Permanent Representative of Armenia to UN: Aliyev formally admitted that Azerbaijan had initiated the Nagorno-Karabakh war

Permanent Representative of Armenia to the UN Mher Margaryan has addressed a letter to the United Nations Secretary-General, regarding Azerbaijan’s persistent, gross and systematic violations of the Charter of the United Nations and the norms and principles of international law. The Armenian diplomat focused on the lates televised interview Ilham Aliyev aired on 14 August 2021.1

"During said interview, the President of Azerbaijan, among other incendiary remarks and overt espousal of state-led ideology of warmongering, genocidal violence and anti-Armenian hatred, openly stated that Azerbaijan started a “War of Salvation”, referring to the 44-day war from September to November 2020, thus formally admitting that Azerbaijan initiated a war in an attempt to resolve the Nagorno-Karabakh conflict by force, contrary to its pre-eminent obligations under international law, which prohibits the use of force to resolve disputes, and in flagrant violation of the Secretary-General’s appeal for an immediate global ceasefire launched during the coronavirus disease (COVID-19) pandemic," wrote Margaryan. 

In his words, the interview demonstrates, once and for all, that, despite Azerbaijan’s repeated attempts to push for deceptive narratives blaming Armenia for initiating a military attack and to hide its criminal actions behind Article 51 of the Charter of the United Nations, in fact, it was Azerbaijan that started the war on 27 September 2020 with the aim of achieving its long-standing objective to resolve the Nagorno-Karabakh conflict by force and not through diplomatic settlement.

"In what has become the most intense and destructive crisis in the region since the 1990s, in grave violation of the ceasefire agreements of 1994 and 1995 and international humanitarian law, Azerbaijan’s massive military aggression came to be accompanied with the deliberate targeting of the civilian population, including women, children, journalists, humanitarian and medical workers, and the destruction of critical civilian infrastructure, all amidst an unprecedented global healthcare crisis," the letter said in part.

Azerbaijan fires at Armenia village for about 30 minutes, roofs of 10 houses are damaged

Starting from 10pm Friday, Azerbaijan fired shots for about half an hour at Kut village of Armenia’s Gegharkunik Province. The head of this rural community, Sima Chitchyan, informed Armenian News-NEWS.am about this.

"As a result of the shooting, the roofs [of the houses] of about 10 families in the village were damaged. Thank God no residents or soldiers were injured. At the moment it is calm in the village, there are no shootings," she added.

Azerbaijani shooting at Armenia’s villages that have now become border villages has become more frequent in recent times.

In connection with the escalation of the border conflict, Armenian Prime Minister, Nikol Pashinyan, has called on Russia to place its military strong points on the Armenian-Azerbaijani border.

The "Caucasian Knot" has reported that on July 28, it became known that with Russia's mediation Azerbaijan and Armenia agreed on ceasefire on the border. But today the parties have accused each other of violating the ceasefire. According to Azerbaijan, at night Armenian soldiers shelled, including from grenade launchers, Azerbaijani positions stationed in the Kelbadjar (the Armenian name is Karvachar) District. In its turn, Armenia accused Azerbaijani militaries of night shooting in the direction of Gegarkunik. A soldier was injured in the shootout, the Armenian Ministry of Defence (MoD) has informed. The USA called on Baku and Yerevan to stop shooting on the border.

Nikol Pashinyan, who is now the acting Armenian Premier, has urged Russia to place its strong points of border guards along the entire border with Azerbaijan, the RIA "Novosti" reports.

YEREVAN, JULY 16, ARMENPRESS. The mobile site conducting vaccinations against COVID-19 located in Northern Avenue in downtown Yerevan has changed its location, the ministry of healthcare reports.

It is now located in Northern Avenue 1 address.

Vaccinations for foreigners in Armenia are available only in mobile sites.

Azerbaijan handed over 15 Armenian detainees in exchange for maps of 92,000 anti-tank and anti-personnel mines planted during the occupation in the Fizuli and Zangilan regions, the country's Foreign Ministry announced Saturday.

The maps were submitted by Armenia to Azerbaijan because of an initiative by Russia, said the written statement.

"We express our gratitude to Rustam Muradov, Commander of the Russian peacekeeping contingent temporarily deployed in the territory of the Republic of Azerbaijan, for his mediation services in the implementation of the humanitarian initiative to obtain mine maps," it said.

The ministry also emphasized that obtaining the mine maps will save the lives of tens of thousands of Azerbaijanis, including those involved in mine clearance, and will accelerate the implementation of reconstruction and rehabilitation projects initiated by President Ilham Aliyev in the liberated territories, as well as the process of returning internally displaced persons.

"As a humanistic step, the Azerbaijani side handed over to Armenia 15 people of Armenian origin, who were imprisoned by the court's verdict and the term of the imposed sentence has expired," according to the statement.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted last September and ended with a Russia-brokered cease-fire on Nov. 10, 2020.

During a subsequent 44-day conflict which ended under a deal signed Nov. 10, Azerbaijan liberated several cities and nearly 300 settlements and villages from Armenian nearly three-decade occupation.

The cease-fire is seen as a victory for Azerbaijan and a defeat for Armenia, whose armed forces withdrew in line with the agreement.

A joint Turkish-Russian center was established to monitor the truce. Russian peacekeeping troops have also been deployed in the region.

Russian Federation Council member says elections in Armenia were held in accordance with country’s legislation

YEREVAN, JUNE 21, ARMENPRESS. The snap parliamentary elections in Armenia were held in accordance with the country’s national legislation and the international standards, and the minor violations registered by observers could not have affected the voting results, member of the Russian Federation Council Viktor Smirnov said, reports TASS.

“The snap parliamentary elections of Armenia were held in accordance with the country’s national legislation and the international standards. That minor violations registered by the international observers, were of technical nature and, undoubtedly, could not have affected the voting results”, he said.

Mr. Smirnov stated that he personally visited 17 polling stations in Armenia on the voting day. He said the Russian senators have also met with the executives of the Central Electoral Commission, the representatives of several political parties and blocs.

“The professionalism of the district electoral commissions and the Central Electoral Commission was demonstrated on the voting day. We witnessed an organized work where we visited, the Republic’s electoral legislation has been accurately exercised”, Smirnov said.

The Russian official added that the polling stations, where they visited, have also maintained the anti-coronavirus rules.

The Armenian President congratulated Pashinyan on his Civil Contract party’s victory in the early parliamentary elections.

The team of journalists were reporting on their position close to the Azerbaijan border with Armenia, the Gegharkunik province.

Reporters Without Borders organisation condemned “this unacceptable act towards journalists” on their Twitter page, according to Armen Press.

This is not the first time journalists have come into trouble in a foreign country, in April this year two reporters were kidnapped and killed. Pedro Sanchez, the Spanish President, tweeted “the worst news is confirmed.”

Sanchez named the reporters as David Beriain and Roberto Fraile.

He tweeted: “All the affection for the relatives and friends of David Beriain and Roberto Fraile, murdered in Burkina Faso. And our recognition to those who, like them, carry out courageous and essential journalism from conflict zones on a daily basis.”

Arancha González Laya, the Spanish Foreign Minister, told journalists on Tuesday that although the information coming out of the West African country was “confusing,” everything indicated that two bodies found in the area were those of the missing journalists.

The two reporters were in the Pama area of the country making a documentary on poaching in the region, alongside an Irish citizen, González Laya said.

The area is very dangerous and a place where terrorist groups, poachers, bandits and jihadists operate, according to González Laya.

The reporters were involved in a patrol of around 40 Burkinabe anti-poaching troops, which was attacked by armed individuals.
