Pakistan opposes Armenian action on Upper Karabakh

Pakistan on Monday opposed unilateral action by Armenia to change the status quo in the Upper Karabakh region, urging Yerevan to respect UN Security Council resolutions on the disputed region.

Speaking at the Organization of Islamic Cooperation Contact Group meeting on Armenian aggression against Azerbaijan, Foreign Minister Shah Mehmood Qureshi said the Upper Karabakh dispute was "a threat to regional peace and stability", likening it to the Jammu and Kashmir conflict between Pakistan and India.

"Pakistan is against the action of Armenia to change geography, population, economic, social and cultural identity and institutional structure in Nagorno-Karabakh," Qureshi said, according to state-run Radio Pakistan.

Noting that the conflict that erupted in 1994 has displaced one million people, Qureshi urged Armenia to respect Azerbaijan's integrity and sovereignty and withdraw its forces from the occupied Azerbaijani territory of Upper Karabakh, in line with previous UN Security Council resolutions.

During the meeting which was held at the sidelines of the 74th session of the UN General Assembly in New York, Qureshi called on the world to resolve the simmering dispute and ensure repatriation of displaced people.

Upper Karabakh is the internationally recognized territory of Azerbaijan illegally occupied by Armenia through military aggression since 1991.

The Armenian occupation of the historical Azerbaijani lands led Turkey — which sides with Baku in the conflict — to close its frontier with Armenia.

Armenian parliament votes to criminalize animal cruelty

The Armenian National Assembly adopted in the first reading a bill making animal cruelty a criminal offence at a regular session on Monday.

The draft law was authored by lawmakers from the Prosperous Armenia opposition faction.

The bill was passed by a vote of 74 to 11, with 17 abstentions.

Prosperous Armenia MP Naira Zohrabyan hailed the measure as one of the most important draft laws passed by the parliament ever.

“Thanks to all those who backed the bill. And rest assured that even if one day people forget a good deed of yours, animals never do,” she wrote on her Facebook page.

The Catholicosate of the Great House of Cilicia on Saturday announced the passing of His Holiness Catholicos Aram I’s mother, Lousin Keshishian, which happened on Saturday, September 14.

Upon hearing this news, the Armenian Revolutionary Federation Western United States Central Committee sent a note of condolence to Western Prelate Archbishop Moushegh Mardirossian.

The situation in the Armenian-Turkish relations has not changed, and Turkey does not show readiness to normalize them, Armenian Foreign Minister Zohrab Mnatsakanyan told reporters on Friday.

The Foreign Minister stated that Ankara rejected the Zurich process, continued the blockade of Armenia, showed an extremely subjective approach to the Karabakh conflict, denied the Armenian Genocide and even made attempts to justify it.

The Minister noted that the Armenian side is ready to normalize relations, but does not see a similar approach from Turkey.

YEREVAN, AUGUST 22, ARMENPRESS. Another three people in a small village in Gegharkunik Province have been tested positive for anthrax, bringing the total number of confirmed cases to 8, the healthcare ministry said in a news release.

The patients are receiving treatment and are recovering.

Preventive actions are being taken in the area.

On August 20, the Ministry of Healthcare reported that five people in Geghhovit village have contracted skin anthrax.

Սահմանադրական դատարանն օգոստոսի 29-ի գրավոր ընթացակարգով կքննի Մարտի 1-ի գործով առանցքային մեղադրյալ, Հայաստանի երկրորդ նախագահ Ռոբերտ Քոչարյանի դիմումը։ Ըստ այդմ, մեղադրյալ Քոչարյանը բարձր դատարանին խնդրում է ստուգել Քրեական դատավարության օրենսգրքի միաժամանակ երկու՝ խափանման միջոց կիրառելու հիմքերի և քրեական գործի վարույթը կամ քրեական հետապնդումը բացառող հանգամանքների մասին հոդվածների սահմանադրականությունը, գրում է Ազատությունը։


Բացի այս դիմումից, երկրորդ նախագահի գործով բարձր դատարանում ևս մի քանի դիմում կա։ Քոչարյանի ներկայացուցիչը ամիսներ առաջ ՍԴ էր դիմել նաև երկրորդ նախագահին մեղսագրվող Քրեական օրենսգրքի 300.1 հոդվածի՝ սահմանադրական կարգը տապալելու մասին դրույթի սահմանադրականությունը և նախագահի անձեռնմխելության ինստիտուտի էությունը որոշելու խնդրանքով։


Իր լիազորությունները կասեցվելուց առաջ դատավոր Դավիթ Գրիգորյանն էր դիմել ՍԴ՝ խնդրելով ստուգել Քոչարյանին մեղսագրվող Քրեական օրենսգրքի 300.1 հոդվածի սահմանադրականությունը։ Գրիգորյանը նաև խնդրել էր ստուգել նախագահի անձեռնմխելիության ինստիտուտի էությունը։ Սահմանադրական դատարանը որոշում էր կայացրել քննության առնել 300.1 հոդվածի մասով երկու դիմումները և միավորել դրանք մեկ վարույթում։ Հետո արդեն բարձր դատարանը որոշում էր կայացրել կասեցնել այս գործի քննությունն ու այն ուղարկել միջազգային կառույցներին՝ Մարդու իրավունքների եվրոպական դատարանին և Եվրոպայի խորհրդի Վենետիկի հանձնաժողովին՝ խնդրելով խորհրդատվական կարծիք տրամադրել Քրեական օրենսգրքի 300.1 հոդվածի վերաբերյալ:


Ինչ վերաբերում է մեկ ամիս առաջ մեկ այլ քրեական գործով լիազորությունները կասեցված դատավոր Դավիթ Գրիգորյանի դիմումի մյուս հարցին՝ նախագահի անձեռնմխելիության ինստիտուտին, ապա բարձր դատարանը մերժել էր այն քննել։ Սահմանադրական դատարանի անդամի Ալվինա Գյուլումյանն այդ ժամանակ «Ազատությանն» ասել էր, որ բարձր դատարանը մերժել է նախագահի անձեռնմխելիության հարցի քննությունը, քանի որ, իրենք չունեն առանձին լիազորություն՝ մեկնաբանելու սահմանադրական նորմը, դա կարող են անել, եթե վիճարկվող հարցը արտահայտված լինի օրենքի համապատասխան նորմում։ Տվյալ դեպքում նախագահի անձեռմխելիության մասին նշված է միայն մայր օրենքում, Քրեական օրենսգրքում նման դրույթ չկա։

Armenian vice-premier points out economic risks from stopping Amulsar Gold Mine’s activity

YEREVAN, August 22. /ARKA/. A clear assessment of Amulsar Gold Mine's impacts on Jermuk water resources and Lake Sevan may become the key factor for a decision to resume the mine's operation, Armenian Vice-premier Tigran Avinyan wrote Wednesday on his Facebook page.  

"According to the results of the expert analysis of ELARD Company, fears that have long been voiced by environmentalists over Sevan and Jermuk water resources are not realistic," Avinyan says. "Additional measures are being proposed to mitigate risks, and these measures have already been taken."

The vice-premier stressed that the government intends to set the highest bar for all mining facilities in tune with the highest environmental criteria.

In his words, the change of power in Armenia in 2018 has brought no consensus on Amulsar in the society, while $400 million have already been invested in it in accordance with the law. There is the risk of cut of 4,500 jobs.

"The opening of the mine implies additional investments totaling $130 million," Avinyan wrote. "Extra annual inflow into the government budget will amount to $45-50 million. The entire output, which will amount to $250 million, will be exported, and this is estimated to have a 10% impact on the export."  

Speaking about risks the vice-premier found it necessary to take into account possible arbitration. In his words, the government has already taken into consideration all possible legal arguments, positions and opportunities.

"Nevertheless, regardless of how well the government is prepared for arbitration process, it can't be predicted completely, and large reimbursements can't be ruled out, and we understand that these financial resources are not made out of thin air – they are taken from taxpayers."
As the biggest risk that can't be gauged, Avinyan pointed out the future of Armenia's investment environment.

"If we want to create a country where both inside and outside investors are protected, we shouldn't hobble any company's activity. Otherwise, there is a threat of turning into a country avoided by investors," he said.

In February, 2019 the Armenian government decided to allocate USD 396,900 from its reserve fund to Earth Link & Advanced Resources Development (ELARD) for carrying out a comprehensive expert examination of the Amulsar project. The mine's operation was ceased.

Lydian is a gold developer focused on construction at its 100%-owned Amulsar Gold Project, located in south-central Armenia. However, illegal blockades have prevented access to Amulsar since late June 2018. Amulsar is expected to be a large-scale, low-cost operation with production targeted to average approximately 225,000 ounces annually over an initial 10-year mine life.

Estimated mineral resources contain 3.5 million measured and indicated gold ounces and 1.3 million inferred gold ounces as outlined in the Q1 2017 Technical Report. Existing mineral resources beyond current reserves and open extensions provide opportunities to improve average annual production and extend the mine life. GeoPromining urges journalists to abandon ‘primitive’ practice of seeking political context when covering foreign investors’ activities

GeoProMining, a diversified international group of mining companies, developing the Sotk gold deposit in Armenian province of Gegharkunik, has urged today local mass media to abandon what it called the 'primitive' practice of seeking a political context when covering the activities of foreign investors in Armenia.

The move comes after some Armenian electronic mass media outlets placed a story titled “Russians treat workers at Sotk gold mine as slaves. Employees sound  alarm.”

'The heartbreaking story about 'slaves' working for Russian exploiters became an occasion for an obviously puff piece story aimed against  GeoPromining Gold company, otherwise how can one explain why journalists  ignore elementary principles of journalism that require  double-checking of facts and an alternative point of view," GeoProMining press service said in a statement.

'GeoProMining officially declares that the facts stated in the story are not only untrue, but are also a pure provocation on the part of those who grossly violated the rules of labor discipline and safety,' the company said.

It said  one of the 'characters' of the story, Karo Melkonyan, who accuses Russians of treating local workers as 'slaves', was caught  July 5 this year red-handed by security officers of the deposit when  trying to steal gold-bearing ore. Security officers asked him to show what he had in his pockets. Instead Melkonyan said he wanted to go to the toilet to get rid of evidence, however, the security  officers reacted according to the instructions and prevented it.

The whole process was filmed on video cameras, the company filed an application with the police and provided law enforcement agencies with all the relevant materials. Karo Mikaelyan asked the company to let him resign instead of being sacked.

Another 'character' of the story , Andranik Margaryan, came to work drunk, got on a bus and went to the quarry. Security officers noted his inadequate physical condition and decided to dismiss him for gross violation of labor discipline. However, the employee asked to be dismissed at his own request.

GeoProMining was founded in 2001. In Armenia it owns two assets – the Agarak Copper-Molybdenum Combine and GPMGold, which develops the Sotk gold mine and runs the Ararat gold recovery factory.
