US might impose sanctions against buyers of Russian weapons (video)

From January 29, 2018, the United States will launch sanctions against private companies and individuals who will have “significant deals” with a number of companies and individuals in the Russian defense and intelligence fields. State Department Spokesman Heather Nauert said the United States executive body had already compiled a list of individuals and companies that were parts of the Russian security sector, the collaboration with which could lead to sanctions.

“Secretary of State Rex Tillerson has ordered the State Department to develop a guideline for the public, which lists individuals and companies that are part of Russia’s security or intelligence spheres.”

More than three dozen Russian companies are involved in the preliminary version of the list released by The New York Times, including Almaz Antey, a manufacturer of missile systems, Kalashnikov and Uralvagonzavod weapon manufacturers, as well as Sukhoi and Tupolev military corporations.

Heather Nauert said that the full list would be published in the next few days, but first it had been presented to the US Congressmen.

To remind, according to the law adopted by Congress, the US Department of State has committed itself to regularly submit a list of Russian Defense and Intelligence Officers with whom citizens and companies in the United States and other countries, who cooperate with them may be subjected to sanctions.

“From January 29, 2018, the law will require the Secretary of State to impose certain sanctions against companies that, being aware of the sanctions in advance, will make substantial deals with those involved in the list.”

According to a law passed by the Congress earlier, those individuals and companies can avoid sanctions whose cooperation with those in the list is connected with civilian purposes and does not contradict the US interests.

In response, the Russian Federation has decided to conduct a series of ballistic missiles tests, and ban pork imports from the United States to Russia.

development of a free economic zone between Armenia and Iran, Prime
Minister Dmitry Medvedev said on Tuesday.

"We have good relations with Iran, regardless of whether somebody
likes it or not, therefore if our friends plan to create such a free
economic zone, we are ready to take part in its development, including
by inviting our Russian business there," Medvedev said.

Armenia offered various format of co-investing during talks, the
Russian prime minister said. "We will think of ways to implement that,
probably with use of Russian development institutions, such as the
Russian Direct Investment Fund and VEB," Medvedev added.

Yerevan will host one of the series of Junior Grand Prix of Figure Skating in October 2018, the National Olympic Committee reported, citing the President of the Figure Skating Federation of Armenia, Melania Stepanyan.

“We submitted a relevant application to the International Skating Union (ISU) together with the Figure Skating Federation member Sargis Tevanyan. The application has been approved, with one of the series of ISU Junior Grand Prix to be held in Yerevan next year. Figure skaters aged 13-19 participate in this tournament,” she said, highlighting Irina Rodnina Figure Skating Centre operating in Armenia played key role in the approval of Armenia’s request by ISU.

Azerbaijani press: Top Azerbaijani official slams Sargsyan’s approach to Karabakh talks

Armenian President Serzh Sargsyan agreed with the statement that was meant to be declared after his recent meeting with Azerbaijan’s President Ilham Aliyev, but right after the meeting he uttered the very first thing that came to his mind, Novruz Mammadov, assistant to the president for foreign policy issues, head of department, told reporters in Baku on October 23.

Mammadov said that Sargsyan voiced ideas that were incompatible with the spirit of the meeting.

Azerbaijani president, other officials responded to the Armenian president, noted the official.

"Sargsyan promised in front of the co-chairs that he agrees to bring the concrete ideas to the world community after the meeting, but after the meeting, he acts hypocritically and speaks otherwise," said the top official.

"If the Armenian president did not agree with the statement, he could have said so during the meeting. He should've said that following the meeting, he would be speaking anything that comes to his mind," Mammadov said.

“In this case, how will the Armenian people trust him? How will he ensure the development and welfare of his people? What do the co-chairs think about the president who promises and then takes a different step?! If you have a status as head of state, you can't be hypocritical and lie.”

The Armenian people are in a a tough situation due to such leaders, said Mammadov.

“Armenians are leaving their country. Only 2.5 million people live in Armenia today. According to forecasts, if this situation continues, the population will not exceed 2.5 million people in 20 years,” he noted adding that meanwhile, Azerbaijan’s population has increased by three million people since the country gained its independence.

The situation in Nagorno-Karabakh has remained relatively calm over
the past week, Armenia’s Defense Ministry said on Saturday, referring
to information from Nagorno-Karabakh’s Army of Defense.

Nagorno-Karabakh’s Army of Defense.

"On September 10-16, the tactical situation along the line disengaging
the rival Armed Forces of Nagorno-Karabakh and Azerbaijan has remained
relatively quiet," the statement said.

Over the past week, "the adversary violated the ceasefire mainly with
small arms of various calibers, conducting over 1,500 shots in the
direction of Karabakh positions," it said.

"Leading elements of the Army of Defense retain full control at the
frontline and stay vigilant carrying on combat duty," the Armenian
defense ministry said.

The Nagorno-Karabakh conflict

The highland region of Nagorno-Karabakh (Mountainous Karabakh) is a
mostly Armenian-populated enclave inside the sovereign territory of
Azerbaijan. It was the first zone of inter-ethnic tensions and
violence to appear on the map of the former USSR.

Even almost a quarter of a century after the breakup of the Soviet
Union, Karabakh remains a so-called 'frozen conflict' on the
post-Soviet space, as the region is the subject of a dispute between
Azerbaijan and the local Armenian population that draws on strong
support from fellow-countrymen in neighboring Armenia.

In 1988, hostilities broke out there between the forces reporting to
the government in Baku and Armenian residents, which resulted in the
region's de facto independence. In 1994, a ceasefire was reached but
the relations between Azerbaijan and Armenia remain strained ever
since then.

Russia, France and the U.S. co-chair the Minsk Group of the
Organization for Security and Cooperation in Europe, which attempts to
broker an end to hostilities and the conflict.

Textbook on technological innovations with old technologies (video)

From the very cover of the informatics textbook for secondary schools it is already clear that the textbook is outdated. “Even the cover of the textbook depicts Internet Explorer, which Microsoft removed from exploitation in 2015. It means that as soon as pupils look at the book, they face an outdated vintage,” says the media expert Samvel Martirosyan.

He mentions that informatics is the only subject that sometimes pupils know better than the teacher. By the time the textbook printing process ends, the material already becomes obsolete. In the 21st century when every child has a phone or a tablet connected to the internet, the idea of an informatics textbook is already senseless. Hasmik Ayvazyan, a teacher of informatics with long-term experience of interaction with pupils, agrees that information in the textbook is obsolete. Following the curriculum, they leave the world behind.

“The curriculum of the informatics at schools was established 12 years ago when a school with several computers was considered to be technically well-armed. The textbook tender took place six years ago. By the way, only one book was submitted to the competition,” says the co-author of the textbook Seyran Avetisyan. He thinks that the textbook material must be regularly updated.

The National Institute of Education is aware of the issues. New project is being developed which is going to be submitted to the Parliament. They are assuring that all concerns are taken into account. They are planning to finish the case till the end of the year. “We have included cloud technologies, web tools, smart attachments in order children learn with pleasure,” says Ruzanna Stepanyan, Head of Informatics and IT Department of the National Institute of Education.

“No matter how the Ministry hurries, it will not be able to reach the technology development pace,” says Samvel Martirosyan.  He can see only one way: pupils should learn informatics through video materials.

SENATE APPROPRIATIONS COMMITTEE ENSURES
CONTINUED FUNDING TO ARTSAKH

 

WASHINGTON, D.C. – The Senate Appropriations Committee
adopted the Fiscal Year (FY) 2018 State, Foreign Operations, and Related
Programs (SFOPS) appropriations bill, which ensures continued funding to
Nagorno Karabakh (Artsakh), reported the Armenian Assembly of America
(Assembly).

 

The
"Committee recommends assistance for the victims of the Nagorno-Karabakh
conflict in amounts consistent with prior fiscal years, and for ongoing needs
related to the conflict." The Committee urges a peaceful resolution to the
conflict, which, given Azerbaijan's recent and unprecedented attacks against
Armenia and Artsakh, underscores the importance of implementing an accurate
cease-fire monitoring system along the line of contact.

 

In the
Assembly's testimony earlier this year to the Senate Appropriations Committee,
Assembly Executive Director Bryan Ardouny urged robust funding for Artsakh to
help meet the ongoing humanitarian and development needs for its people.

 

The
Committee also adopted an amendment offered by Senator Chris Van Hollen (D-MD),
which would prohibit arms sales to the Turkish Presidential Protection
Directorate in light of the vicious attack by Turkey's security detail in
Washington, D.C. against peaceful protesters on May 17, 2017. Last week,
nineteen people, including 15 Turkish security officials, were indicted as a
result of this attack in front of the Turkish Ambassador's residence during
President Recep Tayyip Erdogan's visit.

 

The bill
also maintains Section 907 of the FREEDOM Support Act, restating the six
customary exemptions for humanitarian and other assistance to Azerbaijan. The
Assembly continues to call for full enforcement of Section 907 given
Azerbaijan's hostile and aggressive actions against Armenians.

 

"The
Armenian Assembly applauds the bipartisan work of the Senate Appropriations
Committee and especially appreciates the efforts of Senator Van Hollen in
helping to ensure continued funding to Artsakh. His leadership on critically
important priorities for U.S. engagement in Armenia and Artsakh is vital, and
we look forward to continuing our work with him during this critical
time," stated Armenian Assembly Co-Chairs Anthony Barsamian and Van
Krikorian.

 

"Moreover,
with recent developments by the Organized Crime and Corruption Reporting
Project (OCCRP) shedding light on money laundering by President Ilham Aliyev
and his family, known as the 'The Azerbaijan Laundromat,' we are seeing the
exposure and rejection of caviar diplomacy done for years," the Assembly
Co-Chairs added.

 

As part of
the Manager's amendment package, Senator Dick Durbin (D-IL) included bill
language on visa restrictions for Azeri officials "about whom the
Secretary of State has credible information have been involved in the wrongful
imprisonment of Mehman Aliyev, the director of Turan, Azerbaijan's last
remaining independent news outlet." Similarly, Senators James Lankford
(R-OK) and Jeanne Shaheen (D-NH) included language regarding visa denial for
Turkish officials involved in prolonging the unlawful detention of U.S.
citizens in Turkey.

 

The bill
also promotes international religious freedom and protection for persecuted
religious minorities, particularly in the Middle East. The $25 million programs
also includes $5 million for atrocities prevention programs.

Armenia had defender Taron Voskanyan sent off for handball when conceding a penalty early in the second half, but Bogdan Stancu saw his spot-kick saved by Grigor Meliksetyan – only for Maxim to have the final word with a close-range finish.
