Citing ‘embarrassing’ admission statistics, PM says higher education reforms can no longer be delayed

YEREVAN, SEPTEMBER 1, ARMENPRESS. PM Nikol Pashinyan says he believes that the launch of reforms in higher education can no longer be delayed.

“The embarrassing statistics of admission exams must become a strong signal for this,” the PM said at the Cabinet meeting. “This year over 60% of admission seat in universities remained vacant. Furthermore, in state universities more than 40% remained vacant while in private universities over 98%. Although there are some state universities where the statistics is similar to the private [university] indicators. We have state universities where the state allocated seats and 90, 92, 94 or 98% of these seats remained vacant,” Pashinyan said.

“There are no university standards or are non-functioning ones in the country. People with higher education diplomas are very often not competitive in the job market,” the PM said.

He said that the government plans to consolidate universities through integrating with certain scientific-research institutes, and to have maximum 8 state universities in the country. “These universities will be in line with international standards will full state funding, starting from educational, research, sports, dormitory infrastructures up to international educational programs and qualified and properly remunerated academic staff,” the PM said.

Forecast: There are currently no real opportunities and foundations for Yerevan and Baku to reach a common position following the results of Brussels

ArmInfo.The main conclusion that can be reached based on the published results of the so-called "Fourth Brussels" is an agreement on a kind of November review of the  achievements of Armenia and Azerbaijan in preparing for the signing  of a peace treaty. Leader of the Armenian Constructive Party,  political scientist Andrias Ghukasyan, expressed a similar opinion to  ArmInfo.

Following a 4-hour meeting in Brussels on August 31, the leaders of  Armenia, Azerbaijan and the head of the European Council reached an  agreement to continue substantive negotiations at the level of  foreign ministers for a month around the development of a draft peace  treaty.

Nikol Pashinyan, Charles Michel and Ilham Aliyev discussed the return  of prisoners of war, the fate of the missing persons, delimitation  and border security regional deblockade, as well as the settlement of  relations between Azerbaijan and Armenia and issues affecting the  Karabakh problem.  An agreement was also reached to hold a meeting of  the Commission on Delimitation and Border Security in November in  Brussels. The next leader level meeting will also take place in  November.  

"According to my estimates, apparently, this should foresee a  discussion of the status of Artsakh,  within the framework of the  Madrid proposals, as well as a discussion of the Armenia-Azerbaijan  agenda, which will include clarification of borders, unblocking of  communications, as well as  humanitarian issues such as prisoners of  war, missing persons, demining. A peace treaty should resolve these  three cases. However, I am not at all sure that it will be concluded  due to the obvious inconsistency with the interests of Baku, for  example, the clause providing for the clarification of the status of  Artsakh itself," he noted.

According to the political scientist, as a precondition for  cooperation with the EU, Brussels  put forward a demand to Armenia  and Azerbaijan to resolve the current conflict. Both Yerevan and Baku  have their own reasons for maintaining the existing relationship with  Brussels, which encourages them to demonstrate their readiness to  move in the given direction.

"At the same time, as of today I don't see real opportunities,  respectively, the basis for forecasting a common position following  the results of the Brussels process. First of all, due to the  unacceptability of its successful completion for the leadership of  both Azerbaijan and Armenia. As for Aliyev, the referendum in Artsakh  is unacceptable for him, and as for Pashinyan, the appearance of an  international peacekeeping contingent in the region is contrary to  Moscow’s interests, and his government cannot and does not want to  oppose Moscow," Ghukasyan summed up.

Armenian Deputy Minister of Education, Science, Culture and Sport Artur Martirosyan met with Kyrgyzstan’s Minister of Culture, Information, Sports and Youth Policy Azamat Zhamankulov in the Kyrgyz city of Cholpon-Ata on the sidelines of the first CIS and EAEU Youth Forum, the Armenian ministry said.

Welcoming the guests, the Kyrgyz minister said that youth is the future of every country, and those who are today called youth, are going to determine the country’s fate in the future.

“The role of state is to help the youth to become creative and highly qualified specialists. And this Forum is unique platform for dialogue where high-ranking officials, young people and public employees of the participating countries met to discuss and develop projects that will unite the youth of the CIS and EAEU member states to contribute to further intensifying and developing their countries”, Azamat Zhamankulov said.

Sharing the same view, the Armenian deputy minister said in his remarks that Armenia and Kyrgyzstan are cooperating both in bilateral and multilateral formats in the person of a number of organizations – CIS, EAEU, CSTO. “I am sure that current and future young leaders from the CIS and EAEU states have gathered here who have something to say and do for the prosperity, development of their countries and for building the best cooperation in international platforms”, the deputy minister said and thanked for initiating this kind of Forum.

More than 100 applications were received from Armenia and abroad. The judges selected the top 30 and held live-performance hearings and interviews.

The judges include the Armenian delegation leader to Eurovision Davit Tserunyan, music producer of Public TV Anushik Ter-Ghukasyan, 2011 Junior Eurovision Armenia representative Dalita, Eurovision 2022 Armenia representative Rosa Linn and songwriter Lilit Navasardyan.

The Public Television said it will soon announce the name of Armenia’s delegate to Junior Eurovision 2022.

Azerbaijani press: Alternative highway bypassing Azerbaijan’s Lachin city to be available for use within next week – official

Baku, Azerbaijan, August 25. The construction of an alternative highway bypassing Lachin city took ten months, Trend reports via Chairman of the Managerial Board of State Agency of Azerbaijan Automobile Roads Saleh Mammadov.

He noted that ten kilometers of the road pass through the territory of Armenia.

"Following the instruction of the President of Azerbaijan, we have laid 22 kilometers of a road bypassing Lachin city. Since Armenia hasn't fulfilled its obligations and hasn't yet completed the construction of 10 kilometers of the highway, at the request of the Armenian population in Karabakh, we have undertaken the construction of another 4,8 kilometers connecting to the new highway, and the construction has already been completed. It will be possible to use this highway within the next week," Mammadov said.

Istanbul (Agenzia Fides) – In a letter addressed directly to Turkish President Recep Tayyip Erdogan, the Armenian Patriarch of Constantinople Sahak II Masalyan expresses the "discomfort" and growing dissatisfaction among Armenians in Turkey following the publication of the new electoral regulations for Foundations linked to non-Muslim faith communities and their governing bodies need to be renewed. This unique initiative aims to alert Turkey's highest civil authority to the possibility that the growing unease among Turkey's Armenian communities could lead to an outright boycott of the electoral procedures used to allocate managerial and administrative posts within each individual Foundation. In his letter – according to local media, most notably the bilingual Turkish-Armenian newspaper "Agos" – Patriarch Sahak proposes to provide all foundations with clear guidelines setting out the criteria for submitting electoral lists on a regional basis in accordance with the approved regulations be unequivocally repeated.

The text of the new rules for the election of the governing bodies of the foundations was published in Turkey's Official Gazette on Saturday 18 June. The publication of the new regulations was intended to end a long period of deadlock and legislative uncertainty that in recent years has hampered and partially prevented the normal fulfillment of the functions of these bodies for the benefit of non-Muslim communities in Turkey. Right at the first reading of the new regulations, representatives of the local religious communities of the minorities criticized the new provisions. In particular, the new territorial subdivision of the constituencies for the elections for the renewal of the boards of each foundation and the fact that the activities of the foundations that manage hospitals and other health facilities are subject to the control of the Ministry of Health have been criticized on a number of occasions.

The system of "foundations" is the legal instrument through which Turkish institutions regulate their relations with non-Muslim religious communities. Currently, 167 foundations associated with the Greek Orthodox, Armenian, Jewish, Syrian, Chaldean, Bulgarian, Georgian and Maronite communities in Turkey, commonly referred to as "minorities", report to the Foundation's Board of Directors.

In Turkey, the management of minority foundations is closely linked to the life of the local Christian and Jewish communities. These bodies are in fact charged with the management of places of worship (churches and synagogues), real estate and public facilities – such as cultural centers and hospitals – of the various non-Muslim communities.

The process of drafting new regulations, particularly for elections, has resumed in recent years after a long period of stalemate (see Fides, 27/1/2022). The previous election regulations for the top management of the foundations were suspended in 2013 after the government committed to introducing new procedures and justified the measure mainly with the intention of wanting to make the management of the properties entrusted to these institutions more functional and transparent.

The legal status of the foundations still dates back to the Peace Treaty of Lausanne signed in 1923 by Turkey and the Entente Powers (British Empire, France and Russian Empire) that emerged victorious from the First World War.

Sahak II's letter to Erdogan also gains significance because the Patriarch always uses a cordial and respectful tone towards the President and the Turkish authorities. At the beginning of 2020, just a few weeks after his election as patriarch (see Fides, 3/1/2020),  Patriarch Masalyan told the Turkish media: "All minorities in Turkey are of the same opinion: under the government of the AKP party we live in the most peaceful and happiest time since the founding of the Turkish Republic". International Army Games 2022: Team Armenia participates in Elbrus Ring tournament for first time

YEREVAN, AUGUST 26, ARMENPRESS. The team of the Armenian Armed Forces participated for the very first time in the Elbrus Ring tournament of the International Army Games 2022 together with servicemen from 10 other countries, the Armenian Ministry of Defense said.

Participants completed 15 special tasks, overcoming obstacles and ice in mountainous terrain in difficult climate and psychological conditions, conducting live-fire marksmanship exercises and marching around Mount Elbrus.

The final and most difficult task was ascending the 5642 meter high Elbrus.

Turnover between Armenia and Russia grows by 42%: Pashinyan tells Mishustin about problems of cooperation

Armenian Prime Minister Nikol Pashinyan met with Russian Prime Minister Mikhail Mishustin in the city of Cholpon-Ata today as part of his working visit to Kyrgyzstan, where he took part in a meeting of the Eurasian Intergovernmental Council.

The Russian prime minister stated in his speech:

"We highly value our brotherly relations with Armenia, which are based on deep historical and spiritual ties between our peoples. On August 29th we will celebrate the 25th anniversary of the signing of the Treaty of Friendship, Cooperation and Mutual Aid, which laid the foundation for the allied relations between Russia and Armenia.

Together with our Armenian partners we are taking prompt decisions aimed at protecting our trade and economic cooperation, including in conditions of illegal sanctions against Russia.

According to the results of the first 6 months of this year, the bilateral trade turnover increased by 42% compared to the same period in 2021. In absolute terms, it has reached $ 1 billion. 600 million dollars. It is a record figure. As for investments of Russian capital in Armenia, they reach $2 billion.

We want to speed up work on priority projects in transport, industry and energy. It is important to create comfortable conditions for business activities.

In this regard, the event to be held in Armenia in September with the participation of Russian companies will be a good platform.

We are also actively working to expand the use of national currencies in bilateral trade. I am confident that it will contribute to an increase in trade turnover and diversification of its structure. Member of Armenian parliament demands to bring slanderers to justice

ArmInfo. A well-known Armenian businessman, member of the RA National Assembly Khachatur Sukiasyan demands to bring to justice those responsible for spreading  lies regarding the alleged involvement of the businessman's family in  the explosion in the Surmalu shopping center.

<After the explosion in the Surmalu shopping center on August 14,  slanderous materials appeared on social networks, as well as in some  media, that the explosion in the shopping center was organized by MP  Khachatur Sukiasyan and members of his family. Some users on social  networks, as well as from fake user accounts, launched an organized  campaign against the Sukiasyans with similar content. This is done  for political purposes and with specific instructions to sow hatred  towards the Sukiasyans and tarnish their good reputation", the MP  said in a statement on his Facebook page.

According to the parliamentarian, since the abovementioned  information, in addition to being a blatant lie, also contains signs  of a clear crime associated with a false accusation of a serious  crime, he expects that the law enforcement agencies will find and  bring the perpetrators to justice, preventing the repetition of "a  vile act against the family or others people in the future. "We offer  our condolences to the relatives of the victims," the businessman  said in a statement.

The explosion in the Surmalu shopping center took place on August 14  at 13:23. A possible cause was a fire in a pyrotechnics warehouse,  where, according to head of the Ministry of Emergency Situations  Armen Pambukhchyan, up to 4 tons of explosives were stored. 16 people  died, 1 citizen is considered missing, 62 people were hospitalized, 4  of them continue treatment in medical institutions of the republic.  The General Prosecutor's Office of the Republic initiated a criminal  case on the fact of the explosion and its consequences.
