The Azerbaijani government will ensure the security of Armenians
who will take part in the Eurovision Song Contest 2012 in Baku,
Youth and Sports Minister Azad Rahimov told media.

“If Armenia refuses from participating in the contest, it is its
business,” minister said.

Azerbaijani duo Eldar Gasimov and Nigar Jamal (Ell / Nikki) with
their pop-ballad “Running Scared” won the Eurovision Song Contest 2011.

Azerbaijan received the highest score – 12 points from Russia, Turkey
and Malta. Azerbaijan took 10 points from Ukraine, Greece, Croatia,
San Marino, Romania and Moldova.

The Armenian Patriarchate of Turkey should do its best to steer clear
of politics, according to a possible future patriarch. Archbishop
Karekin Bekjian, a candidate for the patriarchate and a primate
of the German diocese of the Armenian Apostolic Church, speaks to
Hurriyet Daily News when he was in in Istanbul to celebrate the 550th
anniversary of the patriarchate, which was only marked by a low-profile
service and a small reception due to the continuing illness of titular
Patriarch Mesrop II

Asked whether he would become a Turkish citizen if elected as
patriarch, Bekjian said he currently had both Turkish and German
citizenship.

The Armenian Patriarchate of Turkey would do best to steer clear of
politics, according to a possible future patriarch who has vowed
to keep politics at an arm’s length from the church if elected to
the post.

“Even though I am personally concerned about politics, I would not
advise the Patriarchate to get involved in such matters,” Archbishop
Karekin Bekjian, a candidate for the patriarchate and a primate of
the German diocese of the Armenian Apostolic Church, told the Hurriyet
Daily News on Sunday.

Bekjian was in Istanbul to celebrate the 550th anniversary of the
patriarchate, which was only marked by a low-profile service and a
small reception due to the continuing illness of titular Patriarch
Mesrop II, who is incapable of discharging his duties due to dementia.

Grandiose plans to celebrate the 550th anniversary of the patriarchate
were turned down by prominent figures within the Armenian community
due to the patriarch’s illness.

In his stead, Archbishop Aram AteÅ~_yan was appointed as acting
patriarch although Bekjian was one of the leading opponent’s of
AteÅ~_yan’s investiture.

“A deputy patriarch was already appointed in 1998 while Mesrop II was
still in good health. Why was [someone else] appointed [afterwards]?

Was there a deal with the state? There should have been an election for
the patriarch as if the the current patriarch were dead,” Bekjian said.

Discussing his current role, Bekjian said his primary duty as a cleric
was to maintain the church’s well-being.

“Any bonds that will form between the diaspora [and the Armenian
Patriarchate in Turkey] must come about of its own accord. If they
prefer to recognize the patriarchate, then they will; and if they
prefer otherwise, then we will not feel any special obligation to
reach out to them,” said Bekjian, who is well-acquainted with the
Armenian diaspora because of his residence in Germany.

Asked whether he would become a Turkish citizen if elected as
patriarch, Bekjian said he currently had both Turkish and German
citizenship.

During the ceremony, AteÅ~_yan also presented Mustafa Sarıgul, the
mayor of Istanbul’s Å~^iÅ~_li district, with a Patriarchate Special
Service Gold Medal, marking the first time that a person of Turkish
descent has been awarded the honor.

Training future clerics

Mesrop II had suggested opening a theology department within a
university several years ago to raise new clerics for Istanbul’s
Armenian community, Bekjian said.

“The idea of sending young clerics to theology departments in Europe
had also come up, [but] I am not warm to that idea. Clerics must be
chosen from among the Armenians of Istanbul so that they can understand
the mentality, the cast of that mind that exists here,” Bekjian said.

Authorities used to permit the raising of new clerics at the Tıbrevank
School in Istanbul’s Uskudar district in the early 1960s, but this
right was revoked in 1968, the archbishop said. The school, which
still operates as the Private Surp Hac High School, lost its status
as a foundation in 1985, he said.

If the Halki Seminary on Heybeliada Island were to be opened again,
then the Armenian Patriarchate of Turkey could also take advantage
of the situation, and clerics graduating from the seminary could
then enroll in theology seminars abroad before returning to Turkey,
Bekjian said.

“Our people in Germany speak Turkish and preach in Turkish. [Even
though] the Armenian community has a past in Europe that goes back 150
years, they do not have established traditions there,” said Bekjian.

The Armenian community of Istanbul, however, thrived on a
well-established system of traditions, according to Bekjian.

“Istanbul is my memories, my everything. For me, Istanbul is
a never-dying aspiration. I could not live without this city,”
Bekjian said.

News.Az interviews Ulvi Guliyev, a non-partisan member of Azerbaijan’s
parliament, the Milli Majlis.

How would you comment on the joint statement on the Nagorno-Karabakh
conflict issued by the US, Russian and French presidents in Deauville?

In itself, this statement is vague, allowing the Armenian side
to resort to speculation about its essence. This could have been
avoided if in Deauville the US, Russian and French presidents had
clearly indicated that Armenia is obliged to begin withdrawal from
the occupied lands of Azerbaijan by the June meeting between the
Azerbaijani and Armenian presidents. It would have been logical.

In fact, all three of these states support Azerbaijan~Rs territorial
integrity at the official level. In addition, there are four UN
Security Council resolutions, which not only recognize the territorial
integrity of Azerbaijan, but also urge Armenia to withdraw troops
from the occupied territories of our country. Alas, instead of demands
for the aggressor country to implement these resolutions, we see that
demands are made on the Armenian and Azerbaijani leaders to demonstrate
the political will to finalize the basic principles to resolve the
Nagorno-Karabakh conflict during the upcoming Armenian-Azerbaijani
summit in June.

This position of the world powers only encourages the Armenian side
to make speculative statements to disrupt the negotiating process.

Will Yerevan achieve this?

Armenia long since became an object of international politics rather
than a subject. Therefore, in this matter, it all depends not on
the position of official Yerevan, but on how much pressure will be
brought to bear on the current Armenian leadership by the leading
states. In this regard, there are different views and approaches to
resolution of the Armenian-Azerbaijani conflict over Nagorno-Karabakh
on the part of the United States, Europe and Russia. For example,
the US and Russia see settlement of the conflict as a decisive stage
in the struggle for control over the entire South Caucasus region.

In the event that the conflict is settled, the balance of power in the
region can change in one direction or another. For example, Russia
may lose the element of pressure on Armenia and Azerbaijan and may
be completely eliminated from the South Caucasus region. The United
States, already strong in Georgia, may, on the contrary, strongly
increase its influence in our region. Yerevan tries to play on this
conflict of interests. The main point is that it only tries. Armenia
does not have any resources for full participation in these games.

Therefore, it will eventually have to take a decision, which it will
be ordered to implement. We saw a striking example of the obedience
of Yerevan in the signing of the Turkish-Armenian protocols.

And what is the position of Europe?

It is extremely interested in the energy resources of Azerbaijan,
through which it tries to ensure its energy security, as well as
reduce dependence on Russian gas supplies, which Moscow often uses
as a means of political pressure on Europe. In this connection it
is worth recalling that the signing of a memorandum on the Nabucco
project, in which Europe is so interested, will take place in Turkey
on 6 June. And Azerbaijan, who may supply its gas to Europe not via
Nabucco, but via more profitable routes, is very important for Europe.

So, it tries to get more closely involved in settlement of the
Nagorno-Karabakh conflict. And therefore, it is no surprise that the
“Updated European Neighbourhood Policy” states that the EU stands
ready to intensify its involvement in resolving protracted conflicts.

According to the report, the EU should be ready to step up its
involvement in formats where it is not represented, such as the
OSCE Minsk Group, to resolve the Armenian-Azerbaijani conflict over
Nagorno-Karabakh. Time will show whether this will work. And it is
working in favour of Azerbaijan.

What are your comments on a recent statement by Armenian Defence
Minister Seyran Ohanyan that it was not only Azerbaijan that benefited
from the 17-year Karabakh ceasefire to build up its armed forces?

To begin with, Ohanyan is part of the Armenian authorities, its
avenging club ready to attack the Armenian population who openly want
the current regime in this country to be replaced. This happened
on 1 March 2008 when the Armenian army confronted the people who
were protesting against massive fraud in the elections. Therefore,
any statement made by him should be viewed through the prism of the
attempts of the Armenian authorities to confront the social upheaval
caused by the appalling socio-economic situation in the country.

For example, Armenian MP Viktor Dallakyan recently stated that more
than half of Armenia’s population lives below the poverty line. He
said 80% of the population of the Armenian capital barely makes
ends meet and meat has become a delicacy for the majority of the
population. For comparison, I note that the number of people living
in poverty in Azerbaijan has dropped five-fold and today the figure
is 9.1 per cent in Azerbaijan. Yes, we have something to work on,
but the difference between the two countries is already huge. Over the
last seven to eight years, gross domestic product in our country has
tripled, while Armenia’s foreign debt will amount to 47% of GDP this
year. If it is “proof” of how Armenia took advantage of the 17-year
ceasefire in the Nagorno-Karabakh conflict, then, as they say, in
such cases medicine is powerless here.

The talk about the capabilities of the Armenian troops to resist the
Azerbaijani army, if Azerbaijan is obliged to enforce peace when it
sees another attempt to protract the negotiating process, would seem
to be intended for for domestic consumption.

Of course. The current Armenian government is extremely vulnerable. It
has neither foreign nor domestic legitimacy. It has already alienated
the Armenian diaspora. It caused the collapse of the Armenian economy,
forcing the population of this country to leave en masse for other
states, and the remaining population to make ends meet. The only thing
it needs to do is to speculate on external threats. But it does not
work as Azerbaijan does not claim any inch of Armenian territory.

We only demand respect for our territorial integrity, recognized
by all nations of the world. As for comparing the level of combat
readiness of the Azerbaijani and Armenian armies, in this matter
time has worked in our favour. Meanwhile, Armenian experts, who
say the opposite, need to accept a common truth: the army requires
expenditure. Azerbaijan is able to spend money while Armenia is not.

Armenia also lacks human resources to neutralize the advantage of the
Azerbaijani army in technical equipment. So, they can talk a lot in
Armenian, but this does not change objective reality.

Earlier today, opposition rally participants welcomed recently
released Shmavon Galstyan and Ara Hovhannisyan, who the opposition
bills as political prisoners, at the Armenian National Congress (HAK)
rally at Liberty Square in Yerevan.

When Hovhannisyan appeared at the podium, HAK member Vardges Gaspari
called out, “Criminal!” He demanded that Hovhannisyan step down
from the podium, then, as a sign of protest, Gaspari lay down on the
ground and said he won’t get up till the “criminal” steps down from
the podium.

When asked why he considered Hovhannisyan a criminal, Gaspari said,
“Ask Nikol Pashinyan, he knows.”

Later, Gaspari got up from the ground.

YEREVAN, May 31. / ARKA /. Georgian ambassador to Armenia has
urged today Armenian businessmen to help resolve the problems of the
predominantly ethnic Armenian population of southern Georgian province
of Samtskhe-Javakheti.

Speaking at a news conference in Yerevan Tengiz Sharmanashvili said a
month ago Georgian capital Tbilisi had hosted a business forum devoted
to discussing ways to develop the region. According to him, over 40
business people from Armenia expressed wish to take part the program.

He said the program’s focus is on developing local tourism industry
through construction of winter resorts.

‘We hope that very soon a large construction will kick off in
Javakheti and Armenian business people and investors will join us,’
the ambassador said.

He said the government in Tbilisi is determined to resolve the problems
of the Armenian population, the biggest of which is lack of jobs. As
an example of successful cooperation he cited construction of a
brewery in the region’s capital Akhalkalaki by Armenian businessmen
from Armenia proper and the United States which has created 400 jobs.

According to the ambassador, the overall situation in the majority of
Georgian provinces, especially in mountainous regions is not better
than in Javakheti. About 95% of the population in Samtskhe-Javakheti
province, bordering Armenia and Turkey are ethnic Armenians.

Armenian users of the social networking website Facebook have
launched a group demanding that the Russian singer Zemfira (Talgatovna
Ramazanova) visit and have a concert in Armenia.

Though Zemfira has many fans in Armenia, she has so far not had a
concert in the country.

The Facebook group members have decided to find out how many people
would in fact be ready to attend a Zemfira’s concert in Yerevan,
if she decides to deliver one.

As of 4pm Yerevan time 2435 Facebook users had said they would attend
the concert, if organized.

Six hundred fifty-one said they might attend it, while 1261 users
said they don’t feel like seeing Zemfira in Armenia.

About 6350 Facebook users have not responded to the Facebook poll yet.

Speaking to Tert.am, a fan said currently Zemfira is abroad on
holiday, and once she is back to Moscow, they will propose her to
have a concert Yerevan.

une telle necessite apparaissait, les deux personnalites pourraient

President Sarkissian avait ordonne aux forces de l’ordre d’enqueter
sur les troubles ” une fois de plus et de manière plus rigoureuse “,
en insistant sur le fait qu’il accorderait une attention particulière

Le ministre de l’Economie, Tigran Davtian, a declare mercredi 1er juin,
que le gouvernement armenien maintient ses previsions precedentes
selon lesquelles le rythme de la croissance economique du pays devrait
presque doubler cette annee.

Selon les statistiques officielles, l’economie armenienne a augmente
de 2,6% l’an dernier suite a une chute de plus de 14% en 2009, en
raison de la recession mondiale.

L’annee dernière, le gouvernement et la Banque centrale ont
annonce un taux de croissance de 4,6% pour 2011. Le Fonds monetaire
international et la Banque mondiale ont avance des previsions de
croissance similaires.

” L’annee dernière nous avons eu un taux de croissance du PIB de 2,6%,
alors que cette annee nous nous attendons a un taux de croissance
d’environ 5% “, a affirme T. Davtian.

Le Service statistique national (SSN) n’a pas encore publie de chiffres
sur le PIB du premier trimestre 2011. Ses indicateurs mensuels dans
divers secteurs de l’economie armeniennes suggèrent que la croissance
aurait ete plutôt lente durant cette periode.

Le gouvernement s’attend a une forte reprise du secteur agricole,
touche de plein fouet par les mauvaises conditions meteorologiques
en 2010. A noter egalement, l’impact positif de l’augmentation des
envois de fonds des Armeniens travaillant a l’etranger, sur l’economie
du pays.

Des opposants aux gouvernement soulignent quant a eux la hausse des
prix a la consommation qui a durement frappe de nombreux Armeniens.

D’après eux, le niveau de vie en Armenie ne s’est pas ameliore depuis
que les autorites ont declare la fin de la recession l’annee dernière.

A 9% en mai, l’inflation reste bien superieure au taux maximum de 5,5%
vise par les autorites armeniennes. T. Davtian, qui s’exprimait lors
de l’inauguration d’une nouvelle usine de boissons gazeuses a Erevan,
a decrit cela comme ” le plus grand defi macroeconomique “.

Les autorites insistent sur le fait que cette forte inflation est le
resultat de l’augmentation des prix alimentaires et des produits de
base ainsi que de l’effondrement de la production agricole nationale
en 2010. Elles admettent que le manque de concurrence dans les
importations de biens essentiels a l’Armenie a egalement ete un
facteur inflationniste.

Ces importations sont largement contrôlees par une poignee de riches
hommes d’affaires proches du gouvernement. Le plus celèbre d’entre eux,
Samvel Aleksanian, a dementi, mercredi 1er juin, faire arbitrairement
monter le prix du sucre, du ble et d’autres denrees alimentaires de
base importees par ses societes. Il a declare que l’inflation est
elevee ” dans le monde entier “.

S’adressant a RFE / RL, S. Aleksanian a annonce que le prix du pain en
Armenie allait baisse dès l’automne suite a la decision de la Russie
de lever l’interdiction sur les exportations de ble imposee l’annee
dernière. ” Il y a deja du changement “, a-t-il affirme. ” La farine
sera encore moins cher dans un mois. Les gens le ressentiront. ”

Le 25 mai 2011, un forum a reuni les acteurs institutionnels et de
la societe civile, pour debattre du nouveau système de filtrage de
l’Internet qui devrait etre mis en place le 22 août prochain.

“L’initiative est louable, mais elle arrive trop tard. Suite a la
forte mobilisation contre ce projet en Turquie et a l’etranger, les
autorites semblent enfin disposees au dialogue. Mais aucune garantie
n’a ete donnee pour que ce scandaleux dispositif de censure soit
abandonne”, a declare Reporters sans frontières.

Le forum s’est tenu a l’universite de Bilgi a Istanbul, a l’initiative
du Comite de l’Internet du Conseil des technologies informatiques
(BTK). Plus de 50 representants de la societe civile et du secteur de
l’Internet etaient presents, de meme que des responsables de la Tib
(Haute Instance des telecommunications). Mais en definitive, chacun
est reste sur ses positions.

Par ailleurs, de nouvelles cyberattaques continuent de viser les sites
qui se sont opposes au projet de loi, tout comme les sites de gauche
et de la minorite kurde. Le 20 mai, le site du quotidien Yuksekova
Haber a ete victime a son tour d’une attaque DDoS.
