Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei says Iran and Armenia should work to further boost their relations irrespective of opposition from the US that seeks sedition, division and war across the world.
 
Ayatollah Khamenei made the remarks during a meeting with visiting Armenian Prime Minister Nikol Pashinian in Tehran on Wednesday.
 
The Leader underlined the need for Iran and Armenia to put the goal of achieving ever-growing friendship and cooperation on their agenda to serve the interests of the two countries.
 
"Indeed, the Americans are totally untrustworthy and are seeking sedition, corruption, division and war everywhere, and they are against Iran-Armenia relations as well as [other] nations' interests, but we have a duty to boost our cooperation and interactions in response," the Leader noted.
 
Ayatollah Khamenei described Iran and Armenia as good neighbors that enjoy historical ties and underlined the need for raising the level of their economic cooperation, stressing, "Unlike what the Americans desire, the relations between Iran and Armenia should be solid, constant and friendly."
 
The Leader mentioned amicable relations between Iran and Armenia throughout the history and said, "Iran and Armenia have never had any problems with each other, and we feel duty-bound under Islamic teachings to practice good neighborliness. Of course, American officials like [National Security Adviser] John Bolton have no understanding of such issues and human relations."

Ayatollah Khamenei said the current level of economic cooperation between Iran and Armenia was way below the potential of the two countries, calling for the two sides to seriously follow up on the implementation of the agreements signed during the visit.
 
The Leader also touched on the Karabakh issue and said the dispute could be settled through continued negotiations between Armenian and Azeri officials and expressed Iran's readiness to contribute to its resolution.
 
The Armenian premier, for his part, described his meetings in Tehran as "constructive and promising" and hoped for the immediate implementation of the agreements signed in his visit.
 
Pashinian said the history of Iran-Armenia good ties could contribute to further promotion of relations.
 
"Armenia has never joined and will not join any measure against Iran and we believe the development of ties with Iran serve our country and people," he said.
 
Back in October, Bolton visited Armenia, where he vowed during an interview that President Donald Trump's administration would "squeeze Iran" with maximum economic pressure in response to what he called Tehran's "malign" behavior in the Middle East and around the world.
 
However, Pashinian told the Armenian Parliament a week later that he had made clear to Bolton during his visit that Armenia would maintain "special relations" with its neighbor Iran.
 
"I reaffirm the position that we should have special relations with Iran and Georgia that would be as far outside geopolitical influences as possible. This position was very clearly formulated also during my meeting with Mr. Bolton, and I think that the position of Armenia was clear, comprehensible, and even acceptable to representatives of the US delegation," the Armenian leader said.
 
He added that Armenia "has its own national and state interests, which do not always coincide with the interests and ideas of other countries, any other country."

Ahead of Armenia-Turkmenistan intergovernmental economic commission

Armenia and Turkmenistan are preparing for the 9th session of intergovernmental economic commission due in mid-2019 in Ashgabat.

Armenia’s Ambassador to Turkmenistan Garnik Badalyan held a meeting on February 21 with the country’s finance and economy minister Batyr Bazarow to discuss related issues, the foreign ministry said in a read-out of the meeting.

The sides discussed the circle of issues that will be included in the financial-economic part of the session. They also discussed the possibility of opening an Armenian trading house in Turkmenistan, prospects of involving Armenian capital companies in the Turkmen market and other issues concerning bilateral economic relations.

The Armenian ambassador and the Turkmen minister attached importance to increasing trade turnover volumes and boosting economic ties. They agreed to continue sectoral cooperation.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, Nikol Pashinyan welcomed the visit of the Co-chairs to Armenia and highlighted their role as an internationally authorized body to carry out talks on Nagorno Karabakh conflict settlement.

The OSCE Minsk Group Co-chairs congratulated Nikol Pashinyan on the victory of “My Step” bloc in the parliamentary elections.

PM Pashinyan presented to the Co-chairs the details of his non-formal meeting with Azerbaijani President Ilham Aliyev  in Davos in January.

The interlocutors exchanged ideas on the creation of an appropriate atmosphere for Nagorno Karabakh peace process. The sides highlighted the importance of the implementation of the ceasefire agreements.

Pashinyan and Aliyev have held 3 non-formal meetings so far. The 1st was in Dushanbe in September 2018 in the sidelines of the CIS summit. The 2nd took place in St. Petersburg in December 2018. This time the leaders met during the dinner organized in the framework of the informal meeting between leaders of CIS states following the EAEU regular sitting. Pashinyan-Aliyev 3rd meeting took place in January  2019 in Davos in the sideline sof the World Economic Forum.

YEREVAN.- Spokesperson of the Foreign Ministry of Armenia Anna Naghdalyan has commented on the reaction of the U.S. Department of State over deployment of Armenian humanitarian mission in Syria.

"We have acknowledged the US State Department's statement on the deployment of the Armenian Humanitarian Mission in Syria. It’s a long time Armenia and the USA make joint efforts to respond to the humanitarian disaster in Syria that is accompanied by a major crisis of refugees and deported people.

We reiterate that during the entire process of the Syrian conflict the world-spread Armenian people followed the fates of the civilian people, minorities, including the Armenian community in Syria with great concern. The Armenian public opinion displayed deep concern and compassion towards the sufferings of the civilian people and the demolition of the country. This is a country that had a key contribution to the survival of the Armenian people who escaped the genocide. General Consul of Armenia in Aleppo worked non-stop during the entire Syrian crisis.  Armenia has granted asylum to over 22 thousand Syrian refugees and has provided 4 air cargos of humanitarian aid to the Syrian people. Following the establishment of relative tranquility and security Armenia plans to continue its hummanitarian mission, including by providing doctors and specialists for humanitarian demining aimed at supporting the improvment of the living conditions of the war-suffered civilian population of Aleppo. The Armenian mission has exclusively hummanitarian nature, is guided by the international humanitarian law and will coordinate its activities with the institutions and international partners offering humanitarian aid on site.

We share the concerns of the international community about the situation of the ethnic and religious minorities in the Middle East and highlight the continuity of humanitarian aid provided to Syria,'' Naghdalyan noted.

[Armenian] political analysts have reacted to the meeting of [Armenian Prime Minister] Nikol Pashinyan and [Azerbaijani President] Ilham Aliyev in Davos [on 23 January]. Azerbaijan has renounced the "Madrid principles", an MP of the ruling My Step party, Hovhannes Igityan believes. Azerbaijan is trying to reinforce its own positions and the Armenian government have to show toughness and readiness for negotiations at the same time, political analyst Alexander Iskandaryan noted. The USA does not want the resumption of war in [Azerbaijan's breakaway] Nagorno-Karabakh because of the Iran problem, political analyst Suren Sargsyan said.

Kavkazsky Uzel wrote that the process of settlement of the Karabakh conflict is under way on the basis of the so-called "Madrid principles" put forward by the OSCE Minsk Group (MG) [that is mediating in the settlement of the conflict] in Madrid in 2007 and revised in 2009. Russia, the USA, and France are co-chairs of the OSCE MG. Azerbaijan accepts the "Madrid principles" with the reservation that Nagorno-Karabakh can only be part of Azerbaijan, admitting that it is possible to grant it broadest possible autonomy. Armenia also recognises the fundamentals of the "Madrid principles", but under reverse conditions.

The news conference "A new stage of conflict. Expectations" was held in the Article 3 journalist club in Yerevan on 5 February, Kavkazsky Uzel correspondent, who attended the event, reports.

The approach of the new Armenian government to the settlement of the Karabakh problem differs from that of the previous government, Hovhannes Igityan, an MP of the ruling My Step bloc and deputy chairman of the Parliament Commission for External Relations, said at a news conference.

"Previously, Armenia, unlike Azerbaijan, did not have a clear formula and clear-cut objectives at the negotiations. The Armenian government spoke about the need to resolve the conflict peacefully without offering anything concrete. And it turned out now that Azerbaijan is not ready to cede anything. Therefore, the new position of the Armenian government is interpreted in Azerbaijan as an attempt to quit the negotiations," Igityan noted.

He said that Azerbaijan essentially renounced the "Madrid principles" in 2016.

"The relevance of the 'Madrid principles' is discussed only in Armenia and in addition, only by journalists," the MP said.

Armenian government have to show toughness and readiness for negotiations at the same time

Azerbaijan is trying to change the logic of the negotiating process and reinforce its own positions, political analyst and Caucasus Institute Director Alexander Iskandaryan believes.

"Up to now, the situation has looked like this: Armenia was ready for compromises and concessions, but Azerbaijan blocked all proposals by the Minsk Group. Azerbaijan had the image of a non-constructive side that thwarted all initiatives of the co-chairs. Azerbaijan is now trying to change its own image and make Armenia reject all of its proposals. The decreased level of tensions on the border, which Armenia tried to achieve for a long time, is part of Azerbaijan's strategy," he said at the news conference.

He also said that the Armenian government have to make statements on the settlement of the Karabakh conflict at four levels at the same time.

"The statements are addressed to the domestic audience, Nagorno-Karabakh, Azerbaijan, and the world community. The government have to demonstrate toughness and readiness to continue negotiations," the political analyst explained.

He also noted that the "Madrid principles" had not yet ceased to be relevant.

"The proposals are part of the diplomatic language, in which the co-chairs speak with parties to the conflict. Their content is that some part of the territories is to be returned and other territories are not. It is a topic for discussion what territories and of what size. Paradigms like 'we do not return anything, but you recognise the independence of Nagorno-Karabakh' or Azerbaijan's position 'everything or nothing' are not discussed," the political analyst stressed.

It is too early to speak about progress at negotiations on Karabakh

The world community and the USA in particular have effectively vetoed the settlement of the conflict by using military force, expert in international issues and political analyst Suren Sargsyan said at the news conference.

"The position of the United States is as follows: You may resolve the problem as you like, but avoid war. You may resolve it on the basis of territorial integrity or the right to self-determination. Resumption of hostilities is extremely undesirable for the United States, as the USA is aspiring to resolve its own regional problems linked to Iran. They do not need any new hot spots near the Iranian border," he thinks.

The negotiating process has become active, but it is too early to speak about progress until the Minsk group organises a meeting between the leaders of Armenia and Azerbaijan, Sargsyan believes.

"Although Pashinyan and Aliyev have met three times, … [ellipsis as published] it is possible to speak only about negotiations between the Armenian and Azerbaijani foreign ministers within the frames of the Minsk Group. A familiarisation stage is under way. That is why the Armenian government is avoiding answering questions on whether the 'Madrid principles' have been removed from the agenda or not," the political analyst noted.

Despite the armistice, shooting on the line of contact [between Armenian and Azerbaijani forces in Karabakh] have not stopped even for 24 hours as evidenced by the infographics published on Kavkazsky Uzel – "Karabakh after the armistice – 365 days of war".

ANKARA

Turkish foreign ministry spokesman Wednesday said Ankara could not be lectured by France which is notorious for atrocities committed during the colonial period in Africa.

Hami Aksoy's remarks came after French President Emmanuel Macron's declaration of April 24 as a national day marking the so-called Armenian genocide.

"We have no lessons to take from the arrogant French politicians who are ignorant [of basic history], which we know for the atrocities it committed in Anatolia while using the Armenians during the Independence War period, massacres in Algeria and the genocide in Rwanda," Aksoy said, responding to a question in the Foreign Ministry building.

Aksoy went on to say that Ankara repeatedly told French officials, especially Macron, that the 1915 incidents should be discussed in the light of judicial, historical and academic angles; however, Macron ignored historical facts and decisions by the European Court of Human Rights and the French Constitutional Court.

He added that the main motive of Macron was to appeal to the Armenian voters in a bid to fulfill the promise he had previously made.

Emphasizing that an objective approach was essential to understand the collapse of the Ottoman Empire in which more than 500,000 Muslims were killed by the Armenian rioters, Aksoy said that the Turkish offer to establish a joint historical commission to shed light on the incident was still applicable.

Turkey's position is that the deaths of Armenians in eastern Anatolia in 1915 took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Ankara does not accept the alleged genocide, but acknowledges that there were casualties on both sides during the events of World War I.

Turkey objects to the presentation of the incidents as "genocide" but describes the 1915 events as a tragedy for both sides.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to tackle the issue.

Exports of products and services last year grew to 38% of Armenia’s GDP

YEREVAN, February 8. /ARKA/. Preliminary results of 2018 show that exports of products and services last year grew to 38% of Armenia’s GDP, Minister of Economic Development and Investments Tigran Khachatryan said today after an emergency Cabinet session.

He said their share in GDP will reach 43-45% in case of ensuring 8-10% annual export growth. According to him, under the government’s program for the next five years, adopted today by the Cabinet, export of products and services should become an engine of the Armenian economy. Khachatryan also said that according to preliminary data, the amount of net investments in the economy is 18-19% of GDP.

He stressed that this figure should reach 23-25% of GDP by 2023, which is a prerequisite for long-term and sustainable growth.

According to the National Statistical Committee, in 2018, exports amounted to $2.411.9 billion, having grown by 7.8% from the previous year. — 0–
