The Government today made changes and amendments in the RA law on “Legal regime of military situation”. Hereafter the Government has the power to announce military situation, according to the new Constitution.

The Government also approved and sent to the parliament the legislative initiative on “Making changes and amendments in the RA Law on the Legal Regime of Emergency Situation”. According to it, hereafter the Government has power to declare emergency situation in the country; formerly it was the power of the president.

YEREVAN, JUNE 12, ARMENPRESS. Russian military expert Vladimir Evseev,
deputy director of the CIS Countries Institute, doesn’t imagine
complete, effective talks on the Nagorno Karabakh conflict settlement
without the participation of Stepanakert.

The expert identified three issues which serve basis for the
conflict’s possible settlement.

“The return of Stepanakert to negotiation table, expansion of OSCE
mission, as well as installation of investigative mechanisms. These
are realistic”, he told Armenpress, adding that he doesn’t see any
prospect for resumption of serious talks since Azerbaijan has no
motivation.

According to Vladimir Evseev, by their last statement the OSCE Minsk
Group Co-Chairs accepted what had happened, however this is not
enough, since, according to him, real actions are needed except from
calls and statements.

“If I were on their place, I would urge Azerbaijan to fulfill its
obligations. I don’t know why they didn’t do it: unfortunately, this
is a double standards policy, in other words, there was a statement,
however, it was not followed by any action. I think in any case this
statement cannot be a restraining factor for Azerbaijan. The only
restraining factor are the Armed forces. Only through force it will be
possible to return Azerbaijan to negotiation table”, he said.

The military expert visited Artsakh in February to take part in the
constitutional referendum as an observer. He told that he met with
Talish residents who remained without settlements due to Azerbaijani
aggression, however, they have a great desire to return to their
village.

“They live in this way since they have constantly been under fire, and
most importantly, their homes have been under sniper fire. Someone
must be held accountable for this”, he said.

He also talked about the tortures of Azerbaijani armed forces on
Talish civilians, as well as the Defense Army soldiers carried out in
April last year, stating that the Azerbaijani side must be definitely
held accountable. “They must face the issue of standing before the
tribunal, they deserve it since these atrocities are violations of
international law. The next incident which angered me was the
beheading of soldier with Yazidi origin after which it was also
displayed. I remembered a photo at the Armenian Genocide
Museum-Institute which depicted heads of three Armenians laid on the
table, and on the back were Turks. There are many similar phenomena.
During that time this was a crime, and especially now it is also a
crime”, Vladimir Evseev said.

Asked how he will comment on Russia’s policy to sell weapons to
Azerbaijan in case when Russia always highlights that Armenia is its
ally, the expert said: “Arms sales to Azerbaijan is not an economic
issue for Russia. Armenia believes that by this Russia receives money,
moreover, at the expense of blood of Armenian soldiers. This is not
true since Russia does it to keep Azerbaijan under its influence.
There are many questions in Russian-Azerbaijan relations which are not
related with Armenia. Russia doesn’t want to quarrel with Azerbaijan.
At the same time Russia understands that the level of relations with
the two countries is different. For Russia Armenia is an ally, the
Russian military base is deployed here. There is no Russian military
base in Azerbaijan. We are not considered as allies. We could also
refuse from arms sales, but otherwise, how it would be possible to
maintain influence”, the military expert said.

Yousuf Karsh bust unveiled in downtown Ottawa

PanARMENIAN.Net – The bust of prominent CanadianArmenian photographer Yousuf Karsh was unveiled in front of the Chateau Laurier in Ottawa, the Armenian Committee of Canada said in a Facebook post.

“The bust that is a gift from the Armenian people to the Canadian people stands as a lasting symbol of the strong friendship between Canada and Armenia,” the Committee said.

The event was attended by a number of guests, including Armenia’s ambassador to Canada Armen Yeganyan.

The bust is a gift from the Armenian people to the Canadian people on behalf of not only 150th of Canada's Confederation, but also the 25th anniversary of Canadian-Armenian diplomatic relations, Yeganyan said in a post of his own.

The choice of Chateau Laurier as the venue for the bust was not accidental. Karsh's first solo exhibition was in 1936 in the Drawing Room of the hotel. He moved his studio into the hotel in 1973, and it remained there until he retired in 1992.

Karsh has been recognized as one of the great portrait photographers of the 20th century by Time magazine and the Metropolitan Museum of Art, with the latter noting the "distinct style in his theatrical lighting."

Peace Corps Swears in 42 Volunteers, Celebrates 25th Anniversary in Armenia

YEREVAN—The U.S. Ambassador to Armenia Richard Mills swore-in 42 new Peace Corps Volunteers on June 2, who will depart to communities across Armenia where they will serve for the next two years with local schools, universities, and non-governmental organizations, as English teachers and Community and Youth Development Volunteers. The volunteers are American citizens who come from all parts of the United States and reflect America’s diversity. The volunteers successfully completed an intensive 11-week training to learn the Armenian language and prepare them for their work in Armenia.

The swearing-in ceremony for the new group of Peace Corps Volunteers also coincided with the 25th anniversary celebration of the Peace Corps Program in Armenia. The first Peace Corps Volunteers arrived in Armenia in 1992 and today the program celebrated this incredible milestone, also recognizing the 1000th volunteer to serve in Armenia.

An audience of over 300 people attended the event including representative s of the Armenian government, U.S. Embassy Mission Staff, current and former Peace Corps Volunteers, families who have hosted Peace Corps volunteers in their homes, and international and local program partners. During this event, attendees had the privilege of watching the premiere of a music video for an original song written for Peace Corps, as well as a “legacy video,” that celebrated Peace Corps’ history and impact in Armenia.

This ceremony was also attended by the leadership of Peace Corps based in Washington DC.  In her remarks, the Acting Director of the Peace Corps, Sheila Crowley, mentioned the importance of the partnership between the United States and Armenia and thanked the new volunteers for their dedication to service. The Minister of Education and Science, his Excellency Levon Mkrtchyan, as well as the Deputy Minister of Ministry of Sport and Youth Affairs, Arsen Karamyan, also attended the ceremony and shared remarks. They welcomed the new group of volunteers to Armenia and expressed their gratitude for the assistance that the volunteers of the U.S. Peace Corps have provided to Armenian communities.

With the addition of this new group, there are approximately 110 Peace Corps Volunteers serving in rural villages and towns throughout all of the regions of Armenia.

Czech companies are interested in implementing projects in renewable
energy field of Armenia

A number of Czech companies with significant experience in
implementing projects for the development of various spheres in the
field of renewable energy held a large presentation for
representatives of the Armenian business in Yerevan yesterday. The
event was organized by the Czech Embassy in Armenia. "The Czech
Republic has accumulated colossal experience in small hydropower
engineering, construction and operation of photovoltaic and wind
parks, and our companies are interested in cooperation with Armenia,
which started serious projects in the field of renewable energy,"
Czech Ambassador to Armenia Petr Mikyska said when opening the
presentation.

The head of the energy department of the Ministry of Energy
Infrastructures and Natural Resources of Armenia, Hayk Badalyan, who
spoke at the event, noted that support for the development of
renewable energy is one of the priorities in the activities of the
ministry. In the conversation with the correspondent of ArmInfo, the
specialist emphasized that the government made a number of decisions
that contribute to the development of the industry, from temporary
exemption from VAT payments (up to 300 million AMD) for import of
equipment to light licensing procedures. These measures are aimed at
the successful implementation of a large investment program developed
by the Ministry of Energy, which envisages the installation by 2020 of
several solar stations with a capacity of 40-50 megawatts, which will
be connected to the common electricity network of Armenia. The full
implementation of the program, according to preliminary estimates, can
provide up to 8% of the energy consumed in the country. An important
aspect of the success of the program is an important legislative
stimulating norm, obliging a guaranteed purchase of electricity from
the electricity supply network for 20 years at a comfortable tariff
for investors, established by the Public Services Regulatory
Commission. The Ministry estimates that the capital expenditures for
the construction of one solar station with a capacity of 1 MW will
amount to about $ 1 million, which falls under investor-friendly,
lightweight procedures.

Touching upon the development of solar energy, for which the so-called
"solar map" of Armenia was created, Badalyan said that three
photovoltaic stations have already been licensed in the country, two
of them with a capacity of up to 1 MW and one up to 500 kW. He also
informed that within the framework of the investment program of the
Ministry of Energy, necessary research has already been carried out in
six regions of the country and a tender has already been announced for
the construction of a solar station in the town of Masrik in
Gegharkunik region up to 55 MW. As a result of its implementation, it
is assumed that the tariff for electricity of this large station will
not exceed 6 cents per kW of electricity.

Present at the presentation of the representative of the Czech company
SWH Groop of Armenia, Antonin Kolka, in an interview with ArmInfo
correspondent, stated his intention to participate in the tender for
the construction of a solar station in Masrik. According to him, the
country has created good conditions for attracting foreign investors
to projects on renewable energy generation. In addition to the
construction of a photovoltaic station, the company, which mainly
performs engineering tasks, has several projects for Armenia,
including the first project for the country to create a power
generation station as a result of processing domestic waste. He noted
that the company is waiting for concrete proposals from the government
in order to understand the tasks and long-term interests of the state
to familiarize investors and search for partners. "With these
documents and government guarantees, we can begin the search for the
necessary financial resources," the expert noted. He informed about
the availability of a preliminary program for the creation of a
similar station in the Tavush region, which was also presented at the
event. According to initial estimates, it will cost (capex) 30 million
EUR, will process up to 54 thousand tons of garbage, issuing 64
megawatts of electricity. Return on investment (ROI) will be provided
for 8 years of work with an internal rate of return (IRR) of 13% and
an annual profit (EBITDA) of 4.2 million EUR.

To note, the peak of the development of renewable energy in the Czech
Republic occurred in the second half of the 2000s, the country built
over 300 wind farms and about 28 thousand solar power plants, which
together generate 2,300 MW of electricity or 5% of all electricity
generated in the country. Recently, the government of the country has
limited the growth of the scope on an industrial scale due to the
excess of the electricity and its impact on the overall tariff policy.
However, at the same time, the state continues to successfully
stimulate private projects to develop alternative energy for
individual needs. Over the next three years on the roofs of private
houses in the Czech Republic should appear more than 40 thousand new
solar micro-power plants. Restrictions for the industrial development
of the sphere (without accumulation) narrowed the possibilities of
already experienced engineers in their own country; they turned their
attention to new markets, including Armenia, rich in winds and the
sun.

Patriarchal locum tenens Archbishop Bekchian to arrive in Istanbul on June 1



YEREVAN, MAY 30, ARMENPRESS. Patriarchal locum tenens of Istanbul’s
Armenian Patriarchate Archbishop Garegin Bekchian – the Primate of
Germany’s Armenian Diocesee, will arrive in Istanbul on June 1, Agos
daily reports.

A special welcoming ceremony will be held, as well as liturgy will be
delivered at Kumkapı’s St. Mary church.

Bekchian was elected Patriarchal locum tenens in the Spiritual Council
of Istanbul’s Armenian Patriarchate on March 15. However, after his
election, Archbishop Aram Ateshian refused to leave the post of
patriarchal vicar which resulted in certain tension in the
patriarchate.

On May 24 Ateshian announced his resignation, officially inviting
Bekchian to Istanbul.

Pro-Erdogan muscle against D.C. protesters came from Canada

Two Toronto men who clashed violently with protesters during Turkish president Recep Tayyip Erdogan’s recent visit to the White House sought refugee status in Canada more than a decade ago, but were rejected.

Cousins Alpkenan and Ahmet Dereci travelled to Washington, D.C. from Toronto in May, according to the New York Times, when Erdogan met with U.S. President Donald Trump. Outside of the Turkish ambassador’s residence, Erdogan’s security forces attacked a group of demonstrators protesting the president’s policies, including his treatment of Kurds and Armenians. A number of civilian Erdogan supporters were involved in the clash, as well.

Video footage shows a man identified by the Times as Alpkenan running toward protesters and repeatedly punching a male demonstrator. Another protester then hits Alpkenan with a bullhorn, leaving him bleeding from his forehead. Ahmet is also seen repeatedly punching a male protester, and kicking the man after he falls to the ground. Neither was arrested or charged.

The U.S. Department of State condemned the actions of Turkish security personnel. “We are communicating our concern to the Turkish government in the strongest possible terms,” according to a statement. “Violence is never an appropriate response to free speech.” The local police chief described the confrontation as a “brutal attack on peaceful protestors.” Turkish officials, meanwhile, blamed local police for failing to tamp down an “unpermitted” and “provocative” protest.

Alpkenan and Ahmet live in Toronto, according to their Facebook profiles, which feature an identical photo of the pair posing with Erdogan. Ahmet’s profile lists him as the owner and operator of an electrical contractor with an office in North York. An employee who answered the phone on Friday said Ahmet would not be commenting, and that “he’s just not gonna return calls.”

According to court documents, Alpkenan and Ahmet made refugee claims in Canada roughly 15 years ago, and were initially rejected. They filed individual applications for judicial review in 2003 on nearly identical grounds, including that the Immigration and Refugee Board ignored and misconstrued evidence, and that it made errors in reviewing evidence stating Alpkenan and Ahmet suffer from post-traumatic stress disorder. The applications were dismissed in 2003. What actions the pair took afterward remained unclear, as was their current status in Canada.

The available court file for Alpkenan, which is more extensive than Ahmet’s, shows that after entering Canada in 2001, he claimed his life would be in danger if he returned to Turkey owing to his status as a practising Sunni Muslim and his membership in the pro-Islamic Virtue Party. In 2001, a Turkish court banned the Virtue Party, arguing it violated a law prohibiting religious activities that could undermine the secular government. The Justice and Development Party, which Erdogan now heads, later emerged from the defunct Virtue Party.

Alpkenan claimed that in 1998 he and two others (including a cousin, though it’s unclear if it was Ahmet) organized a demonstration to protest their university’s actions in violating their right to freedom of religion. University officials summoned the police, who arrested the trio and detained them for three days, beating and torturing them, according to Alpkenan. The police released them and warned if they organized any more demonstrations, it would be their last. Alpkenan also claimed police later visited him at his university dorm room, and threatened that the military would conscript him and would likely harm or kill him.

Alpkenan left for the U.S. and obtained a student visa in 2000. When he learned the Virtue Party had been banned and that some of its members had been arrested, he claimed refugee status in Canada, concerned about what he saw as close ties between Turkey and the U.S. He also told immigration officials in Canada he was a conscientious objector to bearing arms and feared if he returned to Turkey, he would be sent to fight the Kurdistan Workers’ Party (PKK), which Turkey and the U.S. view as a terrorist organization. According to court documents, Alpkenan said he “refuses to engage in military exercises against the Kurds that may result in their death.”

The Immigration and Refugee Board was not convinced. “I find that there is insufficient credible and trustworthy evidence to establish that the claimant has a well-founded fear of persecution in Turkey for a convention ground,” wrote IRB panel member Brian Goodman in a decision. Nor was there sufficient proof to establish Alpkenan as a person in need of protection. Goodman concluded that “on a balance of probabilities, [Alpkenan] fabricated his evidence concerning his alleged participation in the demonstration and his alleged arrest … and subsequent detention, as well as the alleged police visit to his dorm.”

Alpkenan could not be reached for comment. But in an interview with Turkish state broadcaster TRT about the clash in Washington, he said he and his peers were the real victims of the attack.

U.S. Embassy brings U.S. and Armenian companies together to develop renewable energy

The future of energy is renewable. And it is a future that Armenia can take advantage of, for its pocketbook today and for future generations as well. That was the message of a day-long conference organized by the U.S. Embassy in Yerevan, in partnership with the Ministry of Energy and Natural Resources and the firm Contour Global. They brought together representatives from some of the top U.S. renewable energy companies to meet with 70 Armenian businesses to discuss how they can best partner.

The session on May 17 allowed U.S. companies to detail their expertise and technology for clean energy and smart electric grid development.

“Armenia and its energy sector have grown so much over the last 25 years. I am excited to think about what the next 25 years will bring, knowing that it will be developed through partnerships started here today,” said U.S. Ambassador to Armenia Richard Mills, Jr., who opened the session along with the Deputy Minister of Energy Infrastructures and Natural Resources.

The one-day conference was designed to strengthen the increasing commercial ties between the U.S. and Armenia by introducing leading U.S. companies to Armenian energy sector operators, allowing the American companies to showcase the latest technological advances in the field.

Clean, renewable energy is an increasing part of Armenia’s Clean, renewable energy is an increasing part of Armenia’s energy sector, which has grown over the past few years. From 2010 to 2015, Armenian production of electricity grew 20%, which Ambassador Mills noted was why the U.S. Embassy sees investment opportunities in Armenia for U.S. companies.

“As many of you know, this year we are marking 25 years of U.S.-Armenian relations. Twenty five years ago, I remember well working on the issues of the newly-independent Armenia at the State Department in Washington, D.C. Those of you old enough remember well that in those early years of independence, Armenia’s energy situation was shaky. Outages were the norm. Trees were clear-cut to provide heat. It was a time of true crisis,” he said. “But Armenia did not surrender to the darkness and scarcity. Instead, with the support of friends and partners like the U.S., Armenia developed into a nation that is able to meet its needs, and in fact able to export its excess electricity.”

He highlighted the valuable work done by the Armenian government to encourage energy diversification and clean energy production, including a Solar Cell Investor Conference it organized in January. And he mentioned how the U.S. has partnered with the Armenian government, describing an exchange trip organized last month for Armenian officials and private sector representatives to visit experts in the U.S. to gain best practices for solar power energy production.

Seven U.S. companies – Honeywell Building Solutions, Honeywell Smart Energy, MacLean Power Systems, First Solar Power Solutions, Caterpillar, General Electric and Contour Global – sent representatives to the conference to share their experiences and to learn about business opportunities in Armenia. The one-day program also featured presentations by International Finance Corporation (IFC), German Development Bank KfW, Ameria Bank, Switzerland-based Meeco Group, and Armenian government officials.

“The Armenian government has been leading the efforts in diversifying the nation’s energy sector into renewables and of boosting energy efficiency programs. They have put into place mechanisms and programs enabling the growth of Armenia’s renewable and solar cell energy sectors,” Ambassador Mills said.  “And as we have for the past 25 years, the U.S. government will continue to be a partner with Armenia.”

Soldier shot dead in Armenia, investgation under way

Private of the Armenian Armed Forces, Lance Sergeant Gagik Mesropyan (born in 1997), was wounded in one of the military units at about 08:40 this morning and succumbed to wounds on the way to hospital, the Investigative Committee reports.

The death is believed to be caused by the breach of rules for handling weapons.

A criminal case has been instigated, investigation into the details of the incident is under way.

The Defense Ministry has issued a statement, offering condolences to the soldiers family and friends.
