One month ago, Prime Minister Nikol Pashinyan announced a “revolutionary scale” cleanup day scheduled for 23 March. Several days ago during a press conference, he again called on all residents of the country to come out and help clean up the country, remove trash, and deal with other small-scale environmental issues.

He and his family are participating in the cleanup in Yerevan. However, he has not informed journalists of his whereabouts around the city in order for him to focus on the work and not waste time giving interviews.

Some government members and MPs are also participating in the cleanup, as are residents of the country.

Starting earlier this morning, residents of many communities across the country have been cleaning up their yards and surrounding areas.

The cleanup day was initiated by the Ministry of Territorial Administration and Development, and garbage collection is being carried out as part of the Clean Armenia programme.

Historic and cultural monuments, parks, inter-communal roads and areas adjacent to settlements are also being cleared of garbage.

On some streets of the capital, cleaning is noisy and fun. It is accompanied by, among other things, the songs of children.

YEREVAN, MARCH 19, ARMENPRESS. President of Armenia Armen Sarkissian on March 19 hosted Elena Vartanova, Dean of the Faculty of Journalism at the Moscow State University, and Russian Ambassador to Armenia Sergei Kopyrkin, the Presidential Office told Armenpress.

At the meeting President Sarkissian said the Moscow State University is a familiar educational center for him where he had and has many colleagues and friends. The Armenian President informed that during his scientific and teaching activities he had numerous working contacts and mutual visits with his university colleagues.

Armen Sarkissian attached importance to the presence of the Moscow State University in Armenia and highlighted the need to expand the activity of the University’s Yerevan branch, implement joint scientific-educational programs and expand the ties.

Introducing the purpose of the visit Elena Vartanova said she delivered a number of public lectures relating to journalism in the University’s Yerevan branch.

The meeting participants also exchanged views on the future of journalism, the current challenges in the digital technologies era, reliable and professional news, as well as on matters relating to raising the teaching level of journalism.

The Vank Cathedral is dedicated to the hundreds of thousands of Armenians who were resettled by Shah Abbas I during the Ottoman War of 1603-1618.
 
The construction is believed to have begun in 1606 by the first arrivals, and completed with major alterations to design between 1655 and 1664, under the supervision of Archbishop David. The cathedral consists of a domed sanctuary, much like an Iranian mosque, but with the significant addition of a semi-octagonal apse and raised chancel usually seen in Western churches. The cathedral's exterior is in relatively modern brickwork and exceptionally plain, compared to its elaborately decorated interior.
 
As the most important church in Jolfa, the Vank has been a center for educating priests and has played the role of a Christian seminary. Many monks have been educated there and reached the highest religious positions.

YEREVAN, MARCH 14, ARMENPRESS. Deputy Prime Minister of Armenia Tigran Avinyan on March 13 received the delegation of the Eurasian Fund for Stabilization and Development (EFSD) led by acting executive director of the Fund Andrey Shirokov, the deputy PM’s Office told Armenpress.

Welcoming the guests the deputy PM said the cooperation with the EFSD has recorded positive results, and there are great opportunities to further deepen and expand it.

In his turn Andrey Shirokov thanked for the reception and stated that this year the EFSD is celebrating its 10th anniversary, and during this period key programs have been implemented aimed at contributing to the economic development and stabilization of the Fund’s participating states. He expressed hope that the Fund’s investment portfolio will further grow in Armenia.

Deputy PM Avinyan touched upon the government’s reforms and development priorities, stating that Armenia has adopted a policy of inclusive economic growth, which supposes that the ongoing and upcoming initiatives should find a place within this ideology.

The officials also discussed the process of projects being implemented by the Fund’s assistance, as well as touched upon the further cooperation prospects in new directions.

Armenophobia is Integral Part of Azerbaijani Identity, Says Artsakh Parliament Speaker

BRUSSELS—Member of the European Parliament Dr. Eleni Theocharous hosted a conference on March 6, entitled “Armenophobia: historical and present-day resurgence” in the European Parliament. The event was co-organized by the European Armenian Federation for Justice and Democracy (EAFJD) and the Tufenkian Foundation. The President of the National Assembly of the Republic of Artsakh Ashot Ghulyan, was the special guest speaker of the conference. More than hundred attendees were present at the event, among them Members of the European Parliament, representatives of civil society, as well as Armenian community members.

During the conference, the keynote speakers, including prominent scholars, historians, human rights activists, journalists and eyewitnesses addressed the phenomenon of Armenophobia, its origins and current manifestations in Azerbaijan and Turkey. The participants expressed deep concern over the dangerous consequences of incitement of hatred against Armenians all over the world, backed by the Turkish and Azerbaijani authorities on a large scale.

In his opening remark, the EAFJD President Kaspar Karampetian welcomed the participants and emphasized the importance of addressing the issue of Armenophobia at the European Parliament. “Seeding hatred can never be a solution. The relevant bodies of the EU and in particular the EU Special Representative for Human Rights must encourage Turkey and Azerbaijan to stop the policy of nurturing anti-Armenian sentiment,” said Karampetian.

“Armenians are peaceful people with strong ideals and high capabilities of coexisting with everyone,” stated European Parliament member Theocharous. She expressed conviction that the Armenian people in fact predispose every conscious citizen to feel Armenophilia, sympathy and respect for Armenia.

One of the main points agreed on during the discussions was that the anti-Armenian sentiment is a clear demonstration of xenophobia, one of the greatest threats to the humanity.

In this regard, Mr. Ashot Ghulyan stressed: “It is even more dangerous when xenophobia and hate speech become a state policy, calling into question the peaceful coexistence of peoples in the short and long term. A society poisoned with xenophobia can never and under no circumstances create a public and universal value.”

Human rights activist Ragip Zarakolu highlighted the historic and current level of hatred towards Armenians in Turkey. He said: “Armenophobia was always strong in Turkish history. Armenia was an obstacle to the realization of that time’s pan-Turkic ideology which led to the perpetration of the Armenian Genocide.”

Speaking about Armenophobia in Azerbaijan, historian Pr. Jakub Osiecki mentioned that some scholars considered that the phenomenon of Armenophobia was allegedly related to the emergence of the Nagorno-Karabakh conflict in the beginning of the 20th century. However, he argues that Armenophobic behavior goes back to the 19th century, as also evidenced by many European historians of that period.

During the conference, war crimes and violations of international humanitarian norms committed by the Azerbaijani army during the 2016 April war were also condemned. Ombudsman of the Republic of Artsakh Artak Beglaryan presented evidence of the Azerbaijani atrocities against Armenians, including civilians. Furthermore, he expressed deep regret concerning the fact that after the April war the perpetrators of war crimes were awarded by the President of Azerbaijan Ilham Aliyev personally.

Human rights activist Ragip Zarakolu was honored by the EAFDJ

The former Ombudsman of Artsakh Ruben Melikyan elaborated on the manifestation Armenophobia in the education system and media in Azerbaijan. He said that hatred against Armenians is being spread among children in the in schools and kindergartens of Azerbaijan on purpose. Melikyan presented the report published by the office of Ombudsman of the Republic of Artsakh entitled “Armenophobia in Azerbaijan: organized hate speech and animosity towards Armenians.”

Well-known Russian-Israeli blogger Alexander Lapshin who was persecuted by the Azerbaijani authorities, presented his personal experience and stated: “I see some parallels between modern Azerbaijan and Nazi Germany during the beginning of World War II. Today, the propaganda of hatred towards people of Armenian descent is the basis of the state policy of Azerbaijan,” concluded Lapshin.

The speeches were followed by a lively question and answer session, where the guest-speakers addressed the questions asked among others by Azerbaijani participants.

At the end of the conference, on behalf of the EAFJD, Karmapetian honored Ragip Zarakolu for his lifetime struggle for human rights, democracy and justice.

EAFJD president Gaspar Karampetian met on Monday with Ghu;yan’s delegation.

During the meeting Karampetian reaffirmed the EAFJD’s readiness to assist Artsakh and protect the rights of its citizens among the representatives of European organizations.

In his turn, Ghulyan highly appreciated the role of the ARF, the party unions and the Armenian National Committees in fight on reaching the international recognition of free and independent Artsakh.

Բաքուն Հայաստանի իշխանություններին ղարաբաղյան հակամարտության շուրջ բանակցությունները տապալելու փորձի մեջ է մեղադրել։ Ադրբեջանական կողմի վրդովմունքն են առաջացրել Արցախին բանակցությունների գործընթացում ներգրավելու անհրաժեշտության մասին Հայաստանի վարչապետ Նիկոլ Փաշինյանի հայտարարությունները։

Նախօրեին, ելույթ ունենալով Իրանի հայ համայնքի հետ հանդիպմանը, Փաշինյանը հայտնել էր, որ ինքը պետք է հանդիպի Ադրբեջանի նախագահի հետ։ «Դա կլինի առանց օրակարգի հանդիպում, սակայն դրա կարեւոր ուղղություններից մեկը կլինի բանակցությունների ձեւաչափի քննարկումը։ Դեռեւս ձեւաչափի շուրջ պայմանավորվածություն չկա, շփումները չի կարելի պաշտոնական բանակցություններ համարել»,- ասել է Փաշինյանը՝ հերթական անգամ կրկնելով, որ ինքը խոսում է Հայաստանի անունից, իսկ Արցախի անունից բանակցություններ պետք է վարեն այդ հանրապետության իշխանությունները։

Ադրբեջանի նախագահի աշխատակազմի արտաքին քաղաքականության հարցերով բաժնի վարիչ Հիքմեթ Գաջիեւը նշել է, որ «բանակցությունների ձեւաչափը փոխելու մասին Հայաստանի ղեկավարության հայտարարությունները ոչ այլ ինչ են, քան բանակցային գործընթացը նպատակադրված դեպի փակուղի եւ տապալում տանելու փորձեր։ Դրա պատասխանատվությունը ամբողջովին ընկնում է հայկական կողմի վրա»:
Ադրբեջանը հերթական անգամ Երևանին հասկացնում է, որ չի պատրաստվում նստել բանակցային սեղանի շուրջ Արցախի հետ՝դա նրանց համար կարմիր գիծ է, որ նրանք չեն պատրաստվում անցնել: 

Բաքուն բանակցային գործընթացի ապագա տապալման համար արդեն իսկ մեղադրում է Երևանին՝ դրանով նաև հիմնավորում է իր հնարավոր ռազմական ագրեսիան Արցախի դեմ:

Ադրբեջանը միջազգային հանրությանը դեստրուկտիվ կողմ կփորձի ներկայացնել ՀՀ-ին, որը ցանկանում է փոխել տարիներ շարունակ ձևավորված բանակցային ֆորմատը:

Բաքուն բազմաթիվ անգամ հայտարարել է, որ բանակցություններին այլընտրանքը  պատերազմն է և իրենք պատրաստ են դիմելու այդ քայլին: 2016թ.-ի ապրիլյան քառօրյան դրա վառ ապացույցն է, որ Ադրբեջանը կարողանում է իրականացնել նաև հարձակողական գործողությունները՝ այդ երկրի բանակն արդեն 1990-ական թվականների բանակ չէ ՝ ռազմական, տեխնիկական, կադրային հագեցվածությամբ:

Գաջիևի կարծիքով, Երեւանում իշխանափոխությունից հետո Ադրբեջանի նախագահ Իլհամ Ալիեւի եւ Հայաստանի վարչապետ Նիկոլ Փաշինյանի երեք շփումները, ինչպես նաեւ երկու երկրների ԱԳ նախարարների միջեւ անցկացված չորս հանդիպումները բանակցությունների գոյություն ունեցող ձեւաչափի ակներեւ օրինակ են հանդիսանում։

Հայկական կողմը փորձում է բանակցային գործընթաց վերադարձնել Արցախը, ինչը ողջունելի է, սակայն Բաքուն դրան չի համաձայնվում: Եթե հայկական կողմը, որպես  հետագա բանակցությունների նախապայման դնի Արցախի վերադարձն ու Ստեփանակերտ-Բաքու ուղիղ բանակցությունները, ապա Ադրբեջանը դա կարող է ընկալել, որպես casus belli և ռազմական գործողություններ սկսի: Մանավանդ, որ գարնանային պայմանները թույլ են տալիս լայնածավալ պատերազմ մղել ղարաբաղյան ճակատում:


ՀՀ-ն ու Արցախը պետք է ամրապնդեն տնտեսությունն ու հզորացնեն բանակը, քանի որ Բաքուն երբեք չի ճանաչելու Արցախի անկախությունը՝ դա քաղաքական ինքնասպանություն է Իլհամ Ալիևի համար: Բանակցությունների այլընտրանքը պատերազմն է և Ադրբեջանն ամեն օր ցույց է տալիս, որ նրանք պատրաստվում են հարցը լուծել ռազմական ճանապարհով: Ինչքանով կկարողանա Մինսկի խումբը զսպել Բաքվին՝ մեծ հարցական է, քանի որ 2016թ.-ի ապրիլին նրանք չկարողացան զսպել Բաքվի ռազմական քառօրյա ագրեսիան Արցախի դեմ:

YEREVAN, FEBRUARY 19, ARMENPRESS. Amid ongoing criminal investigations and frozen assets, ex-President Serzh Sargsyan’s brother Alexander Sargsyan has returned millions of dollars to the state, the government’s staff told ARMENPRESS.

“During the timeframe of various criminal cases and investigations against Alexander Sargsyan, he voluntarily transferred 18,5 million dollars to the state”, the government’s staff said.

The money that has been technically donated to the state is not among the frozen assets.
