Germany considering new missile defense system

YEREVAN, MARCH 28, ARMENPRESS. German Chancellor Olaf Scholz said on Sunday that Germany is considering setting up a missile shield for the whole of Germany, Deutsche Welle reports.

The missile defense system will be based on the Israeli model.

"[A missile shield] is certainly among the things we are discussing, for good reason," DW quoted Scholz as saying in an interview to broadcaster ARD.

"We must all prepare ourselves for the fact that we have a neighbor presently ready to use force to assert its interests."

German newspaper Bild am Sonntag had previously reported that Germany was considering purchasing an Israeli Arrow 3 system. This system would cost €2 billion ($2.2 billion), the newspaper reported.

YEREVAN, MARCH 28, ARMENPRESS. On March 28, Speaker of Parliament of Armenia Alen Simonyan met with the Speaker of Jogorku Kenesh (Parliament) of the Kyrgyz Republic Talant Mamytov, the Armenian Parliament’s press service said.

The sides discussed the perspectives of cooperation within the framework of the IPA CIS, recording the necessity of the parliamentary diplomacy and the active cooperation of the Friendship Groups.

The Parliament Speaker highlighted the constructive cooperation of the delegations of the two countries in the CIS Inter-Parliamentary Assembly on other parliamentary platforms.

The Kyrgyz counterpart reminded about the protocol on the ceasefire of the Nagorno Karabakh signed in Bishkek in 1994, documenting that the bad peace is preferable from any war. Touching upon the issues of the establishment and peace of the region, both sides emphasized the support of the peace agenda.

Ideas were exchanged also over the decentralized cooperation among wide circle of discussions. In this context the upcoming exchange programs between the two second cities Gyumri and Osh, as well, as Shirak and Osh relevant universities were singled out.

YEREVAN, MARCH 24, ARMENPRESS. The citizens of the Republic of Artsakh are deprived of natural gas supply for already three days, Armenian Prime Minister Nikol Pashinyan said at the Cabinet meeting. He said that the supply was cut off as a result of Azerbaijan’s intervention.

“As you know, on March 7 the pipeline supplying gas to Artsakh was blown up in Azerbaijani-controlled territory. Using the most various pretexts, Azerbaijan was not allowing repair works and eventually Azerbaijan itself repaired it. As a result, the information we have indicates that Azerbaijan installed a valve on the pipeline.

On March 18, 11 days later, after restoring the gas supply to Artsakh for 4 days Azerbaijan simply closed the valve without any explosions on March 21, thus proving that it was behind the March 7 explosion,” the PM said.

PM Pashinyan highlighted the fact that both cases of the supply cut-off happened in unique circumstances.

“On March 7, unprecedented amount of snowfalls in the last 30 years happened in Artsakh and unprecedented drop in air temperatures were recorded. New record snowfalls and freezing cold was recorded on March 21 and in some places the snowfalls reached one and a half meters, one meter in capital Stepanakert, and the temperature reached minus eight degrees. And in these conditions Artsakh was intentionally deprived by Azerbaijan from the vitally significant natural gas supplies for heating apartments, kindergartens, schools and hospitals,” PM Pashinyan said.

He emphasized that this is enough to understand that as a result of Azerbaijan’s actions Artsakh is on the verge of a humanitarian disaster.

Pashinyan said he has no doubts that the heroic people of Artsakh will overcome this trial as well.

“But with this realization I must also say for the record that with its actions Azerbaijan is also rendering a service to the people of Artsakh, because this episode concerning the gas pipeline is a very precise and brief description of the Artsakh conflict for the international community. With this episode, the international community can understand the essence of the Karabakh conflict without reading hundreds of pages and studying the nuances of history.

This unequivocally showcases Azerbaijan’s policy towards the Armenians of Artsakh: That is – to make their life in their own homeland impossible. For one and a half years now, Azerbaijan is boasting of its so-called glorious victory in the 2020 44-day war, but everything shows that the fact that after so much suffering and deprivations, today, right now over 117,000 Armenians live in Artsakh, Azerbaijan considers this fact its biggest defeat and has set an objective to complete its policy of ethnic cleansing in Artsakh,” PM Pashinyan said.

In this context, Pashinyan said the Azerbaijani foreign ministry’s latest statement is very symbolic and speaks volumes, because Baku said in this statement that the Artsakh gas supply issue is its internal affair.

“If we interpret this from diplomatic language, this means that they are saying – ‘international community, don’t look this way and let us complete our policy of getting rid of Armenians by genocidal policy and ethnic cleansing in Artsakh under the pretext of so-called anti-terror actions or simply without obstructions, quietly’. No such thing can happen, and the diplomatic service of Armenia, other government officials, political forces, media, NGOs and individuals should in detail and widely present to the international community through social media everything that happened in Artsakh in the past 15 days,” Pashinyan said.

 

On March 8, the authorities of Artsakh said that the main pipeline supplying gas from Armenia to Artsakh was damaged on March 7 and the supply was stopped.

The Artsakh authorities had said the area where the damage occurred was in Azerbaijani-controlled territory. It was reported that the Azerbaijani military deliberately damaged the pipeline.

The Azerbaijani authorities obstructed repair works for days. Only on March 16 the authorities in Artsakh announced that the Azerbaijani side itself began the repair work. However, days later, the gas supply was cut again. Authorities said they have reasons to believe that during the repairs the Azeri authorities installed a valve on the pipeline in order to shut it down whenever they want.

Meanwhile, the population of Artsakh is without gas and heating amid freezing temperatures and snowfalls. The Artsakh foreign ministry described Azerbaijan’s actions as humanitarian terrorism.

The Armenian Foreign Ministry said the current situation emphasizes the urgency of clear response of the international community towards preventing the humanitarian crisis.

On March 22 the Human Rights Defender of Armenia Kristinne Grigoryan and the Human Rights Defender of Artsakh Gegham Stepanyan issued a joint statement, calling on international human rights organizations to pressure Azerbaijan and eliminate its gross and continuous human rights violations against the Armenians of Artsakh.

On March 23, the FM of Armenia Ararat Mirzoyan said they utilized all diplomatic efforts to resolve the situation.

On March 23, the European Union expressed its concerns.

On March 24, Freedom House  Azerbaijan to prevent humanitarian crisis and restore gas supplies to Artsakh.

France calls on Azerbaijan to pull back troops from Artsakh villages

YEREVAN, MARCH 26, ARMENPRESS. France expressed concern over the Azerbaijani military advance in Nagorno Karabakh.

“France expresses regret over the recorded incidents in Nagorno Karabakh, particularly the armed incidents and the troop advance in Parukh and Khramort regions. France calls on the forces, which, as reported, have advanced, to pull back to their initial positions in accordance to the November 9 2020 ceasefire statement,” the French foreign ministry said in a statement.

The French foreign ministry also expressed concern over the gas supply cut-off in Nagorno Karabakh, demanding the restoration of the supply. It said that this issue has been noted during the French foreign minister’s phone calls with Armenian and Azerbaijani counterparts.

On March 24-25 the Azerbaijani troops attacked Artsakh military positions and invaded the Parukh village.

Azeri drone strikes killed 3 Artsakh troops and wounded 15 others.

Armenian FM announces number of captives held in Azerbaijan

YEREVAN, MARCH 21, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan said today that Azerbaijan is holding in captivity 38 persons, 3 of whom are civilians.

“Armenian prisoners of war and civilians are still illegally held in Azerbaijan. And Armenia continues raising the issue of the immediate return of Armenian POWs, hostages and other persons held in Azerbaijan at different international formats. Azerbaijan is still holding 38 persons – POW, hostage and persons held in another status. 3 out of 38 are civilians. It’s worth noting that 2 out of these 38 have been captured before the November 9", the FM said at the session of the parliamentary standing committee on foreign affairs.

The issue has been included to the agenda of the PACE autumn session on 2021 April 19, as well as the decision on applying ECHR interim measures in Azerbaijan is still in force.

On May 20, 2021, the European Parliament adopted a resolution calling for the immediate release and return of Armenian captives.

The FM also recalled the 2021 December 7 decisions of the UN’s International Court of Justice, where through the use of urgent measures the Court obliged Azerbaijan to prevent inciting racial hatred and discrimination targeting ethnic Armenians, to take necessary measures to prevent and punish the acts of vandalism and desecration directed against the Armenian cultural heritage.

The minister said the statement of the Azerbaijani culture minister that a commission must be set up to deal with the “restoration of Aghvan cultural monuments” makes urgent sending a UNESCO mission to Nagorno Karabakh. And the Armenian side is now holding negotiations on this direction.

Azerbaijani press: Azerbaijan builds 1,500 km of roads in liberated lands

Some 1,500 kilometers of roads have been built in the Azerbaijani territories liberated from Armenian occupation in the 2020 Second Karabakh War.

Azerbaijani Prime Minister Ali Asadov made the remarks during a plenary session of the parliament's discussion of the Cabinet of Ministers' report on activities in 2021.

The most important issue, he said, was reviving Karabakh and creating the conditions for former internally displaced people to return to their homes.

He also described the further improvement of people's living conditions in other parts of the country as a priority.

Asadov emphasized that a single approach is used in all regions.

Meanwhile, the Azerbaijan Automobile Roads State Agency published the most recent information on road infrastructure projects completed in the economic regions of Karabakh and East Zangazur.

Fuzuli-Hadrut highway

The12km Fuzuli-Hadrut highway falls under the first technical category and contains four lanes on it.

Forty percent of the earthwork, 23 percent of the paving, and 21 percent of the pipe construction is completed. A 300m stretch of the road has been paved with asphalt concrete.

The road project is expected to be completed in 2022.

Hadrut-Tug-Azykh highway

This 22-km highway falls into the fourth technical category. It has two lanes.

The road surface is being milled, the lower layer of asphalt concrete pavement is being laid on a 2.7-km section, and a new road base is being built on an 800-m section.

The road project is scheduled to be completed in 2022.

BardaAghdam highway

This 45-km highway falls under the first technical category. It contains four lanes.

Fifty-seven percent of the earthworks, 19 percent of the paving, 45 percent of the pipe construction, and 93 percent of the bridge construction have been completed.

The road construction is scheduled to be completed in 2022.

GubadliEyvazli highway

The 28,5-km highway falls under the fourth technical category. There are two lanes on it.

Work on the destruction of rocks and the construction of a subgrade is currently underway. The regulatory expansion of the highway has been completed at the 8th km of the highway.

The road construction is scheduled to be completed in 2022.

Gubadli-Mahmudlu-Yazduzu highway

The highway is 26,4 km long and falls under the fourth technical category. There are two lanes on it.

The road planning work is currently underway and is scheduled to be completed in 2022.

Road infrastructure in Kalbajar, Lachin 

The highway is 726, 3 km long and belongs to the fourth technical category. There are two lanes on it.

Earthworks are completed by 83 percent, road construction and paving by 25 percent, pipe laying by 95 percent, and road sign installation by 82 percent.

The road work is scheduled to be completed in 2022.

New road to bypass Lachin

The highway is 32 km long. It falls under the third technical category. It contains three lanes.

Along with the design of the highway, earthworks and the construction of a subgrade and a bridge are being carried out on sections 13-24 km.

The road works are planned to be completed in 2022.

Lachin Airport

The highway is undergoing construction and mobilization. In addition, drilling and blasting operations are underway to clear a 10-hectare area.

The road construction is scheduled to be completed in 2022.

TalishTapgaragoyunluGashaltiNaftalan highway

The highway is 22 km long and classified as 2-4 technical. There are two lanes on it.

Earthworks on the first 8.5 kilometers and sections 9-22 kilometers of the road have been completed; work on water pipes and pavement is currently underway.

The road construction is scheduled to be completed in 2022.

Khudafarin-Gubadli- Lachin highway

The highway is 70,4 kilometers long and falls under the first technical category. There are four lanes on it.

Construction of a subgrade and bridges is underway at 45 km in the direction of Gubadli-Lachin and 14 km in the direction of Khanlig.

Earthworks have been completed in 47 percent of cases, pavement works in 10 percent of cases, pipe laying and underground passage construction in 25 percent of cases, bridge construction in 24 percent of cases, and retaining wall contraction in 22 percent of cases.

Shukurbayli - Jabrayil – Hadrut highway

The highway is 39,7 km long and falls under the first technical category. There are four lanes on it.

Earthworks have been completed in 58 percent of cases, pavement works in 17 percent of cases, pipe laying and underground passageway construction in 64 percent of cases, and bridge construction in 56 percent of cases.

The road construction is scheduled to be completed in 2023.

AghdamFuzuli highway

The highway is 64,8 km long, it falls under the first technical category. It contains four lanes.

Earthworks are 3 percent complete, and projecting is also underway.

The road construction is scheduled to be completed in 2023.

Ahmadbayli-Fuzuli-Shusha highway

The highway is 81,6 km long, it falls under the first technical category. It contains four-six lanes.

Construction of a subgrade, as well as eight bridges, six tunnels, and five underpasses, is currently underway.

The road construction is scheduled to be completed in 2023.

Ahmadbayli-Horadiz-Jabrayil-Zangilan-Aghband new highway

The highway is 123,6 km long, it falls under the first technical category. It contains four lanes.

Earthworks are 50 percent complete, pipe laying and underground passageway construction is 35 percent complete, and bridge construction is 48 percent complete.

The road construction is expected to be finished in 2024.

KalbajarLachin highway

The highway is 72,3 km long and is classified as first and second technical. It has two to three lanes and a 9.8-kilometer tunnel.

Earthworks and mobilization efforts are currently underway. Approximately 2 percent of the work has been completed.

The road construction is scheduled to be completed in 2025.

ToghanaliKalbajarIstisu highway

The highway is 80,7 km long and falls into the first and second technical categories. It has two-three lanes.

Tunnel 1 is 6.3 km long and the Murovdag tunnel is 11.6 km long.

Subgrade construction is currently underway, as is the installation of water pipes in the 12-13 km and 26-28 km areas. Work to relocate existing canals has been completed in sections 8.5 – 8.7 and 12.8 – 13.5 km; water pipe laying has been completed in some areas, and canal construction continues in sections 26 – 26.5 km.

Drilling of 1,857 m was completed at the Murovdag tunnel's entrance and exit. Drilling operations began at the tunnel's exit.

The project is expected to be completed in 2026.

Oh, Snap! Armenia’s Rosa Linn releases Eurovision 2022 song

“It’s 4am — I can’t turn my head off, wishing these memories would fade…”

The opening words of Rosa Linn’s “Snap” — her entry for Armenia at the Eurovision Song Contest 2022.

The tender number is genuine and straightforward. Rather than shrieking for attention, Rosa Linn speaks from the heart about getting over an ex.

“Turns out people lie,” she says matter-of-factly. “They said, ‘Just snap your fingers’ as if it was really that easy for me to get over you.”

The chorus seems at once like a meditation and a request to the universe: She reminds herself to breathe through counting, but also tries to expel this person from her heart.

She sings: “I’m snapping one, two, where are you? You’re still in my heart. Snapping three, four, don’t need you here anymore. Get out of my hea-ar-art.” 

The Earthy, folksy quality of the song has shades of The Lumineers and their hit “Ho Hey”. Delivered by a young woman with a big heart, the genre gets a special twist driven by a quiet emotional intensity.

The 21-year-old singer, songwriter, and producer was born and raised in Vanadzor, Armenia. She has been fond of music since childhood and started her professional career with the record label “Nvak Collective” — founded by Eurovision 2015 alum and beloved queen Tamar Kaprelian.

You start questioning everything, including yourself. I have been there. And what I realized was that I had the

Peoples’ Democratic Party Diyarbakır MP Garo Paylan has expressed support in a social media message after Turkey’s Foreign Minister Çavuşoğlu and his counterpart Mirzoyan from Armeni̇a met in Antalya Diplomacy Forum.

Peoples' Democratic Party (HDP) Diyarbakır MP Garo Paylan has welcomed the meeting of Armeni̇a's Minister of Foreign Affairs Ararat Mirzoyan and Turkey's Minister of Foreign Affairs Mevlüt Çavuşoğlu in Antalya Diplomacy Forum in southern Turkey on Saturday (March 12).

After the meeting was held, Minister Çavuşoğlu said that "it was a very efficient and constructive meeting" and recalled that special envoys have been appointed as part of the normalization process.

As reported by the state-run Anadolu Agency (AA), Çavuşoğlu commented on this meeting with Mirzoyan at the closing speech of the Forum. 

Çavuşoğlu stated that Armenia's Foreign Minister "voiced Yerevan's willingness to launch peace talks with Azerbaijan," underlining that "both Turkey and Azerbaijan are keen on the stability of the region". Çavuşoğlu added that "Armenia should respond to this position." 

"We are not talking about a conflict, a dispute, a mediation. Everyone, of course, should do their part for the stability of the region," he noted.

Emphasizing that "Turkey supports all steps to be taken between Armenia and Azerbaijan," Çavuşoğlu further noted that "Ankara also supports the projects they agree to implement as soon as possible."

After the meeting was made public, HDP MP Garo Paylan has also shared a social media message in Turkish, English and Armenian, defining the meeting as "a hopeful moment". The MP has said:

To develop the relations between Turkey and Armeni̇a, the "Protocol on the Development of Bilateral Relations" was signed by Turkey's the then Foreign Minister Ahmet Davutoğlu and Armeni̇a's the then Foreign Minister Eduard Nalbantyan on October 11, 2009.

Signed in Zurich in Switzerland, the "Protocol on the Establishment of Diplomatic Relations" foresaw that the two states would recognize each other's borders. But no progress was made and protocols became invalid.

In January 2022, Turkey and Armenia appointed special envoys to normalize relations. Serdar Kılıç, a former ambassador to the United States, has been appointed as Turkey's envoy, according to a presidential decision published in the Official Gazette on January 11, 2022.

Shortly afterwards, a FlyOne passenger jet took off from Armenia to Turkey for the first time on February 2. The flight was carried out as part of the normalization process between Turkey and Armenia. Pegasus Airlines are also to operate flights between İstanbul and Yerevan thrice a week, according to Turkey's Transport and Infrastructure Ministry. Azerbaijani press: Azerbaijan calls on European Parliament to refrain from provocations

The Committee on Foreign Relations and Inter-Parliamentary Relations of the Azerbaijani Parliament has made a statement on the resolution of the European Parliament dated March 10, 2022, the press and public relations department of the parliament told Trend.

According to the statement, on March 10, the European Parliament adopted another resolution biased against Azerbaijan.

The statement noted that this resolution, based on the absolutely false information of Armenia and the Armenian lobby in the European Parliament, regarding the 30-year occupation of Azerbaijani lands [until their liberation in the 2020 second Karabakh war], including the facts of vandalism committed on these lands against Azerbaijan’s cultural heritage, calling into question its territorial integrity and sovereignty, and undermining efforts aimed at ensuring long-term peace and stability in the region, simultaneously including a number of dangerous moments, also casts a shadow on the efforts of mankind to eliminate religious, racial discrimination and intolerance.

This resolution, aimed at misleading the international community, can definitely be called the next decline of European democracy, the statement stressed.

"The negligence and indifference of the European Parliament to universal human values raise serious questions. The resolution of the European Parliament completely denies the vandalism committed by Armenia during the 30-year occupation against the cultural heritage of Azerbaijan. The period of occupation was accompanied by war crimes and crimes of Armenia against humanity,” the statement further said. “Along with deliberate destruction of cities and villages, Armenia annihilated the entire cultural heritage of the Azerbaijani people in these territories. Numerous historical, cultural and religious monuments, archaeological sites, libraries and museums, museum exhibits, unique manuscripts, cemeteries were systematically ruined and looted.”

“Mosques were razed to the ground or turned into places for keeping cows and pigs, desecrating them. Vandalism was committed not only against monuments belonging to the Islamic religion. Albanian and Christian churches were also destroyed, an attempt was made to Armenize them by making architectural changes," the statement pointed out.

The statement emphasized that despite the numerous appeals of Azerbaijan, Armenia prevented the visits of UNESCO missions and other specialized international structures to the previously occupied territories to assess the state of cultural heritage. The indecisiveness of international structures encouraged Armenia to further expand the scale of destructions.

"The fact is notable that the European Parliament, which repeatedly refers to UNESCO in its resolution, but at the same time denies these facts and accuses Azerbaijan of obstructing the mission of this organization, over the past years has never raised the issue of the consequences of the Azerbaijani territories' occupation by Armenia, the vandalism committed against its cultural heritage,” the statement said. “The current resolution of the European Parliament contradicts not only the principles of international humanitarian law, but also the principles adopted by the European Union itself against the destruction of cultural and religious monuments.”

“It’s also necessary to emphasize the fact that as a result of the meeting held on February 4 this year in a video format with the participation of the President of the Republic of Azerbaijan Ilham Aliyev, President Emmanuel Macron as the French Presidency of the European Union, President of the Council of the EU Charles Michel and Prime Minister of Armenia Nikol Pashinyan, consent was expressed to sending a UNESCO mission to Azerbaijan and Armenia,” the statement reminded.

“This confirms the need to study the state of cultural heritage in the territory of Armenia, which belongs to the Azerbaijani people. For some reason, the European Parliament doesn’t touch upon this issue at all. The European Parliament presents cultural monuments which, as it claims, belong to Armenians as part of the ancient Christian and common heritage of mankind,” the statement noted.

“The way of thinking denying the destruction and serious damage of 67 mosques, and razing monuments of Islamic culture to the ground during the occupation, encouraging religious and racial discrimination, indulges extremely dangerous tendencies. In general, the resolution doesn’t mention the cultural heritage of Azerbaijan. The resolution also distorts the essence of the International Court of Justice decision (December 2021) with reference to lawsuits filed by Armenia, which were rejected by the court,” the statement pointed out.

“In general, this resolution of the European Parliament contradicts the efforts of goodwill that the EU leadership has been demonstrating lately in the matter of ensuring peace, stability and security in the South Caucasus,” the statement further said. “Temples of all religions, all cultural monuments on the territory of Azerbaijan are protected and restored by the state. This resolution of the European Parliament is just a piece of paper, and it cannot cast a shadow on the high national, spiritual and cultural values of the Azerbaijani people.”

“The Parliament of Azerbaijan strongly condemns the attempt made by the European Parliament to spread biased false information and calls for refraining from provocations that could disrupt the normalization process in the region," concluded the statement.
