, and finally,
President Medvedev sent to Baku of his foreign minister, who presented
the message of the Russian President. That is, the mere enumerations
of these facts indicate that the activity really reached a high limit,
and we are very pleased and encouraged. Therefore, we hope that this
activity will lead to real results. We see that currently co-chair
countries are trying hard to basic principles were agreed upon as soon
as possible and thus created the conditions for the preparation of a
peace treaty. We also want this, want to, perhaps more than anyone
else. Since this is our land, and the Armenian invaders for nearly
20 years of occupying them. The most interested side in the resolving
this conflict is Azerbaijan”, – he said.

At the same time, the President emphasized that Azerbaijan has
always demonstrated a maximum constructive. In 2004, the format of
the talks appeared under the name “Prague process”, and this process
goes forward, was agreed some issues exchanging of views on complex
issues in the negotiations. As a continuation of the Prague process,
the parties were represented the Madrid principles. These principles
consist of several paragraphs and were very general in nature.

Azerbaijan in a very few exceptions generally adopted the principles.

Based on these principles until the end of 2009 the OSCE Minsk Group,
that is, all three co-chairs – the United States, France and Russia
have presented both sides of the updated Madrid principles. It was in
late 2009. In the beginning, rather, in January 2010, Russian President
Medvedev invited the presidents of Armenia and Azerbaijan in Sochi,
where he held a trilateral meeting. At that meeting, Azerbaijan made
clear that receives updated Madrid principles.

“We did not write these principles. We have not invented these
principles. These were the principles which jointly presented and on
which many years of working America, France and Russia. The Armenian
side has not adopted these principles, and then we can say in the
negotiations there is some congestion, as the regular meeting held
within six months, in June 2010 in St. Petersburg”, – President
Aliyev said.

“What are the updated Madrid principles? I believe that this issue
should not be any doubts and misunderstandings. I think the time has
come to talk about it. First of all, there is provided for withdrawal
of occupation forces of Armenia from the occupied lands. Included the
immediate withdrawal of Armenian troops from five districts in five
years – from the two regions and the return of Azerbaijani citizens to
their native lands. These proposals also have been providing temporary
status to Nagorno Karabakh. The functioning of the corridor between
Nagorno Karabakh and Armenia was also in those principles. To ensure
the safety of both Armenian and Azerbaijani population was necessary
input to the region of peacekeeping forces. Also was to be ensured the
return of all the people in the former places of residence”, – he said.

“In short, these principles are consist of them. Parameters of the
corridor that connects Nagorno Karabakh with Armenia were also part

then, in the negotiating process until mid-2010 appeared stagnant. And
then began to put forward new proposals. Sometimes these deals are
negotiated and changed the basic principles of negotiation that we
had in the past seven years”- the Head of the State said.

“So now we face a new situation. Azerbaijan is interested in
constructive negotiations. Azerbaijan has demonstrated its will in
2009 and in early 2010. Has shown once again that the commitment to
peaceful negotiations and these negotiations must lead to a peace
treaty. We are negotiating not just for the sake of negotiations or
for simulating and creating visibility. Here, between Azerbaijan and
Armenia, quite a big difference. Armenia always tries to make the
status quo remain unchanged, aims to show that they were allegedly
involved in the negotiations and demonstrate a constructive approach.

Although they have always tried to disrupt the talks”, – he noted.

President Ilham Aliyev said that Azerbaijan has clearly demonstrated
its constructiveness. And today, ready to demonstrate, those
principles. All citizens of Azerbaijan have to return to areas that
are now under occupation. After that, peace can be established. After
this, cooperation can be. With regard to the legal status of
Nagorno-Karabakh, in the principles of 2009, it was stated that issue

without the consent of Azerbaijan in Nagorno-Karabakh can not be any

say again that the separation of Nagorno-Karabakh from Azerbaijan,

accept this”, – Azerbaijani President said.

visit had great importance to strengthening ties between the EU
and Azerbaijan. Most importantly, this visit was very important to
choose the right directions for future cooperation between the EU
and Azerbaijan. We feel close enough to our positions concerning
the future of joint cooperation, so it should be. Since we intend to
carry out long-term cooperation with the European Union. Therefore,

SEN. MENENDEZ PRESSES U.S. AMBASSADOR TO ARMENIA NOMINEE ON
ARMENIAN GENOCIDE

WASHINGTON, DC – New Jersey Senator Robert Menendez (D-NJ) pressed
aggressively today for answers from the Obama Administration over
its refusal to properly characterize the Armenian Genocide and,
more specifically, regarding how forcing U.S. diplomats into such a
“totally untenable” position on this human rights issue materially
harms both U.S. interests and America’s moral standing, reported
the Armenian National Committee of America (ANCA).

The Senator’s powerful remarks and sharp inquiries came during his
questioning at a hearing of the Foreign Relations Committee to
consider the confirmation of U.S. Ambassador to Armenia nominee
John Heffern. Mr. Heffern cited the killing of over 1.5 million
Armenians at the end of the Ottoman Empire, but stopped short of
properly referencing the crime as ‘genocide,’ arguing that “the
characterization of those events is a policy decision that is made
by the President of the United States and that policy is enunciated
in his April 24 Remembrance Day statement.”

Senator Menendez remarked “This is an inartful dance that we do.
We have a State Department whose history is full of dispatches
that cite the atrocities committed during this time. We have a
convention that we signed on to as a signatory that clearly defines
these acts as genocide. We have a historical knowledge of the
facts that we accept would amount to genocide. But we are
unwilling to reference it as genocide. And if we cannot accept the
past, we cannot move forward. And so I find it very difficult to
send diplomats of the United States to a country in which they will
go – and I hope you will go, as some of your predecessors have – to
a genocide commemoration and yet never be able to use the word
genocide. It is much more than a question of a word. It is
everything that signifies our commitment to saying ‘never again.’
And yet, we can’t even acknowledge this fact and we put diplomats
in a position that is totally untenable.”

“Once again, Senator Menendez has powerfully presented – for the
White House, his Senate colleagues, and the American people – the
mounting moral and material consequences of failing to forthrightly
acknowledge the Armenian Genocide,” said ANCA Executive Director
Aram Hamparian. “We remain troubled that the Administration’s
failure to speak truthfully and without equivocation about this
crime only serves to undermine U.S. moral standing in the cause of
genocide prevention, and, as today’s testimony so clearly
illustrated, hinders our nation’s interests in, and any future
ambassador’s ability to fully realize the potential of the U.S-
Armenia relationship.”

Sen. Jean Shaheen (D-NH), who chaired the confirmation hearing, was
joined by Sen. John Barrasso (R-WY) in asking Mr. Heffern a series
of questions on democracy building efforts in Armenia. Sen. Jim
Risch (R-ID) recounted the difficulties Armenian artists have had
in receiving visas to perform in an international dance festival in
Idaho and asked the nominee for help should they be refused entry
to participate in the festival again next year. The ANCA had
recently submitted an inquiry to the State Department about similar
obstacles to the participation of Armenian child artists to obtain
visas to attend an international children’s festival in Washington,
DC, held last month.

Des organisations mediatiques turques ont condamne la demande d’un
procureur qui a exige que les journaux remettent toutes les photos
en leur possession relatives aux incidents du 31 mai a Hopa a defaut
de quoi ils seraient poursuivis en justice, arguant du fait que les
journalistes ne sont pas des “agents de l’Etat.”

Le travail d’un journaliste n’est pas de partager des informations avec
l’Etat, l’Association des journalistes turcs, ou TGC, et l’Association
des journalistes progressifs, ou CGD. Aucun journaliste ne peut etre
force a fournir de telles informations, a ajoute le CGD.

Le 31 mai, a Hopa au bord de la Mer Noire, des manifestants de gauche

decès, ont jete des pierres sur le convoi d’Erdogan.

Jeudi, le ministère public de Hopa a envoye un avis a la presse,
donnant 10 jours a tous les journalistes pour fournir toutes les
photos en leur possession sur les incidents avant, pendant ou après
– et en particulier celles du discours d’Erdogan lors des obsèques
de Lokumcu le 1er juin, annoncaient les rapports vendredi. L’avis
indiquait aussi que tout journaliste ne livrant pas ses photos –
publiees ou non – pourrait etre soumis a des poursuites penales selon
l’article 257 du Code penal turc, ou TCK, le motif invoque etant la
“faute professionnelle.”

Les journalistes ne sont pas des agents de l’Etat

La demande a provoque une reponse furieuse des syndicats de
journalistes et elle s’est attiree les critiques des universitaires.

Les journalistes ne sont pas des forces de securite obligees de
rapporter les incidents aux fonctionnaires d’Etat, indique le CGD
dans son communique de presse.

Dans les annees 1970, des journalistes sud-americains avaient ete
forces de remettre leurs photos a l’Etat, ce qui avait permis
aux autorites d’identifier les personnes photographiees et de
prendre mesures contre elles, a declare Esra Arsan, professeure en
communication a l’universite Bilgi d’Istanbul, au journal Hurriyet
vendredi.

Selon elle, le seul travail des journalistes est d’informer la societe.

La requete est encore un autre exemple de la haine et des prejuges
dont font preuve Erdogan et le gouvernement envers la presse, a
declare Ahmet Abakay du CGD au Daily News.

Le ministère public peut demander des documents, mais un journaliste
n’est pas oblige de les fournir, selon l’avocat Fikret Ilkiz.

Ilkiz a dit que l’article 12 de la loi sur la presse stipule que le
proprietaire d’un periodique, l’editeur responsable, ainsi que le
proprietaire de la publication, ne peuvent pas etre contraints ni a
divulguer leurs sources d’information ni a temoigner devant une cour.

“Les materiaux incluent les publications imprimees, y compris les
documents audio et visuels, ou tout document provenant du web”,
a dit Ilkiz.

Dans le passe, quelques journalistes ont donne leurs documents a
l’Etat, mais ce n’etait pas obligatoire, a dit Arsan.

Le CGD a recommande au procureur d’utiliser les forces de securite au
lieu des journalistes s’il veut poursuivre des contrevenants presumes.

“La Turquie, qui joue un rôle strategique dans sa region, doit etre
traitee “de manière honnete et respectueuse” dans les negociations
pour son adhesion a l’Union europeenne, a declare vendredi le ministre
allemand des Affaires etrangères Guido Westerwelle.

“La region dans laquelle se trouve la Turquie connaît des changements
historiques. La Turquie joue un rôle cle. C’est la raison pour
laquelle le processus de negociations pour une pleine adhesion de la
Turquie doit se faire de manière honnete et respectueuse”, a declare
le chef de la diplomatie allemande, lors d’une visite en Turquie,
selon l’agence de presse turque Anatolie.

“Nous ne parlons pas d’engagements, ni ne fixons de dates. Ce qui
est important est qu’on se regarde en face, sur un plan d’egalite,
et qu’on se traite mutuellement de manière honnete et respectueuse”,
a-t-il ajoute lors d’une conference de presse avec son homologue turc
Ahmet Davutoglu.

L’Allemagne et la France s’opposent a une adhesion a l’UE de la
Turquie, pays de 73 millions d’habitants presque tous musulmans. Elles
preconisent un “partenariat privilegie” entre ce pays et le bloc
europeen, une option que rejette Ankara.

L’Allemagne est cependant favorable a l’ouverture de nouveaux
“chapitres” de negociations d’adhesion, en fonction de certains
critères, a ajoute le ministre allemand, sans preciser quels sont
ces critères.

Les negociations pour l’adhesion de la Turquie sont dans l’impasse. A
ce jour, seuls 13 des 35 chapitres thematiques qui jalonnent ces
negociations ont ete ouverts et un seul a pu etre boucle.

Les discussions pietinent en raison de l’opposition de la France et
de l’Allemagne a une pleine adhesion turque, mais aussi du blocage
politique sur l’île divisee de Chypre, Ankara refusant d’ouvrir ses
ports et aeroports a la Republique de Chypre, pourtant membre de l’UE.”

PATRIMOINE ARMENIEN DE L’ARMENIE OCCUPEE

Depuis les ceremonies de la reouverture de l’Eglise armenienne Sourp
Khatch (Sainte Croix) d’Akhtamar et le placement de la croix, le
nombre de touristes a double. Selon l’agence de presse turque Cihan
se basant sur des donnees de la prefecture de Van, donne quelques
informations. En 2009 le musee de Van recensa 10 000 visiteurs,
l’île d’Akhtamar 23 932 et le fort de Van 9 376. En 2010 ce sont
30 804 personnes qui ont visite l’île d’Akhtamar et 25 500 sur les
six premiers mois de l’annee 2011 ce qui correspond a un doublement
du chiffre par rapport au premier semestre 2010. Rappelons que le
19 septembre 2010 une messe etait celebree a l’eglise Sainte Croix
d’Akhtamar 95 ans après le genocide armenien. Le 30 septembre, la
croix avait ete placee au sommet de l’eglise.

DEFENSE MINISTERS OF CIS COUNTRIES DISCUSSED JOINT PROJECTS; In Sochi
defense ministers of the CIS member states were deciding how they
could strengthen defense and security of the Commonwealth together.

The defense ministers gathered for the 60th time and had to discuss
more than 20 issues. The concept of military cooperation of the
CIS countries until 2015 that Anatoly Serdyukov and his colleagues
adopted earlier implied various lines for interaction of the defense
ministries.

In Sochi defense ministers of the CIS member states were deciding
how they could strengthen defense and security of the Commonwealth
together. The defense ministers gathered for the 60th time and had to
discuss more than 20 issues. The concept of military cooperation of
the CIS countries until 2015 that Anatoly Serdyukov and his colleagues
adopted earlier implied various lines for interaction of the defense
ministries.

Despite that every CIS countries has its own army they fulfill the
tasks similar in many aspects. According to Serdyukov, the main
of them is further modernization of the national armed forces and
their adaptation to modern requirements and nature of new challenges
and threats.

It is well known how Russia helps modernization of the national armies
of the neighbors. We supply them with military hardware and armament,
we train their specialists in higher educational institutions of the
Defense Ministry and organize joint exercises. With some countries,
for instance, with Armenia, Russia has joint groups of forces. For
many years sky of the Commonwealth has been guarded by the united
air defense system. At the meeting in Sochi the ministers spoke about
the ways of its development.

Something is already been done there. For example, after putting of
air defense missile systems S-300 made in Russia on combat duty in
Belarus Russia may supply the neighbors with close-range air defense
missile system Buk-2M and with more perfect air defense system S-400.

However, this will happen not tomorrow and not even the day after
tomorrow. We need to supply our regiments and brigades of airspace
defense with S-400 first.

In any case, the neighbors can study the advanced weapon and to see
it in action already now. Big-scale exercise with firing practice
“Combat commonwealth-2011” will take place between August and
September at Ashuluk training range in Astrakhan Region once again
with participation of air force and air defense units of practically
all CIS countries.

The ministers also spoke about other joint projects. They are not
only diverse but also fairly big. For example, a united communication
and automation system should be created in the framework of military
technological cooperation of the CIS in a few years. Work on formation
of the unified military geo information system is already underway.

Serdyukov and his colleagues also spoke about interaction of combat
engineers and joint control over radiation, chemical and biological
situation on the territory of the CIS. The ministers agreed that a
special coordinating committee would work on the matters of reduction
of the quantity of accidents in the sky.

YEREVAN. – Authority-opposition collaboration in Armenia is a political
farce, where the author is the ruling authority, secretary of Heritage
party Karine Hakobyan told the journalists on Tuesday and added that
authority-opposition negotiations should be institutional and not
one-time event.

“What happens today in Armenia is a result of shaky political ground.

Authorities solve their long-term goals to stay in office.

Authorities-opposition relations resemble not a football or a chess
game but a poker tournament where both sides do not have good cards
and have to bluff,” Heritage representative told.

Another speaker of the conference MP from ruling Republican party
Hovhannes Sahakyan responded that authorities try to integrate
culture of healthy dialogue and negotiations. At the same time,
various political powers try to give different political evaluations
to the process, the MP added.

Debate between the representatives of authority and opposition
gradually deteriorated during the conference. Both sides accused each
other in being not organized.

considerably but the most popular is still Odnoklassniki (Classmates)
Russian social networking website.

Odnoklassniki website is visited by 80% of Armenian internet users,
while Facebook is the second with 15%, says the survey.

According to public opinion polls, 25% of respondents do not know
what a blog is, however, only 0.2 percent of Armenian users use blogs.

A premiere of the new play of Armenian President Serzh Sargsyan~Rs
“theater” took place last week, Head of the Foreign Relations
Department at the Azerbaijani Presidential Administration Novruz
Mammadov said.

This time, the audience was young officers of the armed forces,
he added.

“Obviously, one cannot expect at least a little logic and sense
of reality from Sargsyan~Rs performance,” Mammadov said. “First,
circumstances in today’s Armenia force the shaky government to seek
different methods of PR, and it is happening when the opposition
forces are gaining momentum, and the country is rolling towards
an irreversible instability. In this context, “pathology” of this
Congress is an internal political propaganda aimed at raising the
Armenian society~Rs spirit. The society distorted the line between
reality and illusion relying on non-existent historical facts
for years. Sargsyan~Rs speech is nothing else than a product for
domestic consumption, which does not require the weary in search of
the true facts.”

Mammadov said Sargsyan widely spoke about the Armenians~R favorite
historical theme and distorted all historical facts in a manner
peculiar to Armenians.

“Of course, even a schoolchild can refute or at least cast doubt on
his statements in the 21st century,” he underscored. “One knows not
scientific evidence, but the falsified history lies in the core of the
Armenian history books. So, Aram Andronyan distorted the historical
events associated with the genocide and distributed them in the world.

Another Armenian – Suren Ayvazian invented a map of Armenia supposedly
existed 5,000 years ago, which has nothing common with the historical
geography. Today, one Armenian – Serzh Sargsyan – draws dashing image
of the Armenian soldier belonging to a noble family and spokes about
the traditions of the Armenian military class going back to the Middle
Ages in front of inexperienced young officers. However, he forgets
to mention that Armenia did not exist on the world map then.”

“Why do the Armenians like historical theme so much? Is not it
because, all their essence- traitors, toadies and opportunists – is
shown here? I would like to present a document that now kept in the
Georgian National Archives. It is a document dated July 4, 1827, which
says Armenians-Nestorian, betraying their country, pledged to work
together with Russia against Persia. The archives have a huge number
of similar documents. Maybe Sargsyan would spoke to the young people
about this in detail at the next Congress. Let him tell young officers
about “a great military leader Andranik”, who, being in captivity,
begged for mercy for just him on bended knees and with tears in eyes.

The ‘legendary hero of Armenia, ardent fighter for the restoration

According to Mammadov, Sargsyan is well aware that the Armenian army,

the authorities to public opinion, and the fact that the leadership
says one thing, but does another in practice,” Mammadov said.

“Regarding the parallels between the officers and intellectuals,
it is impossible to become s high moral intellectuals on demand,”
Mammadov said. “They are brought up in an appropriate sphere from
generation to generation. Intellectuals are an interlayer in a global
society, represented by a minority, while representatives of different
social classes dominate in the armies. However, Armenian President
Serzh Sargsyan did not bother himself with clarifying the nuance in
his speech. Of course, it would be fondly to wait these subtleties
from the president in a country where people in power are those who
live on concepts rather than on laws, and there is a complete lack
of national ethics and the actual truth is ignored.”

He said that another nuance in this speech is the fact that, while
speaking of hostilities, including the aggression against Azerbaijan,
President Sargsyan spoke on his behalf. This gives the impression that
he was among the first on the front line. And it would be absurd. “In
this case, without specifying that Armenia was always an outpost of
other countries as opposed to Azerbaijan,” he said. “Armenia preserves
the image of the state thanks to other countries’ handouts. It is
appropriate to recall the following proverb “The dog looks at the
haystack and thinks it is its shadow”. The recent studies show that
the Armenians, who were born in Armenia, do not want to serve in the
occupied territories of Nagorno-Karabakh. The living standards have
fallen and there is a growing emigration. It may lead to a demographic
crisis in the nearest decade.”

“So, why have the Armenian authorities decided to hold this convention
now?” he inquired. “The answer to this question is as simple as
obvious. The matter rests in the fact that Armenia is far behind
Azerbaijan in the diplomatic struggle. Azerbaijan has significantly
strengthened its political-legal and socio-economic foundations. It
has become the undisputed regional leader on economic potential, the
level of democratic development. It has strengthened its position in
the international arena. But Armenia, as a victim of its own policy,
primarily related to the territorial claims to the surrounding
countries, turned out in a blockade. It is noteworthy that the inside
fear exacerbates the contradictions within the Armenian society. A
military parade in Baku was irrefutable proof of the Azerbaijan
Republic’s advantage. Today, time moves in favor of Azerbaijan,
pulling the desperate state of Armenia. The fear of an advantage
cannot be hidden by banal speech in the world where geo-economics
dominates over geopolitics and 70 percent of economic power in the
region falls to Azerbaijan.”

It is clear that Armenia will turn into an economically, politically,
and socially poor formation, forced to ask for leniency from its
powerful neighbors, if it does not change its policy, Mammadov
stressed.

“President Sargsyan has formed his speech in the form of orders, tasks
set for the young people,” he said. “Physically, the soldiers can
still achieve the ideal imposed upon them by their own president. But
will they be able to be an example of courage and valor? I think no
one doubt about the answer – never.”

YEREVAN. – Yerevan holds plenary session of Egmont Group of Financial
Intelligence Units (FIU) on July 11-15.

Representatives of Egmont Group headed by the chair Boudewijn Verhelst
arrived in Armenia. Armenian Prime Minister Tigran Sargsyan welcomed
the guests, government’s press service informs Armenian News-NEWS.am.

Armenian PM said that Armenia is honored to hold the plenary session
and discuss various issues faced by financial intelligence units of
different states. Armenian authorities pay great attention to the fight
against money laundering and the state’s rating has always been good.

The Egmont Group chair presented the group activity and introduced
issues to be discussed at the plenary session. They will particularly
review current challenges and form a unified network to exchange
information and establish international cooperation concerning fight
against money laundering and terrorism financing.

Armenian PM stressed that exchange of experience on regional and
international levels will contribute to increase of efficient activity
of FIUs member states.
