AZERBAIJAN MOST UNLIKELY TO RESUME LARGE-SCALE HOSTILITIES – VAGHARSHAK HARUTYUNYAN

Azerbaijan is most unlikely to resume large-scale hostilities Armenia’s
ex-minister of defense Vagharshak Harutyunyan stated at a discussion
on the politico-military situation surrounding the Nagorno-Karabakh
conflict.

“If we speak of large-scale hostilities, I think the probability is
extremely low. The first factor is Armenia’s efficient army, which is
ready for battle. Armenian-Russian relations are an additional factor.

Armenia is a member of the Collective Security Treaty Organization
(CSTO) and Russia’s ally,” Mr Harutyunyan said.

As regards the developments on the border, one should not forget
Azerbaijan is dealing with its own problems – domestic and external
ones. They have to meet the people’s demands, which accounts for
their attempts to get Nagorno-Karabakh back.

The developments on the Armenian-Azerbaijani Line of Contact are not
war. They are gross ceasefire violations by Azerbaijan.

As to why the CSTO does not adequately respond, Mr Harutyunyan said
that the CSTO did respond, and CSTO Secretary General visited the
Line of Contact.

“The CSTO interferes in case of aggression if a state applies to it.

Armenia has not applied. Our army is not even put on full alert
because the troops on the border are enough to repel attacks.”

Asked whether official Yerevan has taken a harder line in the context
of the Armenian president’s statement on Russian arms sales to
Azerbaijan, Mr Harutyunyan said:

“This is not a harder line, but concern. As ex-minister of defense I
understand that arms sales are inevitable. There is reality and one
should not apply ‘everyday standards’ to politics.”

Russia’s aims must be understood. Does it want Azerbaijan to gain
victory in Nagorno-Karabakh and to oust its ally and EEU member-state
from the region?

According to him, the states that sold arms to Azerbaijan will go on
doing so. Russia is well aware of the types of weapons it is selling
to Azerbaijan and of what weapons can be used against them.

The Armenian Sambo Federation released a statement today, demanding
from the International Sambo Federation to punish Azeri athlete
Bakhtiyar Abbasov for disrespecting the Armenian national anthem
during the World Cup award ceremony in Moscow.

Abbasov demonstratively squatted as the Armenian anthem was playing
in honor of Ashot Danielian, an Artsakh-born Armenian fighter, who
won the gold at the tournament.

The Federation said it expects an official assessment of the act by
the Sambo Federation of Azerbaijan and anticipates an apology.

“Abbasov’s step was not only a violation of sports ethics, but also a
demonstration of political, national hatred and hostility, which is
unacceptable not only to us, but also the international community,”
the statement reads.

President of the European Sambo Federation Sergey Eliseev also slammed
Abbasov for his “unsportsmanlike behavior.”

APRIL 19-26 PROCLAIMED DAYS OF REMEMBRANCE OF THE ARMENIAN GENOCIDE IN NEVADA

On the occasion of the Centennial of Armenian Genocide, Nevada
Governor Brian Sandoval issued a proclamation, declaring April 19-26
as the “Days of Remembrance of The Armenian Genocide”. Resolution of
the same content was adopted by the Lieutenant Governor of Nevada,
President of Nevada State Senate Mark Hutchison.

Both resolutions call upon the President of the United States and the
Congress to recognize the atrocities committed against the Armenian
people, and call upon the Republic of Turkey to acknowledge the facts
of the Armenian Genocide.

“Systemic killing and forced relocation of the Armenian people,
that took place in 1915-1923, claimed the lives of 1.5 million
Armenians and forced 500,000 more from their homeland. Many fled
to the United States and today Nevada is honoured to be home to a
vibrant growing Armenian-American population, a proud reminder of
survival and determination even in the face of extreme injustice”,
reads Nevada Governor Brian Sandoval’s proclamation.

Lieutenant Governor of Nevada, President of Nevada State Senate Mark
Hutchison, in his turn, called upon Nevada citizens to raise awareness
of the Armenian Genocide and attend Commemoration event dedicated to
the memory of innocent victims.

Armenia Joined The EEU On Most Favorable Terms – Expert

ARMENIA JOINED THE EEU ON MOST FAVORABLE TERMS – EXPERT

YEREVAN, April 1. /ARKA/. Armenia has joined the Eurasian Economic
Union (EEU) on the most favorable terms, head of economy department
of CIS Countries Institute Aza Mihranyan said on Sputnik-Armenia
radio station, as cited by Novosti-Armenia.

The accession agreement envisages projects to encourage the labor
force to return to the country, she said.

Apart from this, according to the preliminary estimates, Armenia
can start importing labor force, the expert said. In the current
geopolitical situation, EEU prospects are promising if all risks are
realistically assessed and problems are promptly solved as they occur
between the parties, Mihranyan said.

The prospects are startup of the industry and revival of the real
economy in Armenia to help the country create very competitive
products, the expert said. This will be possible if the government
takes the advantage of all opportunities within the EEU, she added.

This does not imply that Armenia may drastically change its share in
the overall GDP or its commodities’ turnover with EEU member states,
but it can change its competitive presence and find its niche in the
market, according to the expert.

If Armenian producers are prepared, they can challenge both Belarusian
and Russian manufacturers, Mihranyan said. -0–

Sergei Naryshkin, the chairman of Russian State Duma (lower chamber
of parliament) the Armenian Medal of Honor, Sargsyan’s press service
reported.

It said the medal was awarded in recognition of Naryshkin’s significant
contribution to the deepening of Armenian-Russian relations.

The Medal of Honor is awarded for outstanding achievements in the
protection of state and national interests of the Republic of Armenia,
for supporting its independence and democracy, for the strengthening
and development of friendship with the Republic of Armenia, as well
as for significant contribution to the strengthening of peace among

Total Deposits At Armenian Commercial Banks Decrease By 1.65% In Lat

TOTAL DEPOSITS AT ARMENIAN COMMERCIAL BANKS DECREASE BY 1.65% IN LATE FEBRUARY TO 1.728.4 TRILLION DRAMS

YEREVAN, April 1. / ARKA /. The total amount of deposits kept at
21 Armenian commercial banks was 1.65% down in late February when
compared to the beginning of the year being worth approximately
1.728.4 trillion drams, according to the Central Bank, which said
also the deposits were down 0.06 percent when compared with January.

According to the Central Bank, private deposits grew by 0.9% to 1.331.8
trillion drams. Deposits in the national currency, the dram, were worth
481.6 billion drams (1.8% rise from January), while deposits in foreign
currency were equivalent to 850.2 billion drams (a 0.4% growth).

According to official data, private demand deposits stood at about
388.9 billion drams in late February, including 170.8 billion drams
deposits in the national currency and 218 billion drams in foreign
currency.

Private time deposits stood at 942.9 billion drams, including 310.7
billion drams in the national currency and the equivalent of 632.1

ARF Youth Unions Will Urge UK To Recognize The Armenian Genocide

ARF YOUTH UNIONS WILL URGE UK TO RECOGNIZE THE ARMENIAN GENOCIDE

On April 2 the Youth and Student Unions of the Armenian Revolutionary
Federation will hold a rally in front of the British Embassy in
Armenia. The same day the ARF Youth Unions will hold rallies in front
of British Embassies in different countries of the world and will
hand over petitions to the diplomatic representations. The text of
the petition is below:

April 24, 2015 marks the 100th anniversary of the Armenian Genocide.

On the eve of the Genocide centennial, Britain is compelled to unburden
its conscience and settle a moral debt to the Armenian nation.

As a major player in the geopolitical arena of the World War One,
the UK was a prime witness of the calamity that fell upon the
Armenian nation. As one and a half million Armenians suffered the
terrors of the state-organized and implemented Genocide, Britain,
in a joint statement with allies France and Russia, did not hesitate,
in May 1915, to condemn the mass-slaughter as “new crimes of Turkey
against humanity and civilization”. The British parliament published,
in 1916, British historian Arnold Toynbee’s ‘Blue Book’ which comprises
meticulously documented testimonies and eye-witness accounts of the
ravage the Armenians underwent on the hands of the Ottoman Turks. In
his turn, Winston Churchill assessed the Armenians’ ordeal as an
“administrative Holocaust”, aimed at “clearance of a race”, “planned
and executed for political purposes”.

It has been unmistakably evident, that the British archives are
replete with comprehensive records that disclose the veracity of the
crime committed under the fog of the First World War.

As we approach the 24th of April, the positions of the British
Government and the British Parliament are under close scrutiny. The
centennial is the opportune moment for Britain to abandon the ranks
of the cognizant but silent bystanders and to join the ranks of the
righteous countries that have recognized the Armenian Genocide. It is
in the interest of the UK to distance itself, without further delay,
from the revisionist and denialist policies of Turkey.

As descendants of the survivors of the Armenian Genocide, we call upon
the Government of Britain to reclaim the moral integrity of May 1915
by recognizing the Armenian Genocide and condemning its perpetrator.

We caution the UK government to abstain from euphemisms that belittle
the pain of the Genocide victims and insult their memory.

We encourage the UK government to champion the international
recognition of the Armenian Genocide, and pursue the reinstatement
of historical justice for the victims, and the restoration of the
historical rights of the Armenian nation.

We urge the UK parliament to initiate and adopt resolutions that
acknowledge the Armenian Genocide, condemn the perpetrator of the
crime, and criminalize its denial.

On the eve of the Armenian Genocide centennial, as descendants of the
survivors of the Armenian Genocide, we remain ever resolute for the
just cause of the Armenian Genocide victims and the timeless rights
of the Armenian Nation.

If we discount as legend that the ancestors of our national hero,
Vartan Mamigonian, hailed from the Mamgon family in China, relations
between the two nations were at their best when Armenian traders
moved their merchant ships and cargo from Europe to Asia during the
16th and 17th centuries, before that trade route was taken over by
the British East India Company.

Armenian traders from Julfa operated between Venice and cities in the
Far East, where they had set up colonies in Java, Surabaya, Jakarta,
Madras, Calcutta, Singapore, Hong Kong and other cities. There was
an active Armenian community in the northern Chinese city of Harbin
well into the Communist era, when Maoist forces completed the takeover
of China, driving the nationalist forces of Kuomintang led by Chang
Kai-shek to Taiwan.

The relative sizes of the two countries have led to many jokes and
anecdotes. For example, the Chinese government, upon learning that
anthropologist Margaret Mead had proposed that the United Nations
adopt the Armenian language as its official international langue,
sent a telegram to Armenia requesting 30 million Armenian-language
teachers to instruct the language at Chinese schools.

Moving from humor to more political narrative, did President Nixon and
his Secretary of State Henry Kissinger imagine that China would become
a dominant figure in world affairs and, at least economically, make
the US beholden to Beijing when they decided to play their China card?

At the time, the obsession in the Western capitals was to contain the
Soviet Union at any cost. The China card was a tremendous asset which
the Nixon-Kissinger team used successfully, driving a wedge between
the two major Communist nations, leading eventually to the collapse
of the Soviet Empire. But instead, they empowered China to become
one of the major forces in the ensuing, multi-polar political scene.

Unlike the Soviets, the Chinese have used autocratic social rule
for economic discipline, raising the living standards of a 1.5
billion-strong society. In a hybrid socialist society, billionaires
are allowed to succeed while the state officially preaches equality
for all. Once again, internationally, their foreign policy was
never tainted by ideology; they never tried to export its communist
ideology when buying oil from Sudan’s Omar Bashir, accused by the
West of perpetrating genocide, nor did they condition their economic
penetration of Latin America. On the contrary, they waged a brief war
against their ideological kin, Vietnam, after the unification of that
war-torn country.

Today China is among the world’s movers and shakers. Its economic power
is growing inexorably, parallel to its political and military muscle.

International relations need to be mutually advantageous to the
parties engaged in them; therefore what kind of give-and-take is
involved in Armenian-Chinese relations? China has helped Armenia in
developing its agriculture, but above all, it has supplied much-needed
military hardware.

President Serge Sargisian’s first visit to Beijing was received at
the highest level of protocol. His second visit in later March this
year was equally high-powered.

One may think that Armenia, as a miniscule country, could be crushed
among the rivalry of the superpowers, but thus far, it has been
managing its foreign policy prudently. A few months ago, when Foreign
Minister Eduard Nalbandian was touring Latin American countries,
some opposition publications tried to ridicule his visit to that part
of the world, which resulted in Bolivia joining the countries which
have recognized the Armenian Genocide, and Mexico scrapping plans
to dedicate a public park to the late Azeri leader Heydar Aliyev,
as well as generating a tremendous amount of goodwill. Incidentally,
Venezuela and Nicaragua are the two countries — besides Russia —
to recognize the independence of Abkhazia and South Ossetia. There is
potential that those counties may eventually recognize the independence
of Karabagh (Artsakh) when the conditions are ripe.

Equally successful is Armenia’s China policy. Given the political
volatility in the region and rampant corruption in Armenia, individual
investors have thus far been far and few in between. Only a powerful
country like China could take the risk in investing in Armenia.

Many consider Sargisian’s trip to China as “historic” and “a
breakthrough” as it opened the prospects of economic recovery. At
the conclusion of the presidential trip, an official communique has
been issued, where parties pledge to continue the relations “based
on mutual respect, equality and reciprocal interest.”

The Armenian side has promised not to recognize Taiwan’s independence,
since it considers the island an integral part of China, while
the Chinese side agreed to support “the peaceful settlement of the
Karabagh conflict on the basis of the principles of UN Charter and
universal norms of international law.”

A statement with little and practical significance.

What is more significant is President Zi Jinxing’s acceptance of an
invitation to visit Armenia.

The other significant development is the bilateral economic cooperation
in the fields of energy, transport, chemical industry, education,
science, culture, aviation and tourism. Armenia’s foreign trade with
China has reached $588 million in 2014, an increase of 30 percent
from the previous year.

China has agreed to provide preferential interstate credit to Armenia.

Armenia will join China’s Silk Road Project, which seeks to boost
the EEU’s economic activities with China.

Armenia needs any economic stimulus that it can receive, but this
China trip also has offered Armenia to brake the narrowing chokehold
of transportation and communication network imposed by Turkey and
Azerbaijan, with the collusion of Georgia. They have built railway
systems and laid gas and oil pipelines bypassing Armenia. China has
pledged to invest in the North-South Highway that will connect Georgia
and Iran through Armenia.

Another major significant project is the construction of a new nuclear
power plant, which Russia promised but never delivered, nor did it
allow European countries to develop it.

Military cooperation between the two countries is an existential
issue for Armenia, as Russia is arming Azerbaijan alarmingly,
while reassuring Armenia that the military balance between the two
counties will be maintained by the presence of the Russian military
base in Gumri.

Recently, a Russian official announced that Russian arms in Armenia
cannot be used to stave off Azeri incursions, leading one to ask
when they can be deployed. Can Armenia depend on them? That is why
President Sargisian complained recently that the Azeris are using
Russian arms to kill Armenian soldiers.

It is hoped that China’s assistance will maintain military parity
between the two antagonistic countries.

China is wary of Turkey’s pan-Turanistic ambitions directed toward
Central Asia, reaching Beijing’s doorstep. Although the Chinese
recently agreed to sell air defense systems to Turkey, knowing well
that Ankara has been training terrorists and sending them to China’s
Xingjian Province where 8 million Muslim Uyghurs live and they are
agitating for independence from time to time. Especially, the East
Turkistan Islamic Movement has been very active against Chinese rule.

The last time there was a flare-up in the province Erdogan accused
Chinese authorities of perpetrating Genocide against their Muslim
minority.

The Chinese government realizes that Armenia is one roadblock on
Ankara’s pan-Turkic ambitions, no matter how small. Therefore, there
is a value in Armenia, which is militarily viable. Perhaps that is
where Beijing’s and Yerevan’s strategic interests converge.

Although Benjamin Netanyahu, in his tutorial speech at US Congress
stated that “your enemy’s enemy is still your enemy,” in this case,
our enemy’s enemy turns out to be our friend.

Considering the relative sizes of the two counties, the recent
visit of Mr. Sargisian to Beijing resembles the handshake of David
and Goliath, though none of them has ever thrown any stones at each
other in the past.

Former head coach of Spartak Moscow and Spanish Mallorca Valery
Karpin is the number one candidate to head the Armenian national team,
sportbox.ru claims. The post remains vacant after BernnardChallandes
quit as Armenia coach earlier this week.

Challandes filed his resignation after a poor start in the
qualification round for Euro-2016. Armenia is currently the last in
Group I with one point earned in four matches.

Karpin, 46, who left Mallorca in February, visited Yerevan over the
weekend to participate in the match dedicated to Khoren Oganesian’s
60th birthday. He reportedly met with the leadership of the Football
Federation of Armenia.

Valery Kapin has a successful experience of working with two leading
players of the Armenian national team Yura Movsisyan and Aras Ozbilis.
