93 children in Armenia receive care in 61 foster families

YEREVAN, JUNE 16, ARMENPRESS. 93 children in Armenia are receiving care and upbringing in 61 foster families, Head of the Department of Providing Equal Opportunities at the Ministry of Labor and Social Affairs Kristina Hovhannisyan told Armenpress.

She informed that in order to become a foster parent, a person should apply to the governor’s office if he/she is from a province, or to the Yerevan City Hall. If all the requirements are met, the documents are submitted to the Ministry of Labor and Social Affairs, and after a registration, the ministry organizes trainings and then a certificate is provided.

“In addition to the general foster care, we also have a specialized foster care in case of which a foster parent takes a disabled child to the family. Such children receive care in five foster families”, she said, adding that foster care is paid, and the period of foster care will be considered as a work experience in the period of retirement.

“The foster parent receives 130,000 drams. In case of a disabled child this money is 30% more. The most active province applying for becoming a foster family is Lori and Yerevan, and the most passive province is Vayots Dzor”, she noted.

The Yerevan Court of First Instance denied the motion to arrest Aghasi Khachatryan, 17, and released him from detention. His legal defender Sergey Harutyunyan told Armenian News-NEWS.am about this.

"This can be considered a rather positive process for the case. Besides, this proves that there are still honest and decent judges left in the system," the attorney said.

Khachatryan was detained along the lines of the criminal case into the June 3 clashes between police and participants in the opposition Resistance Movement at the Proshyan-Demirchyan intersection— near government mansions

The minor was charged with carrying out mass riots.

Opposition: Let Lavrov know that negotiator has no mandate behind closed doors

Russian Foreign Minister Sergey Lavrov arrived in Armenia today to participate in the session of the CSTO Council of Foreign Ministers. Deputy Speaker of the Armenian Parliament from the opposition Ishkhan Saghatelyan wrote about it on his Facebook page.

He noted in particular:

"The Armenian people have already formed their own agenda, which today is discussed and defended in the streets, squares of Armenia and presented to the international community, including arriving international partners. The priorities emanating from the vital interests of our people have nothing in common with the agenda negotiated behind closed doors by the Armenian authorities.

That's why we will gather tomorrow, 9 June, at 09:00 on France Square to once again raise the voice of our people and inform our strategic ally that the person who negotiates with them behind closed doors from a loser's perspective does not express the will of the Armenian people and therefore has no mandate to conduct any process on our behalf,” he said.

Sergey Lavrov is convinced that there is no other way than complete normalization of relations between Armenia and Azerbaijan

ArmInfo. Head of the Russian Foreign Ministry Sergei Lavrov is convinced that there is no other way than the complete normalization of relations between Armenia and  Azerbaijan. He said this, on June 9 in Yerevan, at a press conference  with Armenian Foreign Minister Ararat Mirzoyan referring to the  prospects for signing a peace treaty between Yerevan and Baku.

In this regard, he noted that what is mentioned in the conventional  term "peace treaty" is based on the proposals that were presented at  one time by Azerbaijan. " Armenia submitted its vision in response,  and taking into account these two documents, a process is underway in  which we are ready to participate as a mediator, consultant, and, in  principle, a facilitator," the Russian minister said.

At the same time, Lavrov recalled that the leaders of Armenia,  Azerbaijan and Russia met three times to resolve practical issues  related to the end of the conflict, the normalization of relations  between the countries of the region, including, of course, relations  between Azerbaijan and Armenia.

"We have a common understanding that the process is moving forward,  we might like to see the pace faster, but nevertheless, the process  is ongoing and there are intermediate positive results. But, there is  no doubt that there will be final agreements. We are doing our best  to do this contribute," the head of the Russian Foreign Ministry  said.

"Of course, the parties have their own specific vision, which does  not always coincide, regarding how to work at the forthcoming stage.  But all our partners and we ourselves have the same understanding  that the three statements that were adopted at the highest level are  a very clear roadmap that we should all be guided by. And as the  process of delimitation, we are very happy about the founding meeting  of the commission. The next meeting, as you heard, is planned in  Moscow. We are ready to provide consultative assistance, including  the provision of cartographic materials, in accordance with the  agreements of the leaders of the three countries. This is very  important for this particular work," he added. 

At the same time, he stated that in parallel with this process, a  trilateral working group headed by the vice- premiers of Armenia,  Azerbaijan and Russia has moved forward to unblock transport and  economic ties.

"Today we discussed options for resolving existing issues. I am sure  that they will eventually be resolved," Lavrov summed up.

In turn, the Armenian Foreign Minister, referring to the process of  normalization of Armenian-Azerbaijani relations, agreed with his  Russian counterpart that the process is moving forward in several  directions at once.

"Of course, opinions differ on many issues, but this is what  negotiations are for, to try to find common approaches on those  points that do not coincide, through mutual concessions. We believe  in the peace process. We think that in the process of normalization  of relations between Armenia and Azerbaijan, it is impossible to give  a political solution without referring to the Nagorno-Karabakh  conflict. And we believe that negotiations should take place within  the framework of the OSCE Minsk Group," Mirzoyan said, recalling that  this is the only internationally recognized format for the settlement  of the Karabakh conflict.

At the same time, Mirzoyan believes that at this stage it is a bit  exaggerated to call the ongoing processes on delimitation and border  security negotiations. However, according to him, the beginning of  this process has been laid.

He also added that Armenia sees some positive developments in the  issue of deblocking transport communications and economic ties. "It  would be wrong to say that there is a complete picture, but still,  there are positive developments. And here I must say that the  detention of Armenian prisoners of war by Baku, as well as  encroachments on Armenian cultural monuments, and in general, the  anti-Armenian rhetoric of Azerbaijan and provocations only interfere  these processes. I would like to take this opportunity to once again  draw the attention of our international partners and Baku to these  issues," Mirzoyan concluded.

It should be reminded that earlier Azerbaijan put forward 5 points on  the normalization of relations with Armenia. In particular: "Mutual  recognition by states of sovereignty, territorial integrity,  inviolability of state borders and political independence of each  other; mutual confirmation by states of the absence of territorial  claims against each other and their acceptance of a legal obligation  not to make such claims in the future; refrain from threatening each  other's security in international relations, the use of threats and  force against political independence and territorial integrity, as  well as other circumstances that do not comply with the purposes of  the UN Charter; delimitation and demarcation of the state border, the  establishment of diplomatic relations; the opening of transport links  and communications, the establishment of other relevant  communications and cooperation in other areas of mutual interest.  

No decline in economic development of CIS states – Executive Committee Chairman

YEREVAN, JUNE 10, ARMENPRESS. The CIS participating states keep the positive development dynamics despite economic difficulties, no decline is being observed, Chairman of the CIS Executive Committee-Executive Secretary Sergei Lebedev said.

“Despite the current economic difficulties, all countries of the Commonwealth are preserving the positive development dynamics. Although it’s not big, is within 4%. However, no decline is being observed in the development of economies of the CIS states”, he said at a press conference summing up the results of the session held in Kazakhstan’s capital of Nur-Sultan.

Analyst: Brussels has no mandate, but has a plan

ArmInfo.Not having a mandate for a mediation mission to resolve the conflict between Armenia and Azerbaijan, the EU has a clear plan in this process. A similar  opinion was expressed to ArmInfo by Fyodor Lukyanov, research  director at the International Valdai discussion club, member of  presidium of Russian International Affairs Council (RIAC).

"All three meetings in Brussels are part of this plan, the purpose  of which is to carry out a mediation mission in essence with the  accompanying goal of protecting the interests of the EU and the  United States in this settlement. And the very fact that none of the  co-chair countries denies their role in the OSCE Minsk Group  demonstrates that all three countries understand the situation in  which only the Minsk Group has the only mandate to mediate between  Yerevan and Baku," he said.

Based on the analysis of the statements made in Brussels, the analyst  singled out among them the intention to postpone the resolution of  the issue of the status of Artsakh for the future. According to him,  the EU is now exclusively interested in Armenia-Azerbaijan relations  in the regional context. And, in his opinion, the prospects for the  current process largely depend on how and when the war in Ukraine  ends and, of course, on what agreements were reached by Yerevan and  Baku earlier.  

In this light, Lukyanov considers the strengthening of the dialogue  between Armenia and Azerbaijan a possible task for the EU. First of  all, because it will allow Brussels not to constantly deal with the  conflict, but to work for its final settlement, of course, it would  be preferable without Moscow's participation.  

"If Russia and the EU are not involved in all this, by and large, it  does not matter how the conflict will be resolved. The main thing is  that its parties come to an agreement in the form of a peace  agreement.  This is the goal of Brussels. But whether it will happen,  depends on the outcome of the Ukrainian developments and how all this  will end for the Russian Federation. So the stakes are quite high,  which, among other things, is evidenced by the readiness of the EU to  implement social and economic assistance programs in the region. Not  to mention the positions of the parties to the conflict for which it  is not the solution of the conflict that is paramount, but on what  specific conditions it will be resolved," the analyst summed up.

Tottenham were linked with Henrikh Mkhitaryan but a seemingly bizarre rumour can be put to bed as Inter Milan prepare to secure his signature.

Tottenham continue to be linked with a number of players, many of them currently playing in Serie A.

With Fabio Paratici and Antonio Conte calling the shots at Tottenham, maybe that shouldn’t surprise us.

One Serie A star did join Tottenham last week as Ivan Perisic reunited with Conte having arrived from Inter Milan.

Other Italy-based stars will be on Tottenham’s radar but one rumour seemed a little stranger than most.

Alfredo Pedulla reported in May that Tottenham were showing a real interest in signing Mkhitaryan this summer.

Mkhitaryan’s Roma contract ends this summer and he will once again be parting ways with Jose Mourinho.

The pair weren’t exactly best pals at Manchester United and will now go their separate ways once again.

Mkhitaryan did play 44 games under Mourinho this past season, notching five goals and nine assists, so it’s not like he didn’t get chances.

The Armenian will move on though and Tottenham were touted as a potential destination.

That seemed strange; Mkhitaryan is mostly a number 10 these days and Tottenham don’t play with one under Conte.

Add in that Mkhitaryan is now 33 and didn’t exactly shine in the Premier League during his prime and a deal just didn’t add up.

Tottenham fans can now seemingly cross Mkhitaryan’s name off the list of potential signings for this summer.

Fabrizio Romano now claims that Mkhitaryan will officially join Inter in the coming days and a two-year deal is waiting for him.

Mkhitaryan will seemingly play in midfield under Simone Inzaghi and bolsters numbers with Arturo Vidal set to move on.

Mkhitaryan to Tottenham always seemed a little odd, and now it can be ruled out once and for all.

 

FM comments on activities done in international platforms for release of Armenian captives

The issue of the return of Armenian captives, who are illegally held in Azerbaijan, has been raised last year at different international platforms, various international organizations made statements calling for the release of the captives, Foreign Minister of Armenia Ararat Mirzoyan said during the joint session of parliamentary standing committees, while presenting the ministry’s 2021 activities.

“The works on the release of Armenian prisoners of war and civilians illegally held in Azerbaijan, presenting the issue to high-ranking international officials, heads of state, advisors, human rights organizations and experts continued, with the use of respective procedures of the UN, the CoE, and the OSCE. The issue of the return of captives has been raised during the meetings held within the OSCE Minsk Group Co-Chairmanship, it was touched upon in the statements of the Co-Chairs, including in the December 7 statement made on behalf of the co-chair countries”, FM Mirzoyan said.

Documents over the issue of captives have been circulated in international organizations in New York, Geneva, Strasbourg, Vienna and Brussels. The FM assures that Armenia’s permanent representatives abroad are always raising this issue during all meetings and events. As a result the UN Special Rapporteur on torture, the Special Rapporteurs on extrajudicial, summary or arbitrary executions and the UN Working Group on Enforced Disappearance made a statement titled “Nagorno-Karabakh: captives must be released”.

The issue of Armenian captives was also raised by a number of foreign officials, including the President of the European Commission, the Speaker of the EU External Action Service and over 100 MEPs. The PACE Monitoring Committee released a statement, urging Azerbaijan to return them to homeland.

FM Mirzoyan said that Human Rights Watch has published a report on the result of the visit to Armenia and Nagorno Karabakh which also makes a reference to the torture of Armenian captives, calling it a war crime.

Freedom House also touched upon the issue of the return of Armenian captives.

On May 20 the European Parliament adopted a resolution with 607 of the votes calling for the immediate release and return of Armenian captives.

Putin and Pashinyan also spoke of the close cooperation between Russia and Armenia in accordance with the principles of strategic partnership and alliance.

“Elevate Yourself and Others with You.” These words are far more than a motto for the members of Homenetmen’s Western US Region. They serve as a guiding principle for the global Armenian organization that has honored a passionate tradition of public service for over a century. The spirit of sharing and commitment to excellence is most apparent in Homenetmen’s storied legacy of scouting and athletics.

Homenetmen’s Scouting Program offers over 2,000 Armenian-American Scouts the opportunity to earn medals and badges for their unique areas of interest. The program features regular troop activities such as field trips, outdoor scouting exhibitions, and camping excursions, all graciously supervised by devoted volunteers, made up of parents, seasoned members, and dedicated Scout leaders, many of whom are former Scouts. Our young Scouts are a source of great pride for our Armenian community, as they learn more about their Armenian culture, while developing a sense of social and moral responsibility.

“Scouting brings us so much joy. It has made a positive impact on shaping who I am today,” said Dr. Sharlene Gozalians, Homenetmen Western US Regional Scout Master. “So many people invested in me not only as a Scout, but as a person. It is an honor to carry on the cycle of giving. Seeing our children, their smiles – watching them grow and preserve our beautiful Armenian culture, is a gift. Sharing intellectual conversations about our past, present and future – our challenges and are successes, is what inspires me as a Scout leader,” she added.

Our Scouts often have the honor of representing our community and their Armenian heritage at world jamborees, carrying our flag in an impressive display of discipline and respect. They see their work as a sacred act of public service, as they fulfill their duties with a grace and wisdom beyond their years.

Most recently, on April 24th, Scouts from Homenetmen’s Western US Region participated in annual commemorations, standing guard, presenting the colors and placing a wreath at the Armenian Genocide Monument in Montebello, honoring the victims and survivors of the Armenian Genocide of 1915.

Homenetmen’s tradition of scouting is matched only by its exceptional legacy of athletics, dating back to the vision of founder, Shavarsh Krissian, whose prowess as an athlete inspired his vision for the organization. Homenetmen’s Athletic Program offers athletes the opportunity to participate in sports from basketball, volleyball, soccer, tennis and table tennis to track and field, swimming, gymnastics and karate. The main aim of the Athletic Program is to encourage sportsmanship and team work in order to build a sense of confidence in our athletes while instilling the values of hard work, kindness and humility. 

Today, Homenetmen’s Western US Region has over 6,000 athletic members and continues to grow. These athletes compete locally and in regional tournaments, most notably, the popular Navasartian Games which are currently underway.

“This year’s 45th Navasartian Games are a privilege for organizers, as athletes have been welcomed back to compete in the wake of the Covid-19 pandemic, with events kicking off in San Diego, Fresno, Orange County and across the greater Los Angeles area,” said Sevag Garabetian, Vice Chairman of Homenetmen’s Western Region. “With record turnouts and an exceptional display of athleticism, the 2022 Navasartian Games are proving to be the experience of a lifetime for our youth and their families.”

The achievements of Homenetmen’s Scouting and Athletic Programs will be celebrated at the 45th Navasartian Victory Ball, which will take place on Sunday, June 26 at The Beverly Hilton.

Our athletes, scouts and beloved volunteers indeed elevate and inspire, as they embody the spirit of the “Unity, Strength, Victory” campaign, a movement to recognize and preserve Homenetmen’s rich history and the enduring legacy of the Armenian people.
