Dr. May is also known as an astrophysicist and science communicator.

Pashinyan to Blinken: Armenian public supports the peace agenda

During the July 25 discussion Pashinyan and Blinken referred to the Armenia-Azerbaijan peace talks, the settlement of the Nagorno-Karabakh issue, the opening of regional communications, the return of captives, and the clarification of the fate of missing persons.

 

Government’s press service reports that “Secretary of State Blinken expressed readiness of the US as an OSCE Minsk Group Co-chair to support the solutions of all the mentioned issues.”

 

The interlocutors also discussed the processes taking place in Armenia-Turkey relations. Blinken welcomed the telephone conversation between the Prime Minister of Armenia and the President of Turkey that took place this year on July 11 and expressed the readiness of the US to support the normalization of relations between the two countries.

 

Spokesperson of the U.S. Department of State Ned Price issued a news release on the telephone conversation, which runs as follows:

 

“Secretary of State Antony J. Blinken spoke today with Armenian Prime Minister Nikol Pashinyan to discuss Armenia and Azerbaijan’s historic opportunity to achieve peace in the region. The Secretary offered the United States’ assistance in facilitating regional transportation and communication linkages. The Secretary encouraged continued bilateral dialogue and hailed the recent meeting between the Armenian and Azerbaijani Foreign Ministers in Tbilisi. He also reaffirmed support for productive EU-brokered discussions and noted that the United States has been an OSCE Minsk Group Co-Chair since 1994 and stands ready to engage bilaterally and with likeminded partners to help Armenia and Azerbaijan find a long-term comprehensive peace.”

Agricultural insurance becoming more popular among Armenian farmers

YEREVAN, JULY 18, ARMENPRESS. The number of people signing up for the state support program for the implementation of the pilot program of introducing insurance system in the agricultural area that is being implemented in Armenia for already three years is growing every year.

5091 insurance contracts for around 6444 hectares are already sold as of mid-July.

The most insured crop is grain.

The Ministry of Economy’s Head of the Department of Agro Project Development, Resource Utilization and Cooperative Development Ira Panosyan said that agricultural insurance is one of the most important programs among the support programs of the area.

“We were waiting for its inception for many years but it wasn’t succeeding. But in 2019, the government adopted a decision to approve the pilot program and it was launched in 2020,” Panosyan said, stating that the results, number of signed contracts and covered hectares are growing every year.

As this is a new culture in the sector, officials are doing everything they can for the product to be established to have a main insurance program in the future.

“In all countries this program is aimed at managing the risks in the agricultural area and stabilizing the incomes of farmers, in our case also. And this is very important for further development of agriculture,” Panosyan said.

The program began by offering insurance only for two crops, but today farmers can insure around 13 types of crops, such as apricot, grape, wheat, potato, apple etc.

Moreover, farmers were initially enabled to insure their crop only from hailstorms, fires and springtime freeze, but now drought can also be covered.

Jointly with KfW the government is subsidizing up to 60% of the insurance payment: the volume of subsidy of the insurance sum varies depending from the risk.

The program is expected to extend the insurance coverage instead of the current coverage of the crop expenses with around 20% extra. In most cases the insurance money will include the entire crop insurance volume.

In 2020, only over 1500 insurance contracts were sold for 2345 hectares, in 2021 over 4300 contracts for 1500 hectares, and in 2022 the number is already 5091 for around 6444 hectares.

The top insured crop is grain, Panosyan said. Grain is followed by apricot, potato and grape respectively.

Most insurances were sold in Lori province, but Shirak province is first by insured hectares.

Three insurance firms – Rosgostrakh-Armenia, Sil-Insurance and Ingo Armenia are participating in the program.

Farmer Mikayel Petrosyan insured 5 hectares of apricot gardens in the village of Shenavan in Armavir from risks of hailstorm and springtime freeze.

In the past, there were times when Petrosyan lost the entire harvest due to hailstorms and didn’t receive any compensation. But now, he feels more confident. “This insurance, albeit not 100%, is covering at least my expenses,” he said, adding that the government is subsidizing 60% of the insurance payment.

More than 1000 families provided with apartments in one year in Artsakh amid major construction projects

YEREVAN, JULY 21, ARMENPRESS. More than 1000 families in the Republic of Artsakh received apartments from the government in between 2021 and July of 2022.

377 of the 1000 apartments are newly built ones, mostly in Stepanakert City, which were built with funds from the Artsakh state budget, the state budget of Armenia and the Hayastan All-Armenian Fund, the government said in a video posted by President of Artsakh Arayik Harutyunyan on social media.

The apartments are being built as part of large-scale construction projects after the 2020 war.

Apartments and houses were given to families of fallen troops, displaced persons, military veterans with disabilities, active and reserve military servicemembers of the Defense Army, families with five or more children, families with status of refugees and families who lost parents.

Around 600 apartments and houses, mostly in regions of Artsakh, will be commissioned in 2022.

Around 1300 apartments are now under construction in Stepanakert.

1500 apartments are under construction in the regions.

The construction of another 1000 apartments will begin soon.

8500 families are registered on the waiting list, and the local authorities are hopeful to resolve the housing issue entirely in the coming years.

PM Pashinyan briefed on construction project of Garden of Life dedicated to victims of all Artsakh wars

YEREVAN, JULY 18, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan chaired a consultation today discussing the construction of Garden of Life – a park dedicated to the memory of the victims of all Artsakh wars.

The Garden of Life will be built in the territory of the Botanical Garden of Yerevan.

During the meeting the PM was briefed on the construction project of the park, the architectural solutions and the functional zoning scheme. It was reported that the project area is around 35 hectares, there will be walking and recreational areas, alleys, bicycle paths, a stepped cascade and the peak will be the part symbolizing the life of heroes fallen for homeland. Completely new irrigation system will be built to serve the entire Botanical Garden.

The meeting touched upon issues relating to the implementation of the project, infrastructural solutions, equipment of the area, etc. A number of proposals and recommendations were made.

The issue of improving the Botanical Garden was also on the agenda. In this context the PM proposed to develop also the Garden’s development program in line with the construction of the Garden of Life.

The PM stated once again that the purpose of the Garden of Life is to assess life, symbolize the presence of the victims of Artsakh wars, adding that all architectural solutions should derive from this logic. Nikol Pashinyan said that any commercial activity in the territory of the park must be ruled out. He tasked to start the works taking into consideration the proposals and ideas discussed during today’s meeting.

YEREVAN, JULY 12, ARMENPRESS. Hrayr Jebejian, General Secretary of the Bible Society in the Gulf, recently has paid a visit to Armenia. According to him, church, schools, religion and Bible play a key role in the preservation of the Armenian identity in the Diaspora.

Sharing their activities aimed at preserving Armenian identity in Armenian communities in the Gulf, Hrayr Jebejian told ARMENPRESS that 160 nations live in the Arab states of the Gulf, including Armenians. “We have an Armenian community in Kuwait reaching 3000, as well as our church and school. There are two Armenian churches in the United Arab Emirates, the one is in Abu Dhabi, and the other in Sharjah. And we teach Armenian language, history, religion, Armenian culture in colleges. The Armenian colony in Bahrain is very small, there are not so many Armenians in Qatar as well, and very few in Oman. Armenian language is taught in all colonies”, he said.

Hrayr Jebejian noted that they try to preserve the Armenian identity in these countries through church, as the church unites the colony. “Christians in Muslim countries are a guest: there is no absolute freedom, but ceremonies are taking place in churches, and the life concentrates around church and school. Numerous events relating to Armenia are being organized”, he said.

The Bible Society in the Gulf operates in 200 countries, including in Armenia. The main purpose is to translate, publish and spread the Bible. The Society is cooperating with all churches regardless of community belonging.

“We implement the “Commitment of the Bible” program. Bible is sometimes left in bookshelves, but it’s important for the people to read and understand it. When you read the Bible, the language, culture, policy and history impact the perception. Various events are being organized in order to encourage people to read it in their mother tongue and understand its meaning”, he said.

According to him, Diaspora is very complex and colorful. “We have not become a Diaspora by our won will, it is an imposed reality. I was born in Beirut not by my choice. My father has been one year old when they were deported, came to Aleppo and then Beirut. I am a Lebanese-Armenian, the other is French-Armenian and so on. And so what does it mean to be Armenian in this situation? I am trying to reveal this”, he said.

Hrayr Jebejian said currently there are gaps in the Armenia-Diaspora relations, but he stresses the need to do everything possible to fill these gaps, know each other and work.

Political persecution of Chalabyan should stop public and political figures comment on illegalities in Chalabyan case

Avetik Chalabyan, a member of the "Unification" movement, activist and politician has been under custody for two months already. The politically motivated prosecution, the practice of custody as a preventive measure toward Chalabyan raised concerns among a wide range of public groups.

According to the reports, Avetik Chalabyan's detention is in the center of attention of international human rights organizations and the press, in the context of the decline of democracy in Armenia, as a case of silencing the opposition leaders through the use of fraud and deprivation of liberty.

Taking into account the public importance of the Chalabyan case and the accountability of the process, we present the reaction of the public figures of the last few days regarding the Chalabyan case.

"Nikol has something to report to Aliyev today. Avetik Chalabyan will remain in custody. There is one reason why he remains in prison: in Artsakh, he was very active in the field of defense and was one of the thorns in the side of the enemy… and the prosecutors, investigators, judges will one day try to justify themselves, but there will be no one to listen to them, they will have seconds to think silently before the wall of dishonor. it will be late… and the story of the president of the CP student council is separate…" said RA Member of Parliament Gegham Manukyan.

"Two days ago, the investigative committee announced that the preliminary investigation of Avetik Chalabyan's case has been completed. Today, the prosecutor returned Avetik Chalabyan's case materials to the preliminary investigation body and a new motion was submitted to extend the detention. The goal is to keep him in custody as long as possible. (Let me also remind you that from July 1st, the act he was accused of should have been decriminalized and Avetik should have been released from custody, but they made a subtle change to keep that article). I had a chance to say it, I'll repeat it again: the purpose of this circus is to keep any figure away from entering politics. This is a demonstrative punishment for all those who might think of entering politics and threatening Nikol's power, even if only theoretically," said Karen Vrtanesyan, director of the "Razminfo" specialized website.

"I have always said that Nikol Pashinyan's key enemy is the brains and willpower. Avetik Chalabyan is one of those people with a brilliant mind and strong will, therefore he is one of the main targets of Nikol Pashinyan. If Nikol Pashinyan decides so, they will organize a trial in three seconds, and they will change the Criminal Code of RA in order to sentence Avetik Chalabyan to life imprisonment. Avetik Chalabyan is a political prisoner, and I'm surprised by the silence of the international community, which seeing Armenia's decline into a total dictatorship, continues not only to keep silent but also applauds Pashinyan", a former deputy of the National Assembly of RA, activist and politician Naira Zohrabyan.

"The authorities understand very well that, in any case, the possible leaders of the movement should be constrained, isolated, unable to realize their goals. It is in that context that the case and the case of the promise. It is obvious that there could not be a criminal prosecution against him, but it is not enough that the prosecution was carried out, they are constantly changing things. As you know, the article with which he was charged and was the basis for detention was not supposed to work under the new Criminal Code from July 1. But they hastily got together and passed a law to keep Chalabyan in custody," said Zaruhi Postanjyan, a former member of the National Assembly of RA.

"It was not at all necessary that Chalabyan be detained as a preventive measure during the preliminary investigation. Avetik Chalabyan could have been free, if a preliminary investigation had been carried out, a different regime would have been applied. Let's say, not leaving by signature as a deterrent, because with his behavior, he never gave any law enforcement agency, including the investigator, a reason to think that being a liberty, he could hinder the course of the preliminary investigation, influence the behavior of other subjects undergoing preliminary investigation, etc. Such a thing did not happen, there is no such evidence that his being in liberty would be any risky for the investigation," said Edgar Ghazaryan, former head of the staff of the Constitutional court of RA, ambassador, politician.

"For me, it is the biggest mystery for the modern period of Armenian politics. Why is Avetik Chalabyan kept in custody? I'm also interested in that question, because I don't see any logic for that. I can assume that someone has personal problems with him, that’s why. I can assume various things, but all that does not fit into the logic of what is happening in Armenia now," said Karen Kocharyan, a political technologist.

Earlier, former RA Human Rights Defender Arman Tatoyan announced that Avetik Chalabyan should be released immediately. "The criminal prosecution and detention of Avetik Chalabyan took place on the basis of an obviously provocative recording, the evidentiary significance and admissibility of which give rise to strong doubts. Moreover, he was detained for two months for the act provided for by the article of the Criminal Code, which in 2022 will no longer be punishable under the Criminal Code, which will come into force on July 1. Therefore, Avetik Chalabyan should be released immediately," he said.

Human rights activist Avetik Ishkhanyan reportedly said that Chalabyan's case reminds him of 1937. "That person specially recorded the conversation and was sure that a criminal case was initiated against Chalabyan on the instructions of the authorities. What right does he have to record the private conversation? Perjury is encouraged by the authorities. Remember the case of opposition MP Armen Charchyan," said Avetik Ishkhanyan.

The HRD Office of the RA, led by Kristinne Grigoryan, also requested clarifications from the Prosecutor's Office regarding the case of Avetik Chalabyan. The case of Avetik Chalabyan was also addressed by the editor-in-chief of "Aravot" daily Aram Abrahamyan in the article "Then they came after me…"

Let's remind that he is charged with the act provided for by Part 2 of the RA Criminal Code, which came into force on July 1 (coercion to participate in meetings). "I was arrested in a fictitious criminal case, in which there is no real crime and whose only real purpose is to put undisguised political pressure on me and my friends. Everyone who knows me knows very well that I have not committed any illegal act or even any action that could be against our value system. Any political pressure, any criminal case based on obvious machinations cannot divert me from the struggle for our country and statehood," Avetik Chalabyan said in his statement from the prison.

Public groups and activists have been fighting for the freedom of Avetik Chalabyan for months for now, calling for the release of Avetik Chalabyan through mass protests, petitions and all means prescribed by law. Five members of the RA National Assembly, "Arar Foundation" and former RA Deputy Prime Minister Dr. Vache Gabrielyan submitted letters of recommendation for the change of his restraining order. More than 5000 citizens signed a petition, among which number of public figures, scientists, chairperson and the members of the Parliament of Artsakh, the president, the spiritual leader of the Diocese of Artsakh, calling for the release of Avetik Chalabyan.

Hurghada receives first flight from Armenia

On Sunday, Hurghada International Airport received its first flight from the Yerevan airport in Armenia via “Fly Arna” airlines.

Two flights are scheduled from Yerevan airport per week to Hurghada.

The airport staff distributed roses and chocolates to the tourists coming on the flight.

Hurghada International Airport in the Red Sea Governorate received on Sunday 86 regular and charter flights from various European airports, carrying about 12,000 European tourists.

The Red Sea Governorate, specifically Hurghada, has become the most prominent destination for German, British, Polish and Romanian tourists due to the high level of services of its hotels.

Hotels are witnessing a rise in occupancy rates since the beginning of June, as the summer holiday season started.

Confirmed reservations in Hurghada hotels as well indicate great domestic demand from Egyptians.

The tourism sector in Egypt is making unremitting efforts to restore tourist flows from the most important exporting markets for tourism, led by Russia, whose incoming movement has been affected by the war between Russia and Ukraine since February.

As Armenia moves to open border with Turkey, Azerbaijan closes its own

Turkey and Armenia have agreed to partially open their mutual land border, which has been closed for nearly three decades.

The two countries announced on July 1, in identical statements, that they had agreed to “enable the crossing of the land border between Armenia and Turkey by third-country citizens visiting Armenia and Turkey respectively at the earliest date possible.”

The border has been closed since 1993, when Turkey closed it in support of Azerbaijan during the first war over Nagorno-Karabakh.

Following the second war, in 2020, Turkey and Armenia began to explore a process of normalizing their relations. The two sides appointed special envoys for normalization in December and they met for the first time in January.

July 1 was the fourth meeting between the two envoys, Ruben Rubinyan of Armenia and Serdar Kilic of Turkey. After the initial meeting in Moscow each of the subsequent meetings has been in Vienna, with no mediators. The border opening agreement was the first concrete result from the talks.

Rubinyan and Kilic also agreed to commence direct air cargo trade between Armenia and Turkey “at the earliest possible date” and “discussed other possible concrete steps that can be undertaken towards achieving the ultimate goal of full normalization between their respective countries.”

The statement also reiterated the agreement “to continue the normalization process without preconditions.”

The border opening could come soon: In a July 4 interview on public television, Rubinyan said: “I consider it logical that these arrangements should be implemented during this summer.”

The Turkey-Armenia normalization process has been conducted in parallel to another diplomatic effort, negotiations between Armenia and Azerbaijan over a peace agreement to formally end their conflict. That latter process has yet to achieve any results.

While the two processes are ostensibly separate, and Armenian officials insist that they are independent from one another, they have obvious resonances with one another. Turkey is a close ally of Azerbaijan, and Turkish officials regularly weigh in on the Armenia-Azerbaijan negotiations.

“We always state that Armenia now must respond to these well-intentioned approaches and we do encourage these,” Turkish Foreign Minister Mevlut Cavusoglu said on June 20, referring to the talks with Azerbaijan. “We see that the Armenian administration is under pressure by radicals within the country as well as the diaspora outside.”

In the interview, Rubinyan was asked if Kilic had linked the two processes. "No, these two processes are separate,” he said, adding that recent statements by Turkish officials could lead to contrary impressions, “which can not positively affect the settlement process.” Rubinyan also denied that pressure from the protests of the domestic opposition, which get substantial support from the diaspora, was influencing the course of the negotiations.

More questions about the linkage were raised when Azerbaijan, on the same day that Turkey and Armenia made their announcement, said it was closing its border with Turkey.

On July 1, Azerbaijan’s State Border Service announced that it was closing its narrow, 13-kilometer border with Turkey. That was the only one of Azerbaijan’s land borders that had been open; those with Russia, Georgia, and Iran have been closed since the start of the pandemic.

The border service cited COVID as the justification for closing the border, noting that the Cabinet of Ministers had prolonged the “special quarantine regime” in the country until September 1. But that announcement was made on June 20 and did not mention the Turkish border.

The border was closed so suddenly that many Azerbaijanis hoping to cross were stranded there.

The implausible COVID explanation led some to speculate that the real reason was the Armenia-Turkey announcement.

President Ilham Aliyev “couldn’t stand the softening between Turkey and Armenia so he shut the border, just like he increased the gas price for Turkey in 2008” when Turkey and Armenia also were pursuing an ultimately failed plan to reopen the borders, wrote activist Giyas Ibrahim on Facebook. In response to the post, however, many noted that Ankara-Baku ties are much closer now than in 2008 and Baku would have other ways of registering its disapproval.

Azerbaijani pro-government media only covered the Turkey-Armenia announcement as straight news without commentary. In Turkey, too, there was little official comment of the Azerbaijani border closing, with the governor of Turkey’s Igdir district confirming the news and saying they are “trying to understand what’s going on.” Turkey’s embassy in Baku told local news outlet Qafqazinfo that the decision was made by Azerbaijan but did not comment further.

Aliyev has said he favors the process of Armenia-Turkey normalization. “We are talking about the possible opening of the Armenian-Azerbaijani border. If the Armenian-Azerbaijani border can be opened, there is no need for the Turkish-Armenian border to remain closed,” he told journalists in February 2021. “However, this is Turkey's own decision. Azerbaijan does not have any special opinion on this issue. Moreover, whatever happens for the benefit of Turkey, it is also for our benefit.”

While Armenia and Turkey say that the talks are being conducted “without preconditions,” analyst Areg Kochinyan told RFE/RL that Turkey does de facto have one precondition: "The process should be acceptable for Azerbaijan,” he said.
