Un nouveau projet de resolution demandant au president Barack Obama
de reconnaître explicitement le genocide des Armeniens a ete presente
a la Chambre des representants.

Un projet de loi similaire avait ete rejete l’annee dernière par la
Chambre, alors majoritairement composee de democrates.

Cette nouvelle resolution bipartite a ete redigee par les representants
Adam Schiff, democrate de Californie et ardent defenseur de la cause
armenienne, et Robert Dold, republicain de l’Illinois.

” Les faits historiques sont clairs, bien documentes et non-negociables
– 1,5 million d’Armeniens ont ete deliberement assassines durant le
premier genocide du 20ème siècle “, a affirme A.

Schiff dans un communique publie mardi 14 juin. ” Si nous voulons
empecher de futures atrocites, nous devons condamner le genocide
partout où il se produit. ”

” Les Etats-Unis ont le devoir de se souvenir de ceux qui n’ont pas
de voix “, a pour sa part declare R. Dold.

Les principaux groupes de lobby armeno-americains ont rapidement salue
l’initiative. ” Cette loi represente une occasion importante pour
les Etats-Unis d’assumer un rôle de leadership dans l’affirmation
du genocide et la prevention des genocides, en particulier contre

L’AAA et le Comite national armenien d’Amerique (CNAA) ont activement
soutenu le projet de resolution precedent presente a la Chambre des
Representants en 2010.

Contrairement a l’AAA, le CNAA a rejete cette explication, accusant N.

Pelosi de la responsabilite de ce fiasco.

L’actuelle Chambre des Representants, dominee par les Republicains,
devrait etre encore moins susceptible de reconnaître le genocide. Les
representants republicains se montrent traditionnellement moins
favorable aux projets de loi sur le genocide armenien que leurs
collègues democrates. Le president de la Chambre, John Boehner,
s’est vivement oppose a ces mesures par le passe.

La communaute armeno-americaine beneficie en revanche d’influents
allies republicains a la Chambre tels que le chef de la majorite Eric
Cantor, et le numero deux des republicains dans cette assemblee, Kevin
McCarthy. Les deux legislateurs ont soutenu la resolution en 2010.

B. Obama a qualifie a plusieurs reprises les massacres de 1915 comme
un genocide lors de la campagne presidentielle de 2008. Après son
investiture, il a refuse d’utiliser le ” G ” word, lui preferant
l’expression armenienne ” Meds Yeghern “, ou ” Great Calamity “.

L’AAA et le CNAA ont denonce cette position, accusant le president
des Etats-Unis de rompre un engagement cle de sa campagne.

embassy to Armenia reported that during the visit the minister will

arrested Javakhk political activist, United Javakhk Movement Leader
Vahagn Chakhalyan.

As Karekin II noted, the issue of Chakhalyan release was raised during
his meeting with Catholic-Patriarch of All Georgia Ilia II.

On the threshold of the visit of Catholicos of All Armenians, His
Holiness Karekin II to Georgia, Javakhk Armenians signed a petition
calling on the Catholicos to raise the issues of Armenian population
during his meeting with Georgian officials and Catholic-Patriarch of
All Georgia Ilia II.

Those undersigned also requested Karekin II to address the illegal
arrest of Javakhk political activist, United Javakhk Movement Leader
Vahagn Chakhalyan.

Over 1200 Armenians from Akhalkalaki, Ninotsminda, Borjomi, Tsalka
singed the petition sent to Holy Etchmiadzin on June 9.

PanARMENIAN.Net – On June 15-24, UNESCO headquarters in Paris will
host an exhibition on the art of khachkar.

The exhibit will be held in the framework of UNESCO-organized
scientific conferences, with representatives of the countries
worldwide, including Armenia, attending.

The exhibit will feature photos portraying 60 khachkars of different
epochs.

A delegation led by Armenian Minister of Culture Hasmik Poghosyan
includes Parajanov Museum director Zaven Sargsyan, the head of YSU Art
History Department Levon Chugaszyan. Levon Donabedian, a Paris-based
Art History Doctor will also attend the event.

During the exhibit, Armenian master of khachkar Robert Minasyan will
be creating a cross-stone for the visitors to see.

On November 17, 2010, the United Nations Educational, Scientific and
Cultural Organization (UNESCO) has declared the Armenian khachkar
(cross-stone) an intangible cultural heritage in need of urgent
safeguarding.

An exhibition, dedicated to the 50th anniversary of RA Honored Painter
Raphayel Atoyan’s creative life opened today at the National Gallery
of Armenia. RA Diaspora Minister Hranush Hakobyan was present at
the opening.

An official from the press and PR department of the RA Diaspora
Ministry told Armenpress that Raphayel Atoyan’s paintings, which
the author created in the homeland and the US, were presented at the
exhibition that will close June 29.

The RA and NKR National Hero Yura Poghosyan’s 50th anniversary was
marked today at Yerevan State University. The National Hero’s friends
and relatives, as well as a number of students partook in the event.

>From the very start of the Artsakh Movement Yura Poghosyan was
engaged in developing weapons and using them in practice: he was in
the epicenter of battles. In 1991 he enlisted the NK Defense Army
and then became the commander of one of the first armored cars,
taken from the opponent.

“Such a machine will not be given to an unskilled specialist, however
Yura, not having higher education, had an exclusive capacity as an
engineer and fulfilled the responsibility skillfully,” RA Defense
Minister Seyran Ohanyan said at the event.

The National Hero’s sister said her brother was fond of technical
instruments from his childhood. “During the protest rallies many
people were claiming that everything will finish just the way it
started, but it seems he predicted that a war will break out and he
was getting prepared for it,” Irina Arakelyan said.

“The formation of not only our state, but also the army is connected
with the deeds of heroes, such as Yura Poghosyan,” Defense Minister
Seyran Ohanyan said.

During the event the Armenian State Chamber Choir performed and a
film on Yura Poghosyan’s life and activity, prepared by the Defense
Ministry’s PR Department, was presented.

EXPERT PREDICTS STRONGER CONGRESSIONAL SUPPORT FOR NEW GENOCIDE RESOLUTION

to U.S. House of Representatives will have stronger support among
Congressmen, according to director of the Oriental Studies Institute at
Armenian National Academy of Sciences, professor Ruben Safrastyan.As
the expert told a news conference in Yerevan, introduction of a new
resolution on rightful return of confiscated churches to Armenians,
increases the probability of their adoption.

The struggle will start once the resolutions are included on U.S.
House of Representatives agenda, the expert said, noting that Armenian
Genocide recognition issue will always be on U.S.~R political agenda.

A bipartisan group of U.S. legislators are set to introduce two
resolutions in support of a truthful and just resolution of the
Armenian Genocide, including a new measure specifically pressing
Turkey to fully respect the rights of Christians to practice their
faith in freedom, including through the rightful return of confiscated
churches to Armenians, Greeks, Assyrians, Pontians, Arameans (Syriacs)
and other Christians communities.

The Return of Churches resolution, spearheaded by senior House Foreign
Affairs Committee member Ed Royce (R-CA) and the panel’s Ranking
Democrat Howard Berman (D-CA), calls upon the government of Turkey
to honor its international obligations end all forms of religious
persecution and to protect the rights and religious freedoms of
Christians. The measure specifically calls upon Turkey to return
confiscated Christian church properties.

The Armenian Genocide Resolution, introduced by Congressmen Robert
Dold (R-IL) and Adam Schiff (D-CA), calls upon the President to
recognize the Armenian Genocide and encourages the U.S. government to
apply the lessons of this tragedy to prevent future crimes against
humanity. This measure, identical to H.Res.252 during the previous
session of Congress, has been adopted by the Foreign Affairs Committee
four times over the past eleven years, but has yet to reach the floor
for an up-or-down vote of the full U.S. House of Representatives.

Last month, this authoritarian nation tucked between Russia and
Iran won the slightly wacky “American Idol”-meets-Model UN pop song
contest called Eurovision, and now Azerbaijanis are asking themselves
a question:

Can rock-and-roll – the lingua franca of dissent – make them free?

Not only did the Eurovision victory leave this country – which
feels deeply under-appreciated – dizzy with pride, but it also
makes Baku host of the 43-nation event in May, opening it up to a
madcap extravaganza that requires tolerance for high camp – think
spiked orange hair and green sequined sunglasses – and unfettered
self-expression.

This year’s contest in Dusseldorf, Germany, brought a live audience
of 36,000, hordes of exuberant tourists and 120 million viewers
on television and on the Web, more than the number that watch the
Super Bowl.

Government critics are seizing on Europe’s sudden attention and the
leadership’s desire for respect and friendship from it to press for
democratic reforms. The government has a long record of arresting
journalists and other outspoken opponents, and in March and April,
unnerved by the popular uprisings in Tunisia and Egypt, it cracked
down hard on youthful demonstrators.

“As you know, rock is the music of free people,” more than 30 civic
leaders said in a May 26 letter to President Ilham Aliyev, asking
him to release journalists and activists before the Eurovision Song
Contest arrives.

U.S. Ambassador Matthew J. Bryza also made the connection. “I hope
this is the opening sign of a new era, a new era for Azerbaijan as it
deepens its reforms,” he said, commenting on the president’s pardon
and release of an opposition newspaper’s editor jailed for four years.

“And what a wonderful way to begin this year of preparation for
Eurovision 2012.”

Strategic importance

Azerbaijan, a secular Muslim nation that is mostly Shiite but wary of
neighboring Iran, has one hand firmly extended toward Europe and the
West – while the other keeps a tight fist on power and wealth at home.

Energy security and strategic location make Azerbaijan – which is
perched on the heights of the Caucasus mountains and curves along the
low Caspian shores – important to the United States. A 1,100-mile oil
pipeline operated by BP in partnership with U.S. and other companies
pumps a million barrels a day from Baku, the capital, through the
Georgian capital, Tbilisi, to the Turkish port of Ceyhan, helping
diversify supplies and cut dependence on energy from the Middle East.

There’s money to be made here, and it washes fetchingly over Baku,
which in the past decade has transformed from a slightly seedy Soviet
capital into a moneyed city with well-landscaped parks, five-star
hotels and the requisite Kenzo, Armani and Escada stores.

Families stroll along the oil-perfumed Caspian shore, eating popcorn,
drinking Coke and stopping to sip tea in outdoor cafes.

Twelfth-century walls enclose a tidily preserved old city where
14th-century caravan stops have been turned into restaurants. Art
nouveau buildings from the last oil boom – the Swedish Nobel
brothers made their fortunes after setting up here in 1879 – offer
cosmopolitan elegance. And now, Soviet-era buildings are giving
way to statement-making architecture, including three flame-shaped
skyscrapers under construction at a cost of $350 million.

Beyond the charms of Baku – you have to love a city with a Pizza Hat
– a struggle is going on between the free-speaking Facebook set and
their controlling elders, between the desire to embrace the West and
old suspicion of it.

The young have numbers and time on their side. The median age in
this country of nearly 9 million is less than 30, and Facebook users
have increased 20 percent in the past three months, to 400,000. The
government, however, has the power.

Emin Huseynov, chairman of the Institute for Reporters’ Freedom and
Safety, has a list of nearly 50 activists who are being investigated
or held in prison.

“After the revolutions in Tunisia and Egypt,” Huseynov said, “the
situation here changed dramatically.”

First, the government tried to tune into the people, launching an
anti-corruption campaign, he said, but then Syria started clamping
down ruthlessly on protesters and Egyptians forced out their longtime
president and arrested him.

“Now Azerbaijan thinks imprisonment is not such a bad option,”
Huseynov said.

In May, Bakhtiyar Hajiyev, a 29-year-old activist who returned
here after earning a master’s degree at Harvard Kennedy School,
was sentenced to two years in prison on charges of evading the
draft. His defenders say his real crime was organizing anti-government
demonstrations via Facebook.

Another social media activist, 20-year-old Jabbar Savalanli, was
sentenced to 2â~@~J1/2 years on what Human Rights Watch called bogus
drug possession charges.

Isa Gambar, chairman of the opposition Musavat party, which was
founded in 1911 and has five members in jail, said huge disparities
have developed between those in power, who have access to privilege
and wealth, and the vast majority of people – the average monthly
income is $400.

“The whole country is monopolized by one family,” Gambar said. “We
not only lack freedom of assembly, we lack economic freedom.”

‘It will change everything’

Heydar Aliyev, who took over leadership of the Azerbaijani KGB in
1967 and became the republic’s Communist Party chief in 1969, won
the presidency in 1993 after a couple of years of traumatic chaos
as Azerbaijan gained independence after the collapse of the Soviet
Union in 1991. He died in 2003, just after making son Ilham his prime
minister and successor.

All public buildings display portraits of Heydar, which must be bought
from an official vendor, and his image gazes serenely from many a
billboard. His birthday is marked with a flower festival costing
millions of dollars, and on holidays, television broadcasts include
a small picture of him in a corner of the screen.

Leila Aliyeva, an independent political analyst, said government
suggestions of reform threaten a large and comfortable bureaucracy.

“Many people have high stakes in preserving the status quo,” she said.

The country has made a serious effort to spread the oil money around,
sending students to study abroad, all expenses paid, and developing
technology to create jobs – Azerbaijan has a contract with Orbital
Sciences of Dulles to launch a satellite to expand Internet access.

Officials are proud of these efforts and deeply resentful of a world
that they say plays favorites. “Deputies in Armenia go to prison,”
said Samad I. Seyidov, a member of parliament, “and no one says
they have political prisoners. But we, we’re told we have political
prisoners. It’s not fair.”

All countries have their shortcomings, said Novruz I. Mammadov,
head of the president’s foreign relations department, “but please,
don’t close your eyes to the other things.”

And now comes Eurovision, a contest dating to 1956, in which countries
in the European Broadcasting Union vote, but not for themselves,
leaving regional loyalties to prevail – the Model United Nations part.

Eldar Gasimov, a gel-tousled graduate student who turns 22 this year –
he’s Ell for the contest – and Nigar Jamal, a 30-year-old blond and
beautiful housewife with an economics degree and two small children –
she’s Nikki – met when they won the Baku finals. Azerbaijan paired
them up and hired a Swedish team to write them a song, heavy on the
ooh-ooh-oohs.

Both looked startled when told that the nation’s hopes for freedom
and democracy rested on them. “It will change everything,” said Elnur
Baimov, editor in chief of the News.Az online agency: Taxi drivers
are enrolling in English classes. The police are next. Azerbaijan
will open up to the world.

Maybe it’s only rock-and-roll, but they like it.

Local daily Hraparak reported today that a 40-year-old man sexually
assaulted a 4-year-old in Ashtarak 20 days ago.

“The majority of those in Ashtarak know this man. The girl’s mother
is… a sex worker, and one of her regular customers ‘had his eye’
on the small child, with whom he carried out lewd acts. The girl
described to the police in detail what ‘mom’s mr. friend’ did to her,
but the police did not launch criminal proceedings. As a reason, they
state that a medical examination didn’t show that her hymen was torn,
but lewd acts are not only [considered] to be rape – they have many
other manifestations. Psychologists have also helped in [arriving at]
this conclusion.

“‘She saw what her mother was doing, since the sexual acts often took
place at home, and it’s not ruled out that the young child saw that and
reproduced it. A vivid imagination is typical of children this age,’
they [the police] say. The child’s mother, naturally, remains silent,
describes nothing. But this case has gone beyond police management:
starting to get involved in this are NGOs and Aragatsotn regional
council’s women, children and families division, which is aware of the
mother’s behavior [referring to her employment] and is preparing, in
accordance with the law, to motion to the courts to deprive or restrict
the woman of her parental rights. By the way, the girl recognized by
face the man who abused her. NGO representatives say that though RA
Criminal Code Article 142 doesn’t clearly note which are ‘lecherous
acts with a person obviously under 16,’ lawyers theoretically know
that kissing, loving and touching children belong in these acts and,
