Armenia might revise the plan to reduce coronavirus-related restrictions

Yerevan/Mediamax/. Deputy Prime Minister of Armenia, Commandant Tigran Avinyan has said at a government meeting today that the increase in the number of confirmed COVID-19 cases does not affect the plan for reducing restrictions.
 
“We know the circle of contacts of the patients for the most part, but our decisions could change depending on how the pandemic proceeds. The cases that will be confirmed in the next few days and their circle of contacts will let us see what final decision we should make,” said Tigran Avinyan, adding that essential sectors of economy will resume operation on May 4, following the established safety rules.
 
The education system will remain closed and restrictions will be maintained for culture and recreation among other sectors. Avinyan has stated that the manufacturing industry will start working and certain shops will be re-opened.
 
“If we see that this policy has negative consequences and if we have concerns that the healthcare system might not manage to take care of the patients, we might go back to the strictest measures. It is important that business owners follow the safety rules,” said Tigran Avinyan.

94-year-old Armenian woman beats coronavirus

YEREVAN, APRIL 30, ARMENPRESS. A 94-year-old woman in Armenia has recovered from COVID-19 and was discharged from a Yerevan hospital on April 29, the medical center’s director Gevorg Simonyan said on social media.

He said the woman is so far the oldest patient to be diagnosed with COVID-19 in Armenia.

Armenians in entertainment record new song honoring health workers

YEREVAN, MAY 2, ARMENPRESS. A group of Armenian singers and TV stars have come together to record a single honoring health workers during the coronavirus outbreak.

The music video for Thank You, released on May 1 by Duetro Studio, was produced by Ara Baghdasaryan. The music was produced by Edgar Alexanyan.

The song features vocals by pop stars Erik Karapetyan, Silva Hakobyan, Kristine Pepelyan, Mihran Tsarukyan and others.

The music video shows a medical doctor – portrayed by actor Sargis Grigoryan – working in a busy Yerevan hospital while his family waits for him to join a birthday party of his child at their home. He eventually joints his family via a video call when they are blowing the candles of the cake.

Armenian President discusses coronavirus with Lithuanian counterpart

YEREVAN, APRIL 30, ARMENPRESS. President of Armenia Armen Sarkissian had a video talk today with President of Lithuania Gitanas Nausėda, the Armenian President’s Office told Armenpress.

During the talk the Armenian and Lithuanian Presidents exchanged views on the situation in the two countries caused by the novel coronavirus, as well as the actions taken to prevent and overcome the disease. The officials in particular discussed the measures aimed at eliminating the economic consequences of the novel coronavirus pandemic.

The sides highlighted the cooperation of the two countries in fighting the pandemic. In this context President Armen Sarkissian highly valued the humanitarian aid provided by the Lithuanian government to Armenia as an assistance to fighting the coronavirus. President Sarkissian attached importance to Lithuania’s constant support to the Armenia-EU partnership, highlighting new cooperation opportunities within the frames of the Eastern Partnership.

Armen Sarkissian said he is holding regular video talks with his foreign counterparts to get informed what actions are being taken and which ones are the most effective. “In this situation ensuring the protection of hospitals and medical staff is of particular importance”, he said.

The two Presidents reaffirmed their commitment to contribute to the development and further deepening of the Armenian-Lithuanian relations with joint efforts. They stated that the two countries have a serious potential for cooperation both in economic, high-tech, educational and cultural areas.

The Armenian and Lithuanian Presidents agreed to continue exchanging information about the COVID-19 situation and other issues.

In late December 2019, Chinese authorities notified the World Health Organization (WHO) about an outbreak of a previously unknown pneumonia in the city of Wuhan, central China. WHO declared the outbreak of the novel coronavirus a global pandemic and named the virus COVID-19. 

According to the data of the World Health Organization, coronavirus cases have been confirmed in more than 210 countries and territories.

Homenetmen Western US Region’s Executive Board has been following the novel coronavirus (COVID-19) outbreak since mid-March. Based on the recommendations of national, state, and local health organizations and officials, Homenetmen Western US Region has ceased its programs and activities which include scouting programs, athletics programs inclusive of practices and tournaments, and cultural programs.

Planning of the 45th Homenetmen Navasartian Games was already in full swing when the global pandemic hit

The organization has had to close chapters’ facilities, cancel chapter organized tournaments, and chapter scouting camps. Additionally, the Executive Board cancelled the 36th KAHAM Games Championship Weekend and Closing Ceremonies.

For the past 44 years, Homenetmen Western US Region has been organizing the Navasartian Games & Festival. The event grew to become the largest event that takes place in the diaspora, a tradition for families to spend their 4th of July weekend together. The games and festival are the organization’s centerpiece event and arguably the most visible program the Western US Region of Homenetmen undertakes each year.

Acting out of caution for the health and safety of its members and the community, and based on various factors in organizing the Navasartian Games & Festival that remain uncertain, Homenetmen Western US Region’s Executive Board officially announced that the 45th Navasartian Games & Festival, Victory Banquet, and Closing Ceremonies, will not take place during 2020.

“We hope that we can all be together in the future, continue where we left off, and continue to make this organization flourish in the service of our community,” said a letter the Homenetmen Regional Executive sent to its members and supporters on Wednesday.

Armenian Government Maintains ‘Cautious Optimism’ Over Coronavirus

Prime Minister Nikol Pashinian said that Armenia may have already passed its 
peak of COVID-19 infections as his government reported another relatively modest 
rise in new coronavirus cases on Wednesday.

Pashinian cited in the morning official statistics showing that 28 more people 
tested positive for coronavirus in the past day, bringing the total number of 
cases to 881. Almost as many other Armenians recovered from the disease during 
the same period, he said.

He also reported another coronavirus-related fatality which raised the country’s 
death toll from the epidemic to 9. The latest victim was 93 years old and also 
suffered from cancer, he said.

“Overall, we are maintaining cautious optimism,” Pashinian wrote on Facebook. 
“If this statistics continues it will mean that we have passed the peak of 
coronavirus and that peak was on March 31.”

Armenia had only 249 confirmed coronavirus cases when its government issued 
stay-at-home orders and forced the closure of nonessential businesses on March 
24. The number of infections continued to rise by over 10 percent per day in the 
following days, leading the authorities to impose additional restrictions on 
people’s movement.

Government data suggests that the daily infection rate began falling 
significantly on April 3. The Armenian Ministry of Health reported only 11 
confirmed cases on Monday and 20 cases on Tuesday.


Armenia -- Prime Minister Nikol Pashinian answers questions from Facebook users,

According to the ministry, a total of 114 people have recovered from the 
potentially lethal disease to date. Pashinian said that almost 90 percent of the 
still infected and hospitalized citizens “do not even have a fever.” But he 
added that eight other COVID-19 patients are in a critical condition.

The prime minister stated on Tuesday that the government will consider easing 
its restrictions if the downward trend continues in the coming days. In the 
meantime, he said, Armenians should continue to strictly comply with the 
nationwide lockdown.

Health Minister Arsen Torosian echoed that appeal on Wednesday. In a Facebook 
post, he said that nearly 3,000 healthcare workers across the country are 
involved in the fight against the epidemic.

“They get too little sleep, don’t eat enough and don’t get to see their loved 
ones,” wrote Torosian. “They will be powerless [to stop the spread of 
coronavirus] unless each of us makes his or her own contribution to this 
endeavor.”

Meanwhile, Deputy Prime Minister Tigran Avinian, who coordinates the 
government’s response to the epidemic, announced in the evening that a planeload 
of vital medical supplies will arrive in Armenia from China in within the next 
few hours.

Avinian said the consignment includes 120 lung ventilators, 60,000 coronavirus 
test kits, 340,000 medical masks, 100,000 pieces of protective medical clothing 
as well as medication. They were purchased by the Armenian government or donated 
by Chinese authorities and private benefactors from the two countries, he said.

“We want to thank the Chinese government for helping to organize the flight,” 
added Avinian.

The Armenian health authorities are planning to significantly expand COVID-19 
testing in an effort to keep the epidemic under control. Pashinian said on 
Monday that the daily number of such tests, which has varied from 200 to 400 in 
the last two weeks, will likely reach 1,000 by the end of this week.



Ter-Petrosian Voices Support For Government

Former President Levon Ter-Petrosian has praised the Armenian government’s 
efforts to contain the spread of coronavirus and condemned “fierce” attacks 
launched against it by hardline opposition forces.

Some political allies of Prime Minister Nikol Pashinian were unimpressed by the 
show of support, however, saying that Ter-Petrosian also seemingly proposed a 
dubious deal between Armenia’s current government and previous leadership 
overthrown in the 2018 “Velvet Revolution.”

In an article posted on Ilur.am late on Tuesday, Ter-Petrosian said the 
coronavirus pandemic has left Armenia in a “warlike situation” fraught with 
potentially catastrophic consequences for its population. He insisted that for 
all their “mistakes and shortcomings” the current authorities have been takin 
necessary steps to deal with the unprecedented health crisis.

“But just as the authorities are working hard practically around the clock a 
huge army of unappreciated geniuses, provocateurs and ill-wishers has opened a 
second front against them through countless media outlets and hundreds of fake 
[social media users] controlled by known forces,” he wrote.

Ter-Petrosian, who ruled Armenia from 1991-1998, pointed the finger at Serzh 
Sarkisian and Robert Kocharian, two other former presidents who have been 
prosecuted by the current authorities. He said media outlets controlled by them 
should stop their “fierce struggle against the authorities.”

Some of Sarkisian’s aides were quick to scoff at the appeal. They said that 
Ter-Petrosian glossed over what they describe as the Pashinian government’s 
political persecution of his fellow ex-presidents.

Pashinian did not react to the latest statement by his former political mentor. 
One of his close associates, deputy parliament speaker Alen Simonian, said on 
Wednesday that he “understands” the concerns voiced by Ter-Petrosian.

“President Ter-Petrosian knows what it means to govern the country during times 
of crisis,” Simonian told RFE/RL’s Armenian service.

But another senior pro-government lawmaker, Andranik Kocharian, criticized 
Ter-Petrosian’s call for a halt to an ongoing parliamentary inquiry into the 
April 2016 hostilities in Nagorno-Karabakh.

Pashinian initiated the inquiry last year with the stated aim of assessing the 
Sarkisian administration’s preparedness for the four-day fighting which nearly 
escalated into an all-out Armenian-Azerbaijani war. The probe is conducted by an 
ad hoc commission of the Armenian parliament headed by Andranik Kocharian.

Kocharian (no relation to Robert) noted that Ter-Petrosian’s article came just 
hours after Serzh Sarkisian agreed in principle to testify before the 
commission. He suggested that Ter-Petrosian might be trying to prevent Sarkisian 
from shedding more light on a surprise meeting held by the two ex-presidents 
later in April 2016.

“A deal seems to be proposed: do not investigate the events of April 2016 and in 
return for that Robert Kocharian and Serzh Sarkisian will tell their media to 
sober up and stop saying bad things about the authorities,” said the influential 
Pashinian ally.

In his article, Ter-Petrosian said that a freeze on the parliamentary 
commission’s activities would help to ease political tensions in the country.

Pashinian played a prominent role in Ter-Petrosian’s opposition movement that 
nearly brought the latter back to power after a disputed presidential election 
held in February 2008. The former journalist spent about two years in prison as 
a result of a post-election government crackdown on the Ter-Petrosian-led 
opposition.

Pashinian fell out with Ter-Petrosian after being released from prison in 2011. 
Nevertheless, Ter-Petrosian’s Armenian National Congress (HAK) party welcomed 
the Pashinian-led mass protests that led to Sarkisian’s resignation in April 
2018.



Karabakh’s Presidential Runoff Still On Despite First Coronavirus Case

Authorities in Nagorno-Karabakh seem determined to hold the second round of a 
presidential election after reporting the first case of coronavirus on Tuesday.

The infected person is a 63-year-old woman from Mirik, a small village more than 
80 kilometers south of Stepanakert. Karabakh officials say that she was 
hospitalized on April 2 several days after returning from Armenia. According to 
them, all village residents were put in quarantine or told to self-isolate after 
she tested positive for coronavirus.

A Karabakh task force coordinating measures against the coronavirus confirmed on 
Wednesday that the woman participated in the first round of voting held on March 
31. But it downplayed this fact, saying that just like all other voters she wore 
a protective mask and gloves and received a single-use pen at a local polling 
station.

The March 31 vote went ahead despite serious concerns about the spread of 
coronavirus in Karabakh.

Its official results showed Ara Harutiunian, a wealthy businessman and former 
prime minister, winning over 49 percent of the vote and narrowly falling short 
of an outright victory. Another major candidate, Masis Mayilian, finished second 
with 26.4 percent. The two men should thus face each other in a runoff vote 
scheduled for April 14.

Citing the coronavirus pandemic, Mayilian on Sunday urged supporters to boycott 
the vote. But he stopped short of withdrawing from the presidential race.

Even after reporting the first coronavirus case, the authorities in Stepanakert 
gave no indications that the second round will be postponed. The chairwoman of 
the local Central Election Commission (CEC), Srbuhi Arzumanian, told RFE/RL’s 
Armenian service on Wednesday that they are planning to take “additional safety 
measures” on April 14.

Harutiunian signaled support for this stance. “I also understand the 
authorities’ concerns,” said Vahram Poghosian, a spokesman for the election 
frontrunner. “Fortunately, it must be noted that the situation is still 
manageable.”

Karabakh Armenians also elected on March 31 their new parliament. Harutiunian’s 
Free Fatherland party won more than 40 percent of those votes and will control 
16 of the 33 parliament seats.

The United Homeland party of Samvel Babayan, a former Karabakh army commander, 
will be the second largest parliamentary force with 9 seats. Three other 
political groups will also be represented in the local legislature.

Azerbaijan strongly condemned the Karabakh elections, saying that they run 
counter to Azerbaijani and international law. It also said that that the 
Armenian-populated territory, which broke away from Azerbaijani rule in 1991, is 
governed by an “illegal regime installed by Armenia.”

U.S., Russian and French diplomats co-heading the OSCE Minsk Group stressed, for 
their part, that Karabakh is not recognized as an independent state by the 
international community and that “the so-called general elections” cannot 
predetermine the outcome of Armenian-Azerbaijani peace talks mediated by them.

By contrast, Armenia defended the holding of the elections. Prime Minister Nikol 
Pashinian described the polls as democratic and said they could facilitate a 
resolution of the Karabakh conflict.



Russian Military Sends Coronavirus Aid To Armenia

The Russian military has sent a team of medics and special equipment to Armenia 
to help it detect and prevent coronavirus cases among Armenian and Russian 
military personnel serving in the country.

Two Russian military transport planes delivered the assistance to Yerevan on 
Tuesday night. According to the Armenian Defense Ministry, it includes Russian 
army specialists in virology and epidemics, a coronavirus testing lab and a 
sample collection system for COVID-19 tests.

In a statement, the ministry said the assistance was provided in line with an 
agreement reached by Russian Defense Minister Sergey Shoygu and his Armenian 
counterpart Davit Tonoyan. It will “substantially enhance the effectiveness of 
anti-epidemic measures” taken at the Armenian army units and the Russian 
military base in Armenia, added the statement.

“It’s a mobile team equipped with an epidemiological laboratory and it will be 
working together with our sanitary epidemiological service,” Tigran Avetisian, a 
high-ranking Armenian army medic, told the Defense Ministry’s Zinuzh TV program.

Avetisian spoke as the equipment was unloaded from the Russian planes at a 
Yerevan airport. He said the mobile lab will be able to process up to 100 
coronavirus tests a day with secretion samples to be collected at all military 
bases in the country.

In Avetisian’s words, Russian brigades of army medics dispatched to Italy and 
Serbia earlier are using the same equipment.

The Armenian military has so far confirmed six coronavirus cases within its 
ranks. It said that the infected and hospitalized soldiers served in a noncombat 
army unit.

The Russian base in Armenia has reported no such cases among its 5,000 or so 
troops.

Russia and Armenia have close military ties cemented by bilateral agreements and 
their membership in the Russian-led Collective Security Treaty Organization.

Ministry of Healthcare: The number of coronavirus infected in Armenia may reach 3600 by April 29

ArmInfo. If the rates of coronavirus infection continue, then by April 19, 1800 cases will be registered in Armenia, and by April 29 – 3600. The Minister of Health  of Armenia Arsen Torosyan wrote about this on his Facebook page. As  positive news, he noted that the rate of infection over the past 5  days is much lower than what was recorded in total in the context of  the last 10 days.

"These small achievements can easily evaporate if we" weaken "and  return to our daily life without observing the rules that prevent the  spread of the disease," he said.

To recall, according to the data as of 11:00 am on April 9, 28 new  cases of infection with a new type of coronavirus were detected in  Armenia. Thus, in total, 921 cases of coronavirus were confirmed in  the republic, 138 people recovered, 10 died. Currently, 773 patients  are receiving actual treatment.

Torosyan: Spread of coronavirus got out of control in Armenia

ArmInfo. In Armenia, the number of deaths from coronavirus reached 12. Minister of Healthcare of the Republic of Armenia Arsen Torosyan announced this on April 10 during a meeting of the Standing Committee on Health and Social Affairs of  the National Assembly of Armenia.

Earlier, 11 cases of death from COVID-19 were reported, however, as  Torosyan informed, an 81-year-old citizen, who also suffered from  serious illnesses, later died. Speaking about the situation with the  spread of coronavirus in the republic, the minister called not to be  deceived by a relatively small number of new cases. The fact is that  if earlier in the day about 50 new cases from one outbreak (for  example, a manufacturing enterprise) could be detected, today it is  16-30, but from 10-20 sources of infection. Thus, according to him,  the spread of the coronavirus has got out of control in Armenia.

<Despite this, we are faced with the task of identifying each case  and continuing appropriate measures:  testing, treatment and  isolation of the circle of patients' communication. We must carry out  these actions to the best of our ability until we are forced to  confine ourselves to testing and treatment, since isolation will  become meaningless due to the scale of the virus's spread," Torosyan  emphasized.

According to him, the experience of other countries testifies to the  correctness of the measures taken. For example, in Sweden, where  practically no steps are taken to ensure that citizens acquire  immunity, about 800 deaths from coronavirus were recorded per 10  million people. If a similar scale is transferred to Armenia, then at  the moment the number of deaths should have reached 200. Thus, the  current figure in 12 cases of death is the result of tough measures. < They may seem tough in terms of impact on the economy, the  psychological state of citizens, as well as the stress on medical  staff. However, they are very effective and efficient. Our task is to  maintain a low mortality rate and move forward>, Torosyan said.   To note, a total of 937 cases of coronavirus were confirmed in  Armenia.

Nagorno Karabakh has reported its first case of COVID-19.

According to a press release, two tests were sent to Armenia after susected infections on April 6. One of them has come back positive. 

According to the Nagorno Karabakh Health Ministry, the infected individual returned to Nagorno Karabakh from Armenia, where there are already 853 confirmed cases and 8 deaths. The second person tested is his neighbour, who was taken to the same unit because of breathing issues.

Seventeen citizens who had been in contact with him in the past few days are now in self-isolation. 

The village where the infected individual lives is 89 km from Karabakh's capital of Stepanakert. The Health Ministry says after isolating citizens, the situation is now under control.

“In order to avoid false and unverified news, we once again urge you to follow the official news, which is presented through the information headquarters of the interdepartmental commission coordinating the prevention of the spread of the new coronavirus,” reads the ministry's statement.

On March 31, simultaneous parliamentary and presidential elections were held in Nagorno Karabakh.

The elections took place despite serious concerns about the spread of COVID-19 in Nagorno Karabakh. The authorities in Stepanakert, which did not record any coronavirus cases back then, dismissed calls for the postponement of the elections made by several presidential candidates and prominent public figures in Armenia. More than 300 observers and journalists came from Armenia to monitor the election.

About 77,000 or 73% of eligible voters participated in the presidential and parliamentary elections in Nagorno Karabakh.

IC: On the fact of death of 20-year-old soldier Garegin Babakekhyan his comrade-in-arms was arrested

On the fact of death of 20-year-old soldier of the Artsakh Defense Army Garegin Babakekhyan, his comrade-in-arms A.P. was arrested.  According to the  IC of Armenia, On the fact of the death of Garegin Babakekhyan, a  criminal case was opened under Article 360.1, Part 2, Clause 3 of the  RA Criminal Code. A conscript soldier A.P., was charged with Article  365, Part 1 of the RA Criminal Code, for committing crimes under  Article 114, Part 2, Clause 11. Detention was chosen as a  precautionary measure against him.

The preliminary investigation of the criminal case continues.  As  ArmInfo previously reported, on one of the combat positions of the  Artsakh Defense Army, located in the southeastern part of the Contact  Cine of the troops, on April 3, the body of a soldier Garegin  Babakekhyan  with gunshot wound (born 2000) was found.
