EU mission in Armenia to include police officers from Germany

YEREVAN, FEBRUARY 16, ARMENPRESS. The EU civilian monitoring mission which will be deployed soon to Armenia to monitor the border with Azerbaijan will include 15 German police officers, the German NTV reported citing German Government Spokesman Steffen Hebestreit.

The mission will begin its activities Monday, February 20.

Hebestreit said that the federal government of Germany made a decision to involve maximum fifteen police officers in the mission. The federal government is also proposing to include civilian experts in the team.

In total, the EU mission will be composed of nearly 100 men and women. The mission will be lead by a German federal police officer.

The EU established the civilian mission in Armenia in response to an official request by the Armenian authorities to deploy a full-fledged EU civilian mission on the ground. This deployment follows the successful experience of the EU Monitoring Capacity (EUMCAP) deployed previously on the Armenian side of the Armenia-Azerbaijan border between 20 October 2022 and 19 December 2022. The EU Mission in Armenia is expected to support the EU’s efforts to promote peace, including President of the European Council Michel’s facilitated leaders’ meetings.

EUMA will be deployed in several locations across Armenia’s territory, in border regions with Azerbaijan. Its area of operation will cover the entire length of the border with Azerbaijan, including the Nakhchivan section. EUMA’s headquarters will be established in Yeghegnadzor. It will have several field offices and also a separate liaison office in Yerevan.

Pashinyan-Erdogan talks expected

The September war on the Armenian-Azerbaijani border again raised the question in Armenian society whether the hopes and intentions of Armenian Prime Minister Nikol Pashinyan of establishing peace in the region are not illusory. Experts say that “Azerbaijan’s aggression has further complicated the solution of any issues through negotiations.” Although even under these conditions, foreign mediators organize meetings and negotiations between the conflicting parties. The latter took place in the United States with the participation of the Secretary of the Security Council of Armenia and an adviser to the President of Azerbaijan.

Another important meeting in early October in Prague has been announced. On the sidelines of the summit of the European Political Community, the Armenian Prime Minister is expected to meet with the President of Turkey, Azerbaijan’s main ally. In Armenia, they say that Ilham Aliyev will also be invisibly involved in these negotiations, since the head of Turkey openly announced the synchronization of his steps with the President of Azerbaijan.

Armenian experts below consider all bilateral negotiations important, though they doubt their effectiveness, and predict a possible agenda of Pashinyan-Erdogan talks expected in the near future.

“Pashinyan and Erdogan can meet in Prague on the sidelines of the European Political Community summit. Their meeting could have taken place in New York during the last session of the UN General Assembly, but did not take place due to their busy schedules.

There are so many topics for conversation that it is difficult to say what will be given priority. Nevertheless, I suppose that the main topic for discussion at the meeting will be Armenian-Turkish relations, taking into account the interests of Azerbaijan. Ankara considers them parallel processes and constantly links them, which is justified in the case of the allies.

Yerevan must go to this meeting, but with its own very specific agenda. This meeting can minimize the risks of a possible new war.

Armenia should strive to sign agreements with Turkey and Azerbaijan – with minimal risks for itself. It is obvious that we are the losing side and we need this more than anything. And institutional peace is possible only after the signing of agreements.”

“Turkey’s only real precondition for the normalization of Armenian-Turkish relations, both in the past before the war of 2020, and now, is the issue of Artsakh, the issue of the resolution of Armenian-Azerbaijani relations. Moreover, the formal side of this issue interests the Turks more than the content.

And any variant of resolving issues that suits Baku will also suit Ankara. This imperative comes from the Azerbaijani-Turkish allied relations.

There can be no other real preconditions.”

“Except for Baku and Ankara, none of the players involved in the negotiations puts before Armenia the issue of providing an extraterritorial corridor through its territory. It is impossible to achieve this in a negotiating format, since this would mean a violation of the territorial integrity and sovereignty of Armenia.

I believe the corridor connecting Azerbaijan with its exclave Nakhichevan will not be extraterritorial, but functional. That is, there will be no changes to the borders, but Azerbaijan will be provided with a road that will be controlled by the Russian FSB – as stated in the ninth paragraph of the November 2020 tripartite statement, which ceased hostilities in Karabakh.

Armenia will have control over the road, but very limited. I think Armenian Prime Minister Nikol Pashinyan signed this. And it is unlikely that he will refuse it.

Azerbaijan is simply putting forward a maximalist agenda, but ultimately the issue will be resolved through a tripartite statement. In this case Armenia will not have territorial losses, but will lose in sovereignty.

And that’s the lesser of the evils. If a peace treaty is not signed, war could break out in Syunik [Armenia’s southern border with Azerbaijan]. Armenia does not have enough strength, defense capability to abandon this point of the tripartite statement.”

“The Pashinyan-Erdogan meeting is, of course, important from the point of view of the dialogue between the heads of the two countries, but it is not necessary to expect breakthroughs and pin great hopes on it, given Turkey’s tough position, which supports Azerbaijan’s demands of Armenia.

Turkey’s latest accusations against Armenia, which have nothing to do with reality, that it allegedly provoked Azerbaijani military operations on the border, is a confirmation of this. And this is not an isolated case, but a political approach. Therefore, Erdogan said on the sidelines of the UN General Assembly that all steps taken by Turkey in the region should be coordinated with Aliyev.”

“If the meeting does take place, Turkey will put the well-known “peace treaty” and the issue of a “corridor” through Armenia on the negotiating table. This means the unblocking of roads with the demand for a “corridor”, that is, the loss of Armenian sovereignty over this territory.

Yerevan officially opposes an extraterritorial corridor through its territory, although it is ready to provide a land road linking Azerbaijan with Nakhichevan.

Armenia also has red lines regarding the peace treaty. Azerbaijan presented five basic principles for the signing of a peace treaty. Armenia, in turn, put forward its six on providing mechanisms and guarantees for the security and rights of the Armenians of Nagorno-Karabakh. And if the Turkish-Azerbaijani tandem continues to ignore the proposals of Armenia, naturally, the disagreement will deepen.

At the same time, since it is important for Turkey to satisfy Baku’s demands for the signing of a peace treaty with the recognition of NK as part of it, that is, closure of the Artsakh issue, and for the provision of a “corridor”, the effectiveness of all possible meetings is automatically called into question.

In connection with the latest military aggression of Azerbaijan on the Armenian border, uncertainty arose about the meeting of special representatives on the normalization of relations between Armenia and Turkey, which was announced for September.

In general, the topic of purely Armenian-Turkish bilateral relations is secondary; other issues are important for Turkey.”

“Azerbaijan raises the bar of its demands every time, exerting forceful military pressure.

Today it is customary to say that the Armenian army has few resources and its defense capability is insufficient. But on September 13-14 we saw tough resistance to Azerbaijani aggression, we saw what serious losses it inflicted on the enemy. It should be clearly stated here that it was through the efforts of the Armenian army and under the pressure of American diplomacy on Baku that another Azerbaijani aggression was halted through Turkey.

But here, too, Turkey is trying to give its Western partners the impression that it is in favor of a dialogue with Armenia. A possible meeting in Prague, most likely, is planned precisely for this purpose. Turkey needs to be shown that it is constructive. But if this meeting were important for Turkey, Erdogan would make efforts to have it take place in New York, where both Armenian Prime Minister Nikol Pashinyan and Foreign Minister Ararat Mirzoyan were.

And the statement about the “busy schedule” only says that Turkey is not particularly interested in this meeting. And if it takes place, Erdogan will once again present exclusively his position and make demands.”

Azerbaijan Continues to Violate Ceasefire

Azerbaijani forces continued to violate the ceasefire on the border with Armenia, with reports of shooting in the Gegharkunik province on Friday.

Armenia’s Defense Ministry reported that beginning at 7:40 a.m. local time, Azerbaijani forces opened fire at Armenian positions.

Karen Sargsyan, the governor of Armenia’s Gegharkunik Province confirmed to Azatutyun.am that on Friday morning Armenian positions in the Kutatkan village came under fire from Azerbaijani forces.

Sargsyan added that there have been no evacuation orders, although only 10 men remain in the village who said they are there “to defend their homes.” He added that women and children abandoned the village after Azerbaijan’s attacks on September 13. They are part of the more than 7,800 people who have been displaced as a result of this attack.

Another resident told Azatutyun.am that sporadic shooting by Azerbaijan also took place around 2 p.m. local time, lasting 20 minutes.

An Armenian soldier was wounded late Wednesday night as result of Azerbaijani shooting, which was reported to have occurred at around 8 p.m. local time on Armenia’s Independence Day.

On Thursday, Armenia’s Defense Ministry spokesperson Aram Torosyan said that the Wednesday night skirmishes took place in the Sotk village of the Gegharkunik Province, which was heaving damaged as a result of last week’s attack on Armenia’s borders.

He also reported that two Armenian soldiers who were surrounded by Azerbaijani forces for nine days were safely extracted from captivity.

“We successfully extracted Captain Artyom Gevorgyan and Junior Sergeant Arman Pilosyan who were besieged for 9 days,” Torosyan said in a statement.

Over 80 firefighters, military helicopter re-deployed near Ijevan Wine Factory to extinguish grassfire

YEREVAN, SEPTEMBER 3, ARMENPRESS. Over 80 firefighters and a military helicopter are deployed to tackle the grassfire near the Ijevan Wine Factory as the firefighting operation resumed Saturday morning, the Ministry of Emergency Situations said.

The grassfire is blazing since August 31.

Around 5-6 ha of grasslands are on fire.

3 of the 4 directions of the fire have been extinguished so far.

Asbarez: Artsakh Marks Independence Anniversary

A day filled with celebrations and solemn commemorations marking the 31st anniversary of Artsakh’s Declaration of Independence culminated in a march and gathering in Stepanakert, attended by Artsakh President Arayik Haruyunyan and almost all of Artsakh’s high-ranking officials.

Noticeably absent, for a second year, were any representatives from Armenia’s government. Prime Minister Nikol Pashinyan, Armenia’s Foreign Ministry and other officials simply issued statements with an identical message of not preserving Artsakh’s independence, but rather guaranteeing the security of Artsakh’s population through the mediation of the OSCE Minsk Group co-chairs.

Calling Artsakh’s Declaration of Independence “a logical consequence of the policy of ethnic cleansing against Armenians by the Azerbaijani SSR,” Armenia’s foreign ministry said in a statement that Azerbaijan continues such a policy today. 

“In contrast to the constant statements by the authorities of Azerbaijan that the Nagorno-Karabakh conflict and the Nagorno-Karabakh territorial unit no longer exist, it is a fact that around 120,000 Armenians continue to live in Nagorno-Karabakh, and as a member of the international community, they have equal and inalienable rights, and the conflict cannot be considered as resolved until the core needs of the Armenians of Artsakh are not addressed,” said Armenia’s foreign ministry. 
“Ensuring the security and rights of the Armenian population of Nagorno-Karabakh as well as a comprehensive and lasting resolution of the Nagorno-Karabakh conflict by using the experience and potential of the OSCE Minsk Group Co-Chairmanship, continue to be a milestone for achieving stability and peace in the South Caucasus,” added the official Yerevan.

“The Republic of Armenia continues to be committed to providing all the necessary conditions for the secure life of the people of Artsakh in their homeland,” Armenia’s foreign ministry said.

Earlier in the day President Harutyunyan was joined by his predecessor, Bako Sahakian, and other officials at the Stepanakert Memorial and Military Pantheon to pay tribute to the memory of the fallen troops.

Harutyunyan and Sahakian laid flowers and wreaths at the graves of the men and women who sacrificed their lives for Artsakh’s independence and freedom.

The Primate of the Artsakh Diocese Bishop Vrtanes Abrahamyan, Artsakh government officials, Defense Army leadership and guests from Armenia participated in the official ceremony, the Artsakh presidential office said in a statement.

“The 44-Day War of 2020 became a new disaster for the Armenian people, claiming the lives of thousands of our brave sons, destroying many destinies. We are grateful to all martyrs who sacrificed their lives for the independence of the Fatherland and the dignified existence of the Armenian people, we bow before their bright memory and before their proud relatives,” the Artsakh president said in an address to the nation.

President Harutyunyan also thanked Armenians in Armenia and Diaspora for their support, as well as the Russian Federation for their mission in Artsakh, and all countries, political officials who have supported Artsakh by remaining committed to justice and universal values of democracy and humanitarianism.

“After 31 years, the people of Artsakh are again decisively and resolutely announcing that despite all trials of time, they are committed to their adopted decision, to their path, which is irreversible and unshakable. Artsakh must always stand, must always be Armenian, and must always continue its course on the path to independence,” the Artsakh president said.

Artsakh’s Foreign Minister David Babayan said that Artsakh’s declaration of independence was the most ambitious geopolitical step 31 years ago.

“Today, we should evaluate this day much more because now is a crucial moment for Artsakh. Now Artsakh is facing existential challenges. We should do everything for Artsakh to be saved because the future of Armenian statehood and Armenian people depends on the salvation of Artsakh,” Babayan told Armenpress.

“Yes, the situation is complex, but in addition to serious challenges there are also opportunities. The current geopolitical developments show that there are power centers that are interested in the existence of Artsakh. Nevertheless, the existence of Artsakh depends mostly on us, we must take respective steps,” Babayan added.

“We should jointly do everything so that the course and history of Artsakh continue,” he stated, expressing confidence that after the third heavy Artsakh war, the meaning of the September 2 holiday has become more important.

“The Republic of Artsakh is the son of all Armenians. Therefore, we should take joint steps to overcome the current situation and resist the existing challenges. Artsakh, Armenia and the Diaspora must work jointly, we must be able to save what we have,” Babayan added.

Babayan will be in Los Angeles to headline the Armenian National Committee of America-Western Region’s Grassroots Conference, and a day late be honored by the organization with its “Freedom Awards” at its banquet.

Turkish nationals involved in Armenian town brawl

YEREVAN, SEPTEMBER 1, ARMENPRESS. The participants of the incident in the town of Vedi in Ararat Province are Turkish citizens, authorities confirmed to ARMENPRESS.

“They are Turkish nationals, a married couple,” Investigative Committee spokesperson Vardan Tadevosyan told ARMENPRESS.

The Investigative Committee launched proceedings based on the materials forwarded by police.

Media reports and a footage showed the Turkish nationals attempting to party in Vedi, insulting Armenians, which then resulted in a brawl.

EUR exchange rate up by 1.72 drams to 405.35 drams. Russian Ruble exchange rate up by 0.01 drams to 6.72 drams. GBP exchange rate down by 2.18 drams to 467.84 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 177.37 drams to 22328.48 drams. Silver price down by 9.65 drams to 233.51 drams. Platinum price stood at 16414.1 drams.

Expert: Berdzor and Aghavno are a classic example of ethnic cleansing

ArmInfo.All recent events in Berdzor and Aghavno are a classic example of ethnic cleansing, in other words, an international crime. Former MP of the Armenian  parliament, lawyer Taron Simonyan, expressed a similar opinion to  ArmInfo.

On August 29, the authorities of the Republic of Artsakh disseminated  information according to which traffic along the Lachin corridor will  stop on the evening of August 31. After August 31, communication with  Armenia will be carried out through a new corridor, through the  territory of the Berdadzor sub-district of the Shushi region of the  republic. The movement along which began on the evening of August 30.  The redeployment of the Russian peacekeeping contingent is proceeding  in the same way and on time.

"And if someone thinks that all this will end with Berdzor and  Aghavno, then this someone is clearly mistaken. Azerbaijan will  continue to put pressure on us, organize various provocations and put  us before the fact until our leadership expresses a clear position  regarding specific issues. And, of course, it will not begin to act  in the direction of protecting Armenian interests. With its own  forces, by creating powerful resistance within the country, since  there is no need to rely on third forces," he is convinced.

There is certainly a similar resource within the Armenian society, in  Simonyan's opinion. It just needs to be organized and consolidated  around a common idea, backed up by a gradual build-up of  military-technical potential. According to the lawyer, peace with  Azerbaijan is possible only if Armenia becomes a normal state with  powerful institutions.

In the opinion of the lawyer, the same protection of the interests of  the deported Artsakh people is possible through legal, diplomatic,  why not, military tools. Which, again, is based on an organized  society, consolidated around one common goal, ready for a long-term  conflict.

"In the end, we have the opportunity to sue Azerbaijan for violations  of seven international conventions.  Regarding the organization of  the same ethnic cleansing in Artsakh. What is not being done,  although the facts are obvious. For example, in the form of Baku's  recent actions against residents of Armenian- populated villages of  the corridor. All this speaks of the main thing – Armenians cannot  and should not live together with Azerbaijanis," Simonyan summed  up.

COVID-19: Armenia records over 2100 new cases, 7 deaths in one week

YEREVAN, AUGUST 29, ARMENPRESS. 2124 new cases of the coronavirus infection were confirmed over the past week (August 22-28), bringing the total cumulative confirmed cases to 434,398, the Armenian healthcare ministry said Monday.

1788 recoveries brought the total recoveries to 421,316.

7 people died from COVID-19, increasing the death toll to 8655.

The number of active cases stood at 2745 as of August 29.

6,131 tests were administered in the past week (total tests: 3,184,464).

Christapor Street to be partly reopened for Petak trade center access

YEREVAN, AUGUST 23, ARMENPRESS. A part of the Christapor Street where the Surmalu Trade Center is located will be reopened after being shut down for safety precautions following the August 14 blast.

The Petak trade center is also located on the same street.

“A part of Christapor Street was closed since August 14 after the explosion which took place in the Surmalu trade center. Yesterday businesses of the Petak trade center were demanding to know a concrete date when they will be able to return to work. I am hereby informing that yesterday officials from police, investigative committee and the ministry of emergency situations held a discussion over the issues raised by the businesses. A decision was made to open a one-sided part of the street by maintaining safety precautions. We are now working in that direction,” Ministry of Emergency Situations spokesperson Hayk Kostanyan said in a statement.
