20 football players invited to Armenian M-21 team

On August 15, Armenia’s M-21 team will play their first friendly match headed by Armen Gyulbudaghyants. Our team will compete with Moldovan team in Kishinev. In order to prepare for the match, the Armenian team will play a FF Technical Center at the Football Academy on August 12.

Naira Badalian. Schengen visa for Armenians may not rise in price. This was stated by the head of the EU delegation to Armenia Piotr Switalski on July 16 at a press conference commenting on possible possible outcomes of the Schengen Code reforms for Armenian citizens.

According to the Ambassador, due to the strong migration pressure, the Schengen Code reforms were launched earlier in the European Union. It was done to protect their own borders. "It is planned to introduce certain elements that contribute to increasing the level of controllability of people's movement," Switalski said.

So, on June 19, 2018, the EU ambassadors approved the mandate on behalf of the Council for negotiations with the European Parliament on introducing amendments to the visa regime. To express its position on the proposal "On Amending the Schengen Border Code with regard to the temporary restoration of control at internal borders," as the ambassador said, the Council of Europe has been given six months. As a result of the adoption of this proposal, in addition to procedural changes to the entry of Schengen visa, basic visa prices may increase from 60 euros to 80 euros, and for countries with existing agreements on visa facilitation with the EU from 30 euros to 40 euros.

Nevertheless, as Piotr Switalski pointed out, there are no procedural changes for Armenia, the country, with a simplified visa regime. Most likely, according to Piotr Switalski, the citizens of the country will also not be affected by the increase in the cost of the Schengen visa.

Earlier, ArmInfo reported that in June the Schengen Code reforms were launched. The process should give Europeans more effective means of controlling borders to counter the influx of migrants, as well as to provide some simplification of the procedure for issuing visas to "respectable travelers". However, the payment for this will be an increase in the base price of the Schengen visa from 60 euros to 80 euros, and for countries with existing agreements on visa facilitation with the EU, from 30 euros to 40 euros.

YEREVAN, JULY 16, ARMENPRESS. The formulations in the final document of the NATO summit relating to the Nagorno Karabakh conflict contain some contradictions, political scientist Narek Minasyan told ARMENPRESS.

-How do you assess Armenian Prime Minister Nikol Pashinyan’s visit to Brussels in the context of the Armenia-NATO relations?

-Firstly, I would like to state that the Brussels visit was of cognitive nature since this was Pashinyan’s first visit to Brussels as a Prime Minister, and overall the visit can be assessed as positive.

As for the Armenia-NATO relations, the visit was quite important in terms of the contacts with the leaders of the structure and its separate member states which is vital for establishing ties and exchanging views on different matters. On the sidelines of the visit it’s necessary to highlight the PM’s participation in the meeting of the heads of state and government contributing to the Resolute Support mission in Afghanistan during which the Armenian PM delivered remarks.

Armenia is taking part in the NATO’s peace operation in Afghanistan since 2010. And today nearly 130 Armenian servicemen continue conducting service in that country. It’s worth to mention that the participation in this mission not only contributes to the development of skills of the Armenian servicemen, but also positively affects Armenia’s international reputation. In fact, it’s a clear indicator that Armenia is not a security consuming, but a security providing country.

-Different comments are being circulated in the media in connection with the point in the NATO summit’s final document relating to the Karabakh conflict.

-Actually, the part in the final document of the NATO summit relating to the Karabakh conflict repeats the formulations reflected in the final act of the 2016 July Warsaw summit. I want to state that these formulations contain some contradictions which is due to not so objective approach by NATO to show a single approach to different conflicts. The document states that the structure supports the territorial integrity, independence and sovereignty of Armenia, Azerbaijan, Georgia and Moldova. At the same time it states that NATO continues supporting the efforts aimed at peacefully settling the conflicts in the South Caucasus (including the Karabakh conflict), in accordance with the principles and norms of the international law, as well as the UN Charter and the Helsinki Final Act. In fact, this formulation makes indirect reference to peoples’ right to equality and self-determination, which is one of the key principles of the Helsinki Final Act.

The Armenian side has constantly voiced about the controversy of such formulation, calling on to adopt a differentiated approach over conflicts which will take into account also their features. At the same time, it was clearly stated that NATO plays no role and has no mandate in the NK conflict settlement process, and any unbalanced approach on such sensitive issue can lead to negative consequences.

The Armenian leadership of different years has approached to issue of participation in the NATO summits with some reservations, in connection with such formulations. For instance, there have been years when the Armenian side made a decision not to participate in the summits. But there have also been years, for instance in Wales 2014, Warsaw 2016, and as well as this year in Brussels, that the Armenian side participated in the summit by using this platform to voice about its proposals, approaches and views on the NK conflict as effectively as possible. One of the most vivid manifestations of this was perhaps the Armenian PM’s speech at the NATO during which the NK conflict and Azerbaijan’s aggressive behavior were presented with an interesting and new approach, which, I think, was quite effective.

President lays flowers at statue of Aram Manukyan (video)

President of Armenia Armen Sarkissian attended the inauguration of the statue of statesman Aram Manukyan today in downtown Yerevan.

The inauguration was attended by Prime Minister Nikol Pashinyan, Catholicos of the Armenian Church Garegin II and numerous governmental officials.

The president laid flowers at the statue.

Aram Manukyan was the founder of the First Republic of Armenia, a statesman and military leader, who led the self-defense of Van.

Impressions: ARF Western US Regional Convention

Last weekend, the Armenian Revolutionary Federation of the Western US held its 52nd Convention. This meeting occurs every other year. It reviews and evaluates the organization’s activities of the preceding two years and adopts the outline of the next two year’s activities.

It had been 24 years since I had the honor of participating in this meeting as a delegate. I was representing Burbank’s ARF unit, named Aghpalian after the famous revolutionary, organizer, and minister of the first Armenian republic. The biggest and best change I noticed a quarter century on was the much larger percentage of women among both the delegates and those attending in an advisory/consultative capacity.

Since the ARF has always been more than just a political party, more than just a revolutionary group, more than just another Diasporan organization; since it has been a central ideological entity attracting the largest number of free thinking Armenians; since it therefore serves as the organizational focus for a family of associations/institutions/societies serving various of our nation’s needs; these groups were also represented and contributed to the discourse and analysis grounding the resolutions adopted to guide operations for the next two years.

This convention addressed a lot of internal organizational issues impacting and about all levels of the organization, even though this particular meeting’s scope was formally limited to local and regional issues, not worldwide Armenian ones. These naturally bubble up periodically in any organization, especially a political one such as the ARF. The discussions were passionate, but didn’t degenerate into meaningless exchanges as can sometimes happen. The conclusions were also well reasoned and their wording took a lot of time to craft, requiring extensive efforts by the resolutions committee charged with the task.

Of course nothing is perfect. It was fascinating to observe how human nature played out. In a room full of almost 100 people, all largely in agreement about most issues, otherwise small, even miniscule, differences of opinion and approach somehow came to loom large. Later, during central committee elections, things were also heated. But, that’s the nature of the beast known as elections, isn’t it? The result was positive, with a good mix of old and new, another small step forward for the organization. The other factor that made the whole convention difficult was the shortened time allotted to it since I had last participated. We confront so many challenges as a nation and community that a somewhat longer time frame must be considered.

Numerous resolutions were adopted, but the ones that stand out for me were those about Western Armenia, reaffirming a statement of demands crafted four years ago and renewed ever since, emphasizing the importance of all-encompassing (in terms of community organizations) April 24th activities, and raising the level of activity on the Azerbaijan front to address the massive anti-Armenian efforts of that country.

As the ARF in the U.S. west of the Mississippi river embarks on the next biennium of the ongoing journey of the Armenian nation’s life and struggles, the input, the participation, the support, and yes, even constructive criticism of all concerned is welcomed. Your engagement assures a better collective future for all of us Diasporans, homeland dwellers (including the scattered remnants in Western Armenia), and even nations and countries neighboring the Armenian highlands.

PACE Bans 14 Members for Corrupt Exchanges with Azerbaijan

STRASBOURG—The Rules of Procedure, Immunities and Institutional Affairs Committee of the Parliamentary Assembly of the Council of Europe (PACE) examined corruption reports during its summer session and determined that 14 assembly members had violated ethical standards by engaging in corrupt activities with Azerbaijan. Specifically, members had accepted gifts and other monetary bribes from the Azeri government to lobby on its behalf and present Azerbaijan in a positive light.

In a report published April 15, the Committee on Rules of Procedure stated that, “The allegations made and the facts supporting them are examined under four principal headings: (1) the various activities in  favour of Azerbaijan within PACE; (2) the exchange of gifts and different forms of benefits; (3) the influence of extra-institutional actors (lobbyists); and (4) money and other corruptive activities being used as a means of fostering Azerbaijan’s interests in PACE.”

Arpine Hovhannisyan, the deputy speaker of Armenian parliament and the head of the Armenian delegation to PACE, said the committee has sanctioned the parliamentarians who are mentioned in the reports — she explained that the group is comprised of both former and current PACE members. The sanctioned parliamentarians include Alain Destexhe, Luca Volontè, Agustín Conde, Karin Strenz, Elkhan Suleymanov, Göran Lindblad, Tadeusz Iwiński, among seven others.

“As I had explained earlier, the independent Investigative Body of PACE had presented its report on corruption processes in PACE at the spring sitting,” Hovhannisyan said. “The Rules of Procedure, Immunities and Institutional Affairs Committee immediately touched upon the report. The committee continued working over the reports during the summer session.”

The committee ruled that the 14 PACE members who were found to have breached the organization’s Code of Conduct should be deprived of the right to access Council of Europe and Parliamentary Assembly premises for life.

This was the third Rules Committee hearing concerning the conduct of individual members and served as a follow-up to the Investigation Body’s report. Two previous hearings took place April 25 and May 15, and the committee will continue its hearings of current and former PACE members at its next meeting.

Azerbaijan’s Foreign Ministry assesses the visit of Armenian Prime Minister Nikol Pashinyan to the occupied territories of Azerbaijan, including the contact line, as a call to war, Azerbaijani Foreign Ministry spokesperson Hikmet Hajiyev told Trend.

"After the visit of the Armenian president, Pashinyan's visit to the occupied territories of Azerbaijan is a provocation and a deliberate step to aggravate the situation. They openly show that Armenia is not interested in resolving the conflict through negotiations and, ultimately, in ending military aggression and occupation, and withdrawing its troops from the occupied Azerbaijani territories", Hajiyev said.

He pointed out that Armenia’s purpose is to paralyze the negotiation process with various tricks, aggravate the situation by provocations, ultimately continue the occupation of Azerbaijani territories and maintain the status quo.

"Everyone knows what is an alternative to the negotiations, and therefore responsibility lies entirely with Armenia," Hajiyev said.

Hajiyev said he is confident that the new Armenian leadership, which has populist and ultra-chauvinist nationalist views, understanding its inability to solve serious social and economic problems in the country, is trying to manipulate the public consciousness with the theme of the war and Karabakh. "The utopian and impracticable program, presented by the new government of Armenia, openly demonstrates the situation in which the country turned out to be. But the military adventurous policy pursued by the new leadership of Armenia puts the region face to face with new threats,” Hajiyev said.
