STEPANAKERT, AUGUST 31, ARMENPRESS. 5 new cases of COVID-19 have been confirmed in the Republic of Artsakh over the past day, the ministry of health said today.

76 COVID-19 tests were conducted on August 30.

At the moment, 24 infected patients receive treatment in hospitals. 3 are in serious condition.

Armenia Wants UNESCO To Record Destruction Of Christian Heritage Sites Under Azerbaijan

Armenia believes that despite Azerbaijan's opposition, UNESCO can send an assessment mission to Nagorno-Karabakh as soon as feasible, said Armenian Foreign Minister Ararat Mirzoyan on Wednesday.

Since 2020, Armenia has requested an immediate UNESCO assessment expedition to Nagorno-Karabakh, believing that sites of Armenian Christian heritage are in danger in territories that passed under Muslim Azerbaijan's authority following the 44-day military struggle, according to the minister. He noted that Yerevan has documented numerous occasions in which Azerbaijani forces deliberately damaged churches and other Armenian monuments in Nagorno-Karabakh on Baku's orders.

Citing UNESCO Assistant Director-General for Culture Ernesto Ottone's December 20 statement that the only obstacle to an assessment mission to Nagorno-Karabakh was Azerbaijan's pending response, Mirzoyan stated that "the Azerbaijani government continues to politicise and obstruct the visit of UNESCO experts" because "it wants to conceal its cultural crimes."

Last September, the decades-long Nagorno-Karabakh conflict between Armenia and Azerbaijan erupted once again, resulting in thousands of military and civilian losses on both sides. On November 9, Russia brokered a cease-fire agreement and dispatched mediators to the region to supervise the truce.

On September 27, 2020, renewed confrontations between Azerbaijan and Armenia started, with severe fighting waging in the disputed area of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan signed a joint declaration calling for an immediate cease-fire in Nagorno-Karabakh. The Azerbaijani and Armenian sides agreed to hold their positions, and Russian forces were sent to monitor the truce along the engagement line in Nagorno-Karabakh, as well as along the Lachinsky corridor that connects Armenia to the enclave. Aside from that, Baku gained control of a number of districts.

The situation along the Armenian-Azerbaijani border has been tense since May 12, when Armenia's Defense Ministry stated that the Azerbaijani Armed Forces sought to conduct "certain operations" in a border area in Syunik Province in order to "alter the border." Since then, both sides have reported border incidents on a regular basis.

Police special forces apprehend young man for shouting against Armenia PM

YEREVAN. – The Police special forces on Friday apprehended, from outside the main government building, a young man for shouting against Prime Minister Nikol Pashinyan of Armenia.

The Armenian News-NEWS.am correspondent reported from the scene that this young man was walking his dog at Republic Square in downtown Yerevan, then he turning toward the aforesaid building, he shouted "Nikol, leave!" several times.

The Police special forces immediately ran towards this young man, held him from his arms, put him in a police car, and took him away.

The police did not tell our reporter what the reason was for apprehending this young man.

Security expert urges Armenian authorities to reveal details of Moscow talks, ceasefire agreement

Security expert, I’m Honored bloc MP Tigran Abrahamyan urges the authorities to reveal details of the Moscow talks mentioned in the Defense Ministry’s statement and the terms of the Russian-brokered ceasefire with Azerbaijan.

An agreement restoring the ceasefire at the Armenian-Azerbaijan border was reached at the mediation of the command of Russian peacekeeping forces on Wednesday, hours after the Azerbaijani forces provoked clashes by attacking the Armenian positions at the Gegharkunik border section.

Earlier, the Defense Ministry of Armenia said the “adversary launched the attacks ahead of the talks in Moscow, Russia”.

“Not a single senior Armenian official has offered an explanation over the Moscow negotiations, which the Defense Ministry referred to in its statement yesterday and what the meeting was about,” Abrahamyan wrote on Facebook on Thursday.

“Moreover, no information has been provided on the terms or details of the ceasefire agreement reached with Moscow's mediation yesterday.

“So far, the leadership of Armenia has not expressed an official position on the package of proposals submitted to our country, with all possible countries revealing various details of it, except for Armenia,” the expert said.

Russian soldiers have started clearing agricultural fields in the Martuni District from unexploded ordnance, including at the request of local residents, the Russian Ministry of Defence (MoD) reports.

The “Caucasian Knot” has reported that the peacekeepers ensure the safety of residents of the villages near the demarcation line in the Martuni District. So, on June 10, at the request of residents of the village of Chartar in the Martuni District, the Russian soldiers began to protect them during agricultural works in the fields.

The found unexploded ordnance is being destroyed at a military training range, and Russian combat engineers arrive at the request of local residents, the Russian MoD reports. As an example, the Russian military officials refer to a case when a local resident found an unexploded bomb at a pasture. Russian combat engineers decided to blow it up on the spot.

Since November 23, 2020, Russian combat engineers have cleared 2157 hectares of unexploded ordnance in Karabakh, the Russian MoD reports. 25,640 explosive items have been found and neutralized.

Artsakh Ombudsman calls on all Armenians to visit Artsakh and support compatriots with their presence

The Human Rights Ombudsman of Artsakh Gegham Stepanyan has issued a message addressed to all Armenia, inviting them to visit Artsakh. In his message, posted on Facebook, Stepanyan says Artsakh today might seem deprived of its previous attractiveness due to the devastating consequences of the recent war, yet never of its content and meaning. 

"We went through the cruelties of the war, witnessed all human and inhuman sufferings during 44 days and unfortunately, feel those sufferings still today. Yet we are here, in the same place with a hope to stand up again with your support. Visit Artsakh, visit at least so that the 100 thousand Armenians living in Artsakh do not feel alone. With your presence you will strengthen the Armenians living in Artsakh so that Artsakh will always be Armenian," Stepanyan wrote. 

He admits the existing security concerns about the road, in some part of which the visitors may hardly restrain anger while seeing the captured Shushi, issues with dates of entry permissions for Diaspora Armenians. "Nevertheless, we should overcome all this for the sake of our primary goal not to lose Artsakh. Get up and come where you are always welcome," Stepanyan concluded. 

Robert Kocharyan: Armenians won’t have answers to questions about loss of Hadrut and Shushi and $5 bln deal

If any other party not linked to the defeat in the war won the elections [snap parliamentary elections in Armenia], I would consider the crisis resolved. This is what second President of Armenia Robert Kocharyan said during the first general assembly of ‘Armenia’ bloc today.

“However, the results of the elections imply that we won’t receive answers to the questions about the 5,000 victims of the war [in Nagorno-Karabakh] and how we Armenians lost Hadrut and Shushi. The public will still have serious doubts about the $5,000,000,000 deal for Nagorno-Karabakh.

Due to the absence of answers to these questions, it will be impossible to talk about an atmosphere of confidence and solidarity. What problem did the recent elections solve? Snap elections are usually held to resolve crises. In Armenia’s case, the elections were called due to territorial losses and human casualties. Basically, the crisis following the elections remains unresolved since those who organized all this are still in power. ‘Armenia’ bloc will be the force that will fight to put an end to this crisis once and for all,” Kocharyan added.

Expert: Border settlements in Armenia remain vulnerable in terms of security

Armenia’s border settlements remain vulnerable in terms of security, security expert Tigran Abrahamyan, the head of the analytical center Henaket, said on Monday.

His comments came after the latest incident in which the Azerbaijani troops threatened residents of Tegh, a village in Armenia’s Syunik Province, with firearms and did not allow them to gather the harvested grass.

“The threats of Azerbaijanis against our compatriots who carry out agricultural work in the areas close to the villages of Tegh, Aravus and Khnatsakh were discussed in various contexts. There is one important factor here, which, in my opinion, is the cornerstone,” Abrahamyan wrote on Facebook.

“The main problem remains the lack of necessary defense mechanisms.

“It is not only about the physical presence of our servicemen, but about the viability and efficiency of the system as a whole and its various components.

“With the necessary systems in place, the behavior, aggression and threats of Azerbaijanis would be recorded primarily through them, rather than through alerts from civilians, media reports or phone calls.

“This shows that the settlements that have found themselves in the status of border communities due to the new realities remain vulnerable in terms of security,” the expert said.

He noted that the government is not taking sufficient steps to handle the issue.
