‘Renovation’ of the National Assembly

A great deal of backstage rumors and press reports come on these days
that Speaker Abrahamyan may replace Prime Minister Tigran Sargsyan
soon. He is said to pack his things to move to the government. The
Zhoghovurd Newspaper asked the head of staff of the National Assembly
to comment on these rumors. Gegham Gharibjanyan said, `Mr. Abrahamyan
gave me an instruction on the repair of the building which will last
for over a year.’

Gegham Gharibjanyan’s answer doesn’t reveal where the speaker will be
staying for the next year, in another room or in the government, for
instance, the office of the prime minister. Besides, less than a year
is left till the parliamentary election, and by that time renovation
of the office of the new speaker will not be completed. After me `the
renovation’, as the saying is.

When Hovik Abrahamyan became speaker of the National Assembly, he
promised to raise the role of this institution. Of course, when he
said role, he didn’t mean the role defined by the Constitution. The
National Assembly remained the same. Instead, the hall of the meetings
of parliament was completely reconstructed. However, to raise the role
of the parliament it is necessary to renovate its content, namely
replace 99.99 percent of members of parliament, including Hovik
Abrahamyan. Abrahamyan seems to realize this need, therefore he stated
once that there can’t be parliamentarians who own businesses.

The problem is that there can’t be government officials who run
businesses, including Hovik Abrahamyan. Of course, if we are
considering having a normal country.

Haut-Karabakh: Moscou présente son projet de règlement à l’Arménie

Le ministre russe des Affaires étrangères Sergueï Lavrov a rencontré
vendredi à Erevan son homologue arménien, Édouard Nalbandian, à qui il
a transmis un projet de règlement du conflit du Haut-Karabakh, qui
oppose depuis 1988 l’Azerbaïdjan à l’Arménie.

Le président arménien, Serge Sargsian, a promis d’examiner
l’initiative russe dans les plus brefs délais.

Plus tard dans la journée, un document similaire sera transmis à la
partie azerbaidjanaise.

Sur l’initiative de Moscou, les présidents russe, azerbaïdjanais et
arménien, Dmitri Medvedev, Ilham Aliev et Serge Sargsian, se sont
réunis le 24 juin dernier à Kazan (république russe du Tatarstan) pour
s’entendre sur les principes du règlement à Haut-Karabakh. Toutefois,
cette rencontre trilatérale, 9ème depuis 2008, n’a abouti à aucune
entente entre les parties.

Le conflit du Haut-Karabakh remonte à février 1988, lorsque cette
région autonome principalement peuplée d’Arméniens a annoncé son
intention de se séparer de l’Azerbaïdjan. Cette démarche a provoqué
des hostilités entre les troupes arméniennes et azerbaïdjanaises à la
suite desquelles Bakou a perdu le contrôle de la région. Le
cessez-le-feu décrété le 12 mai 1994 est régulièrement violé par les
deux parties.

Afin de trouver un règlement pacifique et négocié du conflit, un
Groupe de Minsk coprésidé par la Russie, la France et les Etats-Unis a
été créé en 1992 dans le cadre de la Conférence sur la sécurité et la
coopération en Europe.

YEREVAN. – One can only be jealous when both Armenian authorities and
`titular opposition’ have the same disposition on almost all issues
including controversial Karabakh conflict resolution, opposition
Heritage party MP Larisa Alaverdyan told journalists on Saturday.

She thinks the dialogue between Armenian authorities and opposition
Armenian National Congress (ANC) that is scheduled for next two months
is a positive thing, otherwise the country would split into two camps
and influence of external powers would intensify.

Regarding the dialogue, Alaverdyan told that authorities assume that
only ANC (which is not represented in Armenian parliament) is an
oppositional power. At the same time, authorities do not discuss any
issue with parliamentary opposition. Thus, only the authorities will
benefit from the dialogue with opposition, concluded the MP.

Brussels (mathaba) — Csanád Szegedi, MEP and vice-president of Jobbik
Movement for a Better Hungary delivered a speech in the European
Parliamentary debate on Nagorno-Karabah on 6 July, 2011.

The politician stressed that earlier this year, on 11 April, Jobbik
initiated in the Hungarian National Assembly the condemnation of the
Armenian aggression in Nagorno Karabah and other occupied territories
of Azerbaijan.

The Hungarian MEP reminded that as a result of the attack of the
Soviet-Armenian army Azerbaijan lost 20 per cent of its territory, 20
000 civilians were killed, 100 000 injured and up to 1 million people
fled Armenian occupation and living as refugees to this day.

Szegedi pointed out: the Armenian aggression in Nagorno Karabah is one
of the largest and forgotten genocides of the century. We should not
have a selective memory and exercise double standards when looking at
national tragedies – he added.

In his concluding remarks, the Jobbik MEP reassured the Azerbaijani
people of the `brotherly support’ of the Hungarian nation in the
settlement of the conflict.

YEREVAN.- Spokesperson for Armenian President Alexander Arzumanyan
commented for Armenian News-NEWS.am on authorities? further steps
aimed at establishing dialogue with the opposition Armenian National
Congress (Anc).

?If you remember, in a June 17 statement President Serzh Sargsyan said
that members of the ruling coalition can sit at a round table if the
ANC holds a dialogue not over one but range of key issues of Armenia?s
foreign and domestic policy and wants to do it through specifically
chosen people,? said Arzumanyan.

He recalled that in his speech during June 30 rally, leader Levon
Ter-Petrosyan in fact praised the proposal, noting that the dialogue
should be held around the priority issues.

?Welcoming such a response of the ANC, the coalition parties have
formed a working group composed of two representatives from each
party. In the next few days the list of members will be released. It
will be possible to hold the first working discussion in the next ten
days,? he added.

YEREVAN, July 9, /ARKA/. Armenia’s international Zvartnots airport
handled 670,100 passengers in the first six months of this year, up
from 647,900 from a year before, according to a statement, posted on
the official website of the government-affiliated Chief Civil
Aviation. Department.

It said some 309,500 people arrived in Armenia in Jan.-June through
the airport, up from 300,300 from a year earlier and 360,600 people
left it, up from 347,600 in the first six months of 2010. Also 2,425
metric tons of cargo arrived in Armenia through the country’s air
gates, down from 2,493 from a year before. The airport handled a total
of 14,392 departures and arrivals, up from 4,279 Jan.-June 2010.

Armenia’s second largest airport Shirak in Gyumri handled 298,300
passengers, up from 114,500 in the first six months of 2010. Also some
8.04 tons of cargo arrived in Armenia through it in the same time
span, the Chief Civil Aviation Department said. The airport handled
136 arrivals and departures, up from 96 from a year before.

Zvartnots and Shirak airports are run by American International
Airports in accordance with a concessional agreement signed for 30
years with Armenian government. American International Airports is
owned by an Argentinean Armenian businessman Eduardo Eurnekian. -0-

PanARMENIAN.Net – South Sudan became the world’s newest nation early
Saturday, July 9, officially breaking away from Sudan after two civil
wars over five decades that cost the lives of millions.

The Republic of South Sudan earned independence at 12:01 a.m. Saturday
(local time), breaking Africa’s largest country in two. It marked the
culmination of a January independence vote, which was guaranteed in a
2005 peace deal that ended the most recent north-south war.

The deal that ended more than two decades of north-south war expired
at midnight Friday. That’s when Sudan – which South Sudan is breaking
away from – officially recognized the new country, The Associated
Press reported.

South Sudan is expected to become the 193rd country recognized by the
United Nations next week and the 54th UN member state in Africa.

Later Saturday, world leaders will attend a celebratory ceremony. UN
Secretary-General Ban Ki-moon already has arrived. Former U.S.
secretary of state Colin Powell also will attend, as will Sudanese
President Omar al-Bashir, whose country already has recognized South
Sudan.

YEREVAN.- Armenia’s participation in Eurovision 2012 song contest to
be held in Azerbaijan is being discussed, head of the Armenian
delegation Gohar Gasparyan told Armenian News-NEWS.am.

Gasparyan called rumors the reports saying Armenia will be represented
by System of a Down.

`We are deciding whether to participate, everything will be clear in
several months,’ she said explaining that Armenia’s participation
depends on talks with Azerbaijan and European Broadcasting Union
regarding security guarantees.

As regards previously announced press conference of this year’s
participant Emmy which did not take place, Gasparyan stressed they
were too tired and wanted to have a rest.

At the moment major attention is drawn to Junior Eurovision 2011.

`We are holding consultations and meetings with Europeans to discuss
technical issues, design and stage. We are clarifying the lists of
participants, waiting for final decision of Europeans,’ she said.

As Armenian News- NEWS.am reported previously, 12-year-old Vladimir
Arzumanyan from Armenia won the Junior Eurovision Song Contest 2010 in
Minsk, Belarus, Nov. 20. He performed the song `Mairik’ (Mother).

Futsal: Malta to play Moldova,?Georgia and Armenia in World Cup

Malta were drawn in Group A in the Preliminary Round of the 7th FIFA
Futsal World Cup against Moldova, Georgia and Armenia.

The mini-tournament will be played in Georgia between 19 and 23
October this year. The winner of Preliminary Round Group A will play
Serbia, Slovenia and Israel in Group 3 of the main draw.

20 teams have been split into five Groups in the preliminary round.

The winner of each Group and the best two runners-up will qualify for
the main round.
